If different goods are entered in a Certificate, of which one part is classified ina single four-digit tariff heading according to the Harmonized CommodityDescription and Coding System, Box 9 may include a single letter designationof the origin criterion for all goods under the given four-digit tariff code.If goods entered in a Certificate are classified in different tariff headingsaccording to the Harmonized Commodity Description and Coding Systemand/or if goods entered in a Certificate have different origin criteria, a separateorigin criterion shall be entered for each products in Box 9;10) Box 10 - "Quantity of goods". Enter gross/net weight (kg) and/or otherquantitative features of the goods in accordance with the Contracting Parties’customs tariffs. The actual quantity of delivered goods cannot exceed thequantity entered in the Certificate by more than 5 percent. Net weight shall beentered taking into account the primary packaging which is an integral part ofthe product in retail.11) Box 11 - "Number and date of invoice". Enter information on the invoice, proforma invoice or other document which shows the financial and/or quantitativeparameters of the goods;12) Box 12 - "Certification". This box is completed by the competent authority andit contains the authority’s name, address, stamp and date of issue of theCertificate (duplicate), as well as the signature, surname and initials of theperson authorised for Certificate (duplicate) certification. The date and thesurname and initials of the authorised person may be written in hand orstamped;13) Box 13 - "Declaration by the applicant". This box includes the name of thecountry in which the goods were wholly obtained or underwent sufficientworking/processing, the date on which information on the country of origin isgiven and the applicant’s stamp, signature, surname and initials. The date andthe surname and initials of the applicant may be written in hand or stamped.6. If goods are imported by an individual resident of a Contracting Party, the Certificate ofOrigin Form CT-2 shall be completed taking into account the following characteristics:Box 1 – consignor’s surname, initials and address;Box 2 – if available, the consignee’s surname, initials and address, with a note "For freecirculation". The consignor and the consignee may be the same person;Boxes 5 and 11 may remain empty if data are not available;Box 13 is certified by the consignor’s signature, with the date on which information on thecountry of origin is given and the consignor’s stamp, signature, surname and initials.7. No writing shall be allowed on the back of the Certificate.Grounds for Refusal of Entitlement to Free Trade RegimeArticle 13

The customs authorities of a Contracting Party shall refuse the entitlement to free traderegime for goods originating in and imported from the territories of the Contracting Parties:1) If the conditions for application of the free trade regime provided for in Article 8 ofthese Rules are not met;2) If the customs authorities of the importing country receive within three years verifiedinformation from the competent authorities of the importing country that a certificatewas not issued/was forged, that a certificate was cancelled/withdrawn or that acertificate was issued on the basis of invalid, inaccurate or incomplete documentsand/or information;3) If within six months of the date of submission of a request referred to in Article 11paragraph 4 of these Rules no answer is received in connection with the requestedCertificate from the competent authorities of the exporting country or the country oforigin or if cases referred to in Article 11 paragraph 8 of these Rules occur.Transitional and Final ProvisionsArticle 14Certificates of origin made out on the form “Certificate of Origin FORM A” which are currentlyapplied in the trade between the Republic of Serbia and the Russian Federation inaccordance with the Agreement may continue to be used for the purposes of verification ofthe origin of goods in accordance with the provisions of these Rules for six months of theeffective date of these Rules.Annex 1to the Rules on Determination ofthe Country of Origin of GoodsFORM CT-21.
