Approvals <strong>and</strong> St<strong>and</strong>ardsWhat is OSHA?OSHA (Occupational <strong>Safety</strong> <strong>and</strong>Health Administration) rules <strong>and</strong>regulations are enforceable by law.Non-compliance with OSHA rules<strong>and</strong> regulations can result in stiffpenalties <strong>and</strong> abatement periods.What is ANSI?ANSI (American NationalSt<strong>and</strong>ards Institute) is a voluntaryst<strong>and</strong>ardization system <strong>and</strong> doesnot possess the ability to enforceits st<strong>and</strong>ards. ANSI facilitatesdevelopment of national st<strong>and</strong>ardsby establishing consensus amongmanufacturers <strong>and</strong> consumers.Many of OSHA's regulations areadopted from ANSI st<strong>and</strong>ards.What is CSA?The Canadian St<strong>and</strong>ards Association(CSA) Technical Committee Z259 setsst<strong>and</strong>ards for fall protectionequipment <strong>and</strong> practices. The CSACertification <strong>and</strong> Test Division isresponsible for testing <strong>and</strong> certifyingproducts to the CSA Z259 productst<strong>and</strong>ards. Other certificationorganizations, including the <strong>Safety</strong><strong>Equipment</strong> Institute, also certify fallprotection equipment to the CSAZ259 st<strong>and</strong>ards. Products that arecertified to the Z259 fall protectionst<strong>and</strong>ards carry compliancemarkings of the certifying agency,for example: or CSEI. AllCanadian Provinces <strong>and</strong> Territoriesrequire that fall protection equipmentmust be certified by a recognizedthird-party organization incompliance with Canadianst<strong>and</strong>ards (or meet equivalentlevels of protection approved by thelegislative authority).St<strong>and</strong>ardsANSI Z359 St<strong>and</strong>ard for Personal <strong>Fall</strong> ArrestThe ANSI Z359 Accredited St<strong>and</strong>ards Committee completed work on a new series of fall protectionst<strong>and</strong>ards that became effective on November 24, 2007. The new st<strong>and</strong>ards replace the previous ANSIZ359.1-1992(R1999). To keep FFD to a minimum, you shouldalways try to keep your anchor point as far above theback D-ring of the harness as possible.Deceleration Distance (DD): The vertical distance aworker travels between the activation of the <strong>Fall</strong>Arrest System <strong>and</strong> final fall arrest. Federal OSHAlimits this distance to 3.5’ or less. The DD that eachshock-absorbing fall arrest device will permit istypically stated on the product label.Harness Effects (HEFF): The stretch of a harnessduring fall ar rest. This is typically one foot or less fora properly-fitted harness. However, some harnessesuse elastic-type webbing that can increase theharness effects to two feet or more.Vertical Elongation (VEL): The stretch in the lifeline ofthe Personal <strong>Fall</strong> Arrest System. Vertical Elongation ismeasured on the part of the lifeline that is undertension during deceleration <strong>and</strong> final fall arrest. Thisvariable will change drastically depending upon thetype of <strong>Fall</strong> Arrest System you are using. For example,most shock-absorbing lanyards are designed to havea maximum deceleration distance of 3.5’, whichincludes the vertical elongation of the lanyard.However, if you are using a rope grab system or ahorizontal lifeline, vertical elongation must becalculated based on the stretch of the vertical orhorizontal lifelines in those systems. You will need tocheck the specific manufacturers’ product for exactstretch percentages.<strong>Safety</strong> Factor (SF): An additional factor of safety toensure that you have the required clearance belowyour work ng surface. This variable should be at leastone foot, but can reflect any number with which youfeel comfortable.For illustration purposes, we will use the followingequipment:• Full Body Harness (non-elastic)• 6’ Shock-Absorbing Lanyard• Fixed, Rigid Anchorage Connector (such as aD-Plate bolted to a structural I-beam)In Figure 1, we see a worker with a 6’ Shock-Absorbing Lanyard on an elevated platform. In thisexample, let’s assume that his attachment point is 2’above the back D-ring of the harness. For every 1’ thelanyard attachment point is above the harness backD-ring, 1’ is deducted from the Freefall Distance. Forevery 1’ that the lanyard attachment point is belowthe harness back D-ring, 1’ is added to the FreefallDistance (see Table 1). In this scenario, if the workerfalls, the Freefall Distance (FFD) will equal 4’ sincethe lanyard attachment point is 2’ above theback D-ring of the harness. So, our formula lookslike this:TFD = 4’ + DD + HEFF + VEL + SFThe next variable to consider is DecelerationDistance (DD). Federal OSHA requires that thisdistance not exceed 3.5’. Since all manufacturers’product is slightly different, you should read the labelon the product you intend to use to determine themaximum deceleration distance of that product.When calculating Total <strong>Fall</strong> Distance, the maximumdeceleration distance that a product will permitshould always be used. In our example, the maximumdeceleration distance would be 3.5’.TFD = 4’ + 3.5’ + HEFF + VEL + SFThe Harness Effects variable is relatively constant atless than one foot. This will vary slightly due to theFigure 1.adjustment of the harness, so we generally use onefoot to account for these slight differences. However,elastic-type harnesses can have more than one footof stretch, possibly two feet or more, <strong>and</strong> thatadditional distance must be accounted for in yourcalculation. In our example, we are using a nonelasticharness to keep our Total <strong>Fall</strong> Distance to aminimum.TFD = 4’ + 3.5’ + 1’ + VEL + SFMost manufacturers design their Shock-AbsorbingLanyards so that the vertical elongation of the lanyardis included in the OSHA m<strong>and</strong>ated 3.5’ maximumdeceleration distance. However, if we were using arope grab or horizontal lifeline, or if you wereattaching to a non-rigid anchorage connector,VEL would need to be calculated based on thespecifications of those components in your <strong>Fall</strong> ArrestSystem. Since we are using a 6’ Shock-AbsorbingLanyard in our example <strong>and</strong> the VEL is alreadyconsidered in the lanyard design, we will enter a “0”for the VEL variable.TFD = 4’ + 3.5’ + 1’ + 0’ + SFThe final variable of the formula is the <strong>Safety</strong> Factor.It is always a good idea to include at least a 1’ safetyfactor; however, the safety factor could reflect anynumber that makes you comfortable with yourcalculation.Now we can solve our Total <strong>Fall</strong> Distance Formula:TFD = 4’ + 3.5’ + 1’ + 0’ + 1’TFD = 9.5’Now we know that if the worker in Figure 1 wouldhappen to fall, his Total <strong>Fall</strong> Distance will be 9.5’.But what does this number really mean? It meansthat the clearance between the working surface <strong>and</strong>the next closest object in the fall path must be at least9.5’. It is important to remember that Total <strong>Fall</strong>Distance is not always measured from the workingsurface to the ground, because sometimes theground is not the closest object be neath the workingplatform. If there is any type of obstruction in the fallpath of the worker (see Figure 2), your availableclearance is measured from the working platform tothe top of that obstruction. Sometimes thesedistances can be very short, <strong>and</strong> a fall protectionmeans other than a 6’ shock-absorbing lanyard isnecessary. Total <strong>Fall</strong> Distance calculations canbecome more complex than those demonstratedhere. The numbers <strong>and</strong> variables will changedepending upon the typeof Personal <strong>Fall</strong> ArrestSystem used. Forexample, whencalculating Total <strong>Fall</strong>Distances for HorizontalLifeline Systems youhave additionalvariables to consider,such as cable deflection<strong>and</strong> the number ofpeople on the system.The important thing toremember is thatcalculating Total <strong>Fall</strong>Distance is just asimportant as selectingthe right product for thejob.
