we held a meet<strong>in</strong>g with the local Chamber of Commerce to get bus<strong>in</strong>ess persons’ perspectives on do<strong>in</strong>g<br />

bus<strong>in</strong>ess <strong>in</strong> the rural peri-urban areas.<br />

As the team developed its set of recommendations for USAID <strong>in</strong>terventions, we used all these sources of<br />

<strong>in</strong>formation as <strong>in</strong>put <strong>in</strong>to our deliberations, while at the same time tak<strong>in</strong>g <strong>in</strong>to consideration various<br />

USAID parameters <strong>and</strong> priorities.<br />

The team has produced notes with highlights of each meet<strong>in</strong>g held while <strong>in</strong> Nairobi <strong>and</strong> South Sudan,<br />

found <strong>in</strong> Annex 4. A full list of persons <strong>and</strong> organizations contacted can be found <strong>in</strong> Annex 2.<br />

3. BACKGROUND<br />

A. Agricultural Overview of Southern Sudan<br />

Southern Sudan covers an area of about 640,000 square kilometers <strong>and</strong> <strong>in</strong>cludes stretches of tropical <strong>and</strong><br />

equatorial forests, wetl<strong>and</strong>s (<strong>in</strong>clud<strong>in</strong>g the Sudd swamps), savannah <strong>and</strong> mounta<strong>in</strong>s (see graph below for<br />

agro-climatic zones). The high <strong>agriculture</strong> potential Greenbelt is <strong>in</strong> the southern states of Western<br />

Equatoria, Central Equatoria, <strong>and</strong> Eastern Equatoria. Southern Sudan is entirely with<strong>in</strong> the Nile River<br />

bas<strong>in</strong> <strong>and</strong> shares borders with five countries (Ethiopia, Kenya, Ug<strong>and</strong>a, Central African Republic, <strong>and</strong><br />

Democratic Republic of the Congo). Southern Sudan is culturally, geographically <strong>and</strong> religiously diverse<br />

<strong>and</strong> well endowed with natural resources, <strong>in</strong>clud<strong>in</strong>g water, wildlife, forest, oil <strong>and</strong> m<strong>in</strong>erals. However,<br />

s<strong>in</strong>ce the <strong>in</strong>dependence of Sudan <strong>in</strong> 1956, Southern Sudan has been a battleground for two civil wars<br />

(1955-1972, 1983-2005) that resulted <strong>in</strong> egregious suffer<strong>in</strong>g, loss of life <strong>and</strong> opportunities, widespread<br />

poverty, greatly dim<strong>in</strong>ished capacity <strong>and</strong> <strong>food</strong> <strong>in</strong><strong>security</strong> (NSCSE <strong>and</strong> UNICEF, 2004). 1<br />
