While many farmers cite the need for credit to purchase agricultural <strong>in</strong>puts very few have done the<br />
analysis to determ<strong>in</strong>e total costs versus likely returns, factor<strong>in</strong>g <strong>in</strong> <strong>in</strong>terest rates, costs of all <strong>in</strong>puts <strong>and</strong><br />
costs of transport <strong>and</strong> market<strong>in</strong>g. There is little underst<strong>and</strong><strong>in</strong>g of these bus<strong>in</strong>ess concepts at farmer,<br />
government or NGO levels. F<strong>in</strong>ancial <strong>in</strong>stitutions are also very limited <strong>in</strong> their underst<strong>and</strong><strong>in</strong>g of<br />
agricultural systems, <strong>and</strong> do not have suitable techniques to assess <strong>and</strong> mitigate risk.<br />
A third confound<strong>in</strong>g factor is the widespread use of grants <strong>and</strong> subsidized loans, revolv<strong>in</strong>g funds <strong>and</strong><br />
other mechanisms be<strong>in</strong>g applied under many of the recovery <strong>activities</strong> <strong>in</strong> Southern Sudan. While there<br />
may be scope for some k<strong>in</strong>ds of subsidized risk shar<strong>in</strong>g, most of these programs have not built <strong>in</strong> exit<br />
strategies. Several projects actually provide capacity build<strong>in</strong>g to communities to prepare successful grant<br />
applications, <strong>and</strong> therefore the concepts <strong>and</strong> acceptance of bus<strong>in</strong>ess f<strong>in</strong>ance is further eroded.<br />
