BerryMayorMESSAGE FROMMAYOR BERRYIt is my pleasure to acknowledge the many accomplishments andhardworking officers of the Albuquerque Police Department as evidencedthroughout the <strong>2013</strong> annual report. Once again, there are numerousprograms that have been initiated in the last year that have achieved greatresults.<strong>2013</strong> ushered in the establishment of the Real Time Crime Center, whichutilizes state-of-the-art technology to protect our community and provideofficers in the field with the resources they need to do their jobs safelyand effectively. Additionally, during the last year APD has partneredwith the Albuquerque Fire Department to introduce the Public InebriateIntervention Program. Through this program which is a partnership withBernalillo County and the University of New Mexico Hospital, the twodepartments ensure that when emergency responders receive a call aboutan intoxicated person, that individual receives treatment at the BernalilloCounty Metropolitan Assessment and Treatment Services facility insteadof being taken to jail or an emergency room. Over a thousand peoplehave been served through the program since its inception, which notonly saves resources for the various agencies and medical facilities thatwould have previously done the intake, but also provides the individualwith treatment resources and referrals. This effort is well complementedby the involvement of the Albuquerque Police Department leadership inthe mental health collaborative Creating Community Solutions, which held its first city wide public outreach meetingin the summer of <strong>2013</strong> and continues its important work to seek community input through a series of neighborhoodmeetings.In addition to these efforts, we continue to see many extraordinary examples of the exceptional work of many officersduring the mayor’s weekly Friday’s Heroes awards. From the officer who ran into an apartment building engulfed inflames to save an infant, to the group of police personnel who rescued a child who was stranded in the Bosque, werecognize that men and women within the Albuquerque Police Department perform heroic acts every day.It is a time of both challenge and opportunity within the Department, but I have faith that the men and women of APDwill work together with our citizenry in order to achieve the best community outcomes. We share a commitment topublic safety as the highest priority for our community. CHIEFGORDEN E. EDEN, JR.I was selected to be the Chief of Police of the Albuquerque Police Department(APD) in February 2014. From day one, I have been working on theDepartment’s processes, response, and stature in the community. My toppriorities are recruitment, retention, community engagement, and forging aproductive relationship with the United States Department of Justice (USDOJ)in order to successfully implement their recommendations and bring lastingchange to the department.One of my main goals is to increase the number of officers that patrol yourneighborhoods on a daily basis. Unfortunately, the department has seen asteep decline of officers from a high of about 1,100 in 2009, to a little over900 today. This trend is consistent with many other law enforcement agenciesthroughout the country. My team and I are exploring every option to increaserecruitment, including partnering with local colleges to offer law enforcementspecificprograms that will aid in meeting APD’s educational requirement.In addition, we are looking into developing a program with the AlbuquerquePublic Schools that will inspire young adults currently enrolled in high schoolto consider a career with APD. I would also like to persuade you, the reader,to encourage your friends and family to contemplate a profession with APD.Previous studies show that the majority of APD recruits are obtained fromword of mouth referrals from current officers and civilian staff.As I stated after my swearing in as Chief, the plan for my first one hundreddays in office includes meeting with City Council, community and unionleaders, and evaluating the structure of APD. We must re-establish therelationships and bonds that make for successful community policing, anddevelop a sense of mutual trust and respect.I am relieved that the USDOJ investigation has concluded and we havebegun the process of resolving deficiencies. Both Mayor Berry and I areconfident that APD can make the necessary improvements and I am eagerto address the challenges that may arise. In my past positions, I haveexcelled at leading organizational transformations using quality managementprocesses to create greater employee accountability. I am a strong proponentof strategic planning and the implementation of technology. I am dedicatedto using all of my thirty five years of progressive leadership and experienceto guide the department through these challenges, so that we can all emergebetter prepared for the future.Gorden E. OFFICEOF THE CHIEFThe Office of the Chief iscomprised of the Fiscal Division,Planning and Policy Division,Strategic Support Division,Personnel/Payroll Division,Technology Services Division,Communications Division, theSmart Policing Division, theInternal Affairs Unit, PublicInformation Officer Unit, theChief’s Legal Advisor, andadministrative staff.Aubrey ThompsonFiscal DivisionThe Fiscal Division wasresponsible for managing thegeneral fund budget of $154million as well as a specialrevenue fund budget in excess of$2 million.Throughout the year, the Divisionassisted APD units in acquiringgoods, services and training tosupport their daily operations.The Off-Duty Overtime Programprovided security, traffic control,and other services to localvendors.The Division continued to track,maintain, and issue property toofficers as well as maintainingthe general inventory for eachdivision within APD. Otherinternal service responsibilitiesincluded budget monitoring andvarious accounting services.William SlausonPlanning and Policy DivisionThe Planning Section staffmanaged 67 active grants in<strong>2013</strong>, with a total value of over$16 million. The combination offederal, state, and local grantsprovided the department withequipment, technology, andstaffing.In <strong>2013</strong>, the Planning Sectionmanaged the remodel andrenovation of an unused portionof the Old Main, converting it intothe permanent home of the RealTime Crime Center.In addition to the Real TimeCrime Center, the staff managedmany other projects includingthe construction of a newtransactional window at theNorthwest Area Command, anda complete remodel of the publiclobby at the Records Division.Staff collected and provideddocumentation and coordinationfor the USDOJ investigation,and developed a companionSharepoint site.Staff also wrote a draft LimitedEnglish Proficiency (LEP)Plan, which will improve thedepartment’s interaction andprovision of services for peoplethat English is not their primarylanguage.10Karen SalazarPersonnel/Payroll SectionThe Personnel/Payroll Divisionacquired funding using a 2012USDOJ Justice Assistance Grantto purchase and install a highdensityfiling system to managepersonnel records. During thelatter part of 2012, Personnel/Payroll Division staff movedmore than 2,800 personnelrecord folders, including all of thedocuments and data within, fromfiling cabinets to the new filingsystem.Personnel records are therepository of personal,organizational, and legal data.The high density filing systemwas designed to maintain andprotect all personnel records.The design of the new filingsystem was developed with dueconsideration of relevant stateand federal laws that governrecord keeping and employeeprivacy concerns.


OFFICEOF THE CHIEFErika WilsonCommunications DivisionThe Emergency CommunicationsCenter had a 6.2% turnover ratein <strong>2013</strong>, resulting in a strikingretention rate of 93.8% in <strong>2013</strong>.This is the lowest employeeturnover rate the center has seensince it started tracking the ratein 2007. Prior year turnover ratesrange from a low of 8.84%, to ahigh of 23.49% in 2007.In July, the hardware/softwareupgrade of the 911 phone systemwas completed. The 911 Centernow has a highly redundant,state of the art, computerizedtelephone system which allowsfor call routing based on the typeof incoming call received (i.e.;911 versus 242-COPS).Clint HubbardTechnical Services DivisionAPD upgraded the Tiburonsystem which includes thecomputer-aided dispatch system,the law enforcement recordsmanagement system, and mobilecommunications. The upgradealso included the transitionfrom a very slow, legacy datacommunication system to a stateof-the-artbroadband Verizon700 MHz LTE data connectionthat allows high-speed Internet inAPD patrol cars.Staff distributed new Toughbookcomputers and Verizon wirelessLTE 700 MHz broadband Internetconnections to all APD fieldofficers.In early <strong>2013</strong>, staff began anexpanded pilot of the TASERAxon Flex body worn cameras,followed by a full rollout of thetechnology in November andDecember. By the end of <strong>2013</strong>,almost 600 cameras had beendistributed.APDWeb was created andestablished as the default homepage for APD field officers. Thesite provides rapid access toinformation that is importantto field officers. It continued toevolve with department needs.TJ WilhamSmart Policing DivisionAfter an extensive pilot projectand development period, the RealTime Crime Center (RTCC) went“live” on March 1, <strong>2013</strong>. Startingwith only a handful of employees,the RTCC was open for businessseven days a week, 18 hoursa day. The RTCC continued toexpand its functionality almost ona daily basis.The RTCC has access toalmost 300 cameras citywide,over half of which are ownedby private businesses andschools. Information sharing hasexpanded exponentially, withoperators having the ability toaccess and share informationfrom nearly 15 databases.The RTCC currently hasmemorandums of understanding(MOU’s) with the FederalBureau of Investigation (FBI),Hope Christian School, Blake’sLotaburger, Wells Fargo Bank,among others. As APD officersand businesses became moreaware of the RTCC and itscapabilities, they began toroutinely request the assistanceof the RTCC during dispatchedcalls.11


OFFICEOF THE CHIEFOfficer Tasia MartinezPublic Information Officer UnitThe Public Information OfficerUnit coordinates the release oftimely and accurate informationthrough the media to promotea positive image of theAlbuquerque Police Departmentand to keep citizens informed ofpublic safety issues.Kathy LevyLegal AdvisorThe APD Legal Advisor provideslegal advice and reviewsordinances, resolutions andagreements relating to APD legalissues. The Legal Advisor alsoassists in drafting and reviewingAPD policies and procedures.In addition, the LegalAdvisor oversees APD civilliability investigations andrecommendations, renders legaladvice concerning personnelmatters and advises the Chiefof Police regarding the status ofpending litigation involving APDactivities.Lieutenant Eric JordanInternal AffairsIn <strong>2013</strong>, the Internal Affairs Unitinvestigated 269 internal casesand the Independent ReviewOffice investigated 259 citizencomplaints.In <strong>2013</strong>, the Internal Affairs Unitwelcomed Lieutenant E. Jordan,Sergeants S. Norris and C. Baca,and Administrative AssistantNatalee Davila to the Unit.In <strong>2013</strong>, the Internal Affairs Unitwas placed in the ProfessionalAccountability Division.Administrative Assistant AnaFunes was named CivilianEmployee of the Month for April<strong>2013</strong>.The changes to the EarlyIntervention System that wereestablished in 2011 improvedthe Department’s ability to bettermonitor use of force events in<strong>2013</strong>.12


INVESTIGATIVEBUREAUThe Investigative Bureau is headed by Deputy Chief Eric Garcia. The InvestigativeBureau is comprised of Special Investigations, Criminal Investigations, ScientificEvidence, and Property Crimes Divisions. The Bureau also oversees the FamilyAdvocacy Center.13


SPECIAL INVESTIGATIONSDIVISIONLes BrownCommanderThe Special InvestigationsDivision is comprised of theCareer Criminal Section whichincludes the Repeat OffendersProject (ROP), the Gang Unitand Criminal Intelligence Unit,and U.S. Marshal’s Taskforce;the Narcotics Section whichincludes the Central NarcoticsUnit, Vice Unit and Meth Unit;and the HIDTA Section, whichincludes the FBI Task Force,DEA Task Force, HomelandSecurity Taskforce (HSI) andRegion One Narcotics TaskForce. All the units within theSpecial Investigations Divisionare tasked with providingspecialized investigativesupport to the AlbuquerquePolice Department and otheragencies as well as identifying,targeting, and apprehendingcareer criminals involved incrimes affecting the citizens ofAlbuquerque.“I believe that actions speaklouder than words, and thegreat work performed by themen and women of the SpecialInvestigations Division speaksvolumes.”In <strong>2013</strong>, the Repeat OffendersProject (ROP) Unit made over 220felony arrests, seized 15 firearmsand recovered more than 30 stolenvehicles. ROP collaborated withRobbery Unit detectives to identifytwo serial armed robbery suspects.One offender was wanted forrobbing several convenience storesat gunpoint; the other used a Tazerand savagely beat his victims atATMs. Through diligent investigativeefforts, the ROP Unit (with help fromGang and Vice detectives) were ableto apprehend both offenders whilethey were in progress of committingadditional robberies.In <strong>2013</strong>, the Gang Unit made 164felony and 79 misdemeanor arrests,recovered 35 firearms, seized overfour pounds of narcotics and filledout 443 gang cards. On May 31,Gang Unit detectives responded toa homicide involving an 8-year-oldgirl. Detectives were able to identifythe suspects and a search for bothoffenders began. Both subjects werelocated and apprehended withinhours of the initial call.In August, the Criminal IntelligenceUnit and the Gang Unit monitoredthe activities of several outlawmotorcycle gangs in an effort tostem the threatened use of violencein retaliation for the shooting ofa rival gang member. Both unitsconducted training for numerous lawenforcement agencies to heightenawareness of the threat that outlawmotorcycle gangs pose to lawenforcement.In <strong>2013</strong>, the Central Narcotics Unitmade 145 felony arrests, completed38 felony warrants, seized 35firearms, and served 49 searchwarrants. The Unit seized 220.5pounds of marijuana; 4,043 grams ofmethamphetamine; 10,890 grams ofcocaine; 2,131 grams of heroin; and1,304 grams of other narcotics.In <strong>2013</strong>, the Vice Unit made 15114felony and 273 misdemeanor arrests,completed 124 felony warrants and125 misdemeanor warrant arrests. Inaddition, the Vice Unit conducted 414undercover operations at numeroushotel/motels and massage parlors.The Region 1 Narcotics Task Force isstaffed with detectives from multipleagencies. In <strong>2013</strong>, the Region 1Task Force seized 15,402 gramsof cocaine; 7,311 grams of heroin;17,204 grams of methamphetamine,and 121 pounds of marijuana. TheTask Force also seized $1.4 million,20 vehicles, and one aircraft.The Homeland SecurityInvestigations Task Force was startedin June. Detectives completed 26felony and 15 misdemeanor arrests,43 K-9 call outs, 175 interdictionchecks, and 328 traffic stops.Operations resulted in the seizureof 353 pounds of marijuana; 1,016grams of methamphetamine; 8,960grams of cocaine; 2,240 grams ofheroin; six vehicles; one aircraft; 10firearms; and $22,000.The FBI Safe Streets Task Forcecompleted 13 felony arrests andseized 21 pounds of marijuana;3,584 grams of heroin; 7,347 gramsof cocaine; and $15,000.The DEA Taskforce’s purpose is toidentify, target and dismantle highleveldrug trafficking organizationsthroughout New Mexico. In <strong>2013</strong>,the DEA Taskforce investigatednumerous cases resulting in 84felony arrests, and the seizure ofapproximately $2.25 million andnine vehicles. Also seized was7,600 grams of methamphetamine;8,900 grams of heroin; 2,700 gramsof cocaine; and 170 pounds ofmarijuana. DEA Taskforce officersdismantled two marijuana growslocated in Albuquerque and SantaFe. The operations resulted in theseizure of $17,000 and $9,000 ingrow equipment.


CRIMINAL INVESTIGATIONSDIVISIONThe Homicide unit ended <strong>2013</strong> withan 86% clearance rate for homicideinvestigations and an 88% clearancerate for major case investigations.This is a higher clearance rate than2012 and is higher than the Nationalaverage of 65% for homicides (2012)and 57% for major cases (2012)based on UCR clearance ratesreported by FBI.gov.On May 31, an 8-year-old was shotand killed after the driver of the carshe was riding in had an altercationwith some men who wanted aride. Homicide detectives, led byDetective M. Caplan, worked for30 straight hours to solve the tragiccrime.On October 26, a man toldpassersby on Broadway BoulevardSE to call the police that he wouldbe waiting for them and that hewas going to start shooting. He wasdressed in camouflage and armedwith what appeared to be an AK-47.When police arrived, the man didstart shooting. During the event, hestole an officer’s marked police carand began driving through the northvalley of Albuquerque shooting atresponding officers. Several officerswere wounded, including a BCSOdeputy who was nearly killed if notfor the actions of an APD officer whohad also responded to the call.The FASTT Unit detectives cleared324 of the 332 cases that they wereassigned in <strong>2013</strong>. The FASTT Unitreceived 2,317 reports related todomestic violence and screenedthe cases for repeat offenders,lethality, or threats to kill. The FASTTUnit made 69 arrests for domesticviolence offenses, including domesticviolence offenders and abscondersfrom Probation and Parole.The Cold Case Homicide / 118thStreet Task Force / Missing PersonsUnit received 761 runaway reports,411 missing persons reports, andclosed 14 cold case homicides. Theunit worked 1,186 cases. The 118thStreet Task Force worked 621 tips,closed 576 tips, and received 62 newtips.The Armed Robbery Unit wasassigned 469 cases in <strong>2013</strong>. Ofthese, 199 were sent to the DistrictAttorney’s Office for prosecution,which resulted in a 42% clearancerate of the cases that were sent todetectives. The overall clearancerate was 22.8%, which is close to thenational average.Sex Crime Unit detectivesinvestigated 323 cases and sent135 cases to the District Attorney’soffice for prosecution. The detectivesmaintained a high UCR clearancerate on-par with national averages.The Crimes Against Children Unitinvestigated a total of 10,112 reports/referrals of child abuse around themetro area. Detectives English andQuillmann investigated numeroushigh-profile cases for both homicide,sexual, and physical abuse.The Child Exploitation Detail (CED)continued to work with federalinvestigators as part of the SPEEDprogram. CED actively monitoredover 250 individuals interested incommunicating with children. Ofthe 250, CED arrested nearly 50individuals and continued to activelypursue dozens more for prosecution.The Crisis Intervention Team wasassigned 715 cases in <strong>2013</strong>. TheTeam provided 475 training hoursto APD and other law enforcementagencies. The Team utilized the staffpsychiatrist on 158 home visits in thefield, and the Team conducted 242threat assessments. PROPERTY CRIMESDIVISIONKevin RoweCommanderThe Property Crimes Divisioncontains two sections,Property Crimes and EconomicCrimes. The Property CrimesSection includes Auto Theft,Burglary, and NITe Detectives.The Economic CrimesSection is comprised ofCriminal Nuisance Abatement,Organized Crime, Pawn Shop/Metal Recycling, White Collar,and Crimestoppers.The Property Crimes Divisionimplemented a QR code programfor the Construction Industry CrimeAlliance Partnerships (CICA). Eachmember/business who signed upfor the program was given a seriesof QR codes printed on labels. Thefabrication of the labels makes itextremely difficult to completelyremove from the equipment. If theequipment is stolen and a QR codewas attached, any police officer canutilize a scanner and identify theowner of the property. Phase Twoof the QR code program focused oncoordinating with APD’s HospitalityPartnership to reduce the loss ofhotel property.Beginning in June, the PropertyCrimes Division partnered with theReal Time Crime Center (RTCC) toreduce property crimes. Detectivesbriefed the RTCC each week to helpdetermine the placement of baititems. Property Crimes detectivesarrested 79 individuals for stealingCity-owned bait items. Detectivesalso placed lighted message signsaround the City warning thievesabout the bait cars. The continuousefforts of the Unit and increasedawareness resulted in a decrease ofthe auto burglary rate by 17%.Unit collaborated with ARAPA, theHospitality Partnership, and theUnited States Secret Service tolocate and arrest the offenders inAlbuquerque. A search warrant ofthe offender’s hotel room revealed afraudulent credit card manufacturingplant. Over twenty credit cards werelocated, along with a computer, creditcard skimmers, and related software.Detectives recovered approximately$5,000 in electronics during thesearch warrant.“Reality dictates our reality,and we are committed to bothservice and excellence”.Partnerships with local, state, andfederal law enforcement agenciesas well as local retail organizationshas led to the arrests of a number ofwell-organized retail crime groups,some of which travel cross-countryto commit their crimes. An exampleof the success of these partnershipswas the arrest of a group of threeorganized retail crime offendersfrom Oakland, California. Thegroup would travel from city to city,targeting specific retail outlets withthe use of fraudulent credit cards.The offenders arrived in Albuquerqueand generated $7,000 in lossesfor the targeted businesses in twodays. The Household PharmaceuticalDisposal Program was a hugepublic safety success. The programprovides residents with a costeffective and environmentally friendlymethod for citizens to properlydispose of unwanted medications.The department strategically placeddrop-boxes at eight secure sitesthroughout the city. More than2,200 pounds of medications andhazardous materials have beencollected and safely destroyed sinceApril <strong>2013</strong>.During the initial testing of theTASER Axon-Flex Project, 80officers uploaded 3,200 evidencevideos into cloud storage. 900 of thevideos have been copied pursuant todiscovery requests from prosecutorsand IPRA requests from citizens.NMDIS developed and implementedthe use of a new CODIS, DNAcollection kit that will allow forsignificant savings in both postalcosts and storage space. New kitprocedures have also resulted ina small decrease in the manualhandling of the DNA kit samples.The Firearm and Tool Mark grouphosted the Association of Firearmand Tool Mark Examiners (AFTE)conference in June. AFTE is thepremier international organizationof forensic scientists. Hosting theconference in Albuquerque not onlydisplayed APD’s forward thinkingand highly skilled examiners; italso brought in an estimated $500thousand in revenue for the City.The DNA / Biology Unit workeda case involving the rape of a76-year-old woman on the campusof Alamosa Elementary School. Aprofile developed from evidencecollected in the case was enteredinto CODIS. The DNA from thecrime scene matched to an unrelatedcrime and linked a suspect to therape.SCIENTIFIC EVIDENCEDIVISIONIn <strong>2013</strong>, the Major Crime SceneTeam responded to and investigatedeight officer involved shootings; 34homicides; and 22 suspicious deathsor other type of significant incidentsfor a total of 64 call outs.In <strong>2013</strong> the Field Investigator Unitincreased its AFIS hits from 835 (in2012) to 1,108.In <strong>2013</strong>, the Photography Unit tookpictures that were placed in 5,384CDs of casework.Scientists working in the Firearm andTool Mark Unit worked more than 85cases, containing about 750 itemsof evidence. The scientists and atechnician entered 361 cartridgecasings into the NIBIN database.The electronic ATF tracing programfor firearms (Etrace) had almost2,350 entries after reviewing over2,760 guns.The Blood and Breath Alcohol Unitanalyzed over a 100 blood samplesfor ethanol concentration, whilemaintaining 22 Intoxilyzer 8000instruments. The Intoxilyzers wereused by APD to perform more than3,380 breath tests of suspecteddrunk drivers. The Unit Analystwent to court 30 times and provided118 hours of training time to theDepartment. The Unit completed the<strong>2013</strong> goal of facilitating a seamlesstransition from a wet bath simulatorIntoxilyzer system to gas withoutencountering even minor issues.The Controlled Substances Unit’stwo scientists analyzed over 700cases, totaling nearly 1,300 evidenceitems. The scientists assisted incourt almost 80 times.The Latent / Fingerprint Unit was therecipient of the Team of the MonthAward for October.17John KrebsbachDirectorThe Scientific EvidenceDivision is comprised offour sections, including theCriminalistics Laboratory,Information Systems/ID,Criminalistics Investigations,and Evidence. CriminalisticsInvestigations includes MajorCrime Scene Investigations,Field Investigators, CrimeScene Specialists, andPhotograph.The APD Scientific EvidenceDivision, through theapplication of advancedscientific and investigativetechniques and procedures,provides unbiased “equalopportunities" for all membersof, and participants in, thecriminal justice system whentrying to determine the facts ofa case and ultimately the guiltor innocence of a defendant.


SUPPORT SERVICESBUREAUThe Support Services Bureau is headed by Deputy Chief William Roseman. TheSupport Services Bureau is comprised of Special Operations, Metro Traffic,Professional Standards, APD Academy, Homeland Security, and ProfessionalAccountability Divisions. The Bureau also includes Personnel / Payroll, RiskManagement, and Emergency Operations Management.18


The SWAT Team hosted a basicentry course for APD personnel andother agencies, including BCSO andNew Mexico State Police tacticalofficers. The nine-day InternationalBalloon Fiesta was a success, withno significant issues and no SWATcall outs. Throughout the year, SWATattended public events includingToys for Tots, and the Junior PoliceAcademy.In <strong>2013</strong>, the K9 Unit was utilizedto find an article of evidence thatwas used in the commission of ahomicide. Homicide Unit detectivesrequested the K9 Unit and the K9unit was able to locate the firearmused in the homicide under aportable building.In another case, a K9 Unit conductedan area search looking for a subjectwho had committed an armedrobbery. The search resulted in thesubject being taken into custody. Inanother incident that was initiatedby the Motor Unit, a K9 Unit wasdeployed resulting in the offenderbeing taken into custody. Thesubject was found hiding under ahouse. The subject had a felonywarrant for his arrest.During the week of June 17, theAlbuquerque Police DepartmentBomb Unit attended a competition atthe annual Western National RobotRodeo. The competition was hostedat the Kirtland Air Force Base bySandia National Labs. Teams fromacross the United States participatedin the four day competition.Teams were comprised of militarypersonnel, as well as public safetybomb squads from around the stateand country.SPECIAL OPERATIONSDIVISIONhundred meters. It was deployed onseveral bomb activations and it wasable to provide a visual of the targetor object within five minutes of theBomb Tech arriving on scene.The Prisoner Transport Unit (PTU)established a full-time MobileTransport Team that picks upprisoners citywide from the fieldthree days a week. The Mobile Teamoperated on Sunday, Monday, andTuesday from 10 a.m. to 4 p.m.when the Prisoner Transport Centeris closed. The Mobile TransportTeam picked up prisoners from arrestlocations and sub-stations, whichhelps to keep police officers in theirarea commands to answer calls forservice. Since January <strong>2013</strong>, theMobile Transport Team picked upand transported 992 prisoners fromthe field.The specialized Public InebriantIntervention Program (PIIP) Teamwas created as a pilot projectwith the University of New MexicoHospital and the Bernalillo CountyMATS Facility to better managepublic inebriants in Albuquerque.The PIIP Team became a full timePTU operation in April. In <strong>2013</strong>, thePIIP Team transported 974 publicinebriants to the MATS facility.The DVTEL video and audio systemsat the Prisoner Transport Centerwere upgraded to a newer versionof operating system. Existing highresolution cameras were relocatedto better capture critical areas of theoperation at the PTC.Joe ChristmanCommanderThe Special OperationsDivision oversees the Tacticaland Prisoner TransportSections. Tactical includesExplosive Ordinance Disposal(Bomb Squad), SWAT, and K-9units.The APD Bomb Unit received an$80,000 Robotex Avatar II robot.The robot is a backpack-deployablerobot that weighs only 25 pounds.The system can be operated by WiFisignal and has a range of up to three19


METRO TRAFFICDIVISIONPaul HansenCommanderThe Metro Traffic Divisionincludes units dedicated toAutomated Enforcement,DWI, Seizure, Hit and Run,Motors, Abandoned Vehicle, AirSupport, and Crossing Guards.In <strong>2013</strong>, the Abandoned Vehicle Unitinvestigated 2,956 abandonedvehicles.In <strong>2013</strong>, the DWI Unit made 2,181DWI arrests and seized 542 vehicles.The Unit also conducted 30 sobrietycheckpoints and 620 saturationpatrols. The unit developed severalclass curriculums to address differentage groups and has integratedthe Intoxiclock (a digital board thatdemonstrates how the number ofalcoholic drinks affect BAC for eachgender and the time needed tobecome sober again) program intotheir teaching.In <strong>2013</strong>, the Crossing Guard Unitestablished “lead” positions to helpwith supervision, training, and toensure that the day to day needs ofthe crossing guards are met.In <strong>2013</strong>, there were 604 hit and runcrashes in the Albuquerque area.The Traffic Section responded to3,411 crashes and wrote 21,681citations in <strong>2013</strong>. There was asignificant decrease in the numberof traffic fatalities in Albuquerquecompared to 2012. In <strong>2013</strong>, thecity experienced 31 fatal crashesresulting in 34 fatalities, which wasa 23% drop from the previous year(44).The Traffic Unit implemented severalgrant-funded traffic enforcementprograms in <strong>2013</strong>. The SelectiveTraffic Enforcement Program (STEP)grant focused on speeding, followingtoo closely, unsafe lane changes,careless driving and reckless driving,driver inattention, cell phone, andnoise violations. STEP ran sevendays a week from May <strong>2013</strong> throughSeptember <strong>2013</strong>.The Operation Buckle Down (OBD)grant focused on seat-belt violationsthroughout the City of Albuquerque.The Traffic Section conductedmonthly child safety seat clinicswith the New Mexico State Police,Bernalillo County Sheriff’s Office(BCSO), and the Albuquerque FireDepartment. The program wasfunded by Safer New Mexico.The Traffic Division continued anexcellent working relationship withlaw enforcement agencies includingthe New Mexico State Police,BCSO, Rio Rancho Departmentof Public Safety, City of Bernalilloand Farmington Police Department.These agencies went above andbeyond in assisting APD withdignitary protection escorts.In September, the National HighwayTraffic Safety Association conducteda survey to determine the amountof impaired drivers operating on citystreets. The Traffic Unit, along withthe Field Services Bureau, assistedwith securing locations aroundthe city in order to conduct thestudy. The result of the study is stillpending.Also in September, the TrafficUnit attended the groundbreakingceremony for the reconstructionof the Paseo del Norte / Interstate25 interchange. The $89 millionconstruction project will improvetraffic flow on Interstate 25 andPaseo Del Norte. The Traffic Unitwas contacted to do selectiveenforcement in and around thenumerous side streets in order todecrease traffic crashes. The projectis expected to last two years.The Air Support Unit flew almosttwelve more hours in the patrolairplane than last year, a 12%increase. The helicopter was usedslightly less in <strong>2013</strong>, down 13.85%from 2012 due to necessary repairsand inspections.20


PROFESSIONAL STANDARDSDIVISIONIn March, Speridian, Inc. was chosenas the contractor to work with CourtServices staff to create APD’s newMetro Court Interface.juvenile is abducted by a custodialparent, and also allow an AmberAlert to be placed to ensure the safereturn of the juvenile.Metro Court Officers assisted with therepositioning of over 250 cameraswithin the Metro Court House. Thecameras were moved for bettercoverage.The Telephone <strong>Report</strong> Unitprocessed 12,445 reports in <strong>2013</strong>.The telephone reports saved 32,357hours of Field Services Bureau time,worth approximately $497,800. TheUnit received 43,079 calls during<strong>2013</strong>.The False Alarm Unit collected$1,110,840 in for alarm permits andfines in <strong>2013</strong>. Payments for falsealarms and permits can now bemade online.The UCR / Data Entry Unit met the2012 FBI UCR deadline on February1. The Unit did not have to apply forany extensions, the first time since2007. Staff was able to cross trainData Entry/UCR personnel in order tomigrate all of the staff into one unit.The migration will ensure quickerreport processing times, which willeventually reduce most overtimeexpenditures.In <strong>2013</strong>, APD created a standaloneIPRA Unit at APD to moreefficiently address all IPRA requests,subpoenas, RFIs, and GrandJury requests. The City’s ChiefAdministrative Officer noted that heis interested in modeling other Cityentities responsible to respondingto public records with the samemethodology, electronic tracking, andarchiving utilized by APD.The <strong>Report</strong> Review Unit createda protocol regarding custodialabductions of juveniles as outlinedper House Bill 104. The protocol willallow a NCIC entry to be made if aBased on the NCIC audit thatoccurred in <strong>2013</strong>, staff revisedtraining and updated APD’s protocolfor entering Missing Persons andRunaways into the NCIC system. AnInterstate Identification Index (TripleI) background is to be completedon all subjects prior to their entry inorder to ensure that all identifiablemarkings, aliases, and arresthistories are supplied in all entries toexpand the likelihood of recoveringunidentified subjects.21Mike MillerCommanderThe Professional StandardsDivision is comprised oftwo sections, Records andSupport Services. The RecordsSection contains the CentralRecords, Police Information,Officer Service, UniformCrime <strong>Report</strong>ing, <strong>Report</strong>Review, Data Entry, and IPRAUnits. The Support ServicesSection contains the FalseAlarm Reduction, Telephone<strong>Report</strong>ing, Court Services, andMetro Court Protection Units.“Through quality customerservice and a genuine devotionto the department andcommunity, the employees ofthe Professional StandardsDivision provide essentialsupport to law enforcement,citizens and numerous privateand governmental agencies.”


APDACADEMYJoe WolfDirectorThe APD Academy iscomprised of four units- BasicTraining, Advanced Training,Firearms Training, andRecruiting/Background.“The mission of the APDTraining Division is toprovide officers and civilianemployees with the knowledge,skills and abilities toeffectively and efficientlymeet the Department`s publicsafety, community serviceand homeland securityobligations.”The APD Academy/Training Divisionhosted the NorthwesternUniversity School of Police Staffand Command. The program is agraduate-level training programfor emerging police leaders. The8-week course of instruction includedmanagement science, personnelissues, financial management, andother aspects of police science andsupervision.Academy staff established andconvened the APD Sergeants’Leadership Forum. The group wasestablished to give APD sergeantsa forum to discuss and reviewmatters of mutual concern andprovide a feedback mechanismto communicate its findings to theDepartment’s leadership.Staff established a workingrelationship with the City PublicService University, leveragingunused capacity and providing forthe creation and operation of theAPD Academy Online.Academy staff recruited and hiredthe first APD Instructional SystemsSpecialist. A professional educatorwas hired to review, validate, andmodernize all APD training curriculafrom an educational scienceperspective.Staff helped develop APD’s programon procedural justice. The programprovides a practical, commonsense approach to dealing withdisadvantaged or dissatisfiedresidents and provides strategiesfor improving relationships andoutcomes.In <strong>2013</strong>, staff published the firstelectronic APD training newsletter,distributed monthly to the entiredepartment. The TEN-Codeannounced training opportunities,provided bulletins and alerts, anddescribed trends in law enforcementtraining, along with a host of other22topics to inform the workforce of theactivities of the Training Division.Staff collaborated with APD todevelop the Police Service Aid(PSA) Training Program at theAPS Career Enrichment Center(CEC). The initiative coordinates thedelivery of the classroom portion ofthe PSA program directly to regionalhigh school seniors, likely creatinga new recruiting pool for future APDofficers.Staff established a formal workingrelationship with the UNM Schoolof Public Administration with threegoals in mind. To develop a formalprogram for development of APDleaders; to provide graduateleveleducational opportunities foremerging leaders; and to explorethe potential for launching afellows program for highly qualifiedcandidates.Academy staff worked to establishthe Police Recruit EducationProgram (PREP). The initiativeprovides for the immediate hiringof police recruit candidates andprovides them with a preparatoryclassroom.Staff implemented a Verbal Defenseand Influence instructor trainingprogram which provided theopportunity to prepare Academyinstructors to deliver advancedtraining on critical interpersonalcommunications skills, conflictmanagement, and de-escalation.Staff expanded APD Academyoperations to the Dwyer PoliceSubstation. The Training Divisionestablished an extension campus inthe under utilized substation. Thefacility provides additional classroomspace and a much-needed, secure,practical exercise venue for basicand advanced law enforcementscenario-based training.


The National Nuclear SecurityAdministration (NNSA)'s RadiologicalAssistance Program (RAP) is thenation's premier first-responseresource in assessing an emergencysituation and advising decisionmakerson further steps to taketo evaluate and minimize thehazards of a radiological incident.RAP provides resources (trainedpersonnel and equipment) toevaluate, assess, advise, isotopicallyidentify, search for, and assist inthe mitigation of actual or perceivednuclear or radiological hazards. TheRAP is implemented on a regionalbasis, with coordination between theemergency response elements ofstate, local, and federal agencies.Regional coordination is intended toprovide a timely response capabilityand to foster a working relationshipbetween NNSA and the responseelements of the states, tribes, andlocal agencies within the region.Albuquerque Police Departmentpersonnel attended two exercises/training sponsored by RAP withthe goal to improve the City’sresponse to a radiological eventwithin Albuquerque. The courseswere conducted in March, April, andAugust.The Albuquerque Police Departmentis charged with ensuring the safetyof thousands of Albuquerque citizensand visitors enjoying the 4th ofJuly celebration and Summerfest.Several meetings were held with firstresponders from law enforcementand the fire department as wellas key stakeholders to developan incident action plan. The planassisted first responders to helpthem provide medical attention in aquick and efficient manner when theneed arose. The plan also ensuredthat the proper security was in placeto prevent and mitigate any criminalor terroristic incident which wouldcause harm to those attending theevent. The plan also ensured thatHOMELAND SECURITYDIVISIONattendees were able to enjoy theevent without nuisances.As the largest event in New Mexicowith over 800,000 guests and visitorsfrom 18 countries, the AlbuquerquePolice Department strived to ensurethat the event was pleasurable andsafe for everyone. APD receivedsupport from over 20 different lawenforcement agencies, workingcohesively as a unified command.In addition to coordinating on scenemedical assistance, on-site securityto prevent criminal or terroristicincidents, and preventing andminimizing nuisance, a PreventiveRadiation Nuclear Detection (PRND)Program was implemented as inprevious years.The PRND Program detectsunauthorized attempts to bringradiological/nuclear materialintended for the use againstattendees of the event with theintent to cause mass casualties.Special equipment, personnel, anda command vehicle were broughtto the event to detect, track, andresolve signs of nuclear/radiologicalmaterial on the field. Special trainingwas also provided prior to the eventto ensure equipment proficiency andreliability.23Roger BanezCommanderThe Homeland SecurityDivision prevents, mitigates,and deters man made andnatural disasters throughenhanced informationcollection and sharing, criticalinfrastructure protection,community preparedness, andstrengthening cooperativeresponse with Federal, State,local, and tribal agencies.“Protecting our communitycan only be attained throughcollaborative efforts.”


OFFICE OF EMERGENCYMANAGEMENTRoger EbnerDirectorThe Office of EmergencyManagement is responsible forleading the City in planning,preparedness, responsecoordination, and recoveryfor emergencies, large scalecitywide events, and majordisasters.“The Office of EmergencyManagement administers anintegrated program, partneringwith the community toprovide a comprehensive andunified approach to enhancingdisaster preparedness andcommunity resilience. Ourgoal is to be a national modelof best practices in emergencymanagement.”The new Alternate EmergencyOperations Center (AEOC) wasoperational for the <strong>2013</strong> AlbuquerqueInternational Balloon Fiesta (AIBF).Prior to its inception, the Office ofEmergency Management, TechnicalServices, and the Real Time CrimeCenter (RTCC) staff worked diligentlyto develop, purchase, install, andtrain personnel on new equipmentand software. Two projectors, threetelevisions, four dual monitors,several parrot cards, and twoprojector screens were purchasedand installed throughout the AEOCand policy rooms. Connectivitybetween the RTCC, AEOC,and Policy Room was bridged.Information in the RTCC was able tobe shared among all of the projectorscreens and computer monitors inthe AEOC; as well as the televisionmonitors in the Policy Room.The lack of Emergency Managementsoftware spurred the TechnicalServices Division and RTCC staffto create a temporary system. Forthe AIBF, staff from throughout theCity and APD attended two-hourblocks of training, working the actualevent with current information. TheAIBF, along with the AEOC, was anoverall success. Personnel left witha better understanding of emergencymanagement, the concept of theirrole in the Emergency OperationsCenter (EOC), the data that theywere responsible for collecting andreporting, and how to report thatinformation on the Sharepoint site tothe Emergency Manager. The AEOCis now available for any future eventactivations.Five large-scale training exerciseswere conducted with various partneragencies. Examples of the exercisescenarios are a collapsed buildingresponse with the U.S. Search andRescue Team-NM Task Force 1and the federal Disaster MedicalAssistance Team; a Sunport aviationaccident exercise; a medical mass24casualty exercise involving thedistribution of antibiotics, vaccines,and other chemical antidotes; anda flood response exercise with localflood control agencies.The CERT Program trains individualsin basic disaster response skills,allowing them to be better preparedfor disasters and to develop localCERT teams to assist in disasterresponse. The local programassisted at many events andprovided over 11,000 hours ofvolunteer services. CERT supported20 Albuquerque community eventsand safety fairs, representing 113volunteers and 8,056 contributedhours. Using a conservativevolunteer hourly rate for donatedservices from published sources of$21.76, their effort represents morethan $175,000 dollars in volunteerservices.OEM staff created a draft of anupdated emergency managementplan. The new planning documentsets forth appropriate actions to betaken by City agencies in responseto the potential or imminent threatof any disaster event. The planfacilitates the coordination forthe delivery of city resources andservices necessary to deal with theconsequences of a disaster.For the second year in a row,the OEM received top technicalassistance review scores from theCenter for Disease Control for theAlbuquerque Cities ReadinessInitiative (CRI). The CRI is afederally-funded program designedto enhance preparedness inthe nation’s largest cities andmetropolitan statistical areas. CRI’spurpose is to develop plans torespond to a large-scale bioterroristevent by dispensing antibiotics to theentire population within 48 hours.


FIELD SERVICESBUREAUThe Field Services Bureau is headed by Deputy Chief Macario Page.The Field Services Bureau is comprised of six area commands, theBehavioral Sciences Division, Crime Prevention, the Chaplain Program,the Emergency Response Team, and Operations.25


NORTHEASTAREA COMMANDDodi CamachoCommander“With God all things arepossible.”Area Command Location:8201 Osuna Rd. NEGeographical Area:33.51 Square MilesThe KOAT television station SKY 7helicopter was shot at close rangewith two 12-gauge slugs and tworounds of buckshot. A KOAT live vanwas also found to have damage tothe generator area of the van due toa shotgun blast. The damage to SKY7 prevented it from flying and thedamage was estimated at more than$250,000. A Valley Area CommandField Officer contacted the NortheastImpact Team and relayed suspectinformation regarding calls that hehad taken involving a vehicle andstolen ammunition from a sportinggoods store. Together, using thesuspect information that wassupplied, the officers were able tolocate both suspects who admitted tocommitting the crime.Northeast Area Command staffcompleted 41 problem orientedpolicing (POP) projects throughout<strong>2013</strong>. The projects utilized data fromcrime analysis as well as informationfrom citizens and business owners toidentify issues of concerns or crimetrends in the area command.The <strong>2013</strong> Holiday Tact Plan wasa joint effort among the NortheastImpact Team, Northeast AreaCommand field and bike officers, theOrganized Crime Unit (OCU), theSmart Policing Division, and retailpartners. More than 700 hours werespent on the tactical plan, assistingstores and malls throughout theNortheast Area Command during theshopping season. Over $329,000in property was recovered; 281moving citations and 235 parkingcitations were issued, and therewere no major incidents at any of theshopping areas .Officers in the Northeast AreaCommand completed 374 tacticalplans throughout the year. Thetactical plans addressed quality oflife concerns such as graffiti, drinkingin public and panhandling, as wellas enforcement actions addressing26trespassing, speeding, stop signviolations, school zone speedenforcement, and an emphasis onproperty crimes such as auto andresidential burglary and copper theft(commercial burglaries).Numerous POPs and tactical planswere completed due to reportednuisance crimes and hotspotactivity. One of the biggest issuesencountered during all shift hoursis the number of dispatched callsfor the homeless. This includedcomplaints of panhandling,trespassing, drinking in public, andindividuals who were unconsciousand in need of medical attention.The Northeast Area Commandpurchased a digital fingerprintidentification system from EZ ChildID. The system allows staff to takea professional-quality digital colorphoto, digital fingerprints and fill outan information card for each childwho is processed. The documentis then given to the parent and thedata is erased from the system. Theinformation can be especially helpfulif the child is lost or missing.The Northeast Area Commandworked in conjunction with OperationHope to help supply food and giftsfor several families and children inneed. Food boxes were donated,and presents were wrapped by HopeChristian School students. Officers,neighborhood associations, and thelocal Wal-Mart provided presentsfor the children. The WoodworkersAssociation provided hand-madetoys and the Paloma LandingRetirement Community held afund-raiser for the event. Presentsincluded clothing and several toysfor each child. In all, more than 57children received gifts and more than24 families received food from Santa.The event was a wonderful success.


SOUTHEASTAREA COMMANDThe Southeast Area Command wasat the forefront of two major crimerepression program initiatives thatwere very successful in <strong>2013</strong>. Theyare the Electronic Tracking System(ETS) and Bait Program and theProblem Response Team.The ETS program in the SoutheastArea Command includes an array ofbait vehicles, GPS beckons, mobilecamera systems, fabricated items(to conceal the ETS beckons andcamera systems), and tools to assistthe detective in modifying property tomeet the needs of the program. TheSoutheast Area Command has threebait vehicles, three bait residences,one commercial property, eight ETSbeckons, two mobile bag trackingkits, 20 camera systems, two Q-Seeclosed circuit camera systems,and approximately 100 fabricateditems to conceal the beckons andcameras.In <strong>2013</strong>, the ETS bait programresulted in 45 felony arrests (twosubjects were charged with threeor more auto burglary counts notincluded in total); 11 felony warrantarrests; 11 misdemeanor warrantarrests; 12 residential burglaryarrests; 32 auto burglary arrests; andone commercial burglary arrest.On June 20, two men were arrestedfor residential burglary. One of thecriminals was a habitual propertycrimes offender. It was the firstbaited residence arrest in the city.The Southeast Area Commandinitiated a Problem Response Team(PRT) to address criminal activityand quality of life issues in the areacommand. The PRT consists ofofficers assigned to the SoutheastArea Command who work togetherto address identified problems suchas violent and property crimes,vice, and narcotics-related crimes.The PRT works closely with theSoutheast Impact Team, theSoutheast ETS Program, and otherunits throughout APD.In October, the PRT conductedoperations in the Southeast AreaCommand. The goal was to respondto all in-progress calls and make anattempt of solve any issue that wasreported. Just in that month, the PRTcompleted the following:- 17 misdemeanor arrests- cleared 12 misdemeanor warrants- completed 24 felony arrests- cleared seven felony warrants- conducted ten controlled buys ofnarcotics- conducted 16 traffic stops in areaswhich are documented as hotspots- towed 11 vehicles- issued 15 traffic citations- served five search warrantsThe Southeast PRT also recoveredthree ounces of heroin, 1.5 ouncesof crack cocaine, one ounce ofmethamphetamine, and 1.3 ouncesof marijuana.Fernando AragonActing Commander“Stay balanced in your workand home life. Don’t sacrificeone to excel in the other.”On September 6, two offenderswere arrested for residential burglaryafter burglarizing a bait house. Bothwere prior property crimes offendersand one of the men had a felonywarrant for burglary. When theywere discovered, they were in theprocess of stripping copper wiresand pipes out of a house and werein the process of recycling it whenapprehended by detectives.Area Command Location:800 Louisiana SEGeographical Area:88.11 Square Miles27


FOOTHILLSAREA COMMANDTim GontermanCommander“The Foothills Area Commandstands united with thecommunity we serve.”Area Command Location:12,800 Lomas Blvd. NEGeographical Area:92.25 Square MilesThe Foothills Area Commandworked hard to maintain andimprove the quality of life forFoothills residents. The effortincluded completing over 1,000felony arrests and over 1,500misdemeanor arrests in <strong>2013</strong>.Foothills officers responded to morethan 44,000 calls for service andwrote about 9,000 reports.Area Command staff conducted13 POP projects, including manytactical operations driven by crimeanalysis data, officer-directedactivities, and crime preventionneeds. CNAU and the Safe CityStrike Force also closed severalnuisance properties within the areacommand as well.On January 13, Officer J. Mares wasdispatched in response to a reportof a small child found walking onTramway Boulevard. The five-yearoldwas only wearing pajamas andno shoes or socks. At the time thecall was received, the temperaturewas eight degrees. Officers Maresand Padilla wrapped the child in ablanket and warmed him in a policevehicle. Officer Mares was able totalk with the child and follow thechild’s directions back to his homelocated about a mile away. Theofficers determined that the childwas left home alone and ended upoutside after his mother left for workin an attempt to follow her. The childwas transported to the hospital forfurther observation.The Singing Arrow RevitalizationProject continued to move forward.Sergeant Simmons worked closelywith area apartment managers,Crime-Free Multi-HousingCoordinator J. Garcia, and AnalystK. Clough to provide resources,information and support. A warrantmaster list for Singing Arrow wasdeveloped and a sweep wasconducted, resulting in reduced callsfor service due to the removal of28offenders and an increased policepresence. Officers also addressedabandoned vehicles and vehiclesillegally parked for sale within thearea.On January 15, Foothills ImpactDetectives J. Jones, B. Lund,J. Gonterman, and M. Timmcollaborated with APD SWAT and theAPD Gang Unit to execute a searchand arrest warrant. The subject wasarrested for the possession of astolen shotgun from the Magdalena,NM, Police Department. A search ofthe home yielded three stolen laptopcomputers from three separateburglaries and over $10,000 inelectronic diagnostic equipment.On March 19, Lieutenant L. Sanchez,SWAT, Gang Unit, ERT, OfficersD. Myers, H. Gunderson, J. Stott,and Sergeant R. Miller respondedto assist members of the Gang Unitwho were attempting to apprehendsuspects that were wanted in theshooting of an APD officer. Thesuspects were barricaded in anapartment and shots were fired atofficers at the scene. Eventually, onesuspect surrendered and the otherwas shot and incapacitated by a NewMexico State Police SWAT member.On March 19, Officer B. Wesenbergresponded to a suspicious personcall. When he arrived on scene hefound a female subject who hada laceration to her neck. Rescuepersonnel arrived on scene andbegan to treat the woman. Whentold by paramedics she would haveto go to the hospital, she jumped upand ran toward the balcony. OfficerWesenberg chased the womanand was able to catch her as shehit the balcony fence. The womanwas transported to the hospital fora mental health evaluation. It waslater discovered that in his attempt tostop the woman, Officer Wesenbergbroke his own lower leg.


SOUTHWESTAREA COMMANDThe Southwest Area Commandfocused on decreasing propertycrimes through increased patrols,saturation patrols and tactical plansimplemented by the Impact Teamand deployment of the ETS baitvehicles.The Southwest Area Commandconducted a six-month-long POPproject that focused directly onreducing the number of residentialburglaries in Beat 124. The tacticalplan made use of numerousdepartmental resources includingSWAT, Horse Mounted Unit, BurglaryUnit, NITe Detectives, CrimePrevention staff, the SouthwestImpact Team, bike units, patrolofficers, Air Support Unit, NarcoticsUnit, and bait items. Officer andstaff went door-to-door, passingout flyers to two neighborhoodsand mailed out flyers to propertycrime victims. A booth was set upand crime prevention informationwas distributed at three differentlocations in the area command. Twoneighborhood meetings were heldto promote neighborhood watchprograms. The crime rate and thenumbers of burglaries within the areacommand dropped.In <strong>2013</strong>, Southwest Area Commandofficers conducted close to 200individual tactical plans that focusedon traffic issues, neighbor andbusinesses complaints /concerns,and homeless issues. Officers issuedhundreds of citations and madecontact with business owners andcitizens.The Southwest Area Commandpurchased ETS bait equipment. Thebait equipment has been regularlydeployed in locations determined tobe “hotspot” areas of property crime.Utilizing crime statistics from CrimePrevention Specialist B. Jacksonand maps from the Real Time CrimeCenter, the bait vehicles weredeployed at a location for 1-2 weeks.The Southwest Impact Team has twovehicles to deploy as bait vehicles.Both vehicles are equipped withcameras which are motion activatedand positioned in such a way as tocapture images of the offender in thefront area of the vehicle.Using the new Omega Dashboardsystem, not only were totals ofproperty crimes supplied to theSouthwest Impact Team, but alsohot spot locations, times and repeatlocations which led to successfulplacement of bait cars and moreefficient assignment of detectives.The APD Horse Mounted Unit wassuccessfully paired with the OpenSpace Unit, which has allowed theirunique skills to be fully utilized inserving the community. In additionto providing a unique patrolperspective, increased communitysafety, and outstanding publicrelations, the Horse Mounted Unitis now able to serve the communityby assisting search and rescueoperations. The horses providespeed and capability not previouslyavailable to search and rescueoperations.The Open Space Unit led 34 searchor recovery operations in <strong>2013</strong>.The Unit’s expertise saved the livesof dozens of people and returnedmany people to their families. Halfof the missions were conductedwithin City-owned open space; theremainder were assisting other localagencies with specific expertise. TheOpen Space Unit aided AlbuquerqueMountain Rescue; Cibola MountainRescue; BCSO; BCFD; IsletaPueblo; Sandia Pueblo; Los LunasPolice Department; Sandoval CountySheriff’s Office; the New MexicoState Police; New Mexico Gameand Fish; and the U.S. ForestryDepartment.29Harold MedinaCommander“There is no substitute for hardwork.”Area Command Location:6504 Los Volcanes Rd. VALLEYAREA COMMANDJeremy McRaeCommander“The 81 uniformed officersand supervisory staff in theValley Area Command striveto provide customer serviceorientedpolicing to all wholive, work and play in theValley.”Area Command Location:5408 Second St. NWGeographical Area:32.89 Square MilesThe Valley Area Commandcontinued the Cruiser POP Projectin the Downtown Corridor in <strong>2013</strong>.Two officers worked the tacticalplan every Friday and alternatingSaturdays and Sundays. Theyconcentrated on the high levelof noise coming from vehiclesand motorcycles. Swing shiftsupervisors contacted businessowners, pedestrians, and motoriststhroughout the tactical plan wasoperational to gain feedback on theirperception of crime, police presence,and their feeling of overall safety.Officer Bassiri and Treadawayworked tirelessly on bike patrolin the downtown corridor. ValleyArea Command officers, PIIP, andCOAST maintained a presence inthe Valley Area Command to improveperception and give visitors andresidents a feeling of overall safety.Staff measured effectiveness throughrepetitive contacts with aggressivepanhandlers. Staff addressedcomplaints from the public and SafeCity Strike Force staff regardingpanhandlers on private property. Allthree Valley Area Command shiftsworked hot spots, along with othertarget areas in the Area Command.Staff also referred frequent transientencounters in Valley Area Commandto COAST so that they could beassessed and referred for services.Crime Analysis identified thetransient population as the Valley’sPOP Project for the summer of<strong>2013</strong> (June 1 through August31). The operation was split intotwo categories: “aggressive” and“down and outs.” The Valley Swingworked the “aggressive” category.Valley officers were directed touse a progressive enforcementpolicy with citations and arrests onaggressive panhandlers. The goalwas to improve the quality of lifeand economic vitality of the city andto protect the safety of the generalpublic against certain abusive30conduct. The plan discouragedpersons engaged in panhandlingby imposing a reasonable manner,time, and place restrictions onpanhandling while respecting theconstitutional rights for all citizens.Officers focused their attention onthe locations known for this typeof behavior. During the plan, 178panhandlers were contacted. Fiftyninewere issued warnings; 27citations were issued; thirty-sevenpublic nuisance citations; thirtytwodrinking in public citations; 23panhandlers were arrested; fourwere arrested on misdemeanorwarrants; and one burglary transientfelony arrest was completed.Officer J. Burton developed a "Trainthe Trainer" program to train all areacommand officers on basic CIT skillsas well as providing information onrepeat CIT call generators.Staff developed a partnership withJob Corp on active shooter trainingas well as other crime preventiontraining programs.During <strong>2013</strong>, Watch III officersworked the “Valley Swing CrimeSuppression POP Project.” Officerson Valley Watch III analyzed crimestatistics and created crime analysismaps on a daily basis to addresscurrent and potential crime issueswithin the Valley Area Command.Every squad was scheduled on acalendar through the end of thebid. Squad supervisors contactedbusiness owners, pedestrians, andmotorists throughout the tactical planto get feedback on their perceptionof crime, police presence, and theirfeeling of overall safety.


NORTHWESTAREA COMMANDThe Northwest Area Commandcontinued to implement initiatives toreduce property crimes. A commonfactor in many property-relatedcrimes was drug use.The Northwest Area Commanderdevised an idea to help reduce theavailability of prescription narcotics.He suggested that APD should makeit easier for people to dispose oftheir unwanted prescriptions. Theprescriptions would often find theirway into the hands of teenagersor they would be inappropriatelydisposed of by flushing them andcontaminating our water system. Alock box was placed in the lobby ofeach substation where people coulddrop off any unwanted prescriptions.The unwanted prescription drugswould later be destroyed by theCrime Lab. The program hascollected and disposed of hundredsof pounds of prescriptions drugs.The Northwest Area Command baitcar program became a proactivetool which was utilized throughoutthe Northwest Area Command.The Area Command made it apriority to increase the amount ofbait (ETS) equipment and propertyduring operations. In <strong>2013</strong>, thearea command doubled the sizeof the amount of bait propertyand deployment. On numerousoccasions, bait vehicles were brokeninto and the offenders were takeninto custody.In <strong>2013</strong>, the Northwest AreaCommand began a major projectthat focused on Sector 63. Thearea of the command has manychallenging factors that contributeto crime. The goal was to addressthe overall health of the communityto reduce the fear of crime andbuild community partnerships. Tohelp increase positive contacts withthe community, Northwest officerswere required to make at least twoburglary prevention contacts eachmonth. For example, if officers notedan open garage door, they contactedthe homeowner and explain tothem the benefits of keeping thegarage door closed and othercrime prevention tips. The HorseMounted Unit patrolled Sector 63on horseback. During these patrols,the officers were extremely visibleand made numerous contacts withcitizens in the area. The combinedcommunity / police approachresulted in Sector 63 having a 33%reduction in auto thefts.The Northwest Area Commandplaced an emphasis on buildingcommunity partnerships in <strong>2013</strong>.The Northwest Area Command has216 neighborhood watch programs,an increase of 20 from last year.The Area Command also has 45extremely active NeighborhoodAssociations.Crime Prevention Specialist PeteGelabert attended approximately100 Neighborhood CommunityMeetings/Events for the NorthwestArea Command in 2010. In 2011,Pete attended approximately 60meetings, while in 2012, he attendedapproximately 65 meetings. So farthis year, Pete has attended 100Neighborhood meeting, Events, andApartment contacts. The NW AreaCommand Community continues tobe proactive starting neighborhoodwatch programs for NeighborhoodAssociations and Home OwnersAssociations.Crime Prevention Specialist PeteGelabert worked with businessesowners and apartment managers,offering crime prevention trainingand the avoidance of propertycrimes. BOWDICH LIFETIMEACHIEVEMENT AWARDDon DANIEL“Jinx” JONESCHAPLAINOF THE YEARAs part of the APD Volunteer Program, Chaplain Robert Collinshas served faithfully since 2004 and has displayed a great sense ofleadership and dedication. This was evident in his response to a callin which a suspect, who had intentionally shot a police officer in thelower back, had barricaded himself at an apartment complex. ChaplainCollins was advised that the apartment that the suspect had barricadedhimself in was that of a fellow parishioner. Knowing the victim couldnot enter her residence due to the SWAT standoff, Chaplain Collins andhis family made his own house available to care for the victim and herspecial needs daughter for several days. Once the scene was clear,Chaplain Collins went back to the residence to retrieve personnel itemsfor the victims. In addition, Chaplain Collins acted as a liaison for thevictims with the City of Albuquerque’s Risk Management Office, so theycould be compensated for their property loss.Chaplain Collins has responded to calls at all hours of the day to meetthe needs of citizens requesting a chaplain. His heart of compassionis very much appreciated by all that know him. A grateful APD officerspoke very highly of him, stating, “the Chaplain was amazing. I can’t putinto words how great a job he did in providing comfort to the family ofmy next door neighbor, who passed away.”ChaplainRobert COLLINSVersatile in his ability to serve, Chaplain Collins serves the faithcommunity as an Associate Minister at God’s House Church and servesthe Northeast Area Command, where he received a commendation forproviding a heartfelt message of support at the rededication of the JohnArthur Carrillo Memorial Substation.39

UNIFORMED OFFICEROF THE YEARNorthwest Area Command Officer Daniel Webster was chosen as the <strong>2013</strong>APD Officer of the Year. Officer Webster served 20 years in the U.S. Armyand is a decorated combat veteran. He has been with the Department sinceJuly 2006, and was assigned to Team 6 in the Northwest Area Command.He is also a member of the Emergency Response Team.Officer Webster demonstrated exceptional professionalism and highpersonal ethics in line with the values of APD. During September <strong>2013</strong>,he had only worked in the Northwest Area Command for two weeks dueto his collateral duties assisting with a large event at the Shooting Range.Despite his absence, he still issued 113 citations, made four felony arrests,five misdemeanor arrests, responded to 93 calls for service, and wrote 30reports.In September <strong>2013</strong>, Officer Webster responded to the call of a 3-month oldchild found unconscious. The parents of the child called police after they lefttheir child sipping on a bottle and returned to find their child unresponsiveand not breathing. After hearing the call, Officer Webster immediatelynotified dispatch that he was en route and within minutes was on scene. HeDaniel Websterimmediately took the baby, assessed that the child was warm and likely stillalive. He transferred the motionless child onto its chest, and gave the childlight back blows designed to clear the airway. The thumps caused the babyto whimper and wheeze, as it attempted to take a breath. Officer Websterquickly moved the child to the floor and began rescue breathing. He cleared the child’s airway and the baby begancrying while taking in fresh air. The baby was later checked by rescue personnel and hospital staff and determinedthat it was in no further medical danger.Officer Webster takes pride in his work; and is a very determined and motivated officer who is a leader to his peers.He always volunteers for high priority calls, conducts complete and thorough investigations, and works non-stop untilhis shift is over.41

NON-UNIFORMED OFFICEROF THE YEARDetective Vollmer is the <strong>2013</strong> APD Non-Uniformed Officer of the Year.Detective Vollmer has been with the Department for nine years and wasassigned to the Special Investigations Division, Repeat Offenders Project.Detective Vollmer is a leader in investigations amongst his peers and isrecognized by other detectives for his tenacity in complex investigations.Matthew VollmerOne example involved a homicide investigation that was conducted by theNew Mexico State Police (NMSP). Detective Vollmer worked with numerousconfidential informants and coordinated with several other law enforcementagencies to identify suspects in the investigation. Detective Vollmercoordinated with the NMSP and provided them with several individuals thathad pertinent information in regards to the homicide. Detective Vollmer’sefforts led to the arrests of suspects involved in ongoing violent criminalbehavior. His relentless efforts also led to a pursuit of a motor vehicle byAPD, where the suspect shot at several officers, ultimately leading to thearrest of two violent felons. Detective Vollmer completed a search warrantand recovered two handguns use to shoot the APD officers. He alsoprovided information to the NMSP, which resulted in a search warrant ata business. The search warrant led to the recovery or seizure of severalstolen motorcycles, a trailer, taser, body armor, and several firearms.In another instance, the Burglary Unit identified a suspect in several residential burglaries. Detective Vollmerimmediately reviewed the information and began surveillance operations on the suspect. The suspect committeda residential burglary in the Southeast Area Command and was attempting to sell the property. Detective Vollmerapprehended multiple suspects and identified the property in the suspect’s vehicle as the property taken in theresidential burglary. He retrieved the stolen property and was able to return the property to the victim.Detective Vollmer is a true professional and goes above and beyond to apprehend offenders to make our communitysafer.43

CIVILIAN OF THEYEARDonald Lewis III is the <strong>2013</strong> APD Civilian of the Year. Donald is thesupervisor of the <strong>Report</strong> Review Unit. Donald began working for theDepartment in 1999 and has worked for the Telephone <strong>Report</strong> and PoliceInformation Units. Donald was named <strong>Report</strong> Review Supervisor in June2011.Donald’s role as the Supervisor of <strong>Report</strong> Review is to manage and monitoran intimidating number of police reports. In 2012, the Albuquerque PoliceDepartment produced 122,048 offense/incident reports. On top of that,there were an additional 22,459 traffic crash reports. <strong>Report</strong> Review is ametropolitan unit and manages reports for the Bernalillo County Sheriff’sOffice as well, which produced 15,510 offense/incident reports and another2,598 accident reports in <strong>2013</strong>. Donald and his team are also responsiblefor tracking reports generated by the Albuquerque Aviation Police and theArson Unit of the Albuquerque Fire Department.Donald Lewis IIIAll of the reports must be monitored and made available for the yearly FBIUniform Crime <strong>Report</strong> (UCR). The UCR deadline in <strong>2013</strong> for New Mexicowas February 1, and needed to be submitted to the FBI by February 9. Tomeet these goals, Donald implemented a detailed report tracking system.These steps enabled the Department to produce all 2012 original reportsbefore the UCR deadline, which closed out on time with an accuracy of atleast 99.8%.<strong>Report</strong> Review is also responsible for all National Crime Information Center (NCIC) terminals utilized by APD. AllNCIC queries, entries, and removals made by Department personnel occur under the umbrella of <strong>Report</strong> Review.The NCIC process is under strict oversight from the New Mexico Department of Public Safety (DPS). In November of<strong>2013</strong>, Donald was notified by DPS of an audit of the NCIC terminals. On December 5, the audit was conducted by theNCIC Program Manager and determined that Donald was very well prepared for the audit. He was well organized andworked very hard to implement all polices and procedures. The Albuquerque Police Department has never been sowell prepared.This was a remarkable achievement that reflects Donald’s dedication to the Department.45

TEAM OF THEYEARWell known throughout the Department, the Gang Unit has been taskedwith the investigation of crimes related to and the possibility of being relatedto gangs in the metro area, with the bulk of their work centering on violentoffenders. Their hard work resulted in the arrest of 35 felony suspects, fiveof those who were related to ongoing active homicide investigations. TheUnit also seized over 675 grams of cocaine and methamphetamine, andrecovered 17 firearms, all while conducting gang-related training to otherlaw enforcement agencies throughout the state.The Gang UnitThe Gang Unit was called out to a motorcycle club shooting that happenedin the summer of <strong>2013</strong>. The Gang Unit was able to interview numerousindividuals at the scene and later testified in court the help keep theclub’s patriarch in jail. In another case, the Gang Unit spent 28 hours on ahomicide case of a known offender. Once all the evidence was collected, theUnit was able to apprehend the offender before the subject fled the country.These are a few of the outstanding moments for the Gang Unit in their drive to be professionals, show their dedicationto the Department, and use their collaborative efforts to work with other law enforcement agencies.47


OPERATIONHOPEOperation Hope is an Albuquerque PoliceDepartment partnership between departmentpersonnel and community partners to voluntarilyserve our community by participating in projectsthroughout the year.On April 26, members from the APD’s CriminalInvestigations Division and fellow officers metoutside of the South Valley Care Center. Dutiesincluded planting flowers, painting, laying sod,building a retaining wall for a vegetable garden,as well as shoveling, grading and cleaning rock.After a tragic tornado hit Moore, Oklahoma,Lieutenant D. Romo, his family, and other APDstaff arrived with a 25-foot Horse MountedUnit trailer full of water, food and clothes. Theypartnered with officers to distribute the donatedrelief supplies throughout two severely damagedneighborhoods.The team also set up water and Gatoradedrinking stations at neighborhood corners.The monetary donation received from the APDChaplains Unit was given to Moore PoliceDepartment officials. The team started its journeyback home on May 26 and spent the night inAmarillo, Texas. The team arrived home safely onMay 27.48

Banks joined APD in 1992, transitioning froma job at a local bank, where he had worked sincegraduating from Albuquerque High School in 1989.Banks quickly advanced at the Department, includingstops with the Violent Crimes Impact Team, the CriminalNuisance Abatement Unit, and Internal Affairs. He waspromoted to commander in March 2009. In December2009, he was promoted to Deputy Chief of the FieldServices Bureau. In July <strong>2013</strong>, he was selected as theinterim Chief of Police and served in that capacity until hedecided to retire from the department in February 2014.Banks acquired a bachelor’s degree in criminal justicefrom Wayland Baptist University and graduated from theFBI National Academy in June 2009.Raymond D. SchultzApril 2005 - August <strong>2013</strong>One of APD’s longest-serving chiefs, Raymond D.Schultz retired in August of <strong>2013</strong>. Former Mayor MartinChávez appointed Schultz in 2005. He immediately madetackling property crime a priority and has garnered strongsupport from the business community.In recent years, Schultz made the department a leaderin the use of new technology. He implemented thelapel camera program and was the primary visionaryof the Real Time Crime Center, which provides criticalinformation to responding officers before they arrive to acall.In January 2006, Schultz created the Crisis Outreachand Support Team, a group of civilian APD employeeswho work with other agencies to help deal with mentalhealth issues discovered when police respond to crisissituations. In October of 2007, he partnered with theUnited Way to create the Family Advocacy Center, whichis designed to give victims of crimes a single place togo for assistance from the criminal justice system andmedical staff.52
