BYPADHow good is the cycling policy in your town,city or region? Is it effective and efficient?How can you improve it?There is a tool for this purpose. It is calledBYPAD (Bicycle Policy Audit) and was developedby an international consortium of bicycleexperts as part of an EU-funded project.The two follow-up projects have since that timewidened not only the spatial coverage (new EUcountries joined such as Spain, Greece, Hungary,Estonia, Poland) but also the methodology.BYPAD is not limited anymore to cities and agglomerations,also towns and regions can askfor an audit. For each target group there exists adifferent method with an adapted questionnaire.The entire quality chain consists of 9 moduleswhich all together ensure a balanced cyclingpolicy. Every module obtains a separate qualityscore. Together they reflect the quality levelof the cycling policy in a town, city or region.Based on this quality score a bicycle actionplan is prepared.BYPAD considers cycling policy as a dynamicprocess, a whole of 9 fields, in permanent development,influencing each other (see figurebelow).More than 65 cities in 15 countries have alreadybeen convinced of the advantages of BY-PAD and have started improving the quality oftheir cycling policy with simple, fast-workingand above all cost-efficient measures.

Therefore,allow only certified BYPAD auditors to conductthe audit. A network of trained and certifiedauditors has been set up to guide the implementationprocess.
