THÔNG TIN CHUNGTổ chức Hợp tác Phát triển và Hỗ trợ Kỹ thuật vùng Fla-măng, Vương quốc Bỉ (VVOB) làmột tổ chức phi lợi nhuận, hoạt động theo yêu cầu của Chính phủ Vương quốc Bỉ và vùngFlamăng với mục tiêu nâng cao chất lượng giáo dục tại những nước đang phát triển. Tổchức VVOB bắt đầu hoạt động tại Việt Nam từ năm 1992. Sau 19 năm hoạt động, VVOBchuyển từ phương thức hoạt động theo dự án sang phương thức chương trình, chú trọngvào lĩnh vực giáo dục cơ bản và khuyến nông. Bản Kế hoạch Hoạt động 2008 – 2013 và Kếhoạch Thực hiện Chương trình 2008 – 2010 được xây dựng dựa trên những kết quả màVVOB đã đạt được trong thời gian trước đây, tức chương trình bồi dưỡng giáo viên thôngqua Giáo dục Môi trường (GDMT), Công nghệ Thông Tin (CNTT) và Quản lý Giáo dục.Chương trình giáo dục hiện nay của VVOB hướng tới việc nâng cao chất lượng giáo dụccấp trung học cơ sở tại 5 tỉnh miền Bắc và miền Trung Việt Nam (Thái Nguyên, Quảng Ninh,Nghệ An, Quảng Nam, Quảng Ngãi) thông qua hỗ trợ cho quá trình đổi mới Dạy học Tíchcực (DHTC).Hoạt động của VVOB hỗ trợ phong trào “Trường học Thân thiện, Học sinh Tích cực 2008-2013”, thực hiện những chủ trương được đề xuất trong Kế hoạch Chiến lược Phát triển Giáodục 2011-2020, và đáp ứng các ưu tiên trong công tác đào tạo giáo viên do Sở GD & ĐT ,Bộ GD & ĐT đề ra. VVOB phối hợp với các các trường CĐ/ĐHSP và các Sở GD & ĐT nhằmbồi dưỡng năng lực cho các giảng viên và sinh viên sư phạm trong việc tập huấn và áp dụngcác phương pháp dạy học tích cực. Sự can thiệp này nhằm mục đích nâng cao chất lượnggiáo dục trung học cơ sở ở Việt Nam thông qua việc nâng cao tri thức, kỹ năng nghề nghiệp,tính sáng tạo, kỹ năng tư duy độc lập, khả năng giải quyết vấn đề và tính thích ứng cao vớimôi trường luôn thay đổi.Trong khuôn khổ rộng hơn của Dạy học Tích cực, VVOB đã cùng các bên liên quan lựachọn một loạt các phương pháp dạy và học đổi mới. Trong năm 2010, hai mô đun về bồidưỡng giáo viên đã được xây dựng. Một bộ tài liệu tập huấn về Dạy học nêu và giải quyếtvấn đề đã được phát triển dựa trên một loạt các giờ học tốt do các trường đối tác thực hiệnvào thời gian cuối năm 2009 và đầu năm 2010. Các tập huấn viên đã tham dự tập huấn vàtiến hành tập huấn nhân rộng cho các giảng viên khác.1

4. TRÁCH NHIỆM VÀ KHUNG THỜI GIANNhiệm vụ cụ thể cho nhà tư vấn như sau:NHIỆM VỤ1. Tổng hợp các mô đun đã có và cáctài liệu để đưa ra cách tiếp cận tổngquanTổng hợp tài liệu tập huấn của chươngtrình VVOBTư vấn sẽ lựa chọn các tài liệu liên quan2. Phát triển đề cương tài liệu tậphuấn về hỗ trợ và hướng dẫn DHTCDựa trên bản tổng kết tài liệu theo nhưmục 1 và dựa vào tư vấn với chuyêngia của VVOB, phát triển đề cương vớinội dung và cách tiếp cận cho mỗi hoạtđộng3. Hội thảo tham vấn với nhóm nòngcốt về phương pháp giảng dạy của 5trường CĐ/ĐH SPBản đề cương được đưa ra cho cácthành viên của 5 nhóm nòng cốt tại 5trường trong một buổi hội thảo thamvấn sẽ được tổ chức ở ngoại ô Hà Nộivào cuối tháng Sáu năm 20104. Viết tài liệuViết các hoạt động tạo thành cuốn tàiliệu tập huấn dựa trên đề cương đãđược thỏa thuận và những ý kiến đónggóp thu được qua buổi hội thảo thamvấn. TRÌNH ĐỘ CHUYÊN MÔN, KINH NGHIỆM VÀ NĂNG LỰC• Có bằng sau đại học về giáo dục hay lĩnh vực liên quan và có kinh nghiệm trong lĩnhvực giáo dục;• Kỹ năng phân tích tốt;• Có kinh nghiệm tư vấn trong phương pháp giáo dục mới lấy học sinh làm trung tâm;• Có kiến thức sâu và chắc về các vấn đề liên quan đến đổi mới giáo dục• Có hiểu biết về hệ thống giáo dục Việt Nam• Quen thuộc với việc đào tạo và bồi dưỡng giáo viên;• Có kinh nghiệm làm việc với các tổ chức quốc tế và/hoặc phi chính phủ;• Có khả năng làm việc độc lập• Kỹ năng nói và viết tiếng Việt tốt;• Kỹ năng giao tiếp bằng tiếng Anh tốt để có thể giao tiếp với chuyên gia của VVOB3

BACKGROUNDThe Flemish Association for Development Cooperation and Technical Assistance (VVOB) isa non-profit organization that by order of the Flemish and the Belgian government contributesto the improvement of the quality of education in developing countries. The cooperationbetween VVOB and Vietnam started in 1992. 19 years later VVOB has outgrown itssubstitution and project phases, with a programme concentrating on the sectors of basiceducation and agricultural extension. The Multi Year Plan 2008-2013 and the ProgrammeOperational Plan 2008-2010 are built on the foundations laid in the past, i.e. teacher trainingespecially through Environmental Education (EE) and Information and CommunicationTechnologies (ICT), and Educational Management.The current education programme aims to improve the quality of lower secondary educationin 5 provinces of North and Central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, QuangNam, Quang Ngai) through an integrated support to the Active Teaching and Learning (ATL).VVOB’s support contributes to the programme 'Friendly Schools, Active Students 2008-2013', anticipates on proposed measures in the Education Development Strategic Plan 2011-2020, and responds to priorities for in-service teacher training set by the Department ofTeachers and Educational Administrators of the Ministry of Education and Training. VVOBcollaborates with teacher training institutes and Departments of Education and Training(DOETs) in building capacity of teacher trainers (pre- and in-service) in applying and traininginnovative teaching and learning methods. The ultimate goal of the interventions is toimprove the quality of lower-secondary education in Vietnam by promoting contemporaryknowledge, effective professional skills, creativity, independent and critical thinking skills,problem-solving capability and high adaptability to a continuously changing environment.Within the wider framework of ‘Active Teaching and Learning’, a number of specificinnovative teaching and learning methods have been selected in consultation withstakeholders. In 2010, 2 teacher training modules have been developed. Building on anumber of best practices generated by experiments undertaken by the partner institutesduring 2009 and the beginning of 2010, a teacher training module on Problem-BasedLearning has been developed. Trainers have been trained and multiplication trainingstowards other lecturers have been organized.5

Responding to the plan of the MOET to upscale the corner work approach, after havingfinalized the Viet-Bi project, a module on corner work has been developed and training-oftrainersof pre-service teacher trainers has been carried out.To support the implementation of already developed and future modules, stakeholdersidentified the need for a supportive module which looks into a number of training facilitationskills and coaching techniques to apply between peers.This will guide and facilitate follow-up on conducted trainings and provide a basis toconsolidate a step-by-step approach in analogy with a similar approach applied for buildingcapacity of ICT experts.2. OBJECTIVE AND SCOPE OF THE CONSULTANCYThe consultancy aims to produce a training manual that will be used for a two-day training onfacilitation and peer-coaching techniques for teacher trainers. The training seeks to enableteacher trainers to understand, apply and teach the techniques covered by the manual. It isadvised that ‘group work’ will be among the covered facilitation techniques.The consultant is expected to analyze existing training materials made available by VVOBand use them to prepare practical examples to use during the training course.The principal target group of the training manual consists of pre- and in-service teachertrainers responsible for training teachers at lower-secondary level. The manual is alsoexpected to act as a practical resource for teachers who wish to apply the facilitationtechniques and that are involved in peer-coaching with colleagues.3. METHODOLOGYThe consultant will cooperate with the VVOB result managers involved in teacher trainingand the subject manager responsible for teaching methodology. A formal consultationmoment (1) will be scheduled with the methodology core groups of the 5 partner teachertraining institutes of VVOB and DOETs in Thai Nguyen, Quang Ninh, Nghe An, Quang Namand Quang Ngai.The manual will consist of a number of well defined consecutive activities, constituting a twodaytraining. Each proposed activity will include the following elements.- Timeframe- Needed materials- Objective- Procedure- Evaluation- Learning outcomes- Note for facilitators- Resource materials (and further reference to)Sample modules applying this structure will be made available to the consultant by VVOB.In line with the objective of VVOB’s education programme the manual will demonstrate anactive teaching and learning approach.The consultant will prepare the manual in Vietnamese. An English translation will be made byVVOB after the finalization of the Vietnamese version.6

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES• Post graduate degree in education or a related field complemented with relevantexperience in the education sector• Strong analytical skills• Proven track record of previous consultancies in the area of student-centeredinnovative education methods• Substantive and demonstrated knowledge of issues related to education innovation• Good understanding of the Vietnamese education system• Familiar with pre- and in-service teacher training• Previous experience in working with international organizations and/or NGOs• Able to work independently• Excellent spoken and written Vietnamese• Good communication skills in English in order to allow direct communication with theresult managers and subject manager teaching methodologies6.
