Chapter 5The way forwardFoundations for sound policiesCurrent yields and economic returns can often be maximized bypractices that boost forage harvest, deplete soil nutrients and reduce thelong-term productive capacity of grassland systems. Indeed, economicpressures to “adopt unsustainable practices as yields drop” in responseto a changing climate, “may increase land degradation and resource use”(IPCC, 2007d). This fact should further motivate support for policies andprogrammes that encourage the implementation of sustainable grasslandmanagement practices. Identifying and understanding situations in whichshort-term interests in harvest trump long-term interests in maintainingproductive capacities, and developing technical solutions that involveresearch, education and technical assistance in implementing sustainablepractices, should be a top priority. A key challenge is the large numberof smallholders and pastoralists who may be among the hardest hitby climate change (FAO, 2009). Their challenge is often exacerbatedbecause uncertain land tenure discourages investments that pay dividendsin the long term. Thus, efforts to spread knowledge on sustainablegrassland management practices are essential for ensuring their successfulimplementation and must address tenure-related motivations to implementsustainable practices.Not all categories of producers have the same potential for implementingsustainable land management practices, and some producers will benefitmore and sooner than others. Development–mitigation–adaptationstrategies must be evaluated within the framework of local environmentalconditions, institutions and capacities. Priority should be given toinvestments in sustainable land management practices that:• show strong evidence of enhancing near- and longer-termproductivity and profitability for farmers and pastoralists;Vol. 9–2010 33
