It is an independent <strong>EU</strong>agency, accountable to <strong>the</strong> Counciland <strong>the</strong> <strong>European</strong> Parliament, andoverseen by a governing board <strong>of</strong>representatives <strong>of</strong> <strong>the</strong> 27 <strong>EU</strong> MemberStates and <strong>the</strong> <strong>European</strong> Commission.The Agency initially had a five-yearmandate (from 2000 to 2004). This hasbeen extended twice by Council Decisions,and <strong>the</strong> mandate currently runsuntil <strong>the</strong> end <strong>of</strong> 2008.The total portfolio <strong>of</strong> <strong>EU</strong> assistanceprogrammes managed by <strong>the</strong> Agencysince 2000 stands at <strong>EU</strong>R 2.86 billion,most <strong>of</strong> it from <strong>the</strong> Community Assistance<strong>for</strong> Reconstruction, Developmentand Stabilisation (CARDS)programme. The Agency’s work is part<strong>of</strong> <strong>the</strong> wider Stabilisation and AssociationProcess — <strong>the</strong> <strong>EU</strong>’s key strategy<strong>for</strong> <strong>the</strong> western Balkans region. As <strong>the</strong>largest <strong>EU</strong> body managing assistancein <strong>the</strong> Balkans, <strong>the</strong> Agency is helping<strong>the</strong> region achieve lasting peaceand prosperity, and progress towardseventual <strong>EU</strong> membership.The Agency’s emphasis hasevolved from post-conflict reconstructionto helping countries withre<strong>for</strong>m in areas such as justice andhome affairs, public administrationand public finance, and economic andsocial development.
