Included as required are:-(a)(b)(c)(d)(e)(f)(g)Owner/Owners Agent Declaration Form.An application form for a building permit to demolish or remove a building withattached pages for insertion <strong>of</strong> information and supporting documents.Protection Work & Protection Work Response Notices if required.(For works adjacent to shared allotment boundaries). [Fees may apply].Application for Council Consent to erect a temporary hoarding/precautions over astreet alignment if required. [Fee applicable].Relevant extracts <strong>of</strong> State Building Regulation 1503 & Schedule 7 identifying thevarious classes <strong>of</strong> Pr<strong>of</strong>essional Demolishers and their respective QualificationRequirements.Application for qualification may be made to the State Government’s BuildingPractitioners Board (Tel: 9285 6400).The State legislation requires all Pr<strong>of</strong>essional Demolishers to be Registered BuildingPractitioners who must carry adequate insurance cover.Private Owner Demolishers are exempt from this State registration requirement,however, Council requires evidence <strong>of</strong> the purchase <strong>of</strong> a five million dollar public liabilityinsurance cover for Private Owner Demolisher projects. A certificate <strong>of</strong> consent from theBuilding Practitioners Board is required for demolition works costing more than $12,000.The owner must also demonstrate that he or she has the necessary knowledge,experience, equipment and storage facilities to property conduct the demolitionoperations.Precautionary measures to be taken before and during demolition.The prescribed fees payable on application are:Demolition Fees $520. incl. GST per dwellings & outbuildings.$610. incl. GST per storey for commercial buildings.$58.17 for referral pursuant to section 29A <strong>of</strong> the Building Act[Note 1: additional fees for lodgement and building permit levies may apply for demolitionworks $5000 or more in value.]Further notification and advice will be sent to you via the <strong>City</strong> <strong>of</strong> <strong>Darebin</strong>’s BuildingServices regarding permits to be obtained for Asset Protection. Demolition Application Guide (Cont).PRECAUTIONARY MEASURES TO BE TAKEN BEFORE AND DURING <strong>DEMOLITION</strong>(a) The demolition shall not be commenced until precautionary measures have beeninspected and approved by the relevant Building Surveyor.(b) Before demolition is commenced and also during the progress <strong>of</strong> such work, all electriccables or apparatus which are liable to be a source <strong>of</strong> danger, other than a cable orapparatus used for the demolition works shall be disconnected.(c) During the progress <strong>of</strong> demolition all works shall be under the continuous supervision <strong>of</strong>the demolisher.(d) Unless otherwise expressly approved, demolition shall be executed storey by storeycommencing at the ro<strong>of</strong> and working downward.(e) All practicable precautions shall be taken to avoid danger from collapse <strong>of</strong> a buildingwhen any part <strong>of</strong> a framed or partly framed building is removed.(f) Demolished material shall not be allowed to remain on any floor or structure if the weight<strong>of</strong> the material exceeds the safe carrying capacity <strong>of</strong> the floor or structure and suchmaterial shall be pilled or stacked that it will not endanger workmen or other persons, andshall be removed as soon as practicable from the site unless otherwise authorised by therelevant Building Surveyor.(g) Dust creating material, unless thoroughly dampened shall not be thrown or dropped fromthe building but shall be lowered by hoisting apparatus or removed by material chutes.(h) Chutes shall be completely enclosed and a danger sign shall be placed at the dischargeend <strong>of</strong> every chute.(i) No part <strong>of</strong> any external wall on or within 3m <strong>of</strong> a street alignment may be pulled downexcept during the hours as the relevant Building Surveyor directs.(j) No wall, chimney or other structure or part <strong>of</strong> a structure shall be left unattended orunsupported in such a condition that it may collapse due to wind vibration or otherwisebecome dangerous.(k) Protective outriggers shall be installed where necessary to guard against danger to life orproperty or when required by the relevant Building Surveyor.(l) All demolition work is to be carried out generally in accordance with Australian StandardAS2601 and safety measures taken as required pursuant to work cover occupationalhealth and safety requirements.Declaration by demolisherI have read and I fully understand the above stated precautionary measures and acknowledge myresponsibility to ensure that the precautionary measures are carried out.Signed…………………………………………..Date: ………………………………Name…………………………………………………………………………………………..Document Master List Document No. 40Obj.
