民 政 事 務 局 局 長 演 辭Speech by Secretary for Home Affairs民 政 事 務 局 局 長曾 德 成 先 生Mr TSANG Tak-sing, GBS, JPSecretary for Home Affairs梁 ( 寶 珠 ) 主 席 、 鄭 ( 錦 鐘 ) 主 席 、 各 位 顧 問 、 各 位 董 事 會 成 員 、 各 位 嘉 賓 :今 天 保 良 局 舉 行 壬 辰 、 癸 巳 兩 屆 董 事 會 交 代 就 職 典 禮 , 我 非 常 榮 幸 獲 邀 出 席 主 持 監 誓 儀 式 。 首 先 , 我 衷 心 感 謝 上 一 屆 董 事 會 作 出 重 大 貢獻 , 並 熱 烈 祝 賀 新 一 屆 董 事 會 成 員 就 職 。保 良 局 即 將 踏 入 第 一 百 三 十 五 個 年 頭 。 百 多 年 來 能 夠 一 直 保 持 活 力 , 不 斷 推 陳 出 新 , 穩 步 發 展 , 實 在 有 賴 歷 屆 董 事 會 全 心 致 志 , 讓 保 良善 業 生 生 不 息 。保 良 局 「 保 赤 安 良 」 的 理 念 深 入 民 心 。 轄 下 的 服 務 非 常 多 元 化 , 社 會 服 務 以 及 領 養 、 教 育 、 康 樂 和 文 化 等 服 務 , 人 所 共 知 , 備 受 讚 賞 。過 去 一 年 , 在 梁 主 席 和 壬 辰 年 董 事 會 的 領 導 下 , 保 良 局 的 發 展 更 見 蓬 勃 。隨 着 香 港 人 口 日 趨 老 化 , 安 老 服 務 的 需 求 愈 見 殷 切 。 保 良 局 是 營 辦 最 多 政 府 合 約 安 老 院 舍 的 機 構 , 可 見 保 良 局 對 社 會 安 老 問 題 的 承 擔 。而 且 除 了 設 施 完 善 外 , 保 良 局 亦 注 重 長 者 的 生 活 質 素 , 為 長 者 提 供 個 人 化 的 全 人 服 務 。 去 年 , 保 良 局 繼 續 擴 展 安 老 服 務 , 在 大 角 咀 開 辦第 八 所 合 約 安 老 院 舍 , 以 及 於 西 營 盤 籌 備 第 九 所 院 舍 , 而 在 觀 塘 的 自 資 長 者 中 心 也 將 全 面 投 入 運 作 。 此 外 , 保 良 局 於 去 年 十 一 月 在 旺 角設 立 了 一 間 綜 合 健 康 中 心 , 為 屬 下 的 安 老 服 務 單 位 使 用 者 提 供 優 質 及 廉 價 的 門 診 服 務 及 物 理 治 療 , 並 為 各 院 舍 提 供 巡 院 醫 生 服 務 及 舉 辦健 康 講 座 等 。 保 良 局 對 長 者 關 懷 備 至 , 實 在 值 得 稱 許 。教 育 亦 是 保 良 局 的 重 點 服 務 範 疇 。 在 香 港 , 保 良 局 開 辦 的 教 育 單 位 超 過 一 百 二 十 個 , 由 幼 稚 園 、 中 小 學 以 至 社 區 書 院 。 貴 局 致 力 提 供 優質 教 育 服 務 之 餘 , 亦 非 常 着 重 年 輕 人 的 身 心 發 展 。 一 方 面 繼 續 推 展 去 屆 在 荃 灣 和 元 朗 開 辦 的 青 少 年 發 展 中 心 和 動 感 青 年 天 地 , 好 讓 區 內青 少 年 可 以 善 用 這 些 地 方 作 消 閒 、 學 習 和 發 展 興 趣 與 才 能 之 用 。 另 一 方 面 , 進 一 步 擴 展 近 年 發 展 迅 速 的 領 袖 紀 律 訓 練 營 , 在 轄 下 賽 馬 會大 棠 渡 假 村 興 建 並 得 到 行 政 長 官 社 會 資 助 計 劃 資 助 的 領 袖 訓 練 基 地 已 經 落 成 , 將 可 培 訓 更 多 青 少 年 領 袖 。 貴 局 的 青 少 年 設 施 和 服 務 日 臻完 善 , 定 會 為 香 港 繼 續 作 出 重 要 貢 獻 。保 良 局 一 直 緊 貼 社 會 的 需 要 , 推 出 適 切 的 服 務 。 近 年 更 積 極 配 合 政 府 的 扶 貧 工 作 , 致 力 幫 助 弱 勢 社 羣 自 力 更 生 , 改 善 生 活 。 其 實 , 今 天這 個 禮 堂 和 這 些 戶 外 的 地 方 , 每 月 有 兩 個 星 期 天 會 搖 身 一 變 成 為 「 保 良 市 集 」, 以 象 徵 式 每 天 十 元 的 費 用 , 租 予 基 層 人 士 擺 設 攤 位 , 為他 們 提 供 創 業 機 會 。 保 良 局 善 用 現 有 資 源 並 乘 銅 鑼 灣 區 的 地 利 , 切 實 惠 及 基 層 , 的 確 很 有 創 意 。 此 外 , 保 良 局 去 年 在 四 個 地 區 推 行 綜 合就 業 援 助 服 務 , 為 有 需 要 的 人 士 提 供 就 業 輔 導 、 技 能 培 訓 和 工 作 機 會 。 另 外 扶 弱 基 金 、 醫 療 資 助 基 金 等 , 亦 在 市 民 經 濟 有 困 難 的 時 候 ,向 他 們 伸 出 援 手 。保 良 局 扶 貧 濟 困 、 安 老 懷 少 , 深 受 社 會 各 界 認 同 , 去 年 籌 得 善 款 約 二 億 五 千 萬 元 , 是 市 民 大 眾 對 保 良 局 工 作 予 以 肯 定 的 最 佳 證 明 。我 知 道 鄭 主 席 和 癸 巳 年 董 事 會 對 新 一 屆 的 工 作 已 有 滿 腹 大 計 。 對 於 能 夠 惠 澤 巿 民 的 服 務 創 新 , 政 府 一 定 支 持 和 配 合 。 我 深 信 各 位 定 必 能夠 秉 承 保 良 局 的 優 良 傳 統 , 繼 續 發 揚 善 心 , 拓 展 善 業 , 服 務 社 會 上 有 需 要 的 人 。 最 後 , 我 衷 心 祝 願 癸 巳 年 董 事 會 工 作 順 利 , 保 良 善 業 更上 高 峰 。多 謝 各 位 。6保 良 局 癸 巳 年 董 事 會 就 職 特 輯

Ms Leung, Dr Cheng, Advisory Board Members, Directors, ladies and gentlemen,It is my great honour to join you today at the Inauguration Ceremony of Po Leung Kuk’s Board of Directors 2013-14 and to administerthe oath of office for the incoming Board members. First of all, may I take this opportunity to express my heartfelt gratitude to theoutgoing Board for their valuable contributions and extend my congratulations to the new Board.This year, Po Leung Kuk is set to celebrate its 135th anniversary. For more than a century, the Kuk stays vibrant and dynamic to sustaina steady growth. This owes much to the dedication and commitment of successive Boards to upholding the fine tradition and charitablecause of the Kuk.In Hong Kong, the Kuk’s motto “protecting the young and the innocent” is well recognised and its highly diversified portfolio of widerangingsocial services as well as adoption, education, recreational and cultural services have won popularity. I am pleased to see thatthe Kuk has scaled new heights at the helm of Ms Leung and her Board over the past year.With an ageing population, Hong Kong is faced with a rising demand for elderly services. The fact that Po Leung Kuk operates thelargest number of government’s contract elderly homes bears testimony to the Kuk’s commitment to elderly services. But in pursuit ofadvancement, other than well-equipped facilities, the Kuk also attaches great importance to the quality of life of the elderly, catering toindividual needs by offering all-round services. Last year, the Kuk continued expansion on this front. It opened its eighth contractelderly home in Tai Kok Tsui and was planning the ninth home in Sai Ying Pun. Also, its self-financed centre for the elderly in Kwun Tongwill soon be in full operation. Besides, the Kuk established an Integrated Health Centre in Mongkok last November. The health centrehas not only provided quality and affordable medical services to users of the Kuk's elderly centres but has also enhanced the healthcareand health education in the elderly residential homes. The Kuk’s endeavours to care for the elderly are indeed worthy of high praise.Po Leung Kuk also places great attention to education. It operates more than 120 educational units from kindergartens, primary andsecondary schools to community college. Apart from providing quality education, the Kuk also seeks to foster the physical andemotional development of the young people. It continues to encourage the promotion of the Children and Youth Development Centrein Tsuen Wan and the Energetic Youth Club in Yuen Long which came into operation last year, with the aim of providing local youngpeople with a venue for leisure, learning and developing interests and talents. The Kuk has also further expanded the Leadership Campwhich has seen significant growth in recent years. Following the completion of the Leadership Training Base at the Kuk’s Jockey Club TaiTong Holiday Camp, funded with grants from the Chief Executive’s Community Project List, leadership training for young people will befurther enhanced. With its commitment to quality facilities and services for the youth, I am confident the Kuk will make many morecontributions to the community of Hong KongMoving with the times, the Kuk has been introducing the services required to meet the needs of the people. It has been activelyresponding to the government’s efforts to tackle poverty by helping the socially-disadvantaged to become self-reliant and improvetheir livelihood. Indeed, this hall and the outdoor areas will be turned into the Po Leung Kuk Flea Market on two Sundays every month.With just a nominal rent of $10 a day, people from the grassroots may have a booth to do their own business. It is a creative idea of theKuk to make full use of its resources and take advantage of the location of Causeway Bay to help the grassroots in a practical way.Furthermore, the Kuk has since last year operated projects under the Integrated Employment Assistance Programme for Self-reliance infour districts to provide the needy with employment counselling, skills training and job opportunities. The Kuk’s Charity Fund for theDisadvantaged and the Medical Assistance Fund also provide timely assistance to those with financial difficulties.The Kuk has made tremendous achievements ranging from poverty alleviation to elderly and youth services, winning wide recognitionfrom the community, best demonstrated by its success in raising about $250 million last year.I know that Dr Cheng and the incoming Board already have big plans in mind for the year ahead. The government will support andfacilitate whatever services and new programmes that can benefit the public. I am sure you will uphold the Kuk’s fine tradition tosupport a social cause for the benefits of the community. 壬 辰 年 董 事 會 主 席 梁 寶 珠 女 士 交 代 致 辭 Speech of Ms Jacqueline P C LEUNG, Chairman of the Board of Directors 2012-13梁 寶 珠 女 士Ms Jacqueline P C LEUNG曾 局 長 、 張 局 長 、 各 位 長 官 、 各 位 顧 問 、 各 位 嘉 賓 :歡 迎 各 位 蒞 臨 保 良 局 壬 辰 及 癸 巳 年 董 事 會 交 代 就 職 典 禮 。 荷 蒙 民 政 事 務 局 局 長 曾 德 成 , GBS 太 平 紳 士 , 以 及 勞 工 及 福 利 局 局 長 張 建 宗 ,GBS 太 平 紳 士 蒞 臨 主 禮 。 謹 此 衷 心 致 謝 。北 岳 南 山 奠 偉 基春 風 化 雨 育 茁 枝保 赤 安 良 延 祖 訓走 馬 執 戟 惠 社 群以 上 是 去 年 我 就 任 主 席 之 初 時 的 題 詞 , 以 表 彰 前 賢 的 努 力 , 為 保 良 局 奠 下 鞏 固 基 業 , 讓 我 等 後 輩 有 一 個 優 良 平 台 去 繼 續 開 拓 保 良 善 業 ,為 了 服 務 廣 大 市 民 , 我 們 執 戟 上 馬 , 秉 承 保 赤 安 良 精 神 , 竭 力 為 弱 勢 社 群 謀 福 利 。去 年 的 四 月 十 日 我 在 這 裡 宣 誓 就 職 , 今 年 亦 在 同 日 同 地 舉 行 交 接 儀 式 , 剛 好 是 三 百 六 十 五 日 ; 在 過 去 的 一 年 , 對 我 來 說 是 一 個 艱 辛 的 旅程 , 日 間 處 理 繁 重 局 務 , 晚 上 甚 至 深 宵 , 我 才 有 時 間 處 理 自 己 公 司 的 事 務 , 身 體 雖 然 疲 憊 不 堪 , 但 每 當 想 及 肩 負 的 使 命 和 社 會 責 任 , 必須 與 時 間 競 賽 , 急 弱 勢 社 群 之 需 , 便 又 抖 擻 精 神 投 入 工 作 ; 我 好 幸 運 得 到 十 九 位 社 會 上 的 翹 楚 一 起 並 肩 作 戰 , 同 心 合 力 推 動 各 項 計 劃 ,你 們 的 參 與 及 支 持 , 讓 壬 辰 年 保 良 局 取 得 令 人 滿 意 的 成 績 ; 從 加 入 保 良 局 董 事 會 至 今 , 十 二 年 的 歲 月 裏 , 我 很 高 興 可 以 見 證 香 港 社 會 福利 服 務 的 發 展 和 進 步 , 每 當 看 到 受 惠 者 的 笑 容 , 就 是 給 我 最 大 的 鼓 舞 , 看 到 保 良 局 屬 校 校 長 、 老 師 和 同 學 的 努 力 , 成 績 屢 創 佳 績 , 令 我引 以 為 傲 。 保 良 善 業 覆 蓋 面 廣 泛 , 所 以 我 因 應 社 會 變 遷 及 需 要 , 在 壬 辰 年 屆 內 構 思 了 多 項 嶄 新 計 劃 。 承 前 賢 之 功 , 董 事 會 同 人 同 心 協力 , 友 好 的 鼎 力 襄 助 , 及 保 良 局 的 精 英 員 工 努 力 下 , 所 有 計 劃 已 經 落 實 執 行 並 有 良 好 進 展 。 藉 著 今 天 兩 屆 董 事 會 交 接 的 大 日 子 , 我 跟 大家 分 享 一 下 過 去 一 年 的 工 作 。三 地 交 流 擦 火 花 互 勵 共 勉 綻 光 華去 年 九 月 , 董 事 會 到 訪 北 京 , 先 後 拜 會 中 央 統 戰 部 和 國 家 民 政 部 , 與 多 位 中 央 官 員 會 面 ; 並 參 觀 中 華 航 天 博 物 館 和 探 訪 北 京 市 第 一 社 會福 利 院 , 有 關 的 參 觀 令 董 事 會 對 國 家 的 航 天 發 展 、 社 會 服 務 和 安 老 福 利 等 , 都 有 具 體 和 深 入 的 了 解 。今 年 一 月 , 董 事 會 又 到 訪 台 灣 , 拜 會 多 個 行 政 機 關 , 我 們 非 常 榮 幸 獲 馬 英 九 總 統 接 見 , 他 對 本 局 之 悠 久 歷 史 及 慈 善 服 務 表 達 肯 定 。 其 後又 分 別 拜 會 郝 龍 斌 台 北 市 市 長 、 張 顯 耀 陸 委 會 副 主 任 委 員 、 嚴 重 光 陸 委 會 港 澳 處 處 長 及 汪 慈 蓉 陸 委 會 科 長 等 。 我 們 期 望 透 過 與 兩 地 緊 密溝 通 , 增 進 交 流 , 令 保 良 局 的 服 務 更 臻 完 善 。教 育 多 元 添 活 力 青 艾 少 幼 倍 出 色除 了 教 會 的 辦 學 團 體 以 外 , 本 局 是 香 港 最 大 的 辦 學 團 體 , 去 年 乃 本 局 辦 學 六 十 五 周 年 。 保 良 局 春 風 化 雨 逾 半 世 紀 , 為 香 港 培 育 一 代 又 一代 的 精 英 , 在 社 會 不 同 崗 位 上 作 出 貢 獻 。 藉 著 服 務 六 十 五 周 年 這 個 日 子 , 本 局 特 舉 辦 多 項 活 動 , 讓 學 生 、 家 長 及 社 會 大 眾 加 深 認 識 本 局教 育 服 務 , 也 讓 本 局 回 顧 辦 學 經 驗 , 展 望 香 港 教 育 的 未 來 發 展 。活 動 包 括 : 去 年 十 月 舉 行 為 期 三 天 的 教 育 論 壇 , 很 榮 幸 得 到 教 育 局 局 長 吳 克 儉 先 生 , SBS, JP 蒞 臨 主 禮 ; 及 十 一 月 的 藝 術 作 品 展 暨 慈 善 義賣 , 當 天 邀 請 到 著 名 藝 術 家 、 學 者 及 企 業 家 , 世 界 眼 科 組 織 主 席 林 文 傑 教 授 蒞 臨 主 禮 , 與 在 場 小 朋 友 和 長 者 分 享 創 作 成 果 ; 剛 於 上 月 在文 化 中 心 星 光 大 道 舉 行 的 「 保 良 桃 李 耀 香 江 」 學 生 才 藝 表 演 , 邀 請 到 教 育 局 楊 潤 雄 副 局 長 蒞 臨 主 禮 , 看 到 保 良 屬 校 的 學 生 活 力 充 沛 , 才藝 雙 全 , 我 深 深 感 動 , 厚 望 他 們 不 久 將 來 能 夠 學 有 所 成 , 回 饋 社 會 , 就 像 一 顆 一 顆 明 珠 , 璀 璨 照 耀 維 港 ; 各 間 屬 校 在 年 內 陸 續 舉 辦 的 開放 日 和 服 務 學 習 活 動 等 , 既 為 教 育 同 工 交 流 經 驗 提 供 平 台 , 也 讓 市 民 有 機 會 更 近 距 離 認 識 本 局 的 教 育 工 作 與 成 就 , 而 屬 校 學 生 也 可 藉 著活 動 豐 富 其 學 習 經 歷 , 尤 其 是 服 務 學 習 活 動 , 期 望 他 們 秉 承 保 良 局 服 務 社 會 的 精 神 , 讓 保 良 局 的 善 業 藉 著 教 育 一 直 傳 承 下 去 。8保 良 局 癸 巳 年 董 事 會 就 職 特 輯

保 良 局 屬 校 的 成 績 是 有 目 共 睹 的 , 去 年 在 本 港 最 後 一 屆 高 級 程 度 會 考 和 首 屆 中 學 文 憑 試 中 , 都 有 出 色 的 表 現 , 這 對 本 局 和 屬 校 過 去 多 年為 新 高 中 課 程 所 作 的 努 力 給 予 了 最 實 在 的 肯 定 ; 另 外 , 蔡 繼 有 學 校 在 第 二 年 應 考 的 國 際 普 通 中 學 教 育 文 憑 試 也 取 得 驕 人 的 成 績 。 而 在 這三 個 公 開 試 中 都 分 別 有 屬 校 學 生 考 取 狀 元 成 績 , 實 在 令 人 鼓 舞 。本 局 教 育 強 調 「 全 人 教 育 」, 除 了 注 重 學 業 成 績 外 , 也 為 學 生 提 供 不 同 的 學 習 經 歷 。 繼 過 去 數 年 先 後 成 立 屬 下 中 學 聯 校 管 弦 樂 團 、 屬 下小 學 聯 校 中 樂 團 , 以 及 在 中 、 小 學 廣 泛 推 行 英 語 戲 劇 活 動 , 上 一 年 度 本 局 新 推 行 了 粵 劇 藝 術 課 程 , 開 拓 學 生 的 藝 術 視 野 , 亦 讓 他 們 認 識粵 劇 這 個 本 地 文 化 瑰 寶 。 這 是 本 局 與 香 港 八 和 會 館 合 作 的 一 項 試 驗 計 劃 , 現 暫 先 在 兩 間 屬 校 進 行 , 相 信 日 後 可 逐 步 推 廣 至 其 他 屬 校 , 期望 將 中 國 傳 統 藝 術 推 廣 給 學 生 之 外 , 戲 曲 中 包 含 很 多 忠 孝 節 義 的 故 事 , 亦 好 值 得 學 生 們 學 習 我 們 中 國 民 族 的 優 良 文 化 。鑑 於 近 日 多 宗 家 庭 倫 理 慘 劇 的 發 生 , 我 更 覺 得 中 國 的 儒 家 思 想 , 中 國 人 敬 老 尊 長 的 精 神 , 更 應 深 化 教 育 我 們 的 下 一 代 。 所 以 我 更 成 立 了德 育 、 公 民 教 育 特 別 小 組 , 優 化 本 局 屬 校 的 德 民 教 育 , 制 定 局 本 參 考 教 材 , 給 屬 校 更 能 貫 徹 教 育 本 局 學 生 的 修 身 、 齊 家 之 道 。 與 此 同時 , 本 局 又 成 立 粵 劇 發 展 基 金 , 以 推 動 中 國 粵 劇 文 化 承 傳 。另 一 方 面 , 本 局 也 透 過 訓 練 活 動 來 培 養 學 生 的 領 導 能 力 和 團 隊 精 神 。 本 局 的 紀 律 領 袖 訓 練 營 除 了 為 屬 下 中 、 小 學 服 務 外 , 上 年 度 更 有四 十 多 個 局 外 的 中 、 小 學 , 以 至 專 上 學 院 , 以 及 商 業 機 構 和 非 牟 利 機 構 參 與 。 訓 練 營 於 本 年 度 開 辦 的 營 期 約 一 百 四 十 個 , 由 成 立 至 今 ,累 積 參 與 人 數 已 多 達 五 萬 六 千 五 百 人 。 隨 著 位 於 本 局 賽 馬 會 大 棠 渡 假 村 的 「 領 袖 訓 練 基 地 」 剛 落 成 , 紀 律 領 袖 訓 練 營 將 可 為 更 多 年 青 人以 及 其 他 人 士 提 供 有 助 他 們 身 心 發 展 的 活 動 與 訓 練 , 估 計 整 個 大 棠 渡 假 村 每 年 的 服 務 人 次 會 躍 至 十 九 萬 人 。本 局 現 時 除 開 辦 幼 兒 、 中 小 學 、 特 殊 學 校 、 預 科 書 院 及 社 區 書 院 外 , 亦 積 極 拓 展 教 育 服 務 領 域 。 本 局 現 正 向 教 育 局 申 辦 國 際 學 校 , 期 望可 以 獲 批 赤 柱 的 空 置 校 舍 開 辦 保 良 局 第 一 間 國 際 學 校 。社 會 拓 展 惠 全 人 臻 善 達 道 展 繽 紛社 會 服 務 方 面 , 本 局 繼 續 拓 展 服 務 , 以 配 合 社 會 的 需 求 。面 對 社 會 上 出 現 越 趨 複 雜 的 家 庭 問 題 , 本 局 作 出 了 積 極 的 回 應 。 去 年 兒 童 住 宿 服 務 的 幼 童 組 、 兒 童 組 和 寄 養 服 務 都 分 別 增 加 了 名 額 , 為因 各 種 原 因 而 未 能 與 家 人 同 住 的 兒 童 提 供 妥 善 的 照 顧 。 另 一 方 面 , 本 局 推 行 的 全 港 首 個 社 署 資 助 家 庭 暴 力 受 害 人 支 援 計 劃 , 較 早 前 在 本局 總 部 建 立 臨 時 用 址 提 供 服 務 , 去 年 已 遷 往 將 軍 澳 翠 林 邨 的 正 式 用 址 , 進 一 步 推 展 服 務 , 其 中 「 子 女 探 視 服 務 」, 是 讓 一 些 因 為 家 暴 問題 未 能 夠 同 父 親 或 母 親 同 住 的 孩 子 , 在 社 工 陪 同 下 與 父 、 母 親 見 面 , 讓 孩 子 在 安 全 的 環 境 下 與 父 、 母 親 有 更 多 珍 貴 的 相 處 時 間 。 兒 童 安全 一 直 是 社 會 服 務 和 醫 療 界 關 注 的 問 題 , 因 此 , 本 局 正 積 極 籌 辦 成 立 一 間 兒 童 安 全 中 心 , 以 推 動 兒 童 安 全 教 育 宣 導 工 作 。 初 步 已 覓 得 一群 關 心 兒 童 安 全 的 專 業 人 士 擔 任 顧 問 , 並 獲 嘉 道 理 慈 善 基 金 會 資 助 四 百 五 十 萬 元 作 為 籌 辦 費 。 保 良 局 自 立 局 以 來 , 一 直 以 保 護 兒 童 為 己任 , 在 照 顧 兒 童 、 維 護 兒 童 福 祉 上 是 責 無 旁 貸 的 。 但 是 , 我 們 始 終 認 為 温 暖 、 關 愛 的 家 庭 , 才 是 孩 子 成 長 最 理 想 的 地 方 , 因 此 我 們 全 力為 家 庭 的 和 諧 提 供 支 援 。青 少 年 問 題 也 是 我 們 的 關 注 重 點 。 青 少 年 是 推 動 社 會 進 步 的 動 力 , 未 來 社 會 棟 樑 , 我 們 期 望 他 們 健 康 成 長 , 有 積 極 的 人 生 觀 、 正 面 的 態度 。 去 屆 本 局 分 別 在 荃 灣 和 元 朗 開 辦 兒 童 及 青 少 年 發 展 中 心 和 動 感 青 年 天 地 , 為 區 內 的 青 少 年 提 供 教 育 、 消 閑 , 以 及 才 能 發 展 的 場 所 。另 外 , 本 局 也 因 應 現 今 青 少 年 問 題 而 推 出 不 同 計 劃 , 例 如 「『RAW 心 之 旅 』: 青 年 保 育 導 賞 員 計 劃 」 招 募 輟 學 或 求 學 動 機 不 高 的 青 年 成 為「 保 育 導 賞 員 」, 而 「『 親 子 理 財 』 開 心 大 發 現 計 劃 」 就 是 針 對 現 今 青 少 年 缺 乏 財 務 管 理 概 念 、 濫 用 信 用 咭 等 的 問 題 , 希 望 讓 兒 童 從 小 建 立正 確 的 理 財 觀 念 。 這 些 正 正 配 合 了 政 府 近 日 推 動 的 四 大 活 動 中 的 活 力 和 潮 流 。長 者 為 建 設 香 港 貢 獻 了 大 半 生 , 我 們 希 望 他 們 有 健 康 、 豐 盛 的 晚 年 。 有 見 社 會 老 齡 化 的 問 題 , 本 局 近 年 銳 意 發 展 安 老 服 務 , 現 時 已 是 本港 與 社 署 營 運 最 多 合 約 院 舍 的 機 構 。 去 年 本 局 繼 續 開 辦 大 角 咀 護 老 院 暨 耆 順 長 者 日 間 護 理 中 心 , 成 為 本 局 第 八 間 合 約 院 舍 , 很 感 謝 勞 工及 福 利 局 局 長 張 建 宗 , GBS, 太 平 紳 士 蒞 臨 主 禮 ; 而 本 局 第 九 間 合 約 安 老 院 舍 , 西 營 盤 護 老 院 暨 長 者 日 間 護 理 中 心 預 計 於 二 零 一 三 年 七月 投 入 服 務 , 至 此 , 本 局 將 共 辦 有 十 二 間 長 者 院 舍 , 合 共 提 供 一 千 四 百 九 十 一 個 住 宿 名 額 。 而 本 局 十 多 年 前 開 始 營 辦 的 壬 午 年 耆 樂 居亦 於 去 年 轉 型 為 照 顧 嚴 重 殘 疾 長 者 的 護 養 院 。 為 配 合 政 府 居 家 安 老 的 政 策 , 本 局 推 行 各 方 面 的 支 援 服 務 和 計 劃 , 例 如 增 加 了 「 新 界 西 區改 善 家 居 及 社 區 照 顧 服 務 」 的 名 額 , 又 推 行 「 無 痛 耆 績 」 計 劃 , 鼓 勵 長 者 關 注 個 人 健 康 , 減 低 長 期 痛 症 帶 來 的 痛 苦 , 提 升 長 者 生 活 質 素 ,又 如 「 耆 樂 數 碼 大 本 營 」 計 劃 , 在 各 長 者 中 心 設 立 「 資 訊 科 技 站 」, 教 導 長 者 使 用 平 板 電 腦 , 縮 窄 他 們 與 年 青 一 代 的 數 碼 鴻 溝 。黃 竹 坑 護 理 安 老 中 心 配 合 政 府 院 舍 服 務 轉 型 的 計 劃 , 於 年 內 轉 為 全 部 收 納 中 度 殘 障 長 者 , 為 此 , 需 進 行 內 部 裝 修 工 程 去 增 善 護 理 設 備 。本 局 現 正 與 勞 工 及 福 利 局 商 討 及 初 步 與 發 展 商 探 討 將 現 址 改 建 或 重 建 再 加 入 私 院 之 可 行 性 , 這 個 計 劃 是 除 在 原 有 基 礎 上 增 加 安 老 宿 位外 , 亦 考 慮 增 設 醫 療 服 務 , 為 長 者 提 供 全 人 服 務 。康 復 服 務 方 面 , 本 局 在 田 家 炳 康 復 支 援 中 心 增 設 牙 科 室 , 內 設 專 為 殘 疾 人 士 設 計 的 牙 科 醫 療 座 椅 , 為 殘 疾 人 士 提 供 牙 齒 口 腔 護 理 ; 此外 , 又 推 行 多 個 計 劃 , 例 如 「 愛 與 夢 同 行 」、「 愛 不 釋 手 」、「 凝 聚 社 區 , 躍 動 魔 法 」 同 「 快 樂 七 式 『 扭 』『 鈕 』 樂 」 等 等 , 希 望 讓 弱 能 、 殘 疾 人士 融 入 社 會 , 推 廣 社 區 共 融 。在 扶 貧 、 扶 弱 的 工 作 方 面 , 除 了 透 過 各 項 慈 善 基 金 向 經 濟 有 困 難 的 人 士 提 供 援 助 外 , 本 局 亦 鼓 勵 弱 勢 人 士 自 力 更 生 , 去 年 在 四 個 地 區 推行 綜 合 就 業 援 助 計 劃 , 並 在 天 水 圍 開 辦 「 天 晴 茶 座 」 社 企 , 為 他 們 提 供 工 作 機 會 , 而 去 年 本 人 構 思 利 用 總 部 的 地 方 , 開 辦 保 良 市 集 , 僅收 取 每 日 十 元 管 理 費 , 為 基 層 市 民 提 供 創 業 平 台 ; 於 去 年 十 一 月 首 辦 以 來 , 外 間 反 應 非 常 熱 烈 , 現 時 已 增 加 至 七 十 多 個 攤 位 , 輪 候 名 單Po Leung Kuk Inauguration Booklet For Board Of Directors 2013-2014 9

In particular, I would like to extend my sinceregratitude to the Secretary for Home Affairs the Hon TSANG Tak-sing, GBS, JP, and the Secretary for Labour and Welfare the Hon MatthewCHEUNG Kin-chung, GBS, JP.北 岳 南 山 奠 偉 基春 風 化 雨 育 茁 枝保 赤 安 良 延 祖 訓走 馬 執 戟 惠 社 群The above message was the one I presented when I took up the Chairmanship a year ago. I wanted to give recognition to the good effortsof my predecessors in laying a solid foundation on which to develop our charitable work. For the community at large, we were in a goodposition to extend the Po Leung Kuk’s spirit of fostering care for the under priviledged and actively promoting harmony in the community.On April 10 last year I took my oath of office. On the exact same date this year, I attend this handover ceremony. For me, the past year wasa challenging journey. During the day I handled the strenuous work of the Kuk and it was only late at night when I had the opportunity toattend to the affairs of my own company. Although this was taxing physically, it felt immensely rewarding everytime I thought of my noblemission and social responsibilities. It was a race against time to ensure that the underprivileged were taken care of; nevertheless, that wasalso my motivation. Fortunately, I also had the help of the 19 distinguished members of the board working with me to put our numerousplans into action. Your participation and support have resulted in the gratifying achievements of the Board of Directors 2012-13. In my 12years as part of the Po Leung Kuk Board of Directors, I was priviledged to witness the growth and development of social welfare in HongKong. The biggest encouragement for me to carry on is when I see that our work has put a smile on the face of the beneficiaries. I am alsoimmensely proud of the great achievements of the principals, teachers and students of our schools. Po Leung Kuk’s charitable workemcompasses a wide spectrum and during the past year I conceived a number of innovative projects. Thanks to the concerted efforts ofthe Board members, the unwavering support of our friends and the distinguished staff of the Kuk, all these plans have been launched andare in good progress. So on this important day of the handover of the Boards, I would like to share with all of you our achievements andefforts in the past year.Inspiring Exchanges Between the Mainland, Taiwan and Hong KongIn September last year, the Board of Directors paid a courtesy visit to the United Front Work Department and the Ministry of Civil Affairs inBeijing, and they also Chamet with a number of Central Government officials. In order to gain a deeper understanding of the developmentof aviation, social service and elderly welfare in China they paid visits to the China Space Museum and Beijing Number One Social WelfareHouse.In January this year, the Board of Directors visited a number of government institutions in Taiwan and was privileged to be received byPresident MA Ying-Jeou, who expressed appreciation for the Kuk’s long history and track record in providing service to the community. Wealso visited the Mayor of Taipei, Mr HAU Lung-pin; Deputy Minister of the Mainland Affairs Council Mr CHANG Hsien-yao; Director of theHong Kong and Macao Affairs Department under the Mainland Affairs Council Mr YEN Chung-kuang and Divison Chief of the MainlandAffairs Council Ms WANG Ci-rong. We hope that through these active communication and exchanges between the Kuk and the Taiwaneseauthorities, our services will achieve even higher standards.Great Diversity and Vitality in Our Education, Nurturing Talent of our YouthApart from the religious organizations the Kuk is currently Hong Kong’s largest school sponsoring body. And last year marked the 65thanniversary of the Kuk’s work in education. Throughout these years, the Kuk has nurtured generation after generation of outstandingindividuals who contribute to society in many different ways. In celebrating the 65th anniversary, the Kuk has organised a host of activities,not only to introduce our educational services to students, parents and the general public, but also to review our experience in runningschools and to look ahead to the future developments of Hong Kong’s education.Po Leung Kuk Inauguration Booklet For Board Of Directors 2013-2014 11

壬 辰 年 董 事 會 主 席 梁 寶 珠 女 士 交 代 致 辭 Speech of Ms Jacqueline P C LEUNG, Chairman of the Board of Directors 2012-13These activities included a three-day education forum in October last year, officiated by the Secretary for Education the Hon Eddie NG Hak-kim,SBS, JP; an art exhibition and charity sale last November, officiated by renowned artist, scholar and entrepreneur Prof Dominic LAMMan-kit, who shared the fruits of artistic creation with the young and the elderly; last but not least, the Harbour Spectacular: StudentTalent Show, which was held at the Avenue of Stars outside the Hong Kong Cultural Centre which was presided over by the DeputySecretary for Education Mr Kevin YEUNG Yun-hung, JP. We were deeply touched by the versatility and vitality of the students of the Kuk’sschools and we wish that they will continue to contribute to society like a bright pearl illuminating Hong Kong.Our schools host open days and service learning activities throughout the year – They provide a platform for our teaching staff to exchangeexperience and enable the general public to take a closer look at the Kuk’s work and achievements in the realm of education. Meanwhile,our students often acquire a richer learning experience especially through these service learning activities. We hope that they will live upto the Kuk’s spirit of social service and ensure the succession of the Kuk’s charity work through education.The achievements of the Po Leung Kuk schools are illustrious. The students who took the last Hong Kong’s Advanced Level Examinationsand those who took the first Hong Kong Diploma of Secondary Education Examination achieved outstanding results. This is testimony tothe hard work of the Kuk and its schools over the years in implementing the new senior secondary curriculum. Meanwhile, Po Leung KukChoi Kai Yau School also achieved brilliant results in its second year of preparing students for the IGCSE. In each of these three openexaminations, our students achieved very top results, which is an immense encouragement for us.The Kuk emphasises “holistic education”. Therefore, apart from aiming for good academic results, we provide students with a wide spectrumof learning experiences. In the past few years, we set up our joint secondary school philharmonic orchestra, joint primary school Chineseorchestra, and English drama activities for our primary and secondary schools. Last year, the Kuk introduced a course in the art of Cantoneseopera, hoping to expand the students’ artistic horizon and enabling them to better understand this gem of local culture. This is a pilotscheme jointly organised by the Kuk and the Chinese Artists Association of Hong Kong. The course is held initially in two of our schools andis expected to be extended to other schools under the Kuk. The aim of the scheme is not just to promote Chinese traditional art to thestudents, but also to encourage students to learn from the virtuous deeds embodied in the tales of the Cantonese opera.In light of the numerous family tragedies in recent days, I feel all the more deeply that our younger generation should be well educated inour Confucianism and the Chinese spirit of respecting the elderly. Hence I have set up a task group for moral and civic education, whoseaim is to enhance the Kuk’s work in these areas and to develop Kuk-based teaching materials on self refinement and family solidarity for thereference of Kuk’s schools. Meanwhile, the Kuk has set up a Cantonese Opera Development Fund to promote the cultural heritage ofCantonese opera.At the same time, the Kuk also nurtures leadership and team spirit among students through training activities. The Kuk’s LeadershipTraining Camp not only serves our own primary and secondary schools, but also over 40 primary and secondary schools outside the Kuk,and even tertiary institutions, commercial organisations and non-profit organisations.This year, about 140 camps will be held. Since its inception the number of participants have reached 56,500. With the recent inaugurationof the Leadership Training Base in the Jockey Club Tai Tong Holiday Camp, the Leadership Training Camp will be able to provide activitiesand training for the physical and mental development of more youngsters and members of the general public. It is estimated that thenumber of users in our Tai Tong Holiday Camp will jump to 190,000 a year.Apart from operating kindergartens, primary and secondary schools, special schools, sixth-form colleges and community colleges, the Kukis actively expanding the scope of our educational services. The Kuk is currently applying to the Education Bureau to set up an internationalschool. We look forward to being granted approval to set up our first international school in a vacant school premises in Stanley.Social Services enhancing general well-being, Benefits for the mind, body and soulIn the area of social service, we are constantly expanding our scope to cater to the needs of society.12保 良 局 癸 巳 年 董 事 會 就 職 特 輯

The Kuk is actively addressing the issue of increasingly complicated family problems. Last year, we increased the quota for young childrenand children in our children hostel services and also the adoption services, in order to provide comprehensive care for those who, forvarious reasons, are unable to live with their family.The Kuk also introduced Hong Kong’s first Victim Support Programme for Victims of Family Violence sponsored by the Social WelfareDepartment. The programme centre, Tsui Lam Centre, has moved from a temporary site in the Kuk’s Headquarters to its official site in TsuiLam Estate, Tseung Kwan O, to further develop its services. Among other services, the “Child Visitation Service” enables parents, in thepresence of a social worker, to visit their children who are unable to stay with their father or mother due to family violence. This enables thechildren to spend valuable time with their parents in a safe environment. Child safety has always been an important issue in the field ofsocial service and healthcare. Hence the Kuk is actively setting up a child safety centre to promote education in child safety. As a start, wehave enlisted a team of volunteer professional consultants who are well-trained on matters of child safety. Additionally, we also received astart-up fund of $4.5 million from the Kadoorie Charitable Foundation. Since its inception, Po Leung Kuk has always been committed tochild protection; therefore, we have an inherent duty to take care of children and protect their welfare. Nevertheless, we still believe whata child needs is a warm and caring family; thus, we give our full support to the creation and maintenance of family harmony.Adolescent problems are also among our major concerns. Youngsters are the engine of social progress and the future pillar of society. Welook forward to their healthy growth with an active outlook on life and a positive attitude. Last year, the Kuk set up a child and youthdevelopment centre in Tsuen Wan and a dynamic youth world in Yuen Long to provide local youngsters with a venue for education, leisure,and talent development. Meanwhile, the Kuk is launching various schemes to address various youth problems. These include the “Be Raw:Youth Docent Training Project” which recruits youngsters who have quit school or lack motivation to study to become conservation guides.In addition, the MPFA Parent-Child Financial Education Programme aims to address issues of youngsters lacking financial managementconcepts or abusing credit cards. We hope that children will start to develop correct financial management concepts when they are young.This is also in line with the spirit and trend in the four major activities recently being promoted by the Government.The elderly have contributed a major part of their lives to building Hong Kong. We wish for them healthy and fruitful later years. In the lightof the aging population, the Kuk has also been actively developing elderly services in recent years. In fact, the Kuk is the local institutionoperating the largest number of contract homes for the Social Welfare Department.Last year, the Kuk launched the Tai Kok Tsui Home for the Elderly cum Cherish Day Care Centre – the Kuk’s eighth contract hostel. We aregrateful for the presence of the Secretary for Labour and Welfare, the Hon Matthew CHEUNG Kin-Chung, GBS, JP, who was our officiatingguest at the opening cermeony. Meanwhile, the Kuk’s nineth contract hostel for the elderly – the Sai Ying Pun Home for the Elderly cum DayCare Centre for the Elderly – is expected to be commissioned in July this year. At this point in time, we are expecting to run 12 elderly homes,providing residence for 1,491 senior citizens. Meanwhile, the Merry Court for the Senior which started over a decade ago has now beenconverted, since last year, into an elderly home that cares for people with serious handicaps. To tie-in with the Government’s policy onaging at home, the Kuk has launched a host of support services and schemes. For instance, we increased the quota for the “Enhanced Homeand Community Care Services (New Territories West District)”, and we launched the “ Painless Mircale – Pain Management Project” toencourage the elderly to take heed of personal health, alleviate the pain of chronic diseases, and enhance their quality of life. We alsointroduced the ”Elder Cyber Camp” project, setting up IT stations in the elderly centres to teach the elderly to use iPads, thus narrowing thedigital gap between them and the younger generation.In support of the Government’s care homes conversion scheme, the Wong Chuk Hang Elderly Care Centre will later this year be admittingmoderately handicapped elderly people. For this purpose, the facilities will undergo refurnishing to enhance its nursing services. The Kukis in discussion with the Labour and Welfare Bureau and also initially exploring with developers the feasibility of redeveloping the site forthe inclusion of a private hospital. The plan is to consider incorporating medical services on top of the original elderly lodging to provideholistic services for the elderly.Po Leung Kuk Inauguration Booklet For Board Of Directors 2013-2014 13

壬 辰 年 董 事 會 主 席 梁 寶 珠 女 士 交 代 致 辭 Speech of Ms Jacqueline P C LEUNG, Chairman of the Board of Directors 2012-13In terms of rehabilitation services, the Kuk’s Tin Ka Ping Rehabilitation Support Centre has opened a dental clinic with special dental seatsfor the handicapped, to provide them with dental and oral care. Meanwhile, we have also launched various schemes such as “Dreams withLove” project, “Loving Hands”, “Binding the Community with Magic” and “Happiness All Around”, to enable handicapped people to integrateinto the community.In helping the poor and handicapped, the Kuk encourages the underprivileged to make their own living, on top of providing support topeople with financial difficulty through various charitable funds. Last year, we launched an integrated employment support scheme in fourdistricts. We also started a social enterprise in Tin Shui Wai, called “Blue Sky Café”, to provide more employment opportunities. Last year, Ialso proposed the use of space in our Headquarters to set up the Po Leung Kuk Flea Market to provide a platform for grassroot people tostart their business at only $10 a day as management fee. Since its launch in November last year, response has been very enthusiastic andcurrently the number of stalls has exceeded 70, with several hundred people on the waiting list. Everyday there are over 1,800 admissionswith a total turnover of $60,000 to $70,000. This is highly encouraging given the lack of land allocation from the Government and the Kuk’slimited resources.Redeveloping Recreational Facilities and Training CampsThe Kuk’s Jockey Club Tai Tong Holiday Camp recently received a fund allocation from the Chief Executive’s Community Project of theJockey Club Charities Trust, to carry out its Phase III Development (Leadership Training Base). The opening ceremony was held on 23 Marchand we were truly honoured by the presence of the Hon LEUNG Chun-ying, GBM, GBS, JP, Chief Executive of the HKSAR, as officiating guest.The holiday camp will provide an additional 192 residential places as well as related facilities like a marching ground, obstacle trainingground, camping area and seminar theatre. This will enable us to further promote leadership training, as well as, discipline and teambuilding. The total residential places of the Camp will increase to 460, making it Hong Kong’s second largest residential camp in Hong Kongin terms of the number of residential places.Legal Amendments to Aid Medical Services ProvisionsLast year I mentioned at the inauguration ceremony that the Board of Directors would actively develop medical services. Each year, the Kukserves thousands of people – a significant percentage of Hong Kong’s populace. With the aging population and their pressing healthcareneeds, the development of quality medical services is imperative. In the past year, the Kuk had made a good start. Last November, the Kukset up our first integrated health centre. Now, the medical team includes a retired hospital superintendent, a former medical consultant ingerontology from the Hong Kong Hospital Authority, as well as, several high calibre doctors, to provide a high quality pharmaceutical andpatrol service to the Kuk’s elderly homes and rehabilitation hostels. Furthermore, these medical professionals also provide to our serviceusers a range of quality services at low fees: these include general out-patient consultation, specialist consultation and physiotherapy. TheCentre also organises regular health talks to promote health education which has received very positive feedback from our units and theelderly. Meanwhile, the Kuk has allotted $30 million to set up a Medical Assistance Fund to subsidise patients with financial difficulty tocarry out suitable therapy, relieving the burden on government hospitals and the community. I hope that the Kuk will be able to effect thelegal amendments to enable us to provide medical services to the society at large.Setting New Fundraising Records with Total Community SupportLast year, we organised different types of fundraising activities which included some innovative programmes that achieved enviableresults. Here are some of the major activities:“Donation Campaign for the Po Leung Kuk Special Children Development Fund” is a continuous donation scheme, based on the conceptof integrating the power of different social sectors. Donations as small as $10 or $100 can be amalgamated to help people in need. We aredelighted to have invited Mr Jackie CHAN as our ambassador, and Mr Eric TSANG as the leading chairman of the Campaign Committee. Wehave also enlisted the support of various sectors and organisations, including the Hong Kong Performing Artistes Guild, Hong Kong FilmDirectors’ Guild, and the World Eye Organization, and members of the sectors of banking, insurance, education, catering, properties andconstruction, social welfare, manufacturing and retail sector. This campaign has served to secure the participation of the entire populationand achieve the goal of Hong Kong people caring for Hong Kong affairs. special children. We hope that through cooperation with businesses, the activity will reach different sectors of society and arousecommunity awareness and care for special children. Together we will build a society of love and harmony.Another main fundraising programme was the Kuk’s first major fund-raising Cantonese opera concert “Cantonese Operatic Songs of ‘DinuHau’ Charity Concert” at the Hong Kong Coliseum. That evening, the audience of nearly 10,000 sang in unison the Cantonese opera excerpt“Princess Chang Ping – Sacrifice of a Princess”, setting a new record of its kind. The event elevated Cantonese opera culture to a new heightand raised nearly $4 million, all of which contributing to the newly established Cantonese Opera Development Fund to nurture a newgeneration of talents and boost local culture.Another most encouraging thing for me was that the traditional fundraising programmes, such as flag-selling and lotteries in housingestates, also set new records in the amounts raised. Both of these programmes recorded a growth in funds raised of 30% to 40%. Meanwhile,the charity walk logged a participation figure of over 15,000 – an increase of 50% with an unprecedented sum raised. Such enviable resultshave impressed me with the recognition and support from our students and the public at large for the Kuk. They have donated generouslythrough their efforts and money to demonstrate the Hong Kong spirit in building a harmonious society.New and Promising Source of Charitable DonationsThe Board 2012-13 was able to secure a new source of charitable donation. The benefactor is columbarium operator and he has generouslyagreed to donate 5% of his retail sale of all his newly government granted columbarium niches to the Kuk. This is expected to generatecharitable funds of over $100 million in the next few years.Past Chairmen and Veterans Continue to DonateThis year, a share of the generous donations came directly or indirectly from several of the Kuk’s former chairmen. Your generosity not onlybenefitted society, at the same time, it set an excellent example for me. This has become my guiding principle in life. Your act of philanthropyis a source of inspiration for me. Taking this opportunity, I would like to extend my sincere gratitude in particular to the followingphilanthropists:Our advisor Dr C B CHIU, who was instrumental in inviting Dr Hari HARILELA to donate $15 million for the Kwai Chung IntegratedRehabilitation Centre.Our advisor Mrs Cecilia W K LEE donated $3 million to the Fuk Wai Home for the Elderly and also invited the Kadoorie Charitable Foundationto donate $4.5 million to set up a child safety centre.Chairman Dr Jimmy C H WONG donated $1 million for the academic program development of our community college.Chairman Mrs Pauline P L NGAN donated $1 million for the Kuk to further develop its educational services.Directors Working Together in Pursuit of Beauty, Truth and VirtueOver the past year, members of the Board and I gave our best to serve the community of Hong Kong. We are grateful for the ardent supportof our Advisory Board, Government officials, social celebrities, and especially the community at large. Despite the global economicrecession at present, we raised over $260 million, setting a record high which enabled the implementation of our various welfare services.Here I would like, on behalf of our beneficiaries, to express my heartfelt thanks to our donors. Of course our gratitude also goes to thedistinguished staff of the Kuk, who worked hand in hand with us. In addition to thank you for your hard work, I also want to express mygratitude for the love, support and friendships you extened to me. I trust that you will continue with your good work and service to thecommunity with the Kuk. 癸 巳 年 董 事 會 主 席 鄭 錦 鐘 博 士 就 職 講 辭 Inaugural Address of Dr Eric K C Cheng, Chairman of the Board of Directors 2013-14曾 局 長 、 張 局 長 、 各 位 長 官 、 各 位 顧 問 、 各 位 嘉 賓 :今 天 是 壬 辰 、 癸 巳 兩 屆 董 事 會 舉 行 交 代 、 就 職 典 禮 的 大 日 子 , 承 蒙 民 政 事 務 局 局 長 曾 德 成 , GBS 太 平 紳 士 , 以 及 勞 工 及 福 利 局局 長 張 建 宗 , GBS 太 平 紳 士 主 禮 , 各 界 友 好 惠 賜 花 籃 花 牌 致 賀 , 我 謹 此 代 表 癸 巳 年 董 事 會 同 人 向 各 位 衷 心 致 謝 。今 年 是 本 局 踏 入 一 百 三 十 五 週 年 。 過 去 百 多 年 , 有 賴 社 會 人 士 的 支 持 , 以 及 歷 屆 董 事 會 的 努 力 經 營 , 保 良 局 今 天 已 是 本 港 最大 的 慈 善 機 構 之 一 , 擁 有 單 位 近 二 百 五 十 個 , 遍 及 港 、 九 、 新 界 各 區 , 服 務 人 次 單 計 算 教 育 和 社 會 服 務 已 超 過 十 二 萬 。 保 良局 擁 有 百 多 年 歷 史 , 但 歷 久 彌 新 , 這 是 因 為 每 一 屆 董 事 會 都 不 斷 改 進 、 不 斷 革 新 , 而 我 本 人 在 保 良 局 服 務 多 年 以 來 , 也 一 直秉 持 著 歷 屆 前 賢 「 與 時 俱 進 」 的 服 務 精 神 , 積 極 投 入 董 事 會 的 工 作 , 與 董 事 會 同 人 一 起 帶 領 著 保 良 局 善 業 的 發 展 ; 藉 著 今 年一 百 三 十 五 週 年 , 癸 巳 年 董 事 會 將 會 因 應 近 年 運 作 經 驗 , 研 究 及 試 行 精 簡 董 事 會 轄 下 委 員 會 的 架 構 及 職 能 , 以 提 升 管 治 效 率 ,也 會 試 行 進 一 步 授 權 管 理 層 , 以 加 快 處 理 日 常 事 務 , 同 時 也 會 研 究 加 強 監 察 機 制 , 以 及 完 善 職 員 的 工 作 指 引 ; 另 外 , 我 們 亦 會檢 視 本 局 資 源 ( 包 括 土 地 資 源 ) 的 運 用 , 一 切 以 本 局 最 大 利 益 為 大 前 提 , 作 出 長 遠 規 劃 和 提 升 營 運 效 益 , 以 期 配 合 本 局 未 來 發展 所 需 。 本 局 前 賢 的 網 絡 亦 是 本 局 寶 貴 的 資 源 。 我 們 會 善 加 利 用 「 保 良 局 總 理 聯 誼 會 」, 把 本 局 歷 年 的 同 人 更 好 地 團 結 起 來 ,並 考 慮 成 立 青 年 委 員 會 , 邀 請 本 局 歷 屆 同 人 的 年 輕 新 一 代 加 入 , 進 一 步 壯 大 本 局 的 人 際 和 企 業 網 絡 , 以 服 務 更 多 有 需 要 人 士 。藉 著 今 天 高 朋 滿 座 的 日 子 , 我 向 各 位 前 賢 、 各 位 友 好 、 各 位 善 長 作 出 呼 籲 , 希 望 大 家 對 保 良 局 繼 續 賜 予 支 持 。屹 立 百 年 為 善 孜 孜 不 倦為 慶 祝 一 百 三 十 五 週 年 這 個 重 要 日 子 , 今 天 癸 巳 年 董 事 會 成 員 率 先 佩 帶 了 一 百 三 十 五 週 年 紀 念 襟 章 , 襟 章 上 由 國 學 大 師 饒 宗 頤教 授 所 題 的 「 以 善 心 建 善 業 」 六 字 , 正 是 保 良 局 一 直 以 來 工 作 的 寫 照 。 在 此 , 我 要 特 別 多 謝 饒 教 授 為 恭 賀 我 擔 任 主 席 而 題 贈這 墨 寶 , 而 我 亦 會 將 這 六 字 緊 記 在 心 , 時 刻 勉 勵 自 己 。 為 紀 念 保 良 局 的 百 年 善 業 , 本 局 歷 史 博 物 館 將 會 舉 辦 「 一 百 三 十 五 週 年紀 念 展 」, 介 紹 本 局 由 創 立 至 今 的 歷 史 及 服 務 發 展 , 同 時 會 配 合 流 動 展 板 借 予 全 港 學 校 及 團 體 作 短 期 展 出 。 另 外 , 又 會 開 放 總局 的 設 施 , 舉 辦 大 型 開 放 日 , 讓 市 民 近 距 離 認 識 今 天 的 保 良 局 。 我 們 也 會 以 「 一 百 三 十 五 週 年 紀 念 」 為 題 在 屬 校 舉 辦 一 連 串 教育 活 動 , 例 如 舉 辦 以 本 局 歷 史 或 服 務 發 展 為 題 的 漫 畫 、 舊 曲 新 詞 、 短 劇 、 視 藝 創 作 或 專 題 研 習 比 賽 , 以 及 在 尖 沙 咀 文 化 中 心 廣場 舉 行 的 屬 校 學 生 才 藝 表 演 等 等 。 凡 此 種 種 , 除 了 是 為 加 強 屬 校 學 生 與 本 局 的 緊 密 關 係 , 以 及 讓 他 們 從 活 動 中 得 到 多 元 化 的 學習 機 會 外 , 更 希 望 他 們 從 中 對 保 良 局 服 務 人 群 的 精 神 有 更 深 刻 的 體 會 。社 會 潮 流 創 新 服 務董 事 會 在 努 力 提 升 現 有 服 務 水 平 的 同 時 , 也 會 配 合 社 會 需 要 , 積 極 開 拓 新 服 務 。對 於 本 港 的 安 老 事 務 , 已 經 是 本 人 多 年 公 職 服 務 之 一 , 因 此 我 深 明 安 老 工 作 的 對 象 並 不 只 是 長 者 本 身 , 而 是 包 括 家 庭 每 一 名 成員 。 保 良 局 正 由 傳 統 的 安 老 院 服 務 逐 步 發 展 更 多 協 助 長 者 「 居 家 安 老 」 的 服 務 , 這 除 了 是 配 合 政 府 「 居 家 安 老 為 本 」 的 政 策 , 更重 要 的 是 , 我 們 了 解 到 長 者 最 大 心 願 是 留 在 家 中 安 享 晚 年 , 而 並 非 入 住 院 舍 。 今 年 , 本 局 將 會 在 觀 塘 區 成 立 本 局 首 間 「 生 命 教育 及 長 者 支 援 中 心 」; 中 心 除 了 與 本 局 其 他 長 者 中 心 一 樣 提 供 日 間 護 理 照 顧 和 社 區 飯 堂 外 , 更 會 推 廣 生 命 教 育 , 為 末 期 病 患 的長 者 提 供 舒 緩 照 顧 及 哀 傷 輔 導 , 讓 長 者 在 患 病 期 間 , 仍 可 居 於 家 中 , 毋 須 長 期 住 院 。 此 外 , 本 局 將 於 今 個 年 度 內 逐 步 在 轄 下 全部 十 個 日 間 護 理 中 心 提 供 「 假 日 照 顧 」, 讓 家 人 可 在 星 期 天 把 體 弱 長 者 交 給 中 心 照 顧 ; 對 與 長 者 同 住 的 家 人 來 說 , 護 老 的 工 作是 全 年 無 休 的 , 而 「 假 日 照 顧 」 服 務 , 就 可 以 讓 他 們 有 機 會 喘 息 一 下 。 現 時 本 港 有 近 五 十 二 萬 長 者 與 家 人 同 住 , 這 當 中 牽 涉 為數 頗 多 的 家 庭 , 極 需 我 們 的 關 懷 和 支 持 。 相 對 安 老 服 務 的 需 要 來 說 , 本 局 的 安 老 贊 助 計 劃 的 籌 款 工 作 還 需 再 加 把 勁 , 我 在 此 向各 位 善 長 作 出 呼 籲 , 希 望 您 們 捐 款 大 力 支 持 本 局 的 安 老 服 務 工 作 , 使 我 們 有 更 多 資 源 讓 長 者 實 踐 在 家 安 享 晚 年 的 心 願 。Po Leung Kuk Inauguration Booklet For Board Of Directors 2013-2014 17

癸 巳 年 董 事 會 主 席 鄭 錦 鐘 博 士 就 職 講 辭 Inaugural Address of Dr Eric K C Cheng, Chairman of the Board of Directors 2013-14青 少 年 服 務 方 面 , 今 年 度 本 局 將 會 積 極 籌 辦 在 天 水 圍 天 澤 邨 自 資 開 設 的 新 青 少 年 服 務 中 心 , 加 強 本 局 在 該 區 的 青 少 年 工 作 , 同時 , 也 會 聯 繫 該 區 的 教 育 、 青 少 年 和 居 民 組 織 , 共 同 為 青 少 年 的 成 長 需 要 和 問 題 作 出 積 極 的 回 應 。 我 們 注 意 到 近 期 接 連 發 生 青少 年 斬 殺 父 母 的 倫 常 慘 案 , 這 些 新 聞 實 在 令 人 痛 心 ; 而 我 們 作 為 社 福 機 構 , 除 了 哀 傷 、 悲 痛 之 外 , 更 加 應 該 做 的 , 是 正 視 這 些問 題 , 幫 助 我 們 的 年 青 人 從 一 些 偏 差 的 行 為 和 思 想 中 改 正 過 來 , 邁 向 正 向 的 人 生 。 未 來 這 一 年 , 保 良 局 將 會 研 究 在 所 有 轄 下 青少 年 服 務 中 心 推 出 「 情 緒 健 康 教 育 計 劃 」, 及 早 為 他 們 提 供 輔 導 , 防 範 於 未 燃 , 這 不 但 是 關 乎 年 青 人 的 事 情 , 更 是 關 乎 家 庭 、關 乎 社 會 的 事 情 。在 兒 童 服 務 方 面 , 本 局 將 會 籌 劃 全 港 首 間 「 兒 童 安 全 中 心 」。 計 劃 中 的 兒 童 安 全 中 心 , 會 模 擬 多 個 日 常 生 活 中 常 見 的 高 危 情境 , 讓 教 師 、 家 長 、 兒 童 及 其 照 顧 者 真 實 地 參 與 其 中 , 從 而 了 解 當 中 的 危 險 , 並 學 習 安 全 的 措 施 , 以 加 強 對 兒 童 安 全 的 保 障 。本 人 三 年 前 向 董 事 會 倡 議 發 展 醫 療 服 務 , 經 過 三 屆 , 今 天 的 保 良 局 已 經 提 供 有 中 醫 、 牙 醫 、 西 醫 等 等 的 服 務 , 雖 然 成 效 未 顯 ,但 已 累 積 了 一 定 經 驗 , 癸 巳 年 董 事 會 定 必 繼 續 在 開 拓 醫 療 服 務 方 面 積 極 工 作 , 為 更 多 基 層 人 士 提 供 高 質 素 的 門 診 和 專 科 服 務 ,並 會 研 究 推 行 「 贈 醫 施 藥 」 計 劃 , 我 們 需 要 積 極 為 醫 療 資 助 基 金 籌 款 , 務 使 更 多 人 能 夠 受 惠 。 當 然 , 我 們 需 要 繼 續 跟 進 修 訂 《 保良 局 條 例 》, 期 望 很 快 能 夠 全 面 提 供 醫 療 服 務 予 全 港 市 民 。活 用 本 局 18 區 網 絡 拓 展 社 區 服 務本 局 現 時 有 二 百 多 個 單 位 分 佈 各 區 , 為 不 同 的 對 象 提 供 各 類 服 務 。 未 來 這 一 年 , 我 們 將 會 藉 著 這 個 龐 大 的 社 區 網 絡 , 研 究 開 辦更 多 有 地 區 特 色 而 又 切 合 需 要 的 服 務 。 今 年 九 月 , 本 局 將 分 別 在 屬 下 朱 正 賢 小 學 和 朱 敬 文 中 學 開 設 教 育 服 務 中 心 和 中 學 英 語 及普 通 話 課 程 教 育 服 務 中 心 , 這 除 了 照 顧 學 校 本 身 的 學 生 外 , 也 會 為 區 內 基 層 家 庭 的 學 生 服 務 , 讓 他 們 有 更 多 優 質 學 習 的 機 會 。而 其 他 各 區 的 單 位 , 亦 會 配 合 該 區 的 需 要 而 提 供 服 務 或 舉 辦 不 同 活 動 , 例 如 一 些 關 於 子 女 成 長 、 特 殊 兒 童 教 育 支 援 以 及 促 進 家庭 和 諧 的 項 目 , 為 社 區 注 入 更 多 正 能 量 ; 單 位 會 視 乎 項 目 的 性 質 , 與 其 他 地 區 組 織 合 作 , 或 參 與 房 屋 署 的 屋 邨 夥 拍 計 劃 。 考 慮現 時 通 脹 高 企 , 基 層 人 士 負 擔 沉 重 , 董 事 會 將 會 檢 視 轄 下 單 位 所 處 地 區 的 情 況 , 在 合 適 的 單 位 再 增 設 社 區 飯 堂 , 紓 緩 基 層 人 士的 經 濟 壓 力 。 本 局 舉 辦 屋 邨 籌 款 多 年 , 在 新 一 年 , 計 劃 與 各 屋 邨 一 起 籌 辦 活 動 , 為 邨 內 低 收 入 家 庭 , 特 別 是 兒 童 和 長 者 服 務 。關 懷 老 少 促 進 跨 代 共 融長 者 為 社 會 奉 獻 大 半 生 , 如 何 讓 他 們 安 享 晚 年 , 一 直 是 本 局 念 茲 在 茲 的 事 情 。 今 年 七 月 , 本 局 將 會 開 辦 第 九 間 合 約 院 舍 「 西 營盤 護 老 院 暨 長 者 日 間 護 理 中 心 」, 提 供 九 十 三 個 宿 位 以 及 三 十 個 日 間 護 理 名 額 。 又 會 籌 備 本 局 第 二 間 「 長 幼 天 地 」, 以 「 長 幼 共融 」 為 主 題 , 舉 辦 各 類 適 合 家 庭 成 員 共 同 參 與 的 活 動 , 藉 此 增 進 隔 代 間 的 感 情 , 培 養 青 少 年 敬 老 愛 老 的 精 神 , 又 會 開 辦 護 老 課程 , 讓 大 眾 認 識 長 者 的 需 要 和 護 老 常 識 , 共 建 關 愛 的 社 區 。 除 了 開 辦 新 單 位 外 , 董 事 會 亦 會 努 力 尋 求 資 金 推 行 多 項 支 援 服 務計 劃 , 以 助 長 者 渡 過 豐 盛 的 晚 年 , 讓 他 們 延 長 健 康 歲 月 , 繼 續 在 社 區 居 住 , 而 無 須 過 早 入 住 院 舍 。 本 局 又 會 幫 助 家 人 紓 緩 照顧 長 者 的 壓 力 , 包 括 擴 展 「 居 家 安 老 ─ 復 康 用 品 站 」 服 務 , 透 過 租 借 先 進 護 理 器 材 及 提 供 照 顧 知 識 和 技 巧 , 收 費 便 宜 , 幫 助 護老 者 在 家 中 暢 順 地 照 顧 長 者 , 而 為 使 家 人 不 會 感 到 孤 立 無 助 , 我 們 亦 會 擴 大 「 家 居 醫 護 好 幫 手 」 到 戶 照 顧 服 務 , 有 醫 護 人 員 上門 , 協 助 家 人 在 家 中 照 顧 長 者 。 本 局 已 向 社 會 福 利 署 申 辦 「 長 者 社 區 照 顧 服 務 券 試 驗 計 劃 」, 盼 能 為 更 多 住 在 家 中 的 長 者 提 供服 務 。 其 他 透 過 本 局 十 間 長 者 中 心 推 行 的 計 劃 還 有 「 無 痛 耆 績 」 計 劃 - 透 過 社 區 教 育 提 醒 長 者 關 注 個 人 健 康 , 減 低 因 為 長 期 痛症 帶 來 的 痛 苦 , 提 升 長 者 的 生 活 質 素 ;「 家 + 好 煮 意 」 服 務 計 劃 - 讓 長 者 與 家 人 透 過 一 起 參 加 烹 飪 活 動 , 促 進 兩 代 溝 通 , 締 造 家庭 和 諧 ;「 耆 暉 義 軍 」 及 「 家 有 耆 老 」- 與 商 界 義 工 攜 手 合 作 , 為 近 千 名 長 者 改 善 家 居 環 境 設 備 , 定 期 探 訪 無 依 獨 居 長 者 及 雙 老家 庭 , 預 防 他 們 成 為 隱 蔽 長 者 , 減 少 因 缺 乏 支 援 而 發 生 的 意 外 , 讓 長 者 「 老 有 所 為 , 老 有 所 養 , 老 有 所 依 」。18保 良 局 癸 巳 年 董 事 會 就 職 特 輯

癸 巳 年 董 事 會 主 席 鄭 錦 鐘 博 士 就 職 講 辭 Inaugural Address of Dr Eric K C Cheng, Chairman of the Board of Directors 2013-14Dear Mr Tsang, Mr Cheung, honorable officers, advisors and guests,Today is the inauguration ceremony of the Board of Directors 2013-14. We are honoured to have the Hon TSANGTak-sing, GBS, JP, Secretary for Home Affairs and the Hon Matthew CHEUNG Kin-chung, GBS, JP, Secretary forLabour and Welfare as our officiating guests. We have also received floral baskets and wreaths from friends ofvarious sectors of society. I hereby express my most sincere gratitude on behalf of the Board.This year also marks our 135th anniversary. For all these years, with the unfailing support from all members ofsociety as well as the dedication and hard work of our former Board members, Po Leung Kuk has developed intoone of the largest charitable organizations in Hong Kong. At present, we are operating some 250 service unitsacross various districts in the territory, providing educational and social services for over 120,000 people. Despiteour long history, we are vibrant and progressive. Credits should go to our former Board members who arecommitted to continuous improvement and innovation. I have shared this spirit of our predecessors, and for all theyears when I have been in service with the Kuk, I have dedicated myself to the work of the Board, and together withall the Board members, we have been steering Po Leung Kuk in its development. Based on our operationalexperience gained in recent years, the 135th anniversary offers an opportunity for us to consider rationalizing thestructure of the Board as well as its various Committees so as to enhance our efficiency. The new Board will try tofurther empower the management to expedite our operations; and at the same time to enhance the internalcontrol system and improve the guidelines and procedures for our staff. In addition, we will review the use of ourresources (including land resources), and enhance our operational efficiency. With the best interest for the Kuk inmind, we will work out long-term planning and strategies to meet the demands of our future development. Wealso pride ourselves in our predecessors who remain our valuable assets of networking. We will make good use ofthe Po Leung Kuk Board of Directors Fellowship Association to strengthen the bond between all fellows who haveserved the Kuk throughout the years. At the same time, we also consider forming a youth committee and invite theyounger generation of our former Board members to join so as to further build up our personal and businessnetworks across all sectors of the community, and ultimately serving more people in need. On this special occasion,I hereby call upon all our predecessors, friends and philanthropists present today to continue your support for theKuk.Over a century of giving to our societyIn celebration of the Kuk’s 135th anniversary, our Board members today are wearing the commemorative badges.On the badges is calligraphy by the renowned Chinese scholar Professor Jao Tsung-I of the motto “Building Charitywith Benevolence ( 以 善 心 建 善 業 )”. This is a faithful reflection of what the Kuk has dedicated itself to over theyears. me on becoming Chairman of the Kuk; these six Chinese characters have been kept closest to my heart andmotivated my work at all times. To commemorate the Kuk’s history of charity, we will organize an exhibition titledOur 135th Anniversary at the Po Leung Kuk Museum. The exhibition will outline our history from the date ofestablishment till now. Portable display boards will also be loaned to schools and other organizations for shorttermexhibition. In addition, we will also open our Headquarters to the public and host an Open Day, so that publiccan take a closer look at today’s Po Leung Kuk. We will also host a series of educational activities to celebrate our135th anniversary amongst our schools, which include comic drawing, lyric writing, drama and visual arts contests,project learning and a student talent show to be held at the Hong Kong Cultural Centre Piazza in Tsim Sha Tsui, etc.All these activities will be related to the themes of the Kuk’s history or its service development. These activities aimat fostering closer ties between the students and the Kuk, providing more diversified learning opportunities, andfacilitating their understanding of our commitment to serving the society.Launching new services to meet the needs of the societyApart from enhancing our existing services, the Board also plans to expand our portfolio to meet the changingneeds of society.Elderly services have been a core part of my community service over the years, and I have a clear understandingthat in providing elderly services, we are not only serving the elders, but also each and every member of a family.The focus of our elderly services has been gradually moving from the traditional elderly home services to more onsupporting services to facilitate ageing at home. This development is in line with the Government’s policy, and,more importantly, matches the wish of the elders to spend the latter part of their life at their own homes insteadof an elderly home. This year, we will open our first Life Education and Elderly Support Centre in Kwun Tong topromote life education as well as to provide support services like day-care services and community canteenservices as in many other Po Leung Kuk elderly centres. In order to help the seniors continue to age at home andrelieve their carer’s stress, the Kuk will offer “holiday care services” for elders in all of our ten day care centres. Takingcare of the elderly is a year-round duty, and may create stress for their family members as well as the carers in thelong term. Our holiday care services aim to provide a break for them during Sundays. In Hong Kong, there arearound 520,000 elders living with their families, a considerable number of which would be in desperate need ofour care and support. In view of the pressing need of the elderly services, we have to work even harder on our Carefor the Elders Fund-raising Project. 癸 巳 年 董 事 會 主 席 鄭 錦 鐘 博 士 就 職 講 辭 Inaugural Address of Dr Eric K C Cheng, Chairman of the Board of Directors 2013-14On youth services, this year, we will gear up to prepare the launching of a self-financing youth services centre atTin Chak Estate in Tin Shui Wai to strengthen our service capacity there. At the same time, we will liaise and workclosely with local communities that provide educational, youth and residential services so that we could jointogether to proactively tackle problems and serve the developmental needs of young people. We have heard ofsome heartbreaking news of teenagers having murdered their own parents recently. As a social welfareorganization, apart from feeling sad and mourning for the victims, we should take steps to tackle these problemsproactively. Intervention is needed to correct the deviated behaviour and thinking of the young people so as tobring them towards a positive life. In the coming year, we are planning to introduce the “Promotion of MentalHealth Project” in all of our Children and Youth Services Centres, offering counselling services as a form ofprevention for future tragedies. This not only concerns our young people, but also the families and the communityat large.In terms of caring for children, we are preparing for the first-ever Child Safety Centre in Hong Kong. Targeting atteachers, parents, children, and their carers, the Centre will provide exposure to the simulation of various dangerousinteractive scenarios commonly seen in daily life so that they will have more understanding in the danger that thechildren are facing in daily life. Participants will also learn some safety measures so as to protect their childrenmore effectively.Three years ago, I proposed to the Board to develop medical services. Three years have passed and today we haveChinese medicine service, dental service, and medical service on offer to our service users. With the experiencegained in the past years, the Board will continue to actively seek to develop our medical services and to serve morepeople from the grassroots with our quality out-patient and specialties out-patient services. We are also considering“medical charity work”, and will raise fund for the Medical Assistance Fund so that more people can be benefited.Of course, we will continue to follow up on the amendment of the Po Leung Kuk Ordinance, hoping that we canprovide medical services for the general public very soon.Leveraging our network in 18 districts to develop our community servicesPo Leung Kuk currently operates over 200 service units in Hong Kong, catering to different service targets of thecommunity. In the coming year, we will leverage this large community network to explore the provision of servicesthat are rich in district characteristics and able to meet the needs of the community. In September, we will launchan educational services centre and a college-level English and Mandarin course centre at Chee Jing Yin PrimarySchool and C W Chu College respectively. Apart from serving their own students, the centres also provide servicesto children from low-income families in the districts so that they too can enjoy more quality learning opportunities.Other service units will also provide various services or organize more diverse activities to meet the needs of theirrespective districts. 癸 巳 年 董 事 會 主 席 鄭 錦 鐘 博 士 就 職 講 辭 Inaugural Address of Dr Eric K C Cheng, Chairman of the Board of Directors 2013-14Nurturing talents for a vibrant societyBenevolence and charity are virtue to be passed on from generation to generation. That is why we place heavyemphasis on nurturing youth development, grooming young people into responsible, dedicated and helpfulindividuals as pillars of society. In this regard, we have invested a large amount of resources on education. In thecoming academic year, we will continue to support our schools’ moral and civic education, and will develop a setof Kuk-based reference teaching materials. Drawing on the Kuk’s experience in social services and gathering theexperience of curriculum implementation in our schools, we believe these materials can enrich the existing moraland civic education among our schools. Also, in support of the government’s “Healthy School Programme”, we arenot only encouraging our schools to participate, but also setting up an external taskforce to support theparticipating schools. In addition, we will also continue to organize Leadership Training Camps for students in ourschools. To sustain their training results, we will implement follow-up programmes that bring teachers, parentsand students together to assist students in fulfilling their commitments to self-improvement in future, thusachieving the objectives of the Camp. We hope to help students build a healthy lifestyle through this series ofprojects and cultivate a positive attitude, so that they are equipped with the confidence and skills to cope with thetemptations and challenges ahead.To encourage whole-person development of students, the Kuk has always provided students with a variety oflearning experiences in the areas of arts and sports. Recent years have seen our ample support in arts education,because we believe that arts can not only soothe a person's mind but can also develop a person’s creative thinking.We have implemented a “Design Thinking” programme for children in our primary schools and kindergartens.Through exposure and participation in visual arts, the programme stimulates the creativity in kids and unleashestheir potential in creative thinking, thereby enhancing their learning effectiveness. The curriculum received highpraise from participating schools. In June this year, selected principals or school curriculum leaders from our 13primary schools and four kindergartens will go on a study tour to London in the UK to have visits and training indesign thinking education so as to facilitate the implementation of creative thinking activities in their schools.In terms of sports development, we plan to introduce a wider variety of extra-curricular activities in the comingyear. Last year, we introduced a structured rugby training course in three primary schools, and it was well-receivedby our students. Therefore we hope to further introduce rugby to more schools in the coming academic year, andwill also look into the possibility of utilizing existing recreational facilities in our holiday camps as training fields. The Kuk also plans to organize, by phases, a series of study tours in the Mainland and overseas for our studentsduring the summer holiday and later this year. It aims to provide opportunities for students to explore differentcountries and to broaden their horizon.Greening Hong Kong with green campusWe are all aware of the Kuk’s endeavour to protect our environment. Three years ago, we successfully applied forfunding from the Environment and Conservation Fund to sponsor various greening projects among our serviceunits. Now more than half of the projects have already been completed. This year, I am very glad to have invited“tree expert” Professor C Y JIM from the Department of Geography, University of Hong Kong, to provide practicaladvice for our schools on the implementation of green plans on building walls and grass grounds. A greenercampus is not only good for improving the campus environment, but also for the physical and mental well-beingof students and staff. We also hope to cultivate students’ love for a greener environment through these initiatives.Hong Kong – A Home to the PeoplePeople who know me best would know that “pragmatic and enthusiastic” represent my signature style in servingthe community for over 31 years. I have been serving on the Board of the Kuk for ten years, and this year marks my11-year of service. I am honoured to have won the trust and support of my colleagues to be elected Chairman ofthe Board, thus continuing my service to the public. As outlined above are my pragmatic plans for the comingterm, and in order to realize these plans, apart from the hard work and dedication of our Board members and staffmembers, I also need generous support from all of you. Recent years have seen an unstable economy and highinflation, and these have added pressure to our works. I am extremely grateful for all supporters, especially the“Sponsors of the Year” and Board Members who took the initiative to raise the donation amounts this year. I hopethat this practice will find an echo among other donors so that we can benefit more people in need. I also wish thatall of you present today as well as members of the public can continue your support for us. The 135th anniversaryis a year for future development upon the sound foundations we have laid over the years. The Board members andI will stand firm with the belief of “Collaborative Development and Striving for Progress While Maintaining Stability”,and, in alignment with government policies, dedicate ourselves to advancing the spirit of the Kuk.
