1. SCOPE OF SPECIFICATION<br />
1.1 Work provided by this specification involves the design, manufacturing, supply, installation, connection,<br />
disconnection, disassembling and maintenance <strong>of</strong> festive motifs, set-pieces, Christmas trees and other<br />
electrical installation activities associated with the various Festive Illumination Program projects within<br />
the boundaries <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Cape</strong> <strong>Town</strong>.<br />
1.2 The <strong>City</strong> <strong>of</strong> <strong>Cape</strong> <strong>Town</strong> Electricity Services is divided into 3 Service Areas (<strong>No</strong>rth, East and South) the<br />
present boundaries <strong>of</strong> which are indicated on the attached plan (Addendum A). The boundaries may be<br />
subject to change.<br />
1.3 All materials unless otherwise specified will be supplied by the contractor.<br />
1.4 The tendered rate shall be an all-inclusive rate i.e. the tendered rates shall include all vehicles, plant,<br />
tools, labour, overhead costs, supervision, equipment etc. to execute the work.<br />
1.5 Work shall be done in accordance with this specification but shall be read in conjunction with the<br />
applicable standards listed below.<br />
1.6 The <strong>City</strong> <strong>of</strong> <strong>Cape</strong> <strong>Town</strong> Electricity Services may order any material as stated in the pricing schedule in<br />
this tender as and whenever required.<br />
1.7 All new designs will be based on the theme as presented by the <strong>City</strong> <strong>of</strong> <strong>Cape</strong> <strong>Town</strong> Electricity Services.<br />
1.8 Samples <strong>of</strong> all materials must be submitted within 3 days <strong>of</strong> request. Failure to submit will render your<br />
<strong>of</strong>fer <strong>No</strong>n-Responsive.<br />
2. APPLICABLE STANDARDS<br />
Work shall be in accordance with the following standards where applicable:<br />
2.1 Occupational Health and Safety Act, 1983<br />
2.2 SABS 0198 - The selection, handling and installation <strong>of</strong> electrical cables<br />
2.3 SABS <strong>12</strong>00 - Standardised specification for civil engineering construction<br />
2.4 Site Manual: Safety at Roadwork’s in urban areas (latest edition)<br />
2.5 Standard Specification for Roadwork’s: <strong>City</strong> <strong>of</strong> <strong>Cape</strong> <strong>Town</strong>, Municipal Services<br />
2.6 Design and Maintenance Standards for the provision <strong>of</strong> Public Lighting Services<br />
2.7 ARP 035: Guidelines for installation and maintenance <strong>of</strong> street lighting<br />
2.8 SANS 10142 – The wiring <strong>of</strong> premises Part 1 Low-voltage installations<br />
3. DESCRIPTION OF WORK<br />
3.1 The Contractor must ensure that the Motifs and Set-pieces are positioned in the correct position, at the<br />
correct height and with the correct side <strong>of</strong> the motif or set-piece facing the street. The Contractor will be<br />
liable for all costs incurred if the motifs or set-pieces have to be moved or turned around, if not done as<br />
instructed, after being installed.<br />
3.2 The Contractor must ensure that the Belt Lights (Streamers) are positioned in the correct position and<br />
at the correct height. The Contractor will be liable for all costs incurred if the Belt Lights (Streamers)<br />
have to be moved or repositioned, if not done as instructed, after being installed.<br />
3.3 The Contractor must ensure that the Big Christmas Tree decorations are in the correct position, at the<br />
correct height and in the correct sequence. The Contractor will be liable for all costs incurred if the<br />
decorations are not done as instructed after being installed.<br />
