1. ForewordParenting is first and foremost a privateand personal affair. Equally, almost everyparent will at some point rely on publicservices for help with their child’s health,education or general welfare. So anenabling state must take a keen interestin how well public services meet the needsof parents, particularly those parents whoare least able to help themselves.Parents’ needs, will, of course, vary andit is right that services to parents shouldvary as well. Nevertheless there are someimportant general principles, and these areset out in this guidance, and I commendit to you. By working with partnersand taking a strategic approach to thedevelopment and commissioning ofparenting support services we will be moreeffective at meeting the needs of parents,reduce levels of duplication in servicedelivery and ultimately improve outcomesfor children.I believe we have the opportunity tobecome much more skilled in empoweringand supporting parents over the next fewyears. The Government will do all it can toenable this to happen, and I am confidentthat local authorities will play their full part.We want to adapt this guidance over time,to make it more useful to authorities,and we will welcome any feedback on it.Beverley HughesMinister for State for Children,Young People and Families1
