a note from thedirector...Established in 2003 as a merger <strong>of</strong> departments Urban <strong>Affairs</strong> &Planning (UAP) <strong>and</strong> the Center for <strong>Public</strong> Administraon & Policy(CPAP) <strong>and</strong> the formaon <strong>of</strong> a third program, Government & Internaonal<strong>Affairs</strong> (GIA), SPIA has become a university leader in inter-John R<strong>and</strong>olphdisciplinary pr<strong>of</strong>essional social science educaon. The <strong>School</strong> <strong>of</strong>fers two undergraduate,three masters, <strong>and</strong> two Ph.D. degrees; has headcount enrollment <strong>of</strong> 557 students; <strong>and</strong>has the largest resident academic program in the Naonal Capital Region with twelvetenure-track faculty in residence.Since its founding SPIA has been a “factory <strong>of</strong> excellence,” with significant contribuonsto discovery, learning, <strong>and</strong> engagement.• Each year SPIA’s 32 tenure-track faculty produce 5-10 books, 25-30 book chapters,55-60 refereed arcles, 90-100 presentaons, <strong>and</strong> about $2 million insponsored projects (see research producvity table). Faculty have an interna-onal reputaon demonstrated by many honors <strong>and</strong> awards <strong>and</strong> invited keynoteaddresses <strong>and</strong> other presentaons across the country <strong>and</strong> around the world (seetable on awards <strong>and</strong> honors in <strong>2010</strong>-11).• SPIA graduates more than 50% <strong>of</strong> the College’s masters degrees <strong>and</strong> morethan 90% <strong>of</strong> its Ph.D.’s. Total enrollment has increased by 30% in the last fiveyears, led by undergrad enrollment growth <strong>of</strong> 76% from 2007 to <strong>2011</strong>; masters<strong>and</strong> Ph.D. enrollment has increased 11% <strong>and</strong> 28% respecvely since 2006 (seeinstrucon data tables). SPIA connues to develop new iniaves, such as thesuccessful CPAP Local Government Management Graduate Cerficate program,spia annual report <strong>2010</strong>-<strong>2011</strong>


the summer European Study Abroad, pending MOUs with European universies(Kent <strong>and</strong> Bern), <strong>and</strong> revival <strong>of</strong> SPIA’s flagship undergraduate enrichment program,the Washington Semester.• SPIA provides strong service to the university, the community, <strong>and</strong> the world. Itsaccredited pr<strong>of</strong>essional programs require engagement outside the universitysince “the community is the laboratory” for urban planning, public administra-on, public policy, <strong>and</strong> internaonal affairs. The <strong>School</strong> has strong collaboraonswith the Office <strong>of</strong> Economic Development; the Office <strong>of</strong> Internaonal Research,Educaon <strong>and</strong> Development; the Office <strong>of</strong> Energy & Sustainability, <strong>and</strong> manyacademic departments. Prominent University <strong>of</strong>ficials, such as Charles Steger,Jim Bohl<strong>and</strong>, Erv Blythe, <strong>and</strong> Paul Knox, have their roots in SPIA programs.Like many departments, SPIA has maintained in the face <strong>of</strong> budget cuts but only with thediligence <strong>and</strong> hard work <strong>of</strong> its faculty. While enrollments have increased dramacally,faculty, staff, <strong>and</strong> financial resources have shrunk. Some faculty departures over the pastfive years have been replaced by excellent young faculty, but others remain unfilled. Wefear arion <strong>of</strong> faculty, quality graduate students, <strong>and</strong> our capacity for new iniaves ifwe do not recover faculty <strong>and</strong> resources lost.We are developing a plan for advancement which we hope to achieve with the assistance<strong>of</strong> the College <strong>and</strong> the University. Broad elements <strong>of</strong> that plan include raising theresearch <strong>and</strong> educaonal pr<strong>of</strong>iles <strong>of</strong> the individual programs <strong>and</strong> the <strong>School</strong> naonally<strong>and</strong> internaonally, moving our top-20 accredited programs up to the top 10, strengtheningthe capacity for interdisciplinary research <strong>and</strong> teaching, aracng <strong>and</strong> retainingoutst<strong>and</strong>ing junior faculty across the <strong>School</strong> by fostering ongoing opportunies for facultyresearch <strong>and</strong> development, <strong>and</strong> connuously advancing our pedagogy <strong>and</strong> researchopportunies for part me <strong>and</strong> full me students pursuing pr<strong>of</strong>essional <strong>and</strong> academiccareers.Central to accomplishing our plans will be securing crucial <strong>and</strong> urgently needed resources.Specifically:• Filling vacated faculty posions with a hiring plan for six faculty for fall 2012.• Securing five addional SPIA faculty posions requested by the Dean <strong>and</strong> SPIA’sAcademic Budget Development Resource Request.• Establishing program <strong>and</strong> SPIA Advisory Boards to enhance pr<strong>of</strong>essional <strong>and</strong>alumni relaons <strong>and</strong> strengthen our programs.• Work with friends <strong>of</strong> SPIA, including Minnis Ridenour <strong>and</strong> some prominent donors,to aract private funds to name the school <strong>and</strong> establish endowed programs<strong>and</strong> pr<strong>of</strong>essorships.spia annual report <strong>2010</strong>-<strong>2011</strong>

Service learning is an integral component<strong>of</strong> many classes, contribung to students’ pr<strong>of</strong>essional educaon, servingthe community, <strong>and</strong> oen engaged in conjuncon with funded projects. Examples <strong>of</strong>this integraon include the Eco-City studio for the City <strong>of</strong> Alex<strong>and</strong>ria, planning studi<strong>of</strong>or Tinner Hill community in Falls Church, environmental planning studios for theBlacksburg Climate Acon Plan, <strong>and</strong> senior seminars for projects in the New RiverValley <strong>and</strong> Middle Peninsula Planning Districts.
