What is a European Capital of Culture?<br />

J.P. It’s a title, but more importantly, it’s a unique opportunity.<br />

The aim of the European Capital of Culture programme is to<br />

make high-quality artistic projects accessible to the widest<br />

possible audience. But this year-long title is really much<br />

more than a simple cultural festival. It’s not an award given<br />

to a region that has an established international cultural<br />

scene. The city chosen to be the “Capital” is selected for the<br />

project it proposes.<br />

Who invented the title?<br />

J.F.C. It was created thanks to two major political figures,<br />

Melina Mercouri and Jack Lang. They developed the<br />

concept together, in 1985, to emphasise the role that cities<br />

play in European culture, and create ties between people.<br />

Athens was the first. Since the expansion of the European<br />

Union towards the east, there is no longer just one but two<br />

European Capitals that are designated each year following<br />

a national competition. In <strong>2013</strong>, <strong>Marseille</strong>-<strong>Provence</strong> and the<br />

Slovakian city of Košice will both be Capitals.<br />

What region will it cover?<br />

J.P. Most of the Bouches-du-Rhône département, including<br />

Arles, Aix-en-<strong>Provence</strong> and <strong>Marseille</strong>. In all, there are<br />

73 founding members and several associated regions<br />

participating. They represent 1.7 million people. It’s a true<br />

test for the metropolitan area that is planned for the future.<br />

Who is financing the project?<br />

J.F.C. In addition to support by the European Union,<br />

the 13 founding regional authorities are financing twothirds,<br />

with the French government and private corporate<br />

sponsorship making up the final third. The budget over five<br />

years is 90 million euros. The project is a unique example<br />

of cooperation, and the following regional authorities<br />

are members of the association presided by Jacques<br />

Pfister: the Ville de <strong>Marseille</strong>, the Région <strong>Provence</strong>-Alpes-<br />

Côte d’Azur, the Département des Bouches-du-Rhône, the<br />

Communauté Urbaine <strong>Marseille</strong> <strong>Provence</strong> Métropole, the<br />

Ville d’Aix-en-<strong>Provence</strong>, the Communauté d’Agglomération<br />

du Pays d’Aix, the Ville d’Istres, the Communauté<br />

d’Agglomération du Pays de Martigues, the Ville de Salonde-<strong>Provence</strong>,<br />

the Communauté d’Agglomération Arles Crau<br />

Camargue Montagnette, the Ville d’Arles, the Communauté<br />

d’Agglomération du Pays d’Aubagne et de l’Etoile, the Ville de<br />

Gardanne, and of course, the <strong>Marseille</strong>-<strong>Provence</strong> Chamber of<br />

Commerce and Industry. Others have also joined the project:<br />

the Ville de Miramas, the Ville de Port-Saint Louis du Rhône,<br />

the Communauté de Communes Rhône Alpilles Durance<br />

and the Communauté de Communes Vallée des Baux. The<br />

list is long, but it reflects the extent of the challenge.<br />

What role do companies play in the European<br />

Capital of Culture?<br />

J.P. I believe they play a very important role. Clearly, as a<br />

driver of economic growth, they play a significant role in<br />

financing – contributing more than 15 million euros – but<br />

they do much more than that. With the Euro-Mediterranean<br />

Ateliers, dozens of companies are organising artist<br />

residencies. They also make major contributions to the<br />

project in terms of hosting events, developing infrastructure<br />

and expanding the hotel industry.<br />

Does involving companies in the project risk<br />

turning <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> into a huge<br />

billboard?<br />

J.P. It is not and will not be an advertising free-for-all. The<br />

companies are aware of this. The major corporate sponsors<br />

that have joined us – La Poste, the Société Marseillaise de<br />

Crédit, Orange, Eurocopter and EDF – are all true partners.<br />

They bring with them their images, ideas and the support of<br />

their employees. The same goes for the partners supporting<br />

our events.<br />

What are the expectations in terms of economic<br />

benefits?<br />

J.P. There are short, medium and long-term benefits. In the<br />

short term, the tourism and service sectors can expect to<br />

see growth, as was the case in Liverpool in 2008. Over the<br />

medium and long term, we hope to build the strong image<br />

that our region deserves.<br />

Between September 2008 and today, how has the<br />

project evolved?<br />

J.P. On 16 September 2008, <strong>Marseille</strong>-<strong>Provence</strong> was selected<br />

to be the European Capital of Culture by the European jury.<br />

However, the adventure actually started 18 months earlier.<br />

The bid file was prepared thanks to the extraordinary efforts<br />

of Bernard Latarjet. He was the managing director during<br />

the bid phase, and continues to help with the project. The<br />

project really took off after Jean-Claude Gaudin spoke at the<br />

<strong>Marseille</strong> council meeting on 29 March 2004. When I re-read<br />

the bid file, I am struck by the unwavering commitment of all<br />

the parties involved. I am also amazed by the programme’s<br />

continued focus on Europe and the Mediterranean. This<br />

theme is echoed in the programme’s title – Le Partage des<br />

midis (Sharing the South).<br />

To wrap up, is the project on time?<br />

intErviEw<br />

J.P. Contrary to what you often hear – it definitely is!<br />

We are on time. As you know, <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong><br />

is a tremendous challenge for cultural and regional<br />

development. In <strong>Marseille</strong>, there will be a new cultural<br />

district near the port, emblematic projects such as the<br />

reorganisation of museums and La Friche La Belle de Mai,<br />

not to mention the Silo and the KLAP, which opened in 2011.<br />

Also, in Aix-en-<strong>Provence</strong>, the Camp des Milles site and<br />

the new Conservatoire will both open to the public. Other<br />

towns and cities, including La Ciotat, Arles, Gardanne,<br />

Istres, Martigues and Salon-de-<strong>Provence</strong>, will also see<br />

many developments. There are always a few unforeseen<br />

construction issues. Overall, however, things are moving<br />

along nicely and preparations for events are well underway.

European Capitals of Culture:<br />

a successful initiative for Europe<br />

The European Capital of Culture initiative is, above all, the<br />

result of a chance meeting.<br />

It all started at Athens airport in January 1985. While<br />

waiting for their flights, actress Melina Mercouri, then Greek<br />

Minister of Culture, and her French counterpart, Jack Lang,<br />

were discussing politics, Europe, and culture. That is when<br />

Mercouri came up with the idea of emphasising the role of<br />

cities in developing European culture. Lang liked the idea.<br />

And so it began.<br />

Now, 27 years later, the European Capital of Culture initiative<br />

has become the most ambitious cultural project in Europe.<br />

More than 40 cities have been honoured with the title,<br />

including Athens, Tallinn, Glasgow, Salamanca, Weimar and<br />

Rotterdam. In <strong>2013</strong>, <strong>Marseille</strong>-<strong>Provence</strong> will be the European<br />

Capital of Culture along with Košice, Slovakia. Today, two<br />

European cities are chosen each year to hold the title after<br />

a demanding selection process. The European Commission,<br />

in close cooperation with Member States, is in charge of<br />

the selection process. An independent jury evaluates the<br />

candidates’ proposed cultural programmes in line with<br />

precise criteria. 1<br />

Why is the initiative so successful? There are many reasons<br />

cities submit bids to become European Capitals of Culture.<br />

The title boosts cultural activities, reinforces the confidence<br />

and pride of local residents and gives cities international<br />

visibility. The final outcome of the European Capital of<br />

Culture year always depends on the city’s identity, history,<br />

priorities, strengths and weaknesses.<br />

There is no single recipe for success. Budget considerations,<br />

political support, independence, vision and local involvement<br />

are all key factors. It is also a question of making the year<br />

part of a long-term development strategy for the city, like<br />

Lille was able to do in 2004. And, most importantly, it is about<br />

having the desire to do something, together, for each and<br />

every one of us.<br />

Experience has shown that cities named European Capital<br />

of Culture have a strong potential for cultural, social, urban,<br />

touristic and economic revitalisation. According to a an<br />

independent study carried out a few years ago, 2 the number<br />

of overnight stays in Capitals of Culture increased 12% on<br />

average compared to the year prior to the event (over the<br />

1995-2003 period). Some experts have also estimated that<br />

for every euro of public money invested in the event, eight to<br />

ten euros are generated further down the line.<br />

Over and above local issues, the European Union awards<br />

the title to promote the meeting of people and cultures.<br />

It is an opportunity to learn about our diversity but also<br />

to understand what unites us as Europeans, through our<br />

culture, history and values. It is an opportunity to feel like<br />

we belong to a community – the community that is the<br />

foundation of the European Union.<br />

The European Union selected <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong>’s bid<br />

to become European Capital of Culture, thereby granting it<br />

the opportunity to become an area of cultural focus and a<br />

showcase open to all for a whole year. <strong>Marseille</strong>-<strong>Provence</strong><br />

<strong>2013</strong> represents an exceptional opportunity for <strong>Marseille</strong> and<br />

its region, which covers Arles, Aubagne, Gardanne, Istres, La<br />

Ciotat, Martigues, Salon-de-<strong>Provence</strong> and, of course, Aix-en-<br />

<strong>Provence</strong>. The international attractiveness and visibility of<br />

<strong>Provence</strong> will be greatly enhanced.<br />

The State has demonstrated unfailing support for the<br />

project, with a total investment of €160 million. Its agencies<br />

are involved in overseeing major construction projects and<br />

coordinating the project alongside the <strong>Marseille</strong>-<strong>Provence</strong><br />

<strong>2013</strong> association, which is responsible for the programme.<br />

Having convened the major elected representatives involved<br />

in the preparation of this event on several occasions, I<br />

decided to create a coordinating body, bringing together the<br />

Conseil Régional <strong>Provence</strong>-Alpes-Côte d’Azur, the Conseil<br />

Général des Bouches-du-Rhône, the Ville de <strong>Marseille</strong>,<br />

<strong>Marseille</strong> <strong>Provence</strong> Métropole, Euroméditerranée, the Grand<br />

Port Maritime de <strong>Marseille</strong>, the <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong><br />

association and all the government agencies concerned.<br />

Today, thanks to the efforts of all these organisations,<br />

we are able to guarantee that these major construction<br />

projects will be completed on time, and venues will be<br />

ready for the cultural events planned as part of the Capital<br />

of Culture year. These emblematic investments include<br />

building and renovation projects that will change the face of<br />

<strong>Marseille</strong> and surrounding cities: the Museum of European<br />

and Mediterranean Civilisations (MuCEM), the Musée<br />

Longchamp, Block 3 of the Friche de la Belle de Mai Arts<br />

Centre, development of the J1 hangar at the Docks, the<br />

Regional Centre for the Mediterranean (CeReM), the Musée<br />

Borély, the Musée d’Histoire et du Port Antique de <strong>Marseille</strong><br />

and the Musée Départemental de l’Arles Antique.<br />

Because it is these museums, these symbolic monuments<br />

and these quality cultural venues that will host the artistic<br />

programme developed by <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong>, I would<br />

like to thank all the participants in this magnificent project<br />

who have contributed to changing this region and making it<br />

receptive to creative forces.<br />

<strong>Marseille</strong> and the other towns and cities involved in this<br />

exceptional adventure are taking part in a challenge that will<br />

forge a shared destiny, over and above the unique qualities<br />

that characterise the <strong>Provence</strong> region. By accepting this<br />

challenge, the elected representatives that submitted the<br />

bid and who are today working towards the event’s success<br />

are proving the region’s vitality to the world, and sending a<br />

strong message of trust to the residents of <strong>Provence</strong>.<br />

The State has stood by this adventurous project every step<br />

of the way. As we approach the final stage of our journey<br />

together, I would like to confirm that this support will not<br />

weaken.

Today, Euroméditerranée is Europe’s biggest urban<br />

renovation project. Since it was launched, it has supported<br />

the existing network of cultural facilities that contribute<br />

to neighbourhood life and help guide local community<br />

improvements. Euroméditerranée actively encourages<br />

cultural events such as the Fiesta des Suds, the Festival of<br />

<strong>Marseille</strong>, the “Mediterranean Scriptures” book festival and<br />

the Five Continents Jazz Festival.<br />

Euroméditerranée, a public establishment, will play a key<br />

role in urban development by making culture one of the<br />

project’s main themes. Examples include the relocation of<br />

the Minoterie Theatre to the Place de la Méditerranée and<br />

the development of cultural projects and artists’ studios in<br />

the Montolieu district. Around 80% of the cultural facilities<br />

for the European Capital of Culture project (including the<br />

MuCEM, the Silo and the FRAC) are located within the<br />

Euroméditerranée zone. The Capital of Culture year will put<br />

the spotlight on <strong>Marseille</strong> and the surrounding areas, testing<br />

the region’s attractiveness and highlighting the progress<br />

made to date. It is a unique opportunity to renovate and<br />

renew initiatives affecting the region’s cultural policies.<br />

An important aspect of these changes is the creation of new<br />

museums. This must be accompanied by the realisation that<br />

culture is essential to the region’s economic attractiveness<br />

and international visibility.<br />

ConstruCtion<br />

projECts<br />

Over the last few decades, major European agglomerations,<br />

often in decline, have launched programmes transforming<br />

city centres and urban areas affected by a drop in<br />

manufacturing or port activity. Combining traditional<br />

heritage, customer catchment areas and economic clusters,<br />

these new areas change cities’ realities and images. Thanks<br />

mainly to recreational and cultural projects satisfying new<br />

demands from the tourism and leisure industries, the<br />

cities have made undeniable gains in terms of their image,<br />

economy, and visibility. This is due to museums, commercial<br />

centres, festive venues, aquariums, galleries and renovated<br />

heritage sites, which have attracted tourists and visitors,<br />

but also new residents – one of Euroméditerranée’s main<br />

objectives and the reason behind initiatives such as the<br />

Terrasses du Port recreation area, and renovation work to<br />

the arches and square surrounding the Cathédrale de la<br />

Major. Local residents must also benefit from and be part of<br />

this movement. Cultural events in public spaces can create<br />

new social and urban ties, provide new venues for expression<br />

and be visual markers for local residents.<br />

Euroméditerranée wishes to fulfil its cultural development<br />

role by encouraging urban transformation and cultural<br />

activities. Public spaces are modified as a result of contact<br />

with art, and art is modified as a result of contact with<br />

public spaces. This vision, which I hope is widely shared,<br />

must form part of the European Capital of Culture project,<br />

and made permanent by making culture accessible to<br />

all in the places we live in. <strong>2013</strong> will be an opportunity to<br />

prove that Euroméditerranée is <strong>Marseille</strong>’s most cultural<br />

neighbourhood.<br />

The Port will renovate<br />

the J1 hangar for <strong>2013</strong><br />

On 3 November 2011, the Grand Port Maritime de <strong>Marseille</strong><br />

(GPMM) launched the J1 renovation project. This hangar<br />

will become one of the key venues in <strong>2013</strong>, when <strong>Marseille</strong>-<br />

<strong>Provence</strong> will be the European Capital of Culture.<br />

As promised in 2010, the GPMM began renovation work by<br />

destroying the footbridge allowing passengers to access the<br />

J1 satellite terminal from the Gare de la Major terminal.<br />

The GPMM will also complete major renovation work on the<br />

hangar by repairing the roof, putting windows on the sides<br />

of the building and installing lifts for the public. In addition,<br />

it will set aside most of the building’s 6,000m² second floor<br />

for <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> to host exhibitions and events<br />

in <strong>2013</strong>.<br />

To highlight the J1’s central role in the <strong>2013</strong> programme<br />

and ensure it fits in with the Joliette neighbourhood<br />

while respecting construction schedules, the GPMM,<br />

Euroméditerranée and <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> will invite an<br />

artist to create a temporary façade for the building’s exterior.<br />

ConstruCtion<br />

projECts<br />

Renovation work will be finished after the Capital of Culture<br />

year, with the completion of a joint project bringing together<br />

Euroméditerranée, the Ville de <strong>Marseille</strong> and the Architecte<br />

des Bâtiments de France (French architectural review<br />

board). GPMM’s waterfront operations between now and<br />

<strong>2013</strong> (from the Gare de la Major to the J1 hangar) and the<br />

Port’s contribution to <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> represent<br />

a total investment of over €6 million. The contribution to<br />

<strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> will increase to €9 million once<br />

developments opening the southern part of the Digue du<br />

Large to the public have been completed.<br />

GPMM’s financial commitment to this project is evidence<br />

of its determination to build a strong relationship with<br />

Euroméditerranée, continuing and reinforcing cooperation<br />

activities launched in 1999 to improve the interface between<br />

the port and the city.<br />

It is also evidence of the Port’s desire to make its heritage<br />

accessible to <strong>Marseille</strong>’s residents while preserving<br />

industrial and logistical activity. Examples include the J1<br />

in <strong>2013</strong>, but also the Silo and the Terrasses du Port in the<br />

future.

Construction projects,<br />

step by step<br />

The stage of searching for financial backing and handling<br />

administrative and technical issues is behind us. Now come<br />

the cranes and construction sites, which will soon give way<br />

to the first inaugurations. Some venues, like the Silo, the<br />

KLAP Maison pour la Danse and the Château de la Buzine<br />

have already opened their doors to the public.<br />

There are currently fifty building and renovation projects<br />

underway in cultural facilities throughout the <strong>Marseille</strong>-<br />

<strong>Provence</strong> region. A total of €600 million has been invested<br />

(€160 million by the French government, €150 million by<br />

the Ville de <strong>Marseille</strong>, €110 million by the Conseil Régional<br />

cities in the surrounding region, and €40 million by private<br />

But it doesn’t stop there: other major investment projects<br />

developing public spaces and tourism, conference and<br />

We have reached a decisive step with the unveiling of the<br />

programme of festivities for <strong>2013</strong> and the projects selected<br />

by the association. In 12 months, <strong>Marseille</strong>-<strong>Provence</strong> will be<br />

the European Capital of Culture. In 12 months, the festivities<br />

begin.<br />

In <strong>2013</strong>, <strong>Marseille</strong> will be in the limelight. The town will<br />

be a stage for all cultures. The creative world will take up<br />

residence in <strong>Marseille</strong>. As Victor Hugo said, «Torches must<br />

be lit for the mind», and that is the role that falls to us.<br />

Beyond these festivities, the Métropole is regaining its<br />

momentum and its visibility, and is taking its place as a<br />

Euro-mediterranean capital, which millions of visitors will<br />

be able to (re)discover.<br />

This high point is a force for the development of our town<br />

over the next decade. The image of our area is evolving.<br />

Our redesign of the city centre, the building of new hotels,<br />

improvement of public transport and our completely<br />

new cultural policy with, in particular, a new museum<br />

organisation and new exhibition and performance venues<br />

demonstrate our commitment to making our city more<br />

welcoming for residents and visitors. <strong>Marseille</strong> has an<br />

opportunity to strengthen its status as an emblematic<br />

destination for business and leisure tourism.<br />

We are going to demonstrate at a European level what we<br />

have observed in our city over the last 10 years: culture itself<br />

is a force for development and an industry of its own.<br />

Today, and in every respect, <strong>Marseille</strong> is gaining in<br />

momentum, and <strong>2013</strong> is one of the driving forces. <strong>Marseille</strong><br />

is a city with 2,600 years of history which is jump-starting<br />

its development with the creation of dozens of cultural<br />

and heritage projects of international scale: a unique and<br />

unprecedented situation in Europe.<br />

Thanks to all these artistic, touristic and urban development<br />

projects, aimed at improving the quality of life of its<br />

residents, <strong>Marseille</strong> can use its heritage to build a more<br />

prosperous future every day.<br />

So, let us give centre stage to the poetry and magic created<br />

by these these cultural organisations, so that this great<br />

event may be filled with unforgettable moments. Welcome to<br />

New cultural assets<br />

Two major structural projects are currently being completed<br />

in <strong>Marseille</strong> to support Mediterranean culture in the<br />

<strong>Provence</strong>-Alpes-Côte d’Azur region: the Regional Centre of<br />

the Mediterranean (CeReM) and the Regional Contemporary<br />

Art Fund (FRAC).<br />

Close to <strong>Marseille</strong>’s Vieux-Port and La Joliette districts,<br />

the Regional Centre of the Mediterranean will host, from<br />

<strong>2013</strong>, meetings, conferences, exhibitions and screenings on<br />

the issues and challenges facing the Mediterranean in the<br />

21st century. The CeReM will enhance the role and position<br />

of <strong>Marseille</strong> and the <strong>Provence</strong>-Alpes-Côte d’Azur region<br />

as a crossroads for Mediterranean peoples and cultures.<br />

Currently under construction, its architecture is a celebration<br />

of Mediterranean land, sea and light. Its overhanging<br />

structure, which gives the building its visual identity, is a feat<br />

of engineering.<br />

thE rEgion<br />

at thE hEart of CulturE<br />

The FRAC will move into its new premises at La Joliette,<br />

which were developed with government co-financing, in late<br />

2012. An innovative venue for contemporary artistic creation,<br />

this building will allow the FRAC to fulfill its objectives<br />

and promote its collection of 960 artworks from around<br />

the world. The FRAC <strong>Provence</strong>-Alpes-Côte d’Azur will give<br />

priority to artistic creation from the Mediterranean region.<br />

To discover these two projects, visit the exhibition which has<br />

been organised at the “Maison de la Région”. Visits to the<br />

J4, the site of the CeReM, are also being organised. It is the<br />

public who will give the project its true dimension, promoting<br />

dialogue between the peoples of the Mediterranean.<br />

Support, facilitate, stimulate, encourage and mobilise.<br />

These are our ambitions for <strong>2013</strong> at the Conseil Général des<br />

Bouches-du-Rhone. In <strong>2013</strong>, the European Capital of Culture<br />

will cover a region of 5,000km² and 119 municipalities, each<br />

of which is determined to welcome the event in its own way.<br />

So yes, it’s all happening in the Bouches-du-Rhone in <strong>2013</strong>!<br />

To support major multi-disciplinary, popular projects such<br />

as TransHumance, the GR <strong>2013</strong> and The Amazing History of<br />

Street Art, which combine tradition, culture, living theatre,<br />

a protected natural environment and remarkable heritage,<br />

the Conseil Général has created, alongside the <strong>Marseille</strong>-<br />

<strong>Provence</strong> <strong>2013</strong> team, a cultural programme bringing<br />

together all the themes of our Capital of Culture year.<br />

Art galleries in Aix-en-<strong>Provence</strong>, the Musée Départemental<br />

de l’Arles Antique (Departmental Museum of Ancient Arles),<br />

the Archives et Bibliothèque Départementale (Departmental<br />

Archives and Library), the Château d’Avignon, the Étang<br />

des Aulnes and the Museon Arlaten: each of these<br />

locations will host events featuring the major themes of<br />

<strong>2013</strong>. These include the mixing of cultures, major figures,<br />

representations of the Mediterranean from ancient times to<br />

the present day, and opening up to the digital world.<br />

at thE hEart of CulturE<br />

Each season will have its highlights. Some examples are the<br />

Agnès Varda exhibition in Aix-en-<strong>Provence</strong>, Rodin, the Shadow<br />

of Antiquity at the Musée Départemental de l’Arles Antique,<br />

digital arts at the Archives et Bibliothèque Départementale,<br />

Numérica 13 at La Joliette, a glance at the wanderings of<br />

Ulysses at the Château d’Avignon, Les Couleurs de l’Univers<br />

(The Colours of the Universe) scientific exhibition at Maison<br />

de la Sainte-Victoire, a presentation at the Aix-en-<strong>Provence</strong>’s<br />

art gallery of artworks acquired by school pupils involved in<br />

the Nouveaux Collectionneurs (New Collectors) project and<br />

various other initiatives.<br />

One of the key moments of the year will be the presentation<br />

of a 31-metre ancient barge dating from the 1st century A.D.<br />

Buried under Rhone sediment for close to 2,000 years, its<br />

display will require extending the Musée Départemental de<br />

l’Arles Antique. In <strong>2013</strong>, visitors will be able to discover this<br />

barge’s epic tale and the restoration process.<br />

The adventure of <strong>2013</strong>, which has mobilised all the capacities<br />

of the Conseil Général, is above all a collective work of<br />

passion, conceived for the long term.

Culture and nature are two necessary and sustainable pillars<br />

of development promoted by <strong>Marseille</strong> <strong>Provence</strong> Métropole<br />

(MPM) to make the local environment even more attractive.<br />

Culture binds people together and contributes to opening up<br />

hearts and minds. It encourages people to discover what is<br />

done elsewhere and by others; it is enriching. MPM therefore<br />

plays a central role in the organisation and successful<br />

running of events for <strong>2013</strong>, during which <strong>Marseille</strong>-<strong>Provence</strong><br />

will be the European Capital of Culture.<br />

When carrying out its functions, MPM provides essential<br />

services in transport, street cleaning, public spaces,<br />

infrastructure and the environment. All this impacts on how<br />

those attracted by the <strong>2013</strong> programme perceive the event.<br />

As the authority in charge of transport, MPM will create<br />

services making it easier for the public to travel. A pass<br />

transport <strong>2013</strong> (<strong>2013</strong> transport pass) will allow visitors to use<br />

of all our networks.<br />

In <strong>Marseille</strong>, one of the most important areas for <strong>2013</strong> is<br />

the Vieux-Port, an emblematic location which contributes to<br />

the city’s worldwide fame. For <strong>2013</strong>, a major urban planning<br />

project creating one of the largest squares in Europe will<br />

give it back its appeal. Public transport will be a priority,<br />

and watersports will find their place in the port once more.<br />

Around the coast from the Vieux-Port, the J4 area situated at<br />

the foot of Fort Saint-Jean will be completely renovated. New<br />

cultural facilities will be built and new basins will be filled<br />

with water. The northern approach to <strong>Marseille</strong>, running<br />

alongside the Grand Port Maritime, will be freed of cars.<br />

thE rEgion<br />

at thE hEart of CulturE<br />

As the whole area is directly concerned, MPM wants to<br />

involve municipalities outside <strong>Marseille</strong> in the event. This<br />

was the approach taken to renovate La Ciotat’s Eden Theatre,<br />

a joint project. The commune launched the idea. MPM<br />

helped finance renovation work, and paved the way for the<br />

Région <strong>Provence</strong>-Alpes-Côte d’Azur to finance the project<br />

as part of its development commitments. Eden Theatre also<br />

received support from the Conseil Général des Bouchesdu-Rhône<br />

and the DRAC (Regional Cultural Affairs Office).<br />

A key element of the European Capital of Culture project,<br />

Eden Theatre willl make La Ciotat and MPM an essential<br />

venue for events paying tribute to the history of cinema and<br />

new imaging technologies. This project could not have been<br />

completed without the support of the Ville, the Communauté<br />

Urbaine and the Région <strong>Provence</strong>-Alpes-Côte d’Azur. Several<br />

other municipalities will host events, and itinerant projects<br />

will give audiences an opportunity to participate without<br />

travelling beyond their local area. As a factor for renovation<br />

and social cohesion, culture will inspire the Quartiers Créatifs<br />

(Creative Urban Projects) programme, which considers<br />

residents as actors of local life.<br />

<strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> owes the success of its bid to<br />

consensus. It was the success of a vast area where collective<br />

interest triumphed. In this respect, this is a good precedent<br />

and an inspiration for the future.<br />

For Aix-en-<strong>Provence</strong> and the Pays d’Aix, participating in the<br />

European Capital of Culture adventure is a challenge. We<br />

are facing this challenge with the expertise and enthusiasm<br />

which are characteristic to our region and a cultural trait.<br />

<strong>2013</strong> will be a year to remember for many reasons.<br />

Firstly, the event will form part of <strong>Provence</strong>’s history. The<br />

region’s culture, developed through the ages, is an essential<br />

tradition. Who better to represent it than Aix? The Capital of<br />

Culture year will consecrate 12 years of efforts by the city<br />

to win back the international visibility it deserves. It also<br />

confirms our firm intention to anchor the project and our<br />

cultural policy in contemporary society.<br />

It would be impossible to draw up a list of our references.<br />

However, I will mention the development of the largest intra<br />

muros cultural forum in Europe. Centred around the Cité<br />

du Livre, this forum extends to the Pavillon Noir (Ballet<br />

Preljocaj), the Grand Théâtre de <strong>Provence</strong> and the future<br />

Conservatoire. Designed by the architect Kengo Kuma, the<br />

Conservatoire will take its place alongside monuments by<br />

Rudy Ricciotti and Vittorio Gregotti, and will open in <strong>2013</strong>.<br />

Aix’s cultural forum, reflecting our history and our ambition,<br />

is evidence of our commitment to culture in all its forms. It<br />

also pays tribute to our vision of urban development, which<br />

combines aspects of the old town and the modern city.<br />

Beyond the festive events in which we will play a key role,<br />

<strong>2013</strong> will give momentum to the Pays d’Aix’s long-term<br />

cultural policy that we have implemented to pass on to future<br />

generations.<br />

With support from the economic world, digital and film arts<br />

will be given pride of place at the Fondation Vasarely, which<br />

will stand alongside the future art school. The Musée Granet<br />

will have six times more exhibition space. The extension<br />

at the renovated Chapelle des Pénitents Blancs will open<br />

to host the Planque Collection, and support the museum’s<br />

series of exhibitions that began with Cézanne en <strong>Provence</strong><br />

in 2006. Contemporary art will find a new home in the<br />

Pays d’Aix at the Abbaye de Silvacane, and circus art will<br />

be performed throughout the region. In the Jas de Bouffan<br />

district, the Bois de l’Aune centre will be home to artistic<br />

production activities.<br />

Meanwhile, memory and history will be key themes at the<br />

Camp des Milles, which will fulfil its “duty of vigilance to<br />

combat all forms of oppression.” <strong>2013</strong> is also the centenary<br />

of Albert Camus’s birth. The Cité du Livre, which has archives<br />

on this great writer, will celebrate his work.<br />

These lines are insufficient to do justice to the many events<br />

taking part in <strong>2013</strong>. But if, as Iberian Miguel Torga put it,<br />

“the universal is the local without walls”, then we will be<br />

universal by breaking down boundaries, by opening up to the<br />

outside world and accepting new inspirations.<br />

I would like to see culture and the <strong>2013</strong> project as a<br />

supportive group of communities – in a metropolitan area I<br />

will do my best to stand behind – with independent roles and<br />

decision-making powers.<br />

Aix and <strong>Marseille</strong> are not opposites, but complementary.<br />

Culture means finding cohesion between unique entities<br />

while respecting their differences.

From Julius Caesar to Frank Gehry, from Tadashi Kawamata<br />

to Vincent Van Gogh, from Auguste Rodin to Andy Warhol: the<br />

programme we are building for <strong>2013</strong> is a reflection of Arles.<br />

“Popular and imperial, rustic and aristocratic, Christian and<br />

Pagan, modest and vain”: this is how Christian Lacroix, one<br />

of the names behind the Capital of Culture year, summed up<br />

the city.<br />

In <strong>2013</strong>, emblematic sites will be built, renovated<br />

or redesigned for the city. A new wing of the Musée<br />

Départemental de l’Arles Antique will open, presenting a<br />

roman barge which was raised almost intact from the Rhone.<br />

For the exhibition Rodin, the Shadow of Antiquity, the Venus of<br />

Arles sculpture, on loan from the Louvre, will stand beside<br />

the famous bust of Julius Caesar. Another atmosphere will<br />

As part of the Nuage (Cloud) exhibition, 200 works by<br />

Magritte, Brassaï, Man Ray and Andy Warhol will go on<br />

display at the Musée Réattu, formerly the Commanderie des<br />

Arles’ festivals, including the Rencontres de la Photographie,<br />

Les Suds, and Les Escales du Cargo, as well as major<br />

cultural actors including Actes Sud, Harmonia Mundi and<br />

Groupe F, will all play their part in the <strong>2013</strong> programme, just<br />

like dozens of associations, artists and creators.<br />

In this city, which was the capital of an empire, we<br />

understand the capital role played by culture, heritage,<br />

architecture, photography, literature and art in general.<br />

Here, we understand the economic force of knowledge<br />

industries, the impact of cultural enterprises and cultural<br />

<strong>2013</strong> will be an essential and unprecedented year. We<br />

are living in a period in which every instinct is to isolate<br />

ourselves, to fear others, and to fear the future. The<br />

European Capital of Culture is an opportunity for us to break<br />

free of this climate of resignation.<br />

To bet on culture is to trust in the creative capacity of our<br />

residents; it is to dare take a different, critical view of how<br />

we see today’s world. The Pays d’Aubagne et de l’Etoile’s<br />

total commitment to the European Capital of Culture project<br />

reflects its three ambitions. It aims to develop a programme<br />

with a major popular dimension, to allow the agglomeration<br />

to express itself on a human level. It sets high artistic<br />

standards for our expertise in the clay arts field and the<br />

development of our natural heritage. Finally it builds on our<br />

strong Mediterranean identity based on trade and shared<br />

exchanges.<br />

Over the last three years, in the 12 municipalities of the<br />

agglomeration, hundreds of people have shared ideas and<br />

helped build popular culture projects. This is the source<br />

of the unprecedented Nous serons tous d’ici (We will all<br />

be from here) project, which is an extension of the values<br />

we hold dear, particularly the culture of peace and citizen<br />

participation. It is also why we will welcome the Divertimento<br />

orchestra, which aims to discover all the musical creations<br />

of our towns and villages and give concerts in various forms,<br />

finishing with a vibrant finale with hints of Bizet’s L’Arlésienne<br />

and involving close to 300 musicians and singers.<br />

It is also the source of the unprecedented exhibition in<br />

Aubagne, Picasso céramiste et la Méditerranée (Picasso,<br />

Ceramics and the Mediterranean). Organised by Joséphine<br />

Matamoros, this exhibition will bring exceptional works<br />

to our area and combine them with the expertise of our<br />

ceramicists and santon-figure makers. Our commitment<br />

to excellence and tradition will give us the opportunity to<br />

welcome thousands of visitors and encourage our young<br />

people to take up new professions as a result of outreach<br />

activities.<br />

This determination to make culture accessible to all<br />

convinced us to host the Centre Pompidou Mobile tent and its<br />

masterpieces. Entry to this exhibition is free of charge.<br />

This is also why Danielle Jacqui’s Colossal d’Art Brut,<br />

baptised ORGANuGAMME, will be set up at the entrance<br />

to Aubagne. This will be the first piece of Outside Art that<br />

visitors will be able to enter. This long-term project will be a<br />

source of permanent, direct dialogue with the public who will<br />

be able to discover themselves – and one another.<br />

This is also why we are committed to projects at the heart of<br />

our exceptional natural heritage: in the Massif du Garlaban,<br />

the Massif de la Sainte-Baume and the hills of Pagnol. The<br />

programme includes special editions of hiking festivals in<br />

conjunction with the GR <strong>2013</strong> project, the discovery of the<br />

Cuges-les-Pins plain at the starting point of TransHumance,<br />

and a succession of artistic and culinary revelations on the<br />

banks of the River Huveaune, with the collaboration of our<br />

friends from Arles, Martigues, Istres, Salon and Gardanne as<br />

part of the Au fil de l’eau (On the Water) project.<br />

You can see why we called our contribution to the European<br />

Capital of Culture in <strong>2013</strong> Vers l’An Commun (a year together).<br />

We want to share the exceptional experiences of this Capital<br />

of Culture year, with other regions but also other countries<br />

from Europe and the Mediterranean. This reinforces one of<br />

the main themes put forward in <strong>Marseille</strong>-<strong>Provence</strong>’s bid to<br />

be named European Capital of Culture: le partage des midis –<br />

The European Capital of Culture year in <strong>2013</strong> will be<br />

an opportunity to develop the excellent cultural wealth<br />

of the Pays de Martigues. <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> is<br />

going to change things dramatically. The Communauté<br />

d’Agglomération du Pays de Martigues’ cultural programme<br />

in <strong>2013</strong> was designed with this in mind. We wanted to further<br />

the cultural policies implemented by Martigues, Port-de-<br />

Bouc and Saint-Mitre-les-Remparts. We are motivated by the<br />

opportunity to promote cultural cooperation between local<br />

residents, professionals, and various regional artists in order<br />

to create a dynamic artistic scene, liberating for all.<br />

This project is a theme – Between Nature and Industry –<br />

which reflects and gives meaning to the Pays de Martigues.<br />

It is an area sculpted by nature where earth and water<br />

combine. It is a region that is home to industry, where men<br />

and women and workers from different backgrounds meet.<br />

Water will be celebrated through aquatic shows. Ponds and<br />

canals will be the scene of a Cité Lacustre (Lakeside City),<br />

from which will emerge floating residential units, an energy<br />

garden, an underwater granary, a floating stage and various<br />

other shows.<br />

Workers and artists will express the energy of a vibrant<br />

industrial area. Rencontres du troisième site (Encounters<br />

of the Third Site) and J’ai une gueule d’industrie (I Have an<br />

Industrious Look) are two programmes featuring exhibitions,<br />

illuminations, artistic objects and theatrical performances<br />

on industrial themes.<br />

The life story of the men and women of the area will be<br />

shown through participative events organised throughout<br />

the Pays de Martigues – street parades, carnivals, culinary<br />

traditions, oral traditions of the Mediterranean region,<br />

shows and theatre productions. They will also be reflected<br />

in exhibitions of paintings, photography and artworks by<br />

a variety of artists including Brauquier and Dufy. These<br />

exhibitions will be part of the Capital of Culture exhibition<br />

programme.<br />

heritage”: this is the image that Gardanne intends to convey<br />

as part of the European Capital of Culture. This former<br />

mining town of 21,000 people is the smallest entity involved<br />

in <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong>. By participating in this great<br />

adventure, Gardanne will be an original voice, supporting<br />

cultural and citizen initiatives based on innovation, sharing<br />

and solidarity. In particular, it will encourage events featuring<br />

scientific, technical and industrial cultures.<br />

Innovative and popular, the highlights of the <strong>2013</strong> cultural<br />

calendar are a demonstration of this commitment.<br />

Sur les traces de l’eau à Gardanne (Discovering Water in<br />

Gardanne) (late March): As part of this event, a digital<br />

trail (with smartphone or tablet computers) will open in<br />

association with the GR <strong>2013</strong> hiking trail. This project will be<br />

developed with engineering students working on the Georges<br />

Charpak campus at the Ecole Nationale Supérieure des<br />

Mines de Saint-Etienne.<br />

Arts et festins du monde (Arts and Feasts of the World) (17-19<br />

May): This open-air festival will combine world cultures<br />

and cuisines. In <strong>2013</strong>, performing arts, crafts and culinary<br />

specialities will have a very Mediterranean flavour!<br />

Souk des sciences (Science Souk) (April or May): In the town<br />

centre, discover a market like no other: mini experiments,<br />

puzzle games and amusing demonstrations abound!<br />

Fête de la science (Science Festival) (October). This festival<br />

invites audiences to take part in experiments, games and<br />

shows, with surprise-trails combining science, technology<br />

and local businesses.<br />

Festival cinématographique d’automne de Gardanne (Gardanne<br />

Autumn Film Festival) (All Saints holiday, November <strong>2013</strong>):<br />

This film festival is a window open to the world, featuring<br />

a selection of 70 international films and the opportunity to<br />

meet directors.<br />

<strong>2013</strong> is also an opportunity to travel to the future.<br />

For several years, Gardanne has been promoting the<br />

development of scientific, technical and industrial (CSTI)<br />

practices. In March <strong>2013</strong>, the old Yvon Morandat coal mine<br />

will open to the public, with artistic, scientific and technology<br />

events.<br />

On the programme: workshops, exhibitions, shows,<br />

multimedia track games on the water cycle, digital artscience<br />

creation workshops, narrated walks on the energy<br />

sources of the past and present and a tour of the Mine. These<br />

interactive and fun stories of science and technology will<br />

please visitors of all ages. A festive and spectactular show at<br />

the mouth of the mine will close the event.<br />

Meetings for science, technology and industry professionals<br />

will also take place. The congress of the AMCSTI (association<br />

of CSTI organizations) will bring together national and<br />

regional actors on the Georges Charpak site.

The artistic content of <strong>2013</strong> in Istres will be closely tied to the<br />

town’s urban planning project. The Forum des Arts, a space<br />

dedicated to modern art in the town centre, will open in <strong>2013</strong>.<br />

To celebrate its launch, it will host an exhibition by Daniel<br />

Buren, who will also work in the renovated town centre and<br />

create a permanent piece for the Etang de l’Olivier.<br />

Another new creation is Magic Mirror, which will open in<br />

Istres in early 2012 and host the European Capital of Culture<br />

programme in <strong>2013</strong>, especially circus events. The renovation<br />

of the Parc des Salles will create a temple to urban cultures<br />

linked to the This is (Not) Music programme. The GR <strong>2013</strong><br />

and TransHumance, two major projects, will have a strong<br />

presence in Istres in conjunction with the town’s water<br />

projects and strong pastoral tradition.<br />

thE rEgion<br />

at thE hEart of CulturE<br />

Scientific culture will also be celebrated through academic<br />

encounters and a fair, both dedicated to sustainable<br />

development issues. The town of Istres will highlight its<br />

proximity to citizens through participative events involving<br />

wide audiences. In January <strong>2013</strong>, a treasure hunt will kick off<br />

the Capital of Culture year.<br />

Amateur practices from all sectors will be at the heart of a<br />

creative event mobilising our residents on a massive scale<br />

around a parade and a major spectacle. A special edition of<br />

the water festival, which first took place in 2011, will take<br />

centre stage in June <strong>2013</strong>. The Magic Mirror centre will host<br />

an artistic residency in 2012, the aim of which is to design<br />

and stage the structure and its annexes as part of the<br />

Quartiers Créatifs (Creative Urban Projects) programme.<br />

In <strong>2013</strong>, Istres will be home to culture in all its forms. With<br />

high-quality and popular projects, it will contribute to the<br />

attractiveness of <strong>Marseille</strong>-<strong>Provence</strong>.<br />

taking advantage of its local focus to enhance cooperation<br />

with partner towns and stimulate local culture. It is an<br />

opportunity to widen our ambitions, to create and perfect our<br />

cultural spaces, enrich our cultural programme, promote<br />

public participation and preserve quality by inviting renowned<br />

artists to take part.<br />

The town is stepping up to the challenge, by developing a<br />

sport and cultural centre in a working-class neighbourhood<br />

with associations, residents and an artists’ collective<br />

(Le Cabanon Vertical), and by creating an art gallery and<br />

renovating another. In addition, our work with the MP<strong>2013</strong><br />

team has made it possible to build a programme that is both<br />

festive and of high quality, in line with our desire to make<br />

culture accessible to all.<br />

This quality is visible in the exhibition dedicated to the unique<br />

painter Raymond Reynaux, Taysir Batniji’s artistic project at<br />

the Savonnerie Fabre, the long-awaited work of Felice Varini<br />

in the old town centre, work by choreographer Kitsou Dubois<br />

with the Patrouille de France, and the musical project of<br />

Louis Winsberg.<br />

However, we also hope to make culture a celebration at the<br />

heart of urban areas, visible to all, revealing our historic<br />

heritage.<br />

Events taking place as part of the <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong><br />

programme in Salon-de-<strong>Provence</strong> will bring to life public<br />

spaces. Culture, from the Château and its international<br />

Musique à l’Empéri festival will spread out over the roofs and<br />

façades of the town thanks to Felice Varini. It will invade<br />

the streets with Salon Public, the street arts festival, and<br />

Festins de Méditerranée, our popular culinary festival. It will<br />

travel through the Domaine du Merle behind the herds of<br />

TransHumance. It will be present all along the GR <strong>2013</strong>, and it<br />

will take to the skies with the Patrouille de France.<br />

Salon-de-<strong>Provence</strong> will also be host to a number of other<br />

events, in cinema, theatre and local history. With the active<br />

participation of its residents, it will play an important role in<br />

the success of this impressive human and artistic venture<br />

and contribute to the evolution of a whole region.

They were able to build on existing initiatives. The <strong>Marseille</strong>-<br />

<strong>Provence</strong> region is home to the Mécènes du Sud business<br />

club, one of France’s most active corporate sponsorship<br />

organisations. However, the fact that the <strong>Marseille</strong>-<strong>Provence</strong><br />

Chamber of Commerce and Industry was one of the founding<br />

members of the <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> association also<br />

led to considerable business involvement.<br />

Today, <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> has several business<br />

Culture programme. We have already attained our objective<br />

affecting the future of our society and the local region: our<br />

relationship with Europe and the Mediterranean (present<br />

in the underlying Sharing the South theme), and the place<br />

occupied by contemporary art in businesses and society (as<br />

explored in the Euro-Mediterranean Ateliers programme).<br />

<strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> will also explore in unique ways<br />

some of the region’s areas of economic excellence, including<br />

digital technologies, sea trade, innovative industries and<br />

cuisine.<br />

There is no doubt that the partnerships created with<br />

companies for <strong>2013</strong> will be rich in meaning. More than 15<br />

million visitors are expected in <strong>2013</strong>, €600 million has been<br />

invested in permanent cultural venues, and €90 million will<br />

be dedicated to artistic programmes. The event is expected<br />

to bring in €1 billion.<br />

are all committed to making <strong>2013</strong> an unprecedented<br />

Through our daily activities, our teams are in constant<br />

business and the community. We constantly strive to provide<br />

For this reason, EDF’s decision to support <strong>Marseille</strong>-<br />

<strong>Provence</strong> <strong>2013</strong>, European Capital of Culture was a matter<br />

of course. This regional project celebrates diversity in all its<br />

forms, but is also coherent because it focuses on <strong>Provence</strong><br />

and the Mediterranean. Because EDF is part of this region’s<br />

economic development, we feel it is only natural to be a part<br />

The European Capital of Culture gives artists free reign<br />

explore different issues. Above all, it is an opportunity for<br />

artists and their audiences to experiment. This environment<br />

of innovation, experimentation, exploration and shared<br />

knowledge is one EDF can identify with. It is also relevant<br />

to EDF <strong>Provence</strong>-Alpes-Côte d’Azur, which has created<br />

the Energie Efficace (Efficient Energy) programme, thus<br />

making the region a testing ground for innovation in energy<br />

efficiency. In addition to our support for the project as a<br />

whole, we will be proud to contribute our skills and expertise<br />

to specific initiatives.<br />

The theme of water will play an important role in bringing<br />

the European Capital of Culture and EDF closer together.<br />

EDF’s use of hydraulic energy makes it a major player in<br />

the water industry, as reflected in our partnership with the<br />

World Water Forum (which will take place in <strong>Marseille</strong> in<br />

2012). This is why we have chosen this area to further our<br />

commitment. EDF group will be the exclusive partner for<br />

events in the <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> programme featuring<br />

a water theme. By supporting the artistic projects that deal<br />

with water, EDF hopes to create seasonal highlights around<br />

this theme, featuring projects like La Cité Lacustre (Lakeside<br />

City) by the performance group Ilotopie.<br />

EDF has long supported cultural initiatives in the region.<br />

We are therefore perfectly placed to know that the energy<br />

the <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong> region has to offer is not just<br />

electricity, but also cultures and creativity. It is this energy<br />

European and Mediterranean: <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong>’s<br />

bid to be named European Capital of Culture outlined the<br />

project’s goals.<br />

As a point of intersection for people, cultures, economies<br />

and religions, the Mediterranean reflects the chaos of the<br />

world. It is also a place where chaos becomes order and an<br />

example of newly formed solidarities.<br />

Europe has taken on this challenge. It is not only a question<br />

of shared history or geography, but also a question of the<br />

increasingly numerous communities who have built their<br />

lives here. These people come from countries to the South<br />

and East and wish to hold on to what is familiar to them.<br />

This co-existence of cultures can lead to tension and<br />

instability, often bringing out the worst in us due to feelings<br />

of humiliation or superiority. It can also, however, bring about<br />

a renaissance, with new outlets, mutual understanding and a<br />

sharing of differences.<br />

This is why, during the November 1995 Conference in<br />

Barcelona, the European Union (EU) stated its desire to build<br />

an egalitarian and sustainable economic, political and social<br />

partnership of more ambitious scope than was outlined in<br />

previous agreements. New life must be breathed into the<br />

cultural aspect of the Barcelona Process, which, despite the<br />

valuable creation of the Anna Lindh Foundation, has been<br />

characterised as the project’s most undistinguished element.<br />

This need is even more pressing today because just a<br />

few months ago, things changed. Widespread popular<br />

movements upset the established balance in unexpected<br />

ways in Tunisia, Egypt and Libya. The effects will be<br />

felt throughout the region. The revolutions are already<br />

influencing artistic and cultural practices and intellectual<br />

circles throughout the Arab world, opening doors to new<br />

relationships with Europe. The partners and artists that have<br />

been invited to take part in <strong>2013</strong> find themselves at the heart<br />

of these movements.<br />

Achored in cities, present in all parts of the region,<br />

accessible to the people, <strong>Marseille</strong>-<strong>Provence</strong>’s cultural life<br />

is a way of achieving emancipation and social integration.<br />

Dialogue prevents closed communities. The border between<br />

elitist culture and popular culture is broken down. The two<br />

worlds, with their writing, stages and audiences, mix and<br />

mingle. <strong>Marseille</strong>-<strong>Provence</strong> is at the forefront of an arts<br />

renewal that speaks first and foremost to young people:<br />

circus art, street art, art in public spaces, modern music<br />

in all its forms, digital art, and urban dance and poetry.<br />

This symbiosis and energy are maintained by a carefully<br />

thought-out policy bringing in artists, theatre companies<br />

and groups who take over unexpected locations, who believe<br />

in nomadism, who go out and seek contact with isolated<br />

populations, who do not differentiate between artistic<br />

invention and cultural action for the benefit of the greater<br />

public.<br />

Major festivals, internationally-renowned museums, theatres<br />

and musical venues have generously opened their doors to<br />

these actions and these artists, embraced their projects and<br />

participated in making art accessible by all.<br />

This spirit is what the Mediteranean is all about. It is a place<br />

where languages and cultures combine. This is reflected in<br />

its masterpieces, festivals, temples, theatres and arenas. It<br />

is the spirit of democracy.<br />

Our proposal to the European jury was to create, in<br />

<strong>2013</strong> and beyond, a creative platform bringing together<br />

cultures from both shores of the Mediterranean, open to<br />

European and Mediterranean artists from all fields. These<br />

exchanges between artists from the south and east of the<br />

Mediterranean have been taking shape since the autumn of<br />

2008.<br />

These exchanges are visible throughout the entire<br />

programme, and are what tie it together. They are what the<br />

European Capital of Culture in <strong>2013</strong> is based on. This success<br />

has a name: Le Partage des Midis (Sharing the South).<br />

The Euro-Mediterranean Ateliers<br />

The challenge of <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong>’s Euro-<br />

Mediterranean Ateliers is to unite local communities around<br />

a project supporting contemporary creation. It is a way<br />

of launching a new sponsorship model pooling monetary<br />

resources, expertise and production facilities. Companies<br />

Creative Urban Projects<br />

Calling all artists and local residents!<br />

As part of the Creative Urban Projects programme, <strong>Marseille</strong>-<br />

<strong>Provence</strong> <strong>2013</strong> is organising a series of artist residencies in<br />

areas undergoing urban renovation throughout the region.<br />

The aim of this programme is to develop artistic initiatives<br />

questioning, improving or changing everyday environments.<br />

By adopting a new and poetic way of looking at how cities<br />

are built, it will get local residents involved in changing<br />

their neighbourhoods, thus contributing to the Capital<br />

of Culture project. In <strong>2013</strong>, these Creative Urban Projects<br />

will incorporate living areas, architecture and temporary<br />

installations, and host meetings, screenings and shows.<br />

New Collectors Programme<br />

The Fondation de France<br />

An innovative protocol for artistic production<br />

The Fondation de France’s New Collectors programme<br />

invites citizens with local development or societal concerns<br />

to involve artists in their project by commissioning artwork.<br />

The project’s innovation lies in its ability to build ties between<br />

artists, commissioners and cultural agencies supported by<br />

the Fondation de France. It also involves public and private<br />

partners.<br />

Led by an organisation that is committed to<br />

sponsorship<br />

The New Collectors programme brings together artists<br />

and institutional projects. This programme, developed in<br />

1993, is in line with the Fondation de France’s objectives: to<br />

support the initiatives of citizens seeking to deal with issues<br />

affecting the general public; to support innovative ideas that<br />

create solutions for the future; and to encourage interaction<br />

between different community groups.<br />

The Fondation also wanted its programme to involve artistic<br />

production. It therefore turned to artist François Hers, who<br />

attempted to develop a new method of artistic production.<br />

This method brought the community and artists together,<br />

and made art useful by dealing with issues affecting the<br />

community.<br />

Projects throughout France in different contexts<br />

In France, more than 200 pieces of artwork have been or are<br />

currently being produced, half of which are in rural areas.<br />

The locations vary widely and include urban, semi-urban<br />

and rural areas, as well as public spaces, institutions (such<br />

as high schools, hospitals and prisons) and associations, to<br />

name a few. The New Collectors programme has also spread<br />

to other European countries, including Belgium, Germany<br />

and Italy.<br />

Eight people are currently implementing this protocol<br />

for artistic production in France. As experts in the<br />

contemporary art world, they produce projects by helping<br />

citizens face issues such as rural depopulation, the lack<br />

of community or regional identity, the search for meaning,<br />

urban or institutional violence, and local development or<br />

rehabilitation of community areas. They help commission a<br />

piece of artwork from an artist who will take into account the<br />

community’s wishes and needs.<br />

Internationally renowned artists from various disciplines<br />

have taken part in the project, including: Sarkis, Rémy<br />

Zaugg, Tadashi Kawamata, Michelangelo Pistoletto, John<br />

Armleder, Ettore Spalletti, Jessica Stockholder, Cécile Bart,<br />

Jean-Luc Moulène, Shigeru Ban, Claude Lévêque, Jan Kopp,<br />

Didier Marcel, Yona Friedman and Matali Crasset.<br />

Akram Belaïd<br />

The photographs in this press kit were taken by Akram Belaïd*, a young Tunisian<br />

photographer in residency at <strong>Marseille</strong>-<strong>Provence</strong> <strong>2013</strong>. His residency lasted three<br />

months, from November to January 2012.<br />

After reporting on projects underway and different sites hosting Capital of Culture events,<br />

Belaïd has developed his own vision of the Capital of Culture region.<br />

He holds a diploma in the science and technology of design and Arab music from the<br />

Conservatoire National de Tunis. Belaïd, also known as Meloman, is a multi-dimensional<br />

artist, who is also a musician, radio DJ, graphic designer and photographer. He took part<br />

in the 7 th International Photography Festival of Ghar el Melh in 2009.<br />
