MIL-HDBK-502: ACQUISITIONALOGISTICS7.3.6 Manpower, Personnel, and TrainingPurpose and ContentThe purpose of these summaries is to provide information to thegovernment so it can establish training plans and ensure manpower andpersonnel constraints are met. Downsizing in the services causes an evengreater concern in the area of human systems integration. As DoD 5000.2-R states in paragraph 4.3.8, “A comprehensive management and technicalstrategy for human systems integration shall be initiated early in theacquisition process to ensure that: human performance; the burden thedesign imposes on manpower, personnel, and training (MPT); and safetyand health aspects are considered throughout the system design anddevelopment processes.” These summaries may identify personnel skillsrequired to perform maintenance tasks, any training required for these tasksto be performed, and manpower estimates by maintenance level. MIL-HDBK-502: ACQUISITIONALOGISTICS7.3.7 FacilitiesPurpose and ContentThe purpose of these summaries is to identify the facilities required tomaintain, operate, and test an item and train personnel in its use. Thefacilities may be test facilities, organizational, intermediate, or depot-levelmaintenance facilities, training facilities, or mobile facilities. Thesesummaries can help plan for any modification to an existing facility ordevelopment of a new facility.Other information normally contained in these summaries includes, but isnot limited to, items to be repaired (identified by CAGE and ReferenceNumber) at a facility, and any new training requirements for a facility. Dataprovided must be in compliance with all DoD and national health, life, andenvironmental codes.
