LANGKAWI CHARTER FLIGHTINCENTIVE PROGRAMME(LCFIP)POLICY AND GUIDELINES


1. IntroductionThe Langkawi Charter Flight Incentive Program (LCFIP) aims to provide leadcharterers with a fund to support promotional initiatives undertaken by the charterersto bring passengers into Langkawi.2. Duration of the ProgramThe LCFIP will be applicable for four (4) years effective from 01 January 2012 to 31December 2015.3. Scope of ApplicationThe LCFIP is applicable to lead charterers responsible in organizing and operatingpassenger charter flights to Langkawi International Airport.4. BeneficiariesThe LCFIP is aimed at lead charterers that operate international passenger charterflights to Langkawi International Airport which fulfill all the requirements and criteriadescribed in this program.5. DefinitionsThe following definitions shall be used for the purpose of this program:5.1 Charter FlightsFlights, other than those reported under scheduled flights, which are performedon a seasonal basis i.e.; ad-hoc or scheduled basis.5.2 Lead charterersThe airline that controls and organizes the charter programThe tour operator that controls and organizes the charter programThe travel agent that controls and organizes the charter programBona fide collaboration comprising any of the above entities that controls andorganizes the charter program.5.2.1 In the event that there are more than one (1) entity involved in thecharter program, the organization/body who leads the communicationwith Malaysia Airports/LADA/Tourism Malaysia and controls thecharters, will be the recipient of the fund.Page 1 of 3


For a charterer to be eligible for the Long-Term Charter programme, it must ensurethat the series of charter flights are operated consecutively for three (3) yearseffective from the date of commencement of its first charter flight.For Long-Term Charter programme as described in item 6.2.2, thecharterer may operate several charter programmes within a twelvemonth period. However the charterer must not cease operations duringYear 2 and /or Year 3 in order to be fully eligible for the Long-TermCharter programme.Stoppages in year 2 or 3 would render the charterer eligible for theShort Term Charter programme benefits only.8. Charter Operation Review The charterer’s entitlement shall be determined by assessing the number of charterflights that was declared against the actual number of flights operated. Related documents and/or declarations from relevant stakeholders shall beused to determine all details pertaining to the charter program.9. Entitlement Assessment Process• All lead charterers are required to submit to Malaysia Airports, a Registration Formdeclaring its planned charter programme annually prior to the commencement of thecharter operations.• All lead charterers are required to submit an Application Form annually within theduration of the charter programme to Malaysia Airports to avail the benefits of theLCFIP.• All lead charterers will be paid upon completion of the charter programme for eachoperating year (where applicable).THIS SPACE IS LEFT BLANK INTENTIONALLYPage 3 of 3
