An evaluati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish proposal, found in <str<strong>on</strong>g>the</str<strong>on</strong>g> East Germanarchives, argued that <str<strong>on</strong>g>the</str<strong>on</strong>g> proposal would make a first European securityc<strong>on</strong>ference more difficult to c<strong>on</strong>vene, <str<strong>on</strong>g>and</str<strong>on</strong>g> putting <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish draft under discussi<strong>on</strong>would divert attenti<strong>on</strong> from <str<strong>on</strong>g>the</str<strong>on</strong>g> more realistic proposal made by <str<strong>on</strong>g>the</str<strong>on</strong>g> Praguec<strong>on</strong>ference of bloc foreign ministers. 48 Documents accepted in Prague weredivided into two categories. Polish formulati<strong>on</strong>s about <str<strong>on</strong>g>the</str<strong>on</strong>g>recogniti<strong>on</strong> of existing borders were adopted in <str<strong>on</strong>g>the</str<strong>on</strong>g> draft declarati<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>renunciati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> use of force. 49The Soviets, toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with certain o<str<strong>on</strong>g>the</str<strong>on</strong>g>r bloc countries, were trying toprevent a number of issues important to Pol<str<strong>on</strong>g>and</str<strong>on</strong>g> from entering into <str<strong>on</strong>g>the</str<strong>on</strong>g> agenda.They rati<strong>on</strong>alized this by saying that Western countries would not agree to discuss<str<strong>on</strong>g>the</str<strong>on</strong>g>m during <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>ference. But <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>clusi<strong>on</strong>s derived by Polish diplomacywere different. Polish leaders <str<strong>on</strong>g>and</str<strong>on</strong>g> diplomats were aware of <str<strong>on</strong>g>the</str<strong>on</strong>g> ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r skepticalWestern attitude toward <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>ference <str<strong>on</strong>g>and</str<strong>on</strong>g> of comm<strong>on</strong> suspici<strong>on</strong>s of Sovietintenti<strong>on</strong>s, but also of <str<strong>on</strong>g>the</str<strong>on</strong>g> many differences within Western attitudes.
