Hidden Voices: The CBI, corporate lobbying and sustainabilitymore deregulation initiatives, at the rate of almost one major initiative a year over thepast 10 years 6 .Alternative <strong>voices</strong> of businessThe CBI boasts of their broad membership to demonstrate that it speaks on behalf ofbusiness as one voice. The reality is that there is often disagreement amongst the CBI’s ownmembers let alone other <strong>voices</strong> who believe regulation can drive better environmental as wellas economic benefits.• The CBI Director General criticisms of the Climate Change Levy caused concern amongmembers, including the Association for the Conservation of Energy a member of theCBI’s Energy Policy Committee, because they emerged without reference to thatcommittee.• One of the CBI’s biggest members, the Chemical Industry Association (CIA), was highlycritical of a CBI report on environmental regulation and actually issued a press statementcriticising the CBI.• The CBI opposed mandatory social and environmental reporting for companies andlobbied successfully to water down the Government’s Operating and Financial Reviewbut fellow-member, the Co-operative Financial Services, supported mandatory reporting.• The CBI opposed a UN initiative to promote human rights responsibilities for business (ieUN Norms on the Responsibilities of Transnational Corporations and Other BusinessEnterprises with Regard to Human Rights) while CBI member Barclays participated in abusiness leaders’ initiative looking at working with the UN Norms.• The Environment Industries Commission represents over 280 companies in the UK andlobbies to support regulation that helps protect the environment. In January 2005 the EIClaunched a campaign to counter the CBI deregulation lobby that ignores the manypositive environmental and social benefits of regulation.• There are a number of other business lobbyists who also support regulation that helpsdrive greener business such as the UK Business Council for Sustainable Energy,Association for Conservation and Energy and the British Wind Energy Association.Regulation to support sustainability can drive innovationThere are a growing number of studies and reports which show that - rather than be aburden -regulation can drive innovation that benefits the environment, health and society aswell as the economy. There are also <strong>voices</strong> within the Government calling for a newapproach to regulation and the environment (see Environmental Audit Committeerecommendations)• In October 2004 the EU Environment Council agreed a set of conclusions to worktowards a Clean, Clever and Competitive Economy in Europe to ensure that EUcontributes to sustainable development.• The World Economic Forum Global Competitiveness report of 2004-05 of over 100countries shows countries such as Finland, Sweden and Norway with traditionally highenvironmental protection and taxation feature in the top 10 most competitive countries.• The House of Commons Environment Audit Committee produced a pre budget 2005report on tax and the environment based on evidence presented to it by among othersthe CBI and EIC and Friends of the Earth. It recommended the Government take fullaccount of the wider benefits including the environment and peoples health as aconsequence of regulation (see findings in main report).11
