PurposeThe purpose <strong>of</strong> the sign regulations is topromote the health, safety, <strong>and</strong> welfare<strong>of</strong> the <strong>City</strong>'s residents <strong>and</strong> visitors. Thesign code provides the legal frameworkfor a comprehensive <strong>and</strong> balanced system<strong>of</strong> signage. The signage should provideeasy, pleasant, <strong>and</strong> effective communicationbetween people <strong>and</strong> theirbuilt environment; minimize hazards topedestrians <strong>and</strong> vehicular traffic; protectproperty values; prevent sign clutter thatis confusing for motorists <strong>and</strong> harmful tobusiness success; <strong>and</strong> create a communityappearance that promotes economicvitality, encourages tourism, <strong>and</strong> reflectscivic pride, the <strong>City</strong>’s heritage, <strong>and</strong> thenatural environment.For a complete description <strong>of</strong> all the<strong>Temporary</strong> Sign rules <strong>and</strong> regulations,please refer to Section 18.48.020 <strong>and</strong>18.48.050 <strong>of</strong> the Municipal Code.(Available at <strong>City</strong> Hall or on the <strong>City</strong>’swebsite below.)Permits are required for all banners <strong>and</strong>attention getting devices. The permit feeis $16. GENERAL GUIDELINES FORTEMPORARY SIGNS:Permits are required for any temporarysign that is displayed for longer than 24hours <strong>and</strong> is visible from a public right<strong>of</strong>-way.Permits are not required forwindow signs, garage sale signs, informationalsigns, flags or holiday decorations.1. <strong>Banners</strong>:A business may have up to 3 individualbanners per establishment with a total aggregatesign area <strong>of</strong> up to 36 sq. ft. thatmay be divided among 3 banners with amaximum <strong>of</strong> 2 signs on any street frontage.<strong>Banners</strong> may be displayed for no morethan 120 days per calendar year <strong>and</strong> nomore than 30 consecutive days during anydisplay period.<strong>Banners</strong> shall be attached to a building, orother permanent structure such as a fence,retaining wall or trees. No banners may beattached to fencing stakes such as t-posts.Note: <strong>Banners</strong> for community related events<strong>and</strong> non-pr<strong>of</strong>it organizations that are displayedat Lion’s <strong>Park</strong>, the Welcome to Woodl<strong>and</strong> <strong>Park</strong>sign next to McDonalds or other communitylocations are considered public informationsigns <strong>and</strong> may be as large as 48 sq. ft.Examples <strong>of</strong> a commercial banner, attention-gettingdevice (pennants), <strong>and</strong>window signage.2. Attention-getting devices such as pennants,streamers, or inflatable balloon characters orsymbols:These devices may be displayed for no morethan 30 days per calendar year <strong>and</strong> no morethan 10 consecutive days during any displayperiod.The display period for these devices will bededucted from the 120 days granted forother temporary signs.No Permit is required for the followingtypes <strong>of</strong> temporary signs listed as #3 - #7.3. Window signs:100% <strong>of</strong> a business’s window area may beused for window signage as long as suchsignage is not permanent, (i.e., can beremoved at any time).If window signage is permanent then the areais considered to be a portion <strong>of</strong> the wallsignage.Merch<strong>and</strong>ise <strong>and</strong>/or mannequins included in awindow display are not considered signage.Example <strong>of</strong> a garage sale sign.4. Garage Sale <strong>Signs</strong>:<strong>Signs</strong> for yard sales, rummage sales, estatesales or similar activities shall not be attachedto telephone poles, stop signs orother public poles.<strong>Signs</strong> may not be installed more than 24hours prior to the sale <strong>and</strong> must be removedwithin 24 hours <strong>of</strong> the end <strong>of</strong> the sale.<strong>Signs</strong> may not be installed within the streetright-<strong>of</strong>-way.Examples <strong>of</strong> informational <strong>and</strong> windowsignage.5. Informational signs:This type <strong>of</strong> signage includes open orclosed signs, providing directions or informationregarding entrances or exits,hours <strong>of</strong> operations, credit cards accepted,parking areas, restrooms, telephones,walkways or similar facilities onthe premises.The maximum area <strong>of</strong> any one informationalsign on the premises is 4 sq. ft.The st<strong>and</strong>ard height may not exceed 8 ft.6. Flags:Non-commercial flags (i.e., US flags, stateflags, local government flags, civic clubflags) shall not exceed 96 sq. ft. <strong>and</strong> flagpoles may not exceed 30 ft. tall.Flags for business or private schools maybe incorporated into a non-commercialflag display, adhering to the US Flag Protocol,<strong>and</strong> that the total area <strong>of</strong> the commercialflags does not exceed 64 sq. ft.7. Holiday <strong>and</strong> Seasonal DecorationsDecorations that are clearly incidental to<strong>and</strong> customarily associated with any national,local or religious holidays <strong>and</strong> thatdo not include the name <strong>of</strong> any business,product or price, are not regulated.Decorations may incorporate str<strong>and</strong>s <strong>of</strong>lights that blink or flash.
