SHAMOKIN DAM BOROUGH COUNCILREGULAR MEETINGSEPTEMBER 13, 2010The regular monthly meeting of the Shamokin Dam Borough Council was held onMonday, September 13, 2010 in the municipal building located at 42 W. 8 th Avenue,Shamokin Dam beginning at 7:00 P.M. Council President Donald Musser presided.MEMBERS PRESENT:Rue Rothermel, David Smeltz, Malcolm Fleming, Andrew Bickhart, David Herbert, Mark Benner, andDon Musser were present.OTHERS PRESENT:Mayor Joseph McGranaghan, Manager Ed Hovenstine, Secretary LaDawn Leitzel, Solicitor RobertSlivinski, Police Chief Robert Lockcuff and Borough residents- Frank Witt, Joan Witt, VirginiaMendler, and June Stark were present.The meeting was opened with the “Pledge of Allegiance”.PREVIOUS MEETING MINUTES:A motion was made by Councilman Rothermel to approve the minutes of the August 2, 2010 meeting ofCouncil as presented, seconded by Councilman Bickhart, and approved by all.President Musser moved the Manager’s Report ahead of the Mayors Report.MANAGERS REPORT:Ordinance 2010-4 – A motion was made by Councilman Smeltz to adopt Ordinance 2010-4, whichprohibits left turns onto US Route 11/15 when traveling east on Stetler Avenue, seconded byCouncilman Herbert, and approved by all.Ordinance 2010-5 – A motion was made by Councilman Bickhart to adopt Ordinance 2010-5 asamended, which regulates residential rental unit occupancy and providing for licenses, inspections andpenalties for noncompliance, seconded by Councilman Herbert, and approved by all.Pension-Minimum Municipal Obligation – Manager Hovenstine presented the 2011 MinimumMunicipal Obligation for the Borough Pension. The Police Pension Plan Obligation for 2011 is $0.00and the Non-Uniform Pension Plan Obligation for 2011 is $19,506.00. This Obligation does not takeinto account any State Aid. Resolution 2010-4 – Establishes the non-uniform employees withholding tothe pension plan from the required 4 ½ % to 3% for 2011 only. A motion was made by CouncilmanHerbert to adopt Resolution 2010-4, seconded by Vice President Fleming, and approved by all.Resolution 2010-5 – Waives the uniform employee contribution to the Police pension fund for the year2011. A motion was made by Councilman Rothermel to adopt Resolution 2010-5, seconded byCouncilman Bickhart, and approved by all.Streets Update – Manager Hovenstine updated Council on the progress of the 2010 streets program.
