Terms of Reference for the Programme ConsultantBackward Region Grant Fund ProgrammeBrief Background:The Rashtriya Sama Vikas Yojana (RSVY) has been subsumed into the BackwardRegion Grant Fund (BRGF) programme. The BRGF programme is designed to redressthe regional imbalances in development by bridging the critical gaps in localinfrastructure and other development requirements, which are not met adequately throughthe existing funds; strengthen local level governance by appropriate capacity building tofacilitate participatory planning, decision making, implementation and monitoring; andprovide professional support to local bodies. The BRGF program will be implemented inthe identified 13 districts (except Raipur, Durg and Janjgir Champa) of the state during2006-11The Directorate of Panchayat and Social Welfare, Government of Chhattisgarh has beendesignated as the nodal agency for implementation of the BRGF programme. A BRGFcell has been created in the directorate to coordinate the implementation of the programin the state. The cell will like to draw upon the services of a Programme Consultant whowill assist the BRGF cell in discharging its duties. The consultant will be required towork in close association with the Chhattisgarh State Institute of Rural Development,concerned Government departments, and Zila Panchayats of the BRGF districts. He/shewill report to the in-charge of the BRGF cell.Duty Station:The duty station of the consultant will be Raipur however he will have to travelfrequently to the identified BRGF districts.Duration:One Year contract (with possibilities of extension)Roles and Responsibilities:The main functions and specific tasks of the consultant would be to:1. Assist the BRGF cell in the implementation of the BRGF programme. This willinvolve consultations both at state and district levels.(i) Assist the BRGF cells in preparation of the guidelines for developing district plan(ii) Assist the district BRGF cell in issuance of the orders required for implementation ofthe program at the district level.(iii) Organise meetings of the High Power Committee, document the proceedings andmonitor the execution of decisions taken in the meeting.2. To coordinate district stock-taking exercises in the BRGF districts.1


(i) Assist the district cells in undertaking stocktaking exercises at district level. This willinvolve assessment of human condition in the district as well as availability of natural,social and financial resources and infrastructure.(ii) Assist the district cells in preparation of district Development Radars, which could beused as development report card as part of the stocktaking exercise.3. To coordinate district base-line surveys, which will be helpful in programmemonitoring and evaluation.(i) Prepare framework for the panchayat wise baseline survey and compile the districtwise consolidated survey reports.(ii) Assist the district cells in undertaking study on backwardness of the district.4. Development of district plan and vision documents in coordination with the districtBRGF cells.(i) Assist the district cells in preparation of participatory vision and plan document atdistrict level within the stipulated time frame for the eleventh 5-year plan.(ii) Assist the district cells in organizing structured consultations with all elected PRIsand other key stake-holders such as farmers, traders, labourers, industrialists, academics,professionals and media persons through wide publicity for finalization of plan and visiondocuments.5. To facilitate the implementation process at the state level.(i) Develop a normative formula for inter-se allocation of fund to different levels of localgovernment within the district.(ii) Facilitate approval of district plans at the state level high power committee (HPC).(iii) Facilitate the release of funds.(iv) Ensure district level annual audit in accordance with the BRGF guidelines.(v) Issue clear guidelines on social audit by Gram Sabha.6. To monitor implementation of the program in the districts.(i) Evolve the monitoring mechanism of the programme in participatory mode. This willinvolve collection of data through appropriate channel, analysis, and preparation ofreports.(ii) Monitor the capacity building initiatives for various stakeholders, particularly PRIsfor planning and implementation working in close association with the state PanchayatiRaj Expert.(iii) Maintain a computerized database of all panchayats in BRGF districts, including adatabase of Panchayats' BRGF bank accounts and utilization certificates, which could beplaced in the national panchayat portal.(iv) Report to concerned state authorities and Ministry of Panchayati Raj regularly on theprogress of the programme on behalf of the state nodal agency.2


Qualification, Skills and Attributes:1. He/she should be a postgraduate in social science or development studies.2. Should have gained at least 6 years of experience in working with developmentorganizations including government.3. Thorough understanding of rural decentralized governance system (PRI) andgovernment institutions.4. Should be a strong advocate of gender and equity concerns for equitable andinclusive development.5. Familiarity with development planning and monitoring tools and methodologies.6. Knowledge of rural development dynamics, ground realities, political process andgovernment schemes and programmes.7. Excellent mobilization and communication skills.8. Demonstrated ability of report writing and presentation.9. Aptitude and ability to work in a team and in a complex environment.10. Excellent project management, liasoning and coordination skill3
