~ P E R S P E C T I V E S O F R E G I O N A L O F F I C I A L Sserved to build trust where previously, family politics and nepotism could have impededgood bus<strong>in</strong>ess practices.There are many sp<strong>in</strong>-<strong>of</strong>f benefits <strong>of</strong> co-ops that are directly tied to develop<strong>in</strong>g human andsocial capital. The collective management requirements <strong>of</strong> co-<strong>operatives</strong> have long servedas development opportunities <strong>for</strong> staff who later move to senior posts <strong>in</strong> government andprivate-sector <strong>in</strong>itiatives. By <strong>in</strong>volv<strong>in</strong>g people <strong>in</strong> govern<strong>in</strong>g <strong>the</strong>ir own affairs, co-op operatorsand members learn new skills and tra<strong>in</strong><strong>in</strong>g, develop specific trades, and ga<strong>in</strong> experience<strong>in</strong> problem solv<strong>in</strong>g and decision mak<strong>in</strong>g. The co-operative federations <strong>in</strong> each region act asongo<strong>in</strong>g support systems <strong>for</strong> <strong>the</strong> tra<strong>in</strong><strong>in</strong>g, recruitment, and operational needs <strong>of</strong> co<strong>operatives</strong>.Beyond <strong>the</strong> balance sheet and pool<strong>in</strong>g <strong>of</strong> pr<strong>of</strong>its, co-ops <strong>of</strong>fer much-needed social andcommunity services. <strong>Co</strong>-ops are a good <strong>for</strong>um through which to provide products andservices to members based on <strong>the</strong> needs <strong>of</strong> <strong>the</strong> community by produc<strong>in</strong>g actual servicessuch as day care, goods, and products. In <strong>the</strong> North, co-ops have worked well. More thanretail cha<strong>in</strong>s, <strong>the</strong>y have been a social movement.Culturally, co-<strong>operatives</strong> are seen to be naturally compatible with <strong>Aborig<strong>in</strong>al</strong> values <strong>of</strong>collaborative and supportive community plann<strong>in</strong>g. The co-operative structure has a longhistory <strong>of</strong> practis<strong>in</strong>g <strong>the</strong> management values <strong>of</strong> “partnerships” and “horizontal relationships”with stakeholders. <strong>Co</strong>llective pr<strong>in</strong>ciples require co-ops to be <strong>in</strong>novative and tocollaborate with o<strong>the</strong>rs with shared <strong>in</strong>terests. The <strong>in</strong>clusiveness <strong>of</strong> this bus<strong>in</strong>ess model<strong>in</strong>vites a shared approach to bus<strong>in</strong>ess plann<strong>in</strong>g, ventures, and pooled resources. The drawback<strong>of</strong> this k<strong>in</strong>d <strong>of</strong> flexibility, <strong>of</strong> course, is that it takes more time to consult and dealwith <strong>the</strong> <strong>in</strong>terests <strong>of</strong> many, but <strong>the</strong> shared commitment makes <strong>for</strong> a solid outcome.Barriers to Progress: What Are <strong>the</strong> Challenges?Several <strong>of</strong> <strong>the</strong> barriers to <strong>Aborig<strong>in</strong>al</strong> co-operative development are challenges faced by anyco-operative. Most problems, however, are systemic barriers unique to <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> population.A complicated political and policy environment is act<strong>in</strong>g as a general barrier toeconomic and community development <strong>in</strong> all prov<strong>in</strong>ces and territories, although <strong>in</strong> differentways depend<strong>in</strong>g on prov<strong>in</strong>cial and territorial context. These barriers may help expla<strong>in</strong><strong>the</strong> mixed success rate and low take-up <strong>of</strong> <strong>the</strong> co-op model over <strong>the</strong> past few years.Overall, <strong>the</strong>re may be a general lack <strong>of</strong> awareness and understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> co-operativemodel. What is a co-operative, how do <strong>the</strong>y work, how do <strong>the</strong>y differ from o<strong>the</strong>r bus<strong>in</strong>esses,what k<strong>in</strong>d <strong>of</strong> commitment is <strong>in</strong>volved?
