~ P E R S P E C T I V E S O F R E G I O N A L O F F I C I A L Sus<strong>in</strong>g prov<strong>in</strong>cial economic development and bus<strong>in</strong>ess development programm<strong>in</strong>g, <strong>for</strong>which <strong>the</strong>y are eligible as prov<strong>in</strong>cial citizens. In <strong>the</strong> North, <strong>the</strong>re are a range <strong>of</strong> f<strong>in</strong>anc<strong>in</strong>goptions available and a good availability <strong>of</strong> capital, but it is unclear as to whe<strong>the</strong>r co-opsare tapp<strong>in</strong>g <strong>in</strong>to this. For historical reasons, First Nations tend to rely more on federalprogrammes under Indian and Nor<strong>the</strong>rn Affairs <strong>Canada</strong> and Industry <strong>Canada</strong>. These sourcesmay also be seen as more lucrative and less str<strong>in</strong>gent <strong>in</strong> terms <strong>of</strong> report<strong>in</strong>g and managementrequirements than prov<strong>in</strong>cial sources. At <strong>the</strong> same time, prov<strong>in</strong>ces do not haveoutreach programmes. This is partly <strong>for</strong> jurisdictional reasons and partly due to lack <strong>of</strong>resources and few positive experiences.Federal economic development programmes are not seen to be relevant to <strong>the</strong> reality <strong>of</strong><strong>the</strong> small-bus<strong>in</strong>ess needs <strong>of</strong> rural and remote areas <strong>in</strong> <strong>the</strong> North. Specifically, programmes<strong>for</strong> youth, or <strong>in</strong> high tech, market expansion, and trade are irrelevant to most FirstNations. These programmes may also underm<strong>in</strong>e <strong>the</strong> co-op model <strong>of</strong> gett<strong>in</strong>g toge<strong>the</strong>r,pool<strong>in</strong>g resources, and solv<strong>in</strong>g problems as a group. The territories saw little relevance<strong>for</strong> many national programmes <strong>in</strong> <strong>the</strong> nor<strong>the</strong>rn context.An ongo<strong>in</strong>g problem is <strong>the</strong> weak, albeit improv<strong>in</strong>g, stock <strong>of</strong> entrepreneurial and humancapital <strong>in</strong> <strong>Aborig<strong>in</strong>al</strong> communities. Bus<strong>in</strong>esses cont<strong>in</strong>ue to struggle with a weak skills baseto operate and manage bus<strong>in</strong>esses and co-operative services. High drop-out rates will makeit harder and harder <strong>for</strong> <strong>Aborig<strong>in</strong>al</strong> youth to compete, especially <strong>in</strong> <strong>the</strong> high tech andknowledge sectors, where knowledge gaps are grow<strong>in</strong>g.Bus<strong>in</strong>ess culture and entrepreneurial skills need to be improved. Problems withaccountability and f<strong>in</strong>ances have led to failed co-operative ventures. Although someprogress has been made, <strong>the</strong> general experience is that bus<strong>in</strong>ess plans, project proposals,and front-end preparation do not measure up to pr<strong>of</strong>essional standards. In some cases,naive entrepreneurial skills misdirect ideas and energy towards extensive public consultationand <strong>in</strong>volvement, but <strong>for</strong> nonviable ventures. Ef<strong>for</strong>ts by Arctic <strong>Co</strong>-operative Ltdand flexible approaches such as <strong>in</strong> BC have helped with plann<strong>in</strong>g bus<strong>in</strong>ess cases, budgets,and project design. ACL has also been helpful <strong>in</strong> improv<strong>in</strong>g operations and assist<strong>in</strong>g withrecruitment and tra<strong>in</strong><strong>in</strong>g. In Saskatchewan, open<strong>in</strong>g a credit union near a reserve creatednew lend<strong>in</strong>g and bank<strong>in</strong>g services.The small and disparate population makes <strong>for</strong> a difficult bus<strong>in</strong>ess environment. Most<strong>Aborig<strong>in</strong>al</strong> communities are <strong>in</strong> rural and remote areas with no neighbours or bus<strong>in</strong>ess baseto draw upon. Such small markets and a small, scattered population base make it hardto run a bus<strong>in</strong>ess, especially when only a m<strong>in</strong>ority <strong>of</strong> people have a steady <strong>in</strong>come.Opportunities are scarce and competition <strong>for</strong> resources is fierce.~ 149
