Urban <strong>Aborig<strong>in</strong>al</strong>EmploymentInitiativeThis <strong>in</strong>itiative has been contracted with<strong>the</strong> National Association <strong>of</strong> Friendship<strong>Centre</strong>s (NAFC), Native Women’s Association<strong>of</strong> <strong>Canada</strong> (NWAC) and <strong>the</strong> <strong>Co</strong>ngress<strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> People (CAP). Theregional affiliates <strong>of</strong> <strong>the</strong>se organizationsfacilitates <strong>the</strong> delivery <strong>of</strong> labour marketprogramm<strong>in</strong>g, services and o<strong>the</strong>r labourmarket <strong>in</strong>terventions to urban <strong>Aborig<strong>in</strong>al</strong>clientele. Fund<strong>in</strong>g is approved and contractedby <strong>the</strong> national organization.Urban <strong>Aborig<strong>in</strong>al</strong> EmploymentInitiatives serves urban<strong>Aborig<strong>in</strong>al</strong> clients through <strong>the</strong>regional affiliates <strong>of</strong> NAFC,NWAC, and CAP.The holders <strong>of</strong> <strong>the</strong> Urban<strong>Aborig<strong>in</strong>al</strong> EmploymentInitiatives agreements and<strong>the</strong>ir regional affiliates,work closely with federaldepartments, Prov<strong>in</strong>cial/Territorial Governmentsand bus<strong>in</strong>ess.Fund<strong>in</strong>g <strong>in</strong> <strong>the</strong> amount <strong>of</strong>$20 million has beencommitted over threeyears, end<strong>in</strong>g March 31,1999.Emphasis is directed toward <strong>the</strong> creation<strong>of</strong> jobs and tra<strong>in</strong><strong>in</strong>g that leads to<strong>in</strong>crease <strong>Aborig<strong>in</strong>al</strong> people’semployability.These agreements have negotiated andcontracted susta<strong>in</strong>able job targets aspart <strong>of</strong> <strong>the</strong> accountability requirement <strong>of</strong><strong>the</strong> Urban <strong>Aborig<strong>in</strong>al</strong> EmploymentInitiative.Urban <strong>Aborig<strong>in</strong>al</strong> Employment Initiative iscontracted under <strong>the</strong> “<strong>Aborig<strong>in</strong>al</strong> FlexibleFund<strong>in</strong>g Arrangement” (AFFA). The AFFApermits a wide range <strong>of</strong> flexibilities <strong>for</strong><strong>Aborig<strong>in</strong>al</strong> program design, as well as afiscal year carry-over clause <strong>for</strong><strong>Co</strong>nsolidated Revenue Fund<strong>in</strong>g (CRF).HeightenedAwarenessLead<strong>in</strong>g toOpportunitiesA pilot program to pull toge<strong>the</strong>r exist<strong>in</strong>gemployment-related services to betterserve <strong>Aborig<strong>in</strong>al</strong> people with disabilities.This project will be end<strong>in</strong>g <strong>in</strong> June 1998.<strong>Aborig<strong>in</strong>al</strong> people withdisabilities.One million dollars hasbeen allocated to coord<strong>in</strong>ateexist<strong>in</strong>g serviceswith<strong>in</strong> <strong>the</strong> Lower Ma<strong>in</strong>land,Nor<strong>the</strong>rn British <strong>Co</strong>lumbiaand Vancouver Island.Youth Service<strong>Canada</strong> ProgramThis strategy is <strong>in</strong>tended to help<strong>Aborig<strong>in</strong>al</strong> youth make <strong>the</strong> transitionfrom school to work by obta<strong>in</strong><strong>in</strong>g firstwork experience and build careers.Urban and <strong>of</strong>f-reserve <strong>Aborig<strong>in</strong>al</strong>youth are targeted by suchprograms as Youth Service<strong>Canada</strong> and Youth Internship<strong>Canada</strong>. <strong>Aborig<strong>in</strong>al</strong> YouthIntervener organizations arereceiv<strong>in</strong>g fund<strong>in</strong>g to identify andhelp prepare proposals <strong>for</strong><strong>Aborig<strong>in</strong>al</strong> youth projects.174 ~ M C P H A I L / A P P E N D I X B : T H E P O L I C Y E N V I R O N M E N T
