A P P E N D I X B : T H E P O L I C Y E N V I R O N M E N T ~Nova ScotiaStatement on <strong>Aborig<strong>in</strong>al</strong> Policy• In <strong>the</strong> October 1999 Speech from <strong>the</strong> Throne, <strong>the</strong> prov<strong>in</strong>cial government committeditself to “develop<strong>in</strong>g a more <strong>in</strong>clusive relationship with Nova Scotia’s <strong>Aborig<strong>in</strong>al</strong>peoples <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g resolutions to issues <strong>of</strong> ongo<strong>in</strong>g concern,” and to establish<strong>in</strong>g “aprocess <strong>for</strong> mean<strong>in</strong>gful dialogue <strong>in</strong> deal<strong>in</strong>g with <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> peoples <strong>of</strong> thisprov<strong>in</strong>ce.” 7• Under <strong>the</strong> previous Nova Scotia government, <strong>the</strong> mission <strong>of</strong> <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> AffairsDirectorate was “to assist <strong>the</strong> Mi’kmaq <strong>Co</strong>mmunity to achieve <strong>the</strong>ir self-determ<strong>in</strong>ationand self-government.” 8 It is unclear as to whe<strong>the</strong>r it will now be revised.Major Prov<strong>in</strong>cial Economic Development Initiatives• The 1999 prov<strong>in</strong>cial budget, presented by <strong>the</strong> new government <strong>in</strong> October, concentratedon fiscal measures aimed at gett<strong>in</strong>g <strong>the</strong> prov<strong>in</strong>cial deficit under control, andconta<strong>in</strong>ed few measures directly aimed at economic development.
