A P P E N D I X B : T H E P O L I C Y E N V I R O N M E N T ~This agreement fosters economic development and job creation <strong>for</strong> <strong>the</strong> Mohawks <strong>of</strong>Kahnawake, ensur<strong>in</strong>g that economic projects from Kahnawake will be able to benefitfrom <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> Development Fund. 23• The Algonqu<strong>in</strong>s <strong>of</strong> Barriere Lake have agreed to cont<strong>in</strong>ue work on <strong>the</strong> TrilateralAgreement, <strong>the</strong> purpose <strong>of</strong> which is to complete <strong>the</strong> preparation <strong>of</strong> a draft <strong>in</strong>tegratedresource management plan and to <strong>in</strong>itiate new negotiations related to <strong>the</strong> development<strong>of</strong> <strong>the</strong> Barriere Lake community. They hope to develop <strong>the</strong> lands <strong>for</strong> new communityhous<strong>in</strong>g and <strong>in</strong>frastructure. 24• The Mohawks <strong>of</strong> Kanesatake have been negotiat<strong>in</strong>g s<strong>in</strong>ce 1991 <strong>for</strong> self-government.Fund<strong>in</strong>g <strong>for</strong> 1998–99 amounted to $607,000. There are four areas be<strong>in</strong>g negotiated:territory and lands, police services and a justice system, social development, andeconomic development.• The Hurons-Wendats <strong>of</strong> Wandake and <strong>the</strong> Québec government have reached agreementover <strong>the</strong> management and control <strong>of</strong> <strong>the</strong> Tourille sector <strong>of</strong> <strong>the</strong> Laurentideswildlife reserve. The agreement gives <strong>the</strong> Hurons-Wendats greater control over <strong>the</strong>natural resources <strong>in</strong> <strong>the</strong> area. S<strong>in</strong>ce <strong>the</strong> agreement, <strong>the</strong> group has benefited fromfund<strong>in</strong>g provided by <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> Development Fund <strong>for</strong> various developmentprojects, which have <strong>in</strong>creased tra<strong>in</strong><strong>in</strong>g opportunities and employment. 25• The Kativik Regional Government and <strong>the</strong> Prov<strong>in</strong>ce <strong>of</strong> Québec have reached anagreement that will make $25 million available <strong>for</strong> economic development <strong>in</strong> <strong>the</strong>Kativik region. The money will go towards job creation <strong>for</strong> <strong>the</strong> Inuit and <strong>the</strong>improvement and construction <strong>of</strong> community <strong>in</strong>frastructure. 26• The Micmac <strong>of</strong> Gespeg and <strong>the</strong> Québec government have signed a framework agreementthat will allow <strong>the</strong> Gespeg Micmacs greater self-government and control <strong>of</strong> <strong>the</strong>irown social and economic development. 27• The Micmacs <strong>of</strong> Gesgapegiac and <strong>the</strong> Québec government have signed a Statement <strong>of</strong>Understand<strong>in</strong>g and Mutual Respect and a Framework Agreement. The latter outl<strong>in</strong>es<strong>the</strong> general frameworks with<strong>in</strong> which agreements will be reached. The <strong>in</strong>itial phase<strong>in</strong>volves <strong>the</strong> Micmacs <strong>of</strong> Gesgapegiac participat<strong>in</strong>g <strong>in</strong> partnership <strong>in</strong> <strong>the</strong> managementand development <strong>of</strong> <strong>for</strong>est and wildlife resources.
