They can also, as <strong>the</strong> experience <strong>of</strong> <strong>the</strong> Arctic co<strong>operatives</strong>dramatically demonstrates, expand <strong>in</strong> many creative ways <strong>the</strong> range <strong>of</strong> economicand social services <strong>the</strong>y provide <strong>the</strong>ir members. In many Arctic communities, <strong>for</strong> example,co-<strong>operatives</strong> not only operate stores and sell Inuit art: <strong>the</strong>y operate hotels, tourist bus<strong>in</strong>esses,mach<strong>in</strong>ery repair, and post <strong>of</strong>fices—<strong>in</strong> fact, any k<strong>in</strong>d <strong>of</strong> bus<strong>in</strong>ess that is needed <strong>in</strong> <strong>the</strong>community and can be operated effectively.Fourth, <strong>the</strong> basis <strong>in</strong> member and community needs, <strong>the</strong> democratic structures, and <strong>the</strong>deepen<strong>in</strong>g <strong>of</strong> member participation mean that co-<strong>operatives</strong> could become one powerfulresponse to <strong>the</strong> challenge posed by <strong>the</strong> Wahbung statement <strong>of</strong> <strong>the</strong> Manitoba IndianBro<strong>the</strong>rhood <strong>in</strong> <strong>the</strong> late 1960s:A century <strong>of</strong> government adm<strong>in</strong>istration and government and church control and <strong>the</strong>effects <strong>of</strong> liv<strong>in</strong>g <strong>in</strong> an atmosphere <strong>of</strong> state dependency, where virtually all decisionsrelat<strong>in</strong>g to your life and your future are made by o<strong>the</strong>rs will require develop<strong>in</strong>g newmethods <strong>of</strong> response and community <strong>in</strong>volvement. 12Fifth, co-<strong>operatives</strong> stress <strong>the</strong> importance <strong>of</strong> autonomy from politics and private enterprise, andthat autonomy is <strong>of</strong>ten a key to <strong>the</strong>ir success. For example, one <strong>of</strong> <strong>the</strong> reasons that <strong>the</strong> Arcticco-<strong>operatives</strong> became so successful was that <strong>the</strong>y distanced <strong>the</strong>mselves from politics andworked out effective relationships with governments. The Suitability <strong>of</strong> <strong>the</strong> <strong>Co</strong>-op ModelThe co-op model con<strong>for</strong>ms with <strong>the</strong> priorities <strong>for</strong> economic developmentidentified by <strong>the</strong> Royal <strong>Co</strong>mmission on <strong>Aborig<strong>in</strong>al</strong> Peoples.• it makes room “so that <strong>Aborig<strong>in</strong>al</strong> people can develop <strong>the</strong>ir own solutions”;• it respects “<strong>the</strong> collectivity <strong>in</strong> <strong>Aborig<strong>in</strong>al</strong> society”;• it recognizes that “<strong>the</strong> economic development <strong>of</strong> any community is aprocess—a complicated and difficult one”; and• it locates “authority and resources to support economic development <strong>in</strong> <strong>the</strong>hands <strong>of</strong> appropriate <strong>Aborig<strong>in</strong>al</strong> <strong>in</strong>stitutions at <strong>the</strong> level <strong>of</strong> <strong>the</strong> nation andcommunity.”“Economic Development,” RCAP, chapter five, p. 3.12 Frank Cassidy and Robert Bish, Indian Government: Its Mean<strong>in</strong>g <strong>in</strong> Practice (Lantzville, BC: Oolichan Booksand The Institute <strong>for</strong> Research on Public Policy, 1995), p. 94.~ 25
