~ C A S E S T U D I E Sment positions <strong>in</strong> <strong>the</strong> North. We want more mature people, but a person <strong>in</strong> <strong>the</strong>ir late <strong>for</strong>ties isusually set <strong>in</strong> <strong>the</strong>ir life. They don’t like to move to <strong>the</strong> North, so it is very difficult <strong>for</strong> us t<strong>of</strong><strong>in</strong>d suitable candidates.”These problems <strong>of</strong> high turnover and a f<strong>in</strong>ite skilled labor pool have implications <strong>for</strong> <strong>the</strong> fiveyearplan. The co-op cannot expand or try bus<strong>in</strong>ess opportunities that require a large number <strong>of</strong>employees. It seems to have reached a plateau where it can operate successfully with <strong>the</strong> staffsituation. Several strategies are be<strong>in</strong>g employed to address <strong>the</strong>se staff<strong>in</strong>g problems.Education and tra<strong>in</strong><strong>in</strong>g are promoted among <strong>the</strong> young people and adults <strong>in</strong> <strong>the</strong> community.A greater number <strong>of</strong> skilled people to draw on locally will mean more options <strong>for</strong> fur<strong>the</strong>rdevelopment <strong>of</strong> co-op bus<strong>in</strong>esses. Bill comments,Arctic <strong>Co</strong>llege provides different courses. There are problems, however, because first<strong>of</strong> all, people have to want to go to take upgrad<strong>in</strong>g and o<strong>the</strong>r courses; and second, once<strong>the</strong>y decide to try, <strong>of</strong>ten <strong>the</strong> courses are too hard because <strong>the</strong>y don’t have <strong>the</strong> requiredbackground. For example, to take a good bookkeep<strong>in</strong>g course you need grade 10 ormore. I took two courses but I just couldn’t go through <strong>the</strong> whole th<strong>in</strong>g because it wastough.Older people seem to have a greater desire to upgrade <strong>the</strong>ir education than anumber <strong>of</strong> young people, who drop out <strong>of</strong> school and don’t have <strong>the</strong> skills to get goodpay<strong>in</strong>g jobs. The kids that have graduated from grade 12 and want to go on to collegeor university are now work<strong>in</strong>g <strong>for</strong> <strong>the</strong> government at wages between $11 and $17 anhour. We just can’t af<strong>for</strong>d to pay <strong>the</strong>m that k<strong>in</strong>d <strong>of</strong> money when <strong>the</strong>y come back to <strong>the</strong>community.O<strong>the</strong>r strategies <strong>in</strong>clude <strong>in</strong>creas<strong>in</strong>g salaries and benefits to compete with well-pay<strong>in</strong>g governmentemployment, better staff recognition, and <strong>in</strong>creased staff responsibility. Bill states, “Withbetter pr<strong>of</strong>its, we plan to start pay<strong>in</strong>g better salaries. For reliable and loyal staff, we will try toaccommodate <strong>the</strong>ir requests <strong>for</strong> holidays and sometimes may help pay <strong>the</strong>ir airfare.”Bill describes a new policy. “We are try<strong>in</strong>g to let people know that <strong>the</strong>y are do<strong>in</strong>g a good jobby present<strong>in</strong>g awards at our annual meet<strong>in</strong>g. ACL is encourag<strong>in</strong>g all co-ops to recognize <strong>the</strong>irstaff <strong>in</strong> some manner.”Bill will hire anyone who can handle <strong>the</strong> job. This <strong>in</strong>cludes handicapped people and members<strong>of</strong> <strong>the</strong> same family. All employees are treated equally and are given a chance to work throughany problems. Bill notes, “We try to work out difficulties but we keep that code <strong>in</strong> m<strong>in</strong>d aboutthree times late or three times not to work without a reason are grounds <strong>for</strong> divorce betweenyou and your job.”~ 297
