~ C A S E S T U D I E SBuild<strong>in</strong>g Economic Institutions 2.5.4<strong>Aborig<strong>in</strong>al</strong> nations give high priority to establish<strong>in</strong>g and develop<strong>in</strong>g economic<strong>in</strong>stitutions that• reflect <strong>the</strong> nation's underly<strong>in</strong>g values;• are designed to be accountable to <strong>the</strong> nation; and• are protected from <strong>in</strong>appropriate political <strong>in</strong>terference.The development <strong>of</strong> bus<strong>in</strong>esses on First Nation communities has been negligible over<strong>the</strong> years ma<strong>in</strong>ly because access to capital has been <strong>the</strong> major drawback. But over timeit is bus<strong>in</strong>ess which must carry <strong>the</strong> day as far as employment and <strong>in</strong>come goes. Evento eventually enjoy political autonomy, <strong>the</strong> First Nations must generate <strong>the</strong>ir ownrevenue. They can do this by levy<strong>in</strong>g user fees, license fees and where a bus<strong>in</strong>esssignificantly benefits from a First Nation right, political contributions will have tobe required from those bus<strong>in</strong>esses. If <strong>the</strong>re are no bus<strong>in</strong>esses from which to drawunrestricted revenue <strong>the</strong>n <strong>the</strong> idea <strong>of</strong> political autonomy has to cont<strong>in</strong>ue be<strong>in</strong>g a dreamwe just talk about. Massive social assistance and employment with <strong>the</strong> Band Officefrom <strong>the</strong> escalat<strong>in</strong>g social assistance is not <strong>the</strong> answer. O<strong>the</strong>rwise we cont<strong>in</strong>ue to beadm<strong>in</strong>istrators <strong>of</strong> our own poverty.With<strong>in</strong> <strong>the</strong> context <strong>of</strong> <strong>the</strong> general situation above described, ANCU must play its role andrealize <strong>the</strong> importance <strong>of</strong> that role.Put Your Money Where Your Nation IsTo what extent First Nation councils and citizens will <strong>in</strong>vest and deposit <strong>the</strong>ir money <strong>in</strong> ANCUis a challenge that will test <strong>the</strong> <strong>of</strong>t-stated rhetoric <strong>of</strong> <strong>the</strong> First Nation leadership. The chiefshave said <strong>the</strong>y need cultural <strong>in</strong>stitutions, educational <strong>in</strong>stitutions, and <strong>of</strong> course, a f<strong>in</strong>ancial<strong>in</strong>stitution. These and o<strong>the</strong>r key <strong>in</strong>stitutions have been identified as essential to achiev<strong>in</strong>g <strong>the</strong>goals <strong>of</strong> more self-reliance, more <strong>in</strong>dependence, more self-government. All <strong>of</strong> <strong>the</strong> o<strong>the</strong>r<strong>in</strong>stitutions relied on by <strong>the</strong> First Nations are government funded. ANCU will be <strong>the</strong> first thatis not. The orig<strong>in</strong>al call <strong>for</strong> support <strong>of</strong> ANCU clearly stated what First Nations and <strong>the</strong>ircitizens have to do:We have to use our own money to <strong>in</strong>vest and start it up. We need to deposit our ownsav<strong>in</strong>gs <strong>in</strong> <strong>the</strong> credit union so it can cont<strong>in</strong>ue operat<strong>in</strong>g. We need to borrow moneyfrom our own credit union so it can make a pr<strong>of</strong>it.This is what is meant by <strong>the</strong> Anish<strong>in</strong>abek Nation Credit Union slogan “Put Your MoneyWhere Your Nation Is.”~ 329
