<strong>Aborig<strong>in</strong>al</strong> ownership. S<strong>in</strong>ce owners <strong>of</strong> a co-op are <strong>the</strong> members, this def<strong>in</strong>ition means 50%+1<strong>Aborig<strong>in</strong>al</strong> members. Ano<strong>the</strong>r def<strong>in</strong>ition focused on <strong>the</strong> community: if <strong>the</strong> co-op serves an<strong>Aborig<strong>in</strong>al</strong> community, that co-op could be labeled an <strong>Aborig<strong>in</strong>al</strong> co-op. There was however nospecification as to <strong>the</strong> level <strong>of</strong> <strong>in</strong>volvement <strong>in</strong> <strong>the</strong> community. A third def<strong>in</strong>ition put <strong>for</strong>ward <strong>the</strong>power <strong>of</strong> <strong>the</strong> decision process. If management is primarily <strong>of</strong> native orig<strong>in</strong>, <strong>the</strong>n <strong>the</strong> co-op couldbe termed <strong>Aborig<strong>in</strong>al</strong>. Here also, <strong>the</strong>re was no consensus as to <strong>the</strong> level <strong>of</strong> management or <strong>the</strong>proportion <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> managers.ABC’s def<strong>in</strong>ition that focuses on ownership seemed adequate s<strong>in</strong>ce it is more precise than <strong>the</strong>o<strong>the</strong>r two. But it was impossible to implement because <strong>the</strong> Secretariat does not collect<strong>in</strong><strong>for</strong>mation on <strong>the</strong> ethnic orig<strong>in</strong> <strong>of</strong> <strong>the</strong> members. Instead, <strong>the</strong> Secretariat used its broadknowledge <strong>of</strong> <strong>the</strong> co-op sector to select <strong>Aborig<strong>in</strong>al</strong> co-ops. The selection was based on <strong>the</strong><strong>Aborig<strong>in</strong>al</strong> location <strong>of</strong> <strong>the</strong> co-op. S<strong>in</strong>ce <strong>Aborig<strong>in</strong>al</strong> co-ops are generally used by <strong>the</strong> members <strong>of</strong><strong>the</strong> community, <strong>the</strong> def<strong>in</strong>ition is community oriented. No proportion numbers (e.g. <strong>the</strong>percentage <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> people <strong>in</strong> <strong>the</strong> community that are us<strong>in</strong>g <strong>the</strong> co-op) were taken <strong>in</strong>toaccount <strong>in</strong> this def<strong>in</strong>ition, that could <strong>the</strong>re<strong>for</strong>e be described as ad hoc. To re<strong>in</strong><strong>for</strong>ce <strong>the</strong> selectionmethod, <strong>the</strong> Secretariat sent <strong>the</strong> list <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> co-ops to <strong>the</strong> appropriate prov<strong>in</strong>cial authorities<strong>for</strong> verification. There were very few corrections to <strong>the</strong> list and <strong>the</strong> Secretariat was able toproceed.66
