2009-2010 ACADEMIC YEAR JEAN MONNET SCHOLARSHIPSCall for Proposals published by the CFCU on 26 January 2009with the deadline of 11 March 2009FREQUENTLY ASKED QUESTIONS AND ANSWERSNote: Answers to many of the questions received concerning this Programmecan be found in the Scholarship Announcement.Question 1 Can applicants who have taken the foreign language proficiency testbefore the application deadline apply for a scholarship conditionally bysubmitting the test result at a later date?Answer 1No. Foreign language proficiency test results are essential <strong>document</strong>s forthe application process and must be submitted with all other <strong>document</strong>sbefore the application deadline.Question 2 Can applicants submit foreign language proficiency test results which arecurrently valid but which will become invalid by 1 September 2009?Answer 2No. Foreign language proficiency test results submitted with the applicationmust be valid until 1 September 2009.Question 3 Can applicants submit photocopies of the foreign language proficiency testresults on condition that the originals are submitted at a later date?Answer 3No. Foreign language proficiency test results need to be originals or Notarycertified copies.Question 4 Can applicants submit internet printout of the foreign language proficiencytest result?Answer 4Yes. Applicants may apply with the internet printout on condition that theoriginal <strong>document</strong> is submitted at a later date.Question 5 Can ETS mail TOEFL IBT results directly to the Jean Monnet Office?Answer 5Yes. However, as emphasised in the announcement, any postal delays orlosses fall within the responsibility of the applicant; the <strong>document</strong> mustreach the Jean Monnet Office before the application deadline.

Question 6 There are different TOEFL exams; does the Jean Monnet ScholarshipProgramme require the internationally recognised version or are Turkeyversions also acceptable?Answer 6Only internationally recognised TOEFL results are accepted for JeanMonnet Scholarship applications.Question 7 Does the IELTS condition of 6.5 refer to the overall band score or allscores?Answer 7The minimum 6.5 score is an overall band score requirement.Question 8 Is the E-TEF exam organised in some centres abroad by the ParisChamber of Industry and Trade acceptable?Answer 8No. Only the foreign language proficiency test results listed in theannouncement are acceptable.Question 9 Are the “ZDK” or the “ÖSD” certificates issued by the Goethe Institut inAnkara acceptable?Answer 9No. Only the foreign language proficiency test results listed in theannouncement are acceptable.Question 10 Are language proficiency <strong>document</strong>s obtained from highschool/universityor KPDS/ÜDS/TOEIC certificates acceptable?Answer 10No. Language proficiency <strong>document</strong>s other than those specified in theannouncement (such as KPDS, ÜDS, TOEIC, competency referenceletters, language training certificates, diplomas, etc) are not accepted..Question 11 Is it sufficient to take the language test organised by you, or is a languageproficiency certificate required?Answer 11In the scope of Jean Monnet Scholarship Programme there is not any“language test” and one of the foreign language proficiency <strong>document</strong>sstated in the announcement is an essential <strong>document</strong> for applying. Asstated in the announcement, candidates who meet the eligibility criteria willtake written and oral exams in the language and about the study field thatthey have selected at the application stage.Question 12 Can applicants applying in Spanish language submit any one of the DELE-1, DELE-2 or DELE-3 level certificates?

Answer 12DELE tests are taken at four levels, Starter, Inicial/Beginner,Intermedio/Intermediate and Superior/Proficiency. Intermedio/Intermediateor Superior/Proficiency level certificates are required for the Jean MonetScholarship.Question 13 Is it possible to select two foreign languages?Answer 13No. Applicants must select any one of the EU official languages.Question 14 Will originals of the language certificates be returned aftersuccessful/unsuccessful candidates are announced?Answer 14Yes. Original language certificates submitted at the application stage maybe returned to applicants based on individual request and a signeddeclaration of receipt of the original <strong>document</strong>. Notary certified copies oflanguage certificates are also acceptable for application.Question 15 Are foreign language proficiency certificates obtained abroad acceptable?Answer 15Yes. Foreign language proficiency certificates listed in the announcementare internationally recognised and applicants may submit certificatesobtained abroad.Question 16 Considering that I am currently registered as a research assistant inFrance, do I have to apply only to French Cultural Institutes in Turkey toobtain a language proficiency certificate?Answer 16No. Foreign language proficiency certificates listed in the announcementare internationally recognised and applicants may submit certificatesobtained abroad. However, as stated in the announcement those currentlypursuing an undergraduate or postgraduate study abroad are not eligibleto apply.Question 17 What is the validity period of IELTS test results?Answer 17IELTS test results are valid for two years.Question 18 Does being educated at a fully foreign language medium university inTurkey or abroad exempt candidates from providing foreign languageproficiency certificate?Answer 18No. Current or previous work or study abroad or being educated at a fullyforeign language medium university in Turkey will not exempt candidatesfrom providing foreign language proficiency certificate. All candidates mustprovide language proficiency certificates during the application process.

Question 19 Is the general or academic module of IELTS tests acceptable?Answer 19The academic module is acceptable.Question 20 What level of proficiency is required for Sprachdiplom in Germanlanguage?Answer 20"Kleine" or "Große Deutsche Sprachdiplom" by Goethe Institut is requiredfor German.Question 21 Can applicants select Bulgarian or Russian as a foreign language whenapplying? Which language proficiency certificates are required in theselanguages?Answer 21Applicants may select any one of the EU official languages but Russian isnot one of them. Applicants selecting Bulgarian must provide the languageproficiency <strong>document</strong> required for postgraduate study in Bulgaria afterconsulting the related Embassy.Question 22 Is Turkish an EU official language? Can the exams be taken in Turkishlanguage?Answer 22No. Turkish is not an EU official language, applicants may not selectTurkish and exams may not be taken in Turkish language.Question 23 I have a Sprachdiplom, however, my date of birth is mis-printed. TheGerman Ministry of Culture is sending a corrected copy, however, this maynot reach me before 11 March. In this case would it be acceptable if Isubmit the copy with the mis-print of my date of birth on condition that Isubmit the corrected copy when it is received?Answer 23Yes. You may submit the existing copy on condition that you present thecorrected copy at a later date.Question 24 The minimum GPA requirement is stated as 75 in the 100 points markingsystem and 2.5 in the 4 points marking system in the web announcement.However, in some schools 2.5 over 4 corresponds to 60 over 100. Whichsystem will the evaluation be based on?Answer 24Minimum 75 is required from universities using the 100 marking systemand 2.5 GPA is required from universities using the 4 marking system.Question 25 Is the 36 months work experience condition calculated as at the date thescholarship starts or as at the date of application?

Answer 25Applicants are required to have minimum 36 months of the mentionedwork experience by the applications deadline which is 11 March 2009.Question 26 Is it possible to submit an application supported by the required minimumundergraduate GPA instead of the 36 months work experience?Answer 26Yes. As stated in the announcement, Candidates should have either aminimum undergraduate GPA of 2.5 over 4.00, 75 over 100, or at least 36months work experience relevant to the specific study field they haveselected and applied for. Therefore, applicants who meet the minimumGPA criteria do not have to meet the 36 months work experience criteria.Applicants are expected to meet either the required minimum GPA criteriaor the work experience criteria.Question 27 In cases where <strong>document</strong>s such as the Diploma / Graduation Certificate,Transcript, Consent Letter / Employment Document are originally inTurkish, is it necessary to have them translated to the proposed languageof study?Answer 27No. It is sufficient to submit the listed <strong>document</strong>s in Turkish at theapplication stage. However, scholars may be requested to provide notarycertified translated copies of submitted <strong>document</strong>s for placementpurposes.Question 28 From which authority should the official <strong>document</strong> demonstrating 36months work experience be obtained?Answer 28The <strong>document</strong> relating to 36 months of work experience relevant to theselected study field should be obtained from the institution or institutionsworked for.Question 29 Originals or Notary certified copies of diploma and transcripts is requested;would it be acceptable if they are certified by the institution we areemployed or the university graduated from?Answer 29No. Only originals or Notary certified copies of the requested <strong>document</strong>sare acceptable.Question 30 For private sector candidates, is it necessary for the EmploymentDocument to state the individual’s social insurance number?Answer 30No. The Employment Document is to demonstrate that the applicant iscurrently employed.

Question 31 Is it necessary to submit the company’s list of authorized signatures,registration <strong>document</strong> to the relevant chamber or tax-plate with theEmployment Document?Answer 31No. Unless the applicant is the owner of the company it is not necessary tosubmit the company’s List of Signatories, registration <strong>document</strong> to therelevant Chamber or tax-plate; the Employment Document would besufficient.Question 32 Would it present an obstacle in qualifying for a scholarship if an applicantwho provides an Employment Document from the current employerchanges employment after the application date?Answer 32No. Changes in employment after the date of application does not presentan obstacle in qualifying for a scholarship, however, such changes shouldbe immediately notified to the Jean Monnet Placement Agency.Question 33 Is the correspondence from the State Personnel Presidency needed inorder for applicants of the public sector to obtain a Consent Letter?Answer 33No. There is no correspondence carried out by the State PersonnelPresidency at the application stage. The Consent Letter required fromapplicants of the public sector is to demonstrate that the Jean MonnetScholarship application made by the individual is known by the employerinstitution. Correspondence by the State Personnel Presidency regardingthe posting of scholars from the public sector is carried out only afterwinners of scholarships are announced.Question 34 If we are working abroad, can we apply with an Employment Documentissued by the subject organisation?Answer 34No. Only Turkish citizens who are currently working in the publicinstitutions, private organisations and universities in Turkey or whoseheadquarters are in Turkey may apply for a Jean Monnet Scholarship.Question 35 Being a candidate working as an architect/lawyer in the private sector;would it be sufficient if I provide a <strong>document</strong> demonstrating that I amregistered to the Chamber of Architects / the Barr Association?Answer 35No. Private sector applicants are required to submit an EmploymentDocument demonstrating that they are currently employed.Question 36 As the Employment Document requirement of the Jean MonnetScholarship, would it be sufficient to provide the payroll for January 2009?

Answer 36Yes. Private sector candidates are required to submit an EmploymentDocument to demonstrate that they are currently employed and theJanuary 2009 payroll would meet this requirement.Question 37 Do we have to send copies of certificates we have obtained or referenceletters from our professors?Answer 37Documents other than those listed as required <strong>document</strong>s in theannouncements will not be taken into consideration during the evaluationprocess.Question 38 Would transcripts suffice in cases where applicants can not submit aDiploma?Answer 38No. Graduate applicants who do not have a Diploma may only apply if theycan submit a Graduation Certificate. Only applicants who have not yetgraduated are not required to submit a diploma. Graduate applicants whodo not submit their diploma or graduation certificate will not be eligible.Question 39 I am a PhD student, however, I have over 36 months of work experienceas well. Do I need to submit <strong>document</strong>s relating to my work experience?Answer 39Required <strong>document</strong>s vary depending on the sector applied from and theapplication criteria. The specific <strong>document</strong>s are listed in detail under the“<strong>document</strong>s required for application” section of the announcement.Applicants are required to either meet the minimum undergraduate GPArequirement or at least 36 months work experience relevant to the specificstudy field selected. Therefore if you meet the minimum undergraduateGPA requirement and if you are applying based on the GPA criteria you donot need to submit evidence of at least 36 months work experience.Question 40 I have undergraduate and postgraduate study graduation <strong>document</strong>s and Iam currently registered as a PhD student. Would it be sufficient to send mycurrent student <strong>document</strong>s? Do I also need to send my undergraduate andpostgraduate <strong>document</strong>s as well?Answer 40No. As stated in the announcement, diploma / graduation certificate is arequirement for all graduate applicants whereas submitting transcripts is arequirement for all applicants.Question 41 Does the Consent Letter have a standard format? What should the contentbe and who should issue the letter?Answer 41No. The Consent Letter required from public sector applicants does nothave a standard format; it is the official letter issued by the employmentdepartment or from the personnel and administration department

demonstrating that the Jean Monnet Scholarship application made by theindividual is known by the institution.Question 42 Can those who are currently on law internship apply for a scholarship?Answer 42No. As stated in the announcement applications from individuals oninternships and candidate civil servants will be considered as personalapplications and will not be accepted.Question 43 Is it sufficient to state which of the listed study fields we have selectedwhen completing the application form? Or should we be more specific bystating which subject or subjects we wish to pursue within this filed ofstudy?Answer 43When completing the form you should write one of the announced studyfield in the “field of study" section. You should not write a specific subjectunder the selected study field.Question 44 Can the application form be completed in Turkish?Answer 44No. The application form should not be completed in Turkish; it should becompleted in any one of the EU official languages.Question 45 Should we complete the English form or the Turkish form?Answer 45You should complete the English form; the Turkish form is for referencepurposes for applicants who are not applying in English language.Question 46 The application form is in pdf format on the web site; is there one in wordformat as well? Can we complete the form manually?Answer 46 The application form can be found in word format on thewww.jeanmonnet.org.tr website. There is no objection to your completingthe form manually if you wish.Question 47 For which EU member state universities is the Jean Monnet Scholarshipapplicable, for example is it applicable for universities in Britain?Answer 47Jean Monnet Scholarships are applicable for all EU member states.Therefore universities in Britain are included.Question 48 Is it necessary to apply to universities in parallel to the scholarshipapplication? Is obtaining an acceptance letter a requirement for thescholarship application?

Answer 48Applicants are expected to obtain acceptances to programmes related totheir selected study fields during the application and exam stage, however,this is not a requirement for scholarship application. .Question 49 Is there any restriction or criteria for universities to be selected? Is there auniversities or programmes list available?Answer 49The reputation of the selected institutions is an important aspect of theJean Monnet Scholarship Programme. Furthermore the selectedprogrammes should be relevant to the study field and the EU officiallanguage stated by the applicant on the application form. However, theScholarship Programme does not have a special list directing candidatesto specific universities or programmes. Candidates may apply to anyprogramme they wish within the general framework defined herein andwhere needed they may receive information on universities andprogrammes from the Jean Monnet Placement Agency.Question 50 Can winners of a Jean Monnet Scholarship go to any programme theywish; is assistance offered in this respect?Answer 50The programmes selected by the winner of a Jean Monnet Scholarshipshould be relevant to the study field and the EU official language stated bythe applicant on the application form and the Jean Monnet PlacementAgency assist scholars in this respect. However, the Jean Monnet JointCommittee reserves the right of final decision in placements in order toguarantee compatibility of the programmes with the study fields and toensure equal distribution of scholarships within the European Unionmember states.Question 51 Within the Jean Monnet Scholarship Programme should candidates sendindividual applications to EU member state educational institutes? Whenshould these applications be made?Answer 51Yes. If you are interested in applying for a Jean Monnet Scholarship youare advised to place individual applications as soon as possible based onthe application dates of the universities.Question 52 Can those who are currently on military service as officers apply from thepublic sector considering that they are working for the Armed Forces?Answer 52No. Those who are currently on military service serving as soldiers orofficers may not apply from the public sector.Question 53 Do male applicants have to submit an official <strong>document</strong> demonstrating thatthey have either completed or suspended their military service?

Answer 53No. However, as stated in the announcement, male applicants areexpected to have either completed or suspended their military service. Thescholarship can not be postponed due to military service obligation. Insuch cases, the scholarship will be cancelled.Question 54 Are Turkish citizens who are currently studying at Yakındoğu or LefkeAvrupa universities in Turkish Republic of Northern Cyprus eligible to applyfor a scholarship?Answer 54Yes. Those who are currently studying at Turkish Republic of NorthernCyprus universities may apply for a scholarship on condition that they areTurkish citizens.Question 55 Does the difference in surname print on the school <strong>document</strong>s of a foreignborn Turkish citizen with dual nationality restrict them from applying for ascholarship?Answer 55No. Foreign born Turkish citizens with dual nationality may apply for ascholarship as long as they use their Turkish nationality when applying andon condition that they can officially demonstrate the reason for thedifference.Question 56 Which sector would be applicable for those who are both students andworking in the public or private sector at the same time?Answer 56Applicants who are eligible to apply from either one of the two sectors willthemselves decide on the sector to be selected. However, it is importantthat all of the required <strong>document</strong>s of the selected sector are submitted withthe application.Question 57 Should candidates from Agriculture Credit Cooperations, ExportersUnions, Chambers of Commerce and Industry, Chambers of Craftsmenand Artisans and Turkish Telecom apply from the public or private sector?Answer 57Agriculture Credit Cooperations, Chambers of Commerce and Industry,Chambers of Craftsmen and Artisans and Turkish Telecom candidatesshould apply from the private sector and candidates from Exporters Unionsshould apply from the public sector. Applicants should determine whichsector applies based on the legal status of the organisation they work forand based on the employment position they hold, and required <strong>document</strong>sshould be submitted accordingly.Question 58 Can those who are currently (for the 2008-2009 term) attending one yearpostgraduate programmes at Institutes or Centres of a university applyfrom the university sector?

Answer 58This depends on the nature of the postgraduate course; the universitysector is applicable only if the study pursued is an academic degreecourse (such as a Masters degree or a PhD degree)Question 59 Does having pursued study in an EU member state on another EUprogramme present a credit for a Jean Monnet Scholarship?Answer 59No. Having pursued study in an EU member state on another EUprogramme does not present a credit for a Jean Monnet Scholarship.Question 60 Is a Jean Monnet Scholarship sufficient to cover all expenses?Answer 60The scholarship allowances are determined annually by the Jean MonnetJoint Committee with advice from authorities of the member states aimingto cover minimum living expenses in the host country. In this respect, thescholarship allowance includes tuition fees, travel expenses,accommodation, books, meals, transport costs, bank transfer costs,exchange variations for member states outside the Eurozone, visa fees,health, registration with local authorities, health insurance, any taxliabilities and all similar expenses.Question 61 Do the scholarships have a maximum limit for the tuition fees of theselected programme, if so how much approximately is this rate?Answer 61The maximum tuition fee is determined by the Jean Monnet JointCommittee at the stage of scholarship grant calculations.Question 62 Can 2008 graduates who are currently unemployed apply for ascholarship?Answer 62No. As stated in the announcement, applications from individuals who arenot from either of the listed groups will be considered as personalapplications and will not be accepted.Question 63 Are we obliged to return to Turkey upon completion of the studyprogramme?Answer 63Scholars are expected to return to Turkey and to provide services inrelated fields upon completion of their studies.Question 64 Can current MBA students apply? Is it possible to study for an MBA withinthe framework of the Jean Monnet Scholarship Programme?

Answer 64No, it is not possible to study for an MBA within the framework of the JeanMonnet Scholarship Programme. However, those who are currentlyregistered for a postgraduate study (including MBA) in Turkey can applyfor a Jean Monnet Scholarship.Question 65 Would a candidate be eligible to apply again this year if his/her applicationwas unsuccessful last year, if he/she was unable to take the written/oralexam or if he/she was unable to take up the scholarship because of notbeing able to obtain an acceptance for his/her preferred programme?Answer 65Yes. There are no such restrictions; only those who were formerly awardeda Jean Monnet Scholarship can not apply.Question 66 Is Jean Monnet Scholarship refundable?Answer 66No. Jean Monnet Scholarship is a blank scholarship.Question 67 Is a long term public sector employee who is currently on leave without payeligible to apply for a scholarship?Answer 67Yes. Those who have a position at a public sector institution but who arecurrently using their unpaid leave entitlement may apply for a scholarship.Question 68 Do public sector employee who win a scholarship continue to receivemonthly salary during the scholarship period?Answer 68The method of posting for scholars from the public sector is within theauthority of the institution they are employed.Question 69 Interview dates are stated to be on 18-29 May 2009. Is it possible topostpone the interview date if a public sector employee is required to beabroad or in another region on official duty during those dates?Answer 69The exam dates stated in the announcement are the prescribed dates andthese dates are not likely to change unless there is an unforeseenobligation to do so. Definite exam dates will be announced on the sameweb sites prior to the exams in a separate announcement.Question 70 I wish to apply for a scholarship to follow research in connection with mydissertation; how is the duration of my research determined?Answer 70Scholarships are for periods of minimum 3 (three), maximum 12 (twelve)months. It is up to the applicant and the structure of the selected

programme to determine the duration of the research on condition that theend date does not run over 31 October 2010.Question 71 Are short term certificate programmes supported within the scholarshipprogramme?Answer 71Yes. The Jean Monnet Scholarship Programme supports short termcertificate programmes on condition that it is for a period of minimum 3(three), maximum 12 (twelve) months.Question 72 Is it possible to change a one year programme applied for to a short termprogramme due to various reasons such as work, health etc?Answer 72No. It is not possible to change the course of study or the duration of studyafter the winner of a scholarship is placed on a relevant programme.Question 73 Is there any difference between the scholarship grant given to public sectorscholars and other sectors?Answer 73No. There are no varied practices based on sectors.Question 74 Do the study fields selected by the candidates have to be related to theirpast work experience and/or their graduate studies?Answer 74No. Candidates who meet the required criteria may apply in any one of thelisted study fields. However, candidates who do not meet the minimumundergraduate GPA requirement and who wish to apply based on the 36months work experience criteria need to demonstrate that the 36 monthswork experience is relevant to the specific study field they have selectedand applied for.Question 75 How is the relevancy of the study field to be selected in accordance with36 months work experience determined?Answer 75It is up to the applicant to determine which of the listed study fields isrelevant to the applicant’s existing work experiences and all applicants areresponsible for submitting the <strong>document</strong>s to demonstrate that they meetthe required conditions for applying.Question 76 One of the EU acquis chapters "Information Society and Media" is notincluded in the study fields listed in the announcement. Accordingly whichstudy field should Information Society and Media candidates apply for?

Answer 76The EU Acquis chapter called "Information Society and Media" is aboutthe telecommunication policy of the EU and within the framework of thescholarship programme applicants are encouraged to study in this area.However, the phrase "Information Society and Media" has been misleadingfor candidates and has directed them to pursue study such as Media orCommunication Studies. Therefore the heading "TelecommunicationPolicy" has been listed to avoid the misunderstanding on the content of thissubject area.Question 77 What should the earliest start date and the latest end date of short termprogrammes for 3 to 6 months be?Answer 77It is up to the applicant to select the programme duration on condition thatit does not run over 31 October 2010.Question 78 What does the condition of "minimum 3 years (36 months) workexperience relevant to the selected study field" cover?Answer 78The phrase "work experience" in this condition covers the servicesrendered professionally, in return for a wage, within the context of a socialsecurity network. Furthermore, the mentioned work experience needs tobe related directly to the selected study field. Any work experience which isnot relevant to the selected subject field will not be taken into considerationin calculation of the 3 years work experience.Question 79 Are 3 month short term programmes attended at related publicorganisations in the EU or at universities?Answer 79All study within the scholarship context must be pursued at educational orresearch institutes in EU member states as a student. The Jean MonnetScholarship Programme does not cover programmes at public or privateorganisations which require a work visa.Question 80 Are there quotas for study fields?Answer 80No. There are no quotas for study fields.Question 81 Who determines the university, state or city which the scholar will go to?Do scholars have a right to choose?Answer 81The scholar determines the preferred university, state, city andprogramme, however, the Jean Monnet Joint Committee reserves the rightof final decision in placements in order to guarantee compatibility of theprogrammes with the study fields and to ensure equal distribution ofscholarships within the European Union member states.

Question 82 How is the relevancy of the proposed programme to the scholar’s selectedstudy field determined? Does an irrelevant programme disqualify ascholar?Answer 82Selecting a study field is the sole responsibility of the applicant. It is theapplicant’s responsibility to determine the study field relevant to theprogramme they wish to pursue. The selected study fields must be one ofthe EU Acquis chapters listed in the announcement. Moreover, the writtenand oral exams may aim to test the candidate’s knowledge in his/herselected study field. Therefore it is advisable to concentrate on the contentof the study field to be selected.Question 83 Some of the study fields are very specific and it is not always possible tofind programmes under the same heading. In such cases is it possible toattend programmes with a relevant course or courses?Answer 83It is the applicant’s responsibility to decide on which study field to select. Itis not necessary for the proposed programme to have exactly the sametitle as the study field. The relevancy of the proposed programme to theselected study field is determined based on the nature of the selectedstudy field and on the course content within the proposed programme.Question 84 Are there any limitations on dissertation topics? Is there any flexibility onchanges to be made later on the dissertation topic proposed under theselected study field?Answer 84Study programmes and dissertation topics within the Jean MonnetScholarship Programme must be related to the EU Acquis chapters listedin the announcement. Scholars may not change the study field they selectafter the application stage.Question 85 How long should graduates of Translation and Interpretation, Language(Linguistics) and Literature Departments be working in one of the studyfields listed in order to be eligible?Answer 85Graduates of Translation and Interpretation, Language (Linguistics) andLiterature Departments should have minimum 36 months work experiencein one of the listed study fields in this year’s announcement.Question 86 Can Engineering graduates, in particular Agricultural Engineers, apply for aJean Monnet Scholarship?Answer 86Yes.
