Asstated in the announcement, candidates who meet the eligibility criteria willtake written and oral exams in the language and about the study field thatthey have selected at the applicati<strong>on</strong> stage.Questi<strong>on</strong> 12 Can applicants applying in Spanish language submit any <strong>on</strong>e of the DELE-1, DELE-2 or DELE-3 level certificates?
Answer 12DELE tests are taken at four levels, Starter, Inicial/Beginner,Intermedio/Intermediate and Superior/Proficiency. Intermedio/Intermediateor Superior/Proficiency level certificates are required for the Jean M<strong>on</strong>etScholarship.Questi<strong>on</strong> 13 Is it possible to select two foreign languages?Answer 13No. Applicants must select any <strong>on</strong>e of the EU official languages.Questi<strong>on</strong> 14 Will originals of the language certificates be returned aftersuccessful/unsuccessful candidates are announced?Answer 14Yes. Original language certificates submitted at the applicati<strong>on</strong> stage maybe returned to applicants based <strong>on</strong> individual request and a signeddeclarati<strong>on</strong> of receipt of the original <str<strong>on</strong>g>document</str<strong>on</strong>g>. Notary certified copies oflanguage certificates are also acceptable for applicati<strong>on</strong>.Questi<strong>on</strong> 15 Are foreign language proficiency certificates obtained abroad acceptable?Answer 15Yes. Foreign language proficiency certificates listed in the announcementare internati<strong>on</strong>ally recognised and applicants may submit certificatesobtained abroad.Questi<strong>on</strong> 16 C<strong>on</strong>sidering that I am currently registered as a research assistant inFrance, do I have to apply <strong>on</strong>ly to French Cultural Institutes in <strong>Turkey</strong> toobtain a language proficiency certificate?Answer 16No. Foreign language proficiency certificates listed in the announcementare internati<strong>on</strong>ally recognised and applicants may submit certificatesobtained abroad. However, as stated in the announcement those currentlypursuing an undergraduate or postgraduate study abroad are not eligibleto apply.Questi<strong>on</strong> 17 What is the validity period of IELTS test results?Answer 17IELTS test results are valid for two years.Questi<strong>on</strong> 18 Does being educated at a fully foreign language medium university in<strong>Turkey</strong> or abroad exempt candidates from providing foreign languageproficiency certificate?Answer 18No. Current or previous work or study abroad or being educated at a fullyforeign language medium university in <strong>Turkey</strong> will not exempt candidatesfrom providing foreign language proficiency certificate. All candidates mustprovide language proficiency certificates during the applicati<strong>on</strong> process.
Questi<strong>on</strong> 19 Is the general or academic module of IELTS tests acceptable?Answer 19The academic module is acceptable.Questi<strong>on</strong> 20 What level of proficiency is required for Sprachdiplom in Germanlanguage?Answer 20"Kleine" or "Große Deutsche Sprachdiplom" by Goethe Institut is requiredfor German.Questi<strong>on</strong> 21 Can applicants select Bulgarian or Russian as a foreign language whenapplying? Can the exams be taken in Turkishlanguage?Answer 22No. Turkish is not an EU official language, applicants may not selectTurkish and exams may not be taken in Turkish language.Questi<strong>on</strong> 23 I have a Sprachdiplom, however, my date of birth is mis-printed. TheGerman Ministry of Culture is sending a corrected copy, however, <strong>this</strong> maynot reach me before 11 March. In <strong>this</strong> case would it be acceptable if Isubmit the copy with the mis-print of my date of birth <strong>on</strong> c<strong>on</strong>diti<strong>on</strong> that Isubmit the corrected copy when it is received?Answer 23Yes. You may submit the existing copy <strong>on</strong> c<strong>on</strong>diti<strong>on</strong> that you present thecorrected copy at a later date.Questi<strong>on</strong> 24 The minimum GPA requirement is stated as 75 in the 100 points markingsystem and 2.5 in the 4 points marking system in the web announcement.However, in some schools 2.5 over 4 corresp<strong>on</strong>ds to 60 over 100. Whichsystem will the evaluati<strong>on</strong> be based <strong>on</strong>?Answer 24Minimum 75 is required from universities using the 100 marking systemand 2.5 GPA is required from universities using the 4 marking system.Questi<strong>on</strong> 25 Is the 36 m<strong>on</strong>ths work experience c<strong>on</strong>diti<strong>on</strong> calculated as at the date thescholarship starts or as at the date of applicati<strong>on</strong>?
Answer 25Applicants are required to have minimum 36 m<strong>on</strong>ths of the menti<strong>on</strong>edwork experience by the applicati<strong>on</strong>s deadline which is 11 March 2009.Questi<strong>on</strong> 26 Is it possible to submit an applicati<strong>on</strong> supported by the required minimumundergraduate GPA instead of the 36 m<strong>on</strong>ths work experience?Answer 26Yes. As stated in the announcement, Candidates should have either aminimum undergraduate GPA of 2.5 over 4.00, 75 over 100, or at least 36m<strong>on</strong>ths work experience relevant to the specific study field they haveselected and applied for. Therefore, applicants who meet the minimumGPA criteria do not have to meet the 36 m<strong>on</strong>ths work experience criteria.Applicants are expected to meet either the required minimum GPA criteriaor the work experience criteria.Questi<strong>on</strong> 27 In cases where <str<strong>on</strong>g>document</str<strong>on</strong>g>s such as the Diploma / Graduati<strong>on</strong> Certificate,Transcript, C<strong>on</strong>sent Letter / Employment Document are originally inTurkish, is it necessary to have them translated to the proposed languageof study?Answer 27No. It is sufficient to submit the listed <str<strong>on</strong>g>document</str<strong>on</strong>g>s in Turkish at theapplicati<strong>on</strong> stage. However, scholars may be requested to provide notarycertified translated copies of submitted <str<strong>on</strong>g>document</str<strong>on</strong>g>s for placementpurposes.Questi<strong>on</strong> 28 From which authority should the official <str<strong>on</strong>g>document</str<strong>on</strong>g> dem<strong>on</strong>strating 36m<strong>on</strong>ths work experience be obtained?Answer 28The <str<strong>on</strong>g>document</str<strong>on</strong>g> relating to 36 m<strong>on</strong>ths of work experience relevant to theselected study field should be obtained from the instituti<strong>on</strong> or instituti<strong>on</strong>sworked for.Questi<strong>on</strong> 29 Originals or Notary certified copies of diploma and transcripts is requested;would it be acceptable if they are certified by the instituti<strong>on</strong> we areemployed or the university graduated from?Answer 29No. Only originals or Notary certified copies of the requested <str<strong>on</strong>g>document</str<strong>on</strong>g>sare acceptable.Questi<strong>on</strong> 30 For private sector candidates, is it necessary for the EmploymentDocument to state the individual’s social insurance number?Answer 30No. The Employment Document is to dem<strong>on</strong>strate that the applicant iscurrently employed.
Questi<strong>on</strong> 31 Is it necessary to submit the company’s list of authorized signatures,registrati<strong>on</strong> <str<strong>on</strong>g>document</str<strong>on</strong>g> to the relevant chamber or tax-plate with theEmployment Document?Answer 31No. Unless the applicant is the owner of the company it is not necessary tosubmit the company’s List of Signatories, registrati<strong>on</strong> <str<strong>on</strong>g>document</str<strong>on</strong>g> to therelevant Chamber or tax-plate; the Employment Document would besufficient.Questi<strong>on</strong> 32 Would it present an obstacle in qualifying for a scholarship if an applicantwho provides an Employment Document from the current employerchanges employment after the applicati<strong>on</strong> date?Answer 32No. Changes in employment after the date of applicati<strong>on</strong> does not presentan obstacle in qualifying for a scholarship, however, such changes shouldbe immediately notified to the Jean M<strong>on</strong>net Placement Agency.Questi<strong>on</strong> 33 Is the corresp<strong>on</strong>dence from the State Pers<strong>on</strong>nel Presidency needed inorder for applicants of the public sector to obtain a C<strong>on</strong>sent Letter?Answer 33No. There is no corresp<strong>on</strong>dence carried out by the State Pers<strong>on</strong>nelPresidency at the applicati<strong>on</strong> stage. The C<strong>on</strong>sent Letter required fromapplicants of the public sector is to dem<strong>on</strong>strate that the Jean M<strong>on</strong>netScholarship applicati<strong>on</strong> made by the individual is known by the employerinstituti<strong>on</strong>. Corresp<strong>on</strong>dence by the State Pers<strong>on</strong>nel Presidency regardingthe posting of scholars from the public sector is carried out <strong>on</strong>ly afterwinners of scholarships are announced.Questi<strong>on</strong> 34 If we are working abroad, can we apply with an Employment Documentissued by the subject organisati<strong>on</strong>?Answer 34No. Only Turkish citizens who are currently working in the publicinstituti<strong>on</strong>s, private organisati<strong>on</strong>s and universities in <strong>Turkey</strong> or whoseheadquarters are in <strong>Turkey</strong> may apply for a Jean M<strong>on</strong>net Scholarship.Questi<strong>on</strong> 35 Being a candidate working as an architect/lawyer in the private sector;would it be sufficient if I provide a <str<strong>on</strong>g>document</str<strong>on</strong>g> dem<strong>on</strong>strating that I amregistered to the Chamber of Architects / the Barr Associati<strong>on</strong>?Answer 35No. Private sector applicants are required to submit an EmploymentDocument dem<strong>on</strong>strating that they are currently employed.Questi<strong>on</strong> 36 As the Employment Document requirement of the Jean M<strong>on</strong>netScholarship, would it be sufficient to provide the payroll for January 2009?
Answer 36Yes. Private sector candidates are required to submit an EmploymentDocument to dem<strong>on</strong>strate that they are currently employed and theJanuary 2009 payroll would meet <strong>this</strong> requirement.Questi<strong>on</strong> 37 Do we have to send copies of certificates we have obtained or referenceletters from our professors?Answer 37Documents other than those listed as required <str<strong>on</strong>g>document</str<strong>on</strong>g>s in theannouncements will not be taken into c<strong>on</strong>siderati<strong>on</strong> during the evaluati<strong>on</strong>process.Questi<strong>on</strong> 38 Would transcripts suffice in cases where applicants can not submit aDiploma?Answer 38No. Graduate applicants who do not have a Diploma may <strong>on</strong>ly apply if theycan submit a Graduati<strong>on</strong> Certificate. Only applicants who have not yetgraduated are not required to submit a diploma. Graduate applicants whodo not submit their diploma or graduati<strong>on</strong> certificate will not be eligible.Questi<strong>on</strong> 39 I am a PhD student, however, I have over 36 m<strong>on</strong>ths of work experienceas well. Do I need to submit <str<strong>on</strong>g>document</str<strong>on</strong>g>s relating to my work experience?Answer 39Required <str<strong>on</strong>g>document</str<strong>on</strong>g>s vary depending <strong>on</strong> the sector applied from and theapplicati<strong>on</strong> criteria. The specific <str<strong>on</strong>g>document</str<strong>on</strong>g>s are listed in detail under the“<str<strong>on</strong>g>document</str<strong>on</strong>g>s required for applicati<strong>on</strong>” secti<strong>on</strong> of the announcement.Applicants are required to either meet the minimum undergraduate GPArequirement or at least 36 m<strong>on</strong>ths work experience relevant to the specificstudy field selected. Therefore if you meet the minimum undergraduateGPA requirement and if you are applying based <strong>on</strong> the GPA criteria you d<strong>on</strong>ot need to submit evidence of at least 36 m<strong>on</strong>ths work experience.Questi<strong>on</strong> 40 I have undergraduate and postgraduate study graduati<strong>on</strong> <str<strong>on</strong>g>document</str<strong>on</strong>g>s and Iam currently registered as a PhD student. Would it be sufficient to send mycurrent student <str<strong>on</strong>g>document</str<strong>on</strong>g>s? Do I also need to send my undergraduate andpostgraduate <str<strong>on</strong>g>document</str<strong>on</strong>g>s as well?Answer 40No. As stated in the announcement, diploma / graduati<strong>on</strong> certificate is arequirement for all graduate applicants whereas submitting transcripts is arequirement for all applicants.Questi<strong>on</strong> 41 Does the C<strong>on</strong>sent Letter have a standard format? What should the c<strong>on</strong>tentbe and who should issue the letter?Answer 41No. The C<strong>on</strong>sent Letter required from public sector applicants does nothave a standard format; it is the official letter issued by the employmentdepartment or from the pers<strong>on</strong>nel and administrati<strong>on</strong> department
dem<strong>on</strong>strating that the Jean M<strong>on</strong>net Scholarship applicati<strong>on</strong> made by theindividual is known by the instituti<strong>on</strong>.Questi<strong>on</strong> 42 Can those who are currently <strong>on</strong> law internship apply for a scholarship?Answer 42No. As stated in the announcement applicati<strong>on</strong>s from individuals <strong>on</strong>internships and candidate civil servants will be c<strong>on</strong>sidered as pers<strong>on</strong>alapplicati<strong>on</strong>s and will not be accepted.Questi<strong>on</strong> 43 Is it sufficient to state which of the listed study fields we have selectedwhen completing the applicati<strong>on</strong> form? Or should we be more specific bystating which subject or subjects we wish to pursue within <strong>this</strong> filed ofstudy?Answer 43When completing the form you should write <strong>on</strong>e of the announced studyfield in the “field of study" secti<strong>on</strong>. You should not write a specific subjectunder the selected study field.Questi<strong>on</strong> 44 Can the applicati<strong>on</strong> form be completed in Turkish?Answer 44No. The applicati<strong>on</strong> form should not be completed in Turkish; it should becompleted in any <strong>on</strong>e of the EU official languages.Questi<strong>on</strong> 45 Should we complete the English form or the Turkish form?Answer 45You should complete the English form; the Turkish form is for referencepurposes for applicants who are not applying in English language.Questi<strong>on</strong> 46 The applicati<strong>on</strong> form is in pdf format <strong>on</strong> the web site; is there <strong>on</strong>e in wordformat as well? Can we complete the form manually?Answer 46 The applicati<strong>on</strong> form can be found in word format <strong>on</strong> thewww.jeanm<strong>on</strong>net.org.tr website. There is no objecti<strong>on</strong> to your completingthe form manually if you wish.Questi<strong>on</strong> 47 For which EU member state universities is the Jean M<strong>on</strong>net Scholarshipapplicable, for example is it applicable for universities in Britain?Answer 47Jean M<strong>on</strong>net Scholarships are applicable for all EU member states.Therefore universities in Britain are included.Questi<strong>on</strong> 48 Is it necessary to apply to universities in parallel to the scholarshipapplicati<strong>on</strong>? Is obtaining an acceptance letter a requirement for thescholarship applicati<strong>on</strong>?
Answer 48Applicants are expected to obtain acceptances to programmes related totheir selected study fields during the applicati<strong>on</strong> and exam stage, however,<strong>this</strong> is not a requirement for scholarship applicati<strong>on</strong>. .Questi<strong>on</strong> 49 Is there any restricti<strong>on</strong> or criteria for universities to be selected? Is there auniversities or programmes list available?Answer 49The reputati<strong>on</strong> of the selected instituti<strong>on</strong>s is an important aspect of theJean M<strong>on</strong>net Scholarship Programme. Furthermore the selectedprogrammes should be relevant to the study field and the EU officiallanguage stated by the applicant <strong>on</strong> the applicati<strong>on</strong> form. However, theScholarship Programme does not have a special list directing candidatesto specific universities or programmes. Candidates may apply to anyprogramme they wish within the general framework defined herein andwhere needed they may receive informati<strong>on</strong> <strong>on</strong> universities andprogrammes from the Jean M<strong>on</strong>net Placement Agency.Questi<strong>on</strong> 50 Can winners of a Jean M<strong>on</strong>net Scholarship go to any programme theywish; is assistance offered in <strong>this</strong> respect?Answer 50The programmes selected by the winner of a Jean M<strong>on</strong>net Scholarshipshould be relevant to the study field and the EU official language stated bythe applicant <strong>on</strong> the applicati<strong>on</strong> form and the Jean M<strong>on</strong>net PlacementAgency assist scholars in <strong>this</strong> respect. However, the Jean M<strong>on</strong>net JointCommittee reserves the right of final decisi<strong>on</strong> in placements in order toguarantee compatibility of the programmes with the study fields and toensure equal distributi<strong>on</strong> of scholarships within the European Uni<strong>on</strong>member states.Questi<strong>on</strong> 51 Within the Jean M<strong>on</strong>net Scholarship Programme should candidates sendindividual applicati<strong>on</strong>s to EU member state educati<strong>on</strong>al institutes? Whenshould these applicati<strong>on</strong>s be made?Answer 51Yes. If you are interested in applying for a Jean M<strong>on</strong>net Scholarship youare advised to place individual applicati<strong>on</strong>s as so<strong>on</strong> as possible based <strong>on</strong>the applicati<strong>on</strong> dates of the universities.Questi<strong>on</strong> 52 Can those who are currently <strong>on</strong> military service as officers apply from thepublic sector c<strong>on</strong>sidering that they are working for the Armed Forces?Answer 52No. Those who are currently <strong>on</strong> military service serving as soldiers orofficers may not apply from the public sector.Questi<strong>on</strong> 53 Do male applicants have to submit an official <str<strong>on</strong>g>document</str<strong>on</strong>g> dem<strong>on</strong>strating thatthey have either completed or suspended their military service?
Answer 53No. However, as stated in the announcement, male applicants areexpected to have either completed or suspended their military service. Thescholarship can not be postp<strong>on</strong>ed due to military service obligati<strong>on</strong>. Insuch cases, the scholarship will be cancelled.Questi<strong>on</strong> 54 Are Turkish citizens who are currently studying at Yakındoğu or LefkeAvrupa universities in Turkish Republic of Northern Cyprus eligible to applyfor a scholarship?Answer 54Yes. Those who are currently studying at Turkish Republic of NorthernCyprus universities may apply for a scholarship <strong>on</strong> c<strong>on</strong>diti<strong>on</strong> that they areTurkish citizens.Questi<strong>on</strong> 55 Does the difference in surname print <strong>on</strong> the school <str<strong>on</strong>g>document</str<strong>on</strong>g>s of a foreignborn Turkish citizen with dual nati<strong>on</strong>ality restrict them from applying for ascholarship?Answer 55No. Foreign born Turkish citizens with dual nati<strong>on</strong>ality may apply for ascholarship as l<strong>on</strong>g as they use their Turkish nati<strong>on</strong>ality when applying and<strong>on</strong> c<strong>on</strong>diti<strong>on</strong> that they can officially dem<strong>on</strong>strate the reas<strong>on</strong> for thedifference.Questi<strong>on</strong> 56 Which sector would be applicable for those who are both students andworking in the public or private sector at the same time?Answer 56Applicants who are eligible to apply from either <strong>on</strong>e of the two sectors willthemselves decide <strong>on</strong> the sector to be selected. However, it is importantthat all of the required <str<strong>on</strong>g>document</str<strong>on</strong>g>s of the selected sector are submitted withthe applicati<strong>on</strong>.Questi<strong>on</strong> 57 Should candidates from Agriculture Credit Cooperati<strong>on</strong>s, ExportersUni<strong>on</strong>s, Chambers of Commerce and Industry, Chambers of Craftsmenand Artisans and Turkish Telecom apply from the public or private sector?Answer 57Agriculture Credit Cooperati<strong>on</strong>s, Chambers of Commerce and Industry,Chambers of Craftsmen and Artisans and Turkish Telecom candidatesshould apply from the private sector and candidates from Exporters Uni<strong>on</strong>sshould apply from the public sector. Applicants should determine whichsector applies based <strong>on</strong> the legal status of the organisati<strong>on</strong> they work forand based <strong>on</strong> the employment positi<strong>on</strong> they hold, and required <str<strong>on</strong>g>document</str<strong>on</strong>g>sshould be submitted accordingly.Questi<strong>on</strong> 58 Can those who are currently (for the 2008-2009 term) attending <strong>on</strong>e yearpostgraduate programmes at Institutes or Centres of a university applyfrom the university sector?
