Fortunately, there were <strong>B<strong>as</strong>que</strong>companies, even dur<strong>in</strong>g the most difficulttime of the years of terrorism, who <strong>in</strong> spiteof the threats ma<strong>in</strong>ta<strong>in</strong>ed their commitmentto stay here. What this meant w<strong>as</strong>that despite the violence, the <strong>B<strong>as</strong>que</strong> economygrew. This very committed bus<strong>in</strong>esscl<strong>as</strong>s <strong>as</strong>sumed the risk, and because ofthat, foreign <strong>in</strong>vestment w<strong>as</strong> still possible.<strong>The</strong>re is no comparison between the currentsituation and the unfortunate situationwe lived through <strong>in</strong> the p<strong>as</strong>t. Thistime of peace h<strong>as</strong> to be an opportunityfor the evolution of the <strong>B<strong>as</strong>que</strong> economy.If we were able to grow dur<strong>in</strong>g a time ofviolence, now we are at peace we must beable to grow even more, especially once weget over the economic crisis. On top of ourown <strong>in</strong>dustrial and economic culture, wenow offer to all types of <strong>in</strong>vestors a guaranteeof peace and calm and absolutelynormal bus<strong>in</strong>ess conditions.What w<strong>as</strong> your reaction to the “no” resultof the Scottish <strong>in</strong>dependence referendum?I would express my favourable op<strong>in</strong>ion onthe fact that the process w<strong>as</strong> legitimate andit w<strong>as</strong> possible for Scotland to freely decideits political future. We should value thatat a time of voter apathy we have witnessedan act of political legitimisation. <strong>The</strong>rew<strong>as</strong> m<strong>as</strong>sive, unprecedented voter participation.For the first time <strong>in</strong> the history ofthe European Union a stateless nation h<strong>as</strong>been able to decide if it will participate <strong>in</strong>the European Union with<strong>in</strong> a state or byitself with the same conditions <strong>as</strong> the restof the states. <strong>The</strong> right to consult and to<strong>The</strong> <strong>B<strong>as</strong>que</strong> <strong>Country</strong>:a global brandbe consulted and to decide the future is nota political idea. It is a democratic pr<strong>in</strong>ciplethat citizens can choose.What is your outlook for the <strong>B<strong>as</strong>que</strong>economy?Our estimates <strong>in</strong>dicate that this year the<strong>B<strong>as</strong>que</strong> economy will grow by one percentand <strong>in</strong> 2015 it will grow 1.7 percent. This isdue <strong>in</strong> great part to the great effort that our<strong>in</strong>dustry is mak<strong>in</strong>g <strong>in</strong> <strong>in</strong>novat<strong>in</strong>g and <strong>in</strong> go<strong>in</strong>gout and f<strong>in</strong>d<strong>in</strong>g new markets. We have adiversified and <strong>in</strong>ternationalised <strong>in</strong>dustrialsector that spans are<strong>as</strong> such <strong>as</strong> energy, aeronautics,mach<strong>in</strong>e tools and automotive. Wewant to consolidate the size of <strong>in</strong>dustry to25 percent of our GDP. We are plac<strong>in</strong>g priorityon <strong>in</strong>novation and knowledge: by 2020we want to <strong>in</strong>vest €<strong>10</strong> billion <strong>in</strong> R&D.What is your government’s economicstrategy?S<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g of our adm<strong>in</strong>istrationour <strong>in</strong>tention h<strong>as</strong> been to preserve socialwelfare, education, health and social policybecause our model of society is b<strong>as</strong>ed onIn a bid to raise the region’s profile on the<strong>in</strong>ternational stage, the <strong>B<strong>as</strong>que</strong> governmenth<strong>as</strong> earmarked €<strong>10</strong>5 million overthe next three years for the launch of its‘<strong>B<strong>as</strong>que</strong> <strong>Country</strong>’ brand. But the explosion <strong>in</strong> UK-<strong>B<strong>as</strong>que</strong> connectionscame after the <strong>in</strong>dustrial revolution. British steel companieswere <strong>in</strong>terested <strong>in</strong> the region’s iron ore reserves,build<strong>in</strong>g railways to aid exports from <strong>B<strong>as</strong>que</strong> ports. <strong>The</strong>nlocal bus<strong>in</strong>essmen realised that by import<strong>in</strong>g Britishcok<strong>in</strong>g coal they could develop a <strong>B<strong>as</strong>que</strong> steel <strong>in</strong>dustryand jo<strong>in</strong>t ventures flourished.<strong>The</strong> conflicts of the 20th century made the connectioneven deeper. “A <strong>B<strong>as</strong>que</strong> ship owner by the name of SirRamon de la Sota put his merchant fleet at the disposalof the British Crown dur<strong>in</strong>g the First World War, andw<strong>as</strong> knighted <strong>in</strong> return for his services, and that l<strong>in</strong>kcont<strong>in</strong>ues,” says Derek Doyle, the UK consul <strong>in</strong> Bilbao.Follow<strong>in</strong>g the bomb<strong>in</strong>g of Guernica dur<strong>in</strong>g the SpanishCivil War, 4,000 children from the <strong>B<strong>as</strong>que</strong> <strong>Country</strong> wereevacuated to the UK.“B<strong>as</strong>ically, everyth<strong>in</strong>g that triumphed <strong>in</strong> Brita<strong>in</strong> <strong>in</strong> theearly 20th century triumphed over here around 30 yearslater. A steel and iron <strong>in</strong>dustry developed, <strong>as</strong> did shipbuild<strong>in</strong>g.Our first steel ships were British,” says Jose AngelCorres, chairman of Bilbao’s chamber of commerce.Now cooperation is focussed on more technological sectors,such <strong>as</strong> aeronautics. A partnership between Brita<strong>in</strong>’sRolls Royce and <strong>B<strong>as</strong>que</strong> eng<strong>in</strong>eer<strong>in</strong>g firm SENER createdITP, whose CEO Ignacio Mataix is confident of the futurethanks to this “special relationship”. He says that “50 percentof future eng<strong>in</strong>es built to fly will have an ITP turb<strong>in</strong>e<strong>in</strong>side,” ow<strong>in</strong>g to Rolls Royce’s 50 percent market share.Energy is also a key sector <strong>in</strong> the region and power giantIberdrola is a good example of how <strong>B<strong>as</strong>que</strong> bus<strong>in</strong>ess h<strong>as</strong><strong>in</strong>ternationalised <strong>in</strong> recent years. CEO Ignacio Galanrecently said that Iberdrola is now “more British, moreAmerican and more Mexican than it is Spanish”, whileannounc<strong>in</strong>g that 41 percent of the company’s planned €9billion <strong>in</strong>vestment <strong>in</strong> 2015 will be <strong>in</strong> the UK.For Jorge Unda, manag<strong>in</strong>g director of eng<strong>in</strong>eer<strong>in</strong>g firmSENER, open<strong>in</strong>g a UK branch could serve <strong>as</strong> a stepp<strong>in</strong>gstone before cross<strong>in</strong>g the Atlantic. “If you want to get <strong>in</strong>tothe US market from Spa<strong>in</strong>, it’s very difficult. Our historicrelationship with British companies will allow us to arrive<strong>in</strong> the US already be<strong>in</strong>g ‘British’.”Chart<strong>in</strong>g trade and <strong>in</strong>dustrial relationsbetween the UK and the regionthat go back 500 years, Doylebelieves British companies shouldseize on positive <strong>B<strong>as</strong>que</strong> perceptions:“I th<strong>in</strong>k we have a privilegedposition with respect to our relationshipbecause we have all thattradition, all that historic connection,and at the end of the day weare liked and we are admired so weneed to take advantage of that.”Doyle believes that the <strong>B<strong>as</strong>que</strong><strong>Country</strong>’s bus<strong>in</strong>ess culture and thesolid support the private sectorreceives from the region’s governmenthave brought about a realsuccess story. He cites the percapitaGDP of around €30,000, thehighest standard of liv<strong>in</strong>g <strong>in</strong> Spa<strong>in</strong>.Now that the terrorist violence ofPower<strong>in</strong>g BritishdevelopmentBilbao-b<strong>as</strong>ed energycompany Iberdrola isteam<strong>in</strong>g up with ScottishPower <strong>in</strong> a majoroffshore w<strong>in</strong>d powerproject <strong>in</strong> the NorthSea. Plann<strong>in</strong>g permissionw<strong>as</strong> granted <strong>in</strong>June to allow work tocommence on E<strong>as</strong>tAnglia One, a projectwhich will generatecapacity of 1,200megawatts (MW). Many feared the <strong>B<strong>as</strong>que</strong> <strong>in</strong>dustrial model itself w<strong>as</strong>obsolete. “<strong>The</strong> academic world said we had to move on to <strong>as</strong>ervices-b<strong>as</strong>ed economy,” says researcher and politician JonAzua, who w<strong>as</strong> advis<strong>in</strong>g the <strong>B<strong>as</strong>que</strong> government at the time.“Industry w<strong>as</strong> seen back then <strong>as</strong> someth<strong>in</strong>g for the thirdworld.” But Azua’s message that <strong>B<strong>as</strong>que</strong>s should recovertheir “t<strong>as</strong>te for elbow gre<strong>as</strong>e” took root and the region’sfirst cluster, the ACICAE, w<strong>as</strong> created, br<strong>in</strong>g<strong>in</strong>g togethercompanies from the automotive <strong>in</strong>dustry.Concentrat<strong>in</strong>g the resources of one particular economicactivity <strong>in</strong> a geographical area – the theory beh<strong>in</strong>d clusters– stimulates competitiveness and <strong>in</strong>novation, <strong>as</strong> well <strong>as</strong>help<strong>in</strong>g bus<strong>in</strong>esses reach new markets. Its merits are nowwell documented, although <strong>in</strong> the early n<strong>in</strong>eties, clusterswere relatively uncharted territory.For the car <strong>in</strong>dustry, the model h<strong>as</strong> been an undisputedsuccess. “In 1993, we had 40,000 workers <strong>in</strong> the sector, allb<strong>as</strong>ed <strong>in</strong> the <strong>B<strong>as</strong>que</strong> <strong>Country</strong>; now we have almost 80,000,half of whom are outside Spa<strong>in</strong>,” says Ines Anitua, manag<strong>in</strong>gdirector of ACICAE. Gipuzkoa seeks to unveil itshidden championsWriter: James BadcockDespite its status <strong>as</strong> the cradle of <strong>B<strong>as</strong>que</strong> identity, this north-e<strong>as</strong>tern prov<strong>in</strong>ce h<strong>as</strong> a modernoutlook on bus<strong>in</strong>ess, while its political leaders are pursu<strong>in</strong>g <strong>in</strong>novative ways of govern<strong>in</strong>gALAVABISCAYBilbaoSAN SEBASTIANVitoriaGIPUZKOA<strong>The</strong> three prov<strong>in</strong>ces that make up the <strong>B<strong>as</strong>que</strong> <strong>Country</strong> eachhave their own, unique identityTucked between the south-western corner ofFrance and the Bay of Biscay, Gipuzkoa maybe a small prov<strong>in</strong>ce but it is one of many parts.<strong>The</strong> lush landscape of roll<strong>in</strong>g mounta<strong>in</strong>s tothe south gives way to a co<strong>as</strong>tl<strong>in</strong>e to the norththat <strong>in</strong>cludes sleepy towns and the buzz<strong>in</strong>gcultural hub of San Seb<strong>as</strong>tian. <strong>The</strong> prov<strong>in</strong>ce isthe heartland of <strong>B<strong>as</strong>que</strong> nationalism, and todayit h<strong>as</strong> the highest proportion of speakers of the<strong>B<strong>as</strong>que</strong> language, Euskara, of the three <strong>B<strong>as</strong>que</strong>prov<strong>in</strong>ces <strong>in</strong> Spa<strong>in</strong>.It h<strong>as</strong> also created a strong economic identity.While Biscay h<strong>as</strong> traditionally relied onlarge-scale bus<strong>in</strong>ess, Gipuzkoa h<strong>as</strong> built itseconomy on small- and medium-sized companies,with 80 percent of its firms employ<strong>in</strong>gfewer than ten workers.“We’re all <strong>B<strong>as</strong>que</strong>s, but we’re different,” expla<strong>in</strong>sMart<strong>in</strong> Garitano, president of the prov<strong>in</strong>cialcouncil of Gipuzkoa. “Biscay h<strong>as</strong> its own character,while the Gipuzkoan is more reserved –we’re talk<strong>in</strong>g about small, self-made bus<strong>in</strong>essowners who came from a rural backgroundand who have developed <strong>in</strong>dustrial careers.”As well <strong>as</strong> hav<strong>in</strong>g a reputation for be<strong>in</strong>g lessextrovert than their neighbours, Gipuzkoansare known for their reliability and determ<strong>in</strong>ation.This region, like Alava and Biscay, h<strong>as</strong><strong>in</strong>vested heavily <strong>in</strong> research and development<strong>in</strong> recent decades, spend<strong>in</strong>g just over two percentof GDP on this sector – nearly double theSpanish average.Stability through unityThis entrepreneurial drive contributed enormouslyto the <strong>B<strong>as</strong>que</strong> region’s economic expansiondur<strong>in</strong>g the 20th century, when it establisheditself <strong>as</strong> one of Spa<strong>in</strong>’s ma<strong>in</strong> <strong>in</strong>dustrialmotors. Although the famously robust <strong>B<strong>as</strong>que</strong>economy could not avoid the economic crisiswhich h<strong>as</strong> swept over Spa<strong>in</strong> over the l<strong>as</strong>t fiveyears, it h<strong>as</strong> sidestepped the worst of it. Gipuzkoa’sjobless rate of around <strong>14</strong> percent is thelowest <strong>in</strong> the country. “Why do we have lowerunemployment?” <strong>as</strong>ks Pedro Esnaola, chairmanof the Gipuzkoa Chamber of Commerce. “Ourmarket is <strong>in</strong> just <strong>as</strong> bad a condition <strong>as</strong> any other.But entrepreneurs have decided to keep jobs, <strong>in</strong>many c<strong>as</strong>es by becom<strong>in</strong>g personally <strong>in</strong>debted <strong>in</strong>order to keep the bus<strong>in</strong>ess go<strong>in</strong>g.”That determ<strong>in</strong>ation to prioritise jobs can alsobe seen <strong>in</strong> the cooperative culture, whichh<strong>as</strong> thrived <strong>in</strong> Gipuzkoa, most famouslyat the Mondragon group (see <strong>in</strong>set). Set upnearly 50 years ago <strong>as</strong> a pioneer<strong>in</strong>g corporatescheme, it now <strong>in</strong>cludes around 290 companiesaround the world. While the group h<strong>as</strong>gone through f<strong>in</strong>ancial difficulties recently,it prides itself on hav<strong>in</strong>g managed, throughoutits history, to save jobs through its labourredistribution formula.“<strong>The</strong> ma<strong>in</strong> goal of a cooperative model is notprofitability, although obviously you also needthat, or else you will be forced to shut down,”says Jose Luis Perez, who is chairman of Orkli,<strong>The</strong> cooperative model <strong>in</strong> practiceMondragon GroupA Biscayan priest who w<strong>as</strong>driven by the importance ofeducation and democraticideals is seen <strong>as</strong> the driv<strong>in</strong>gforce beh<strong>in</strong>d the creation ofthe Mondragon group. In 1956,Father Jose Maria Arizmendiarrietablessed the creation ofa company, Ulgor, which w<strong>as</strong>b<strong>as</strong>ed on the cooperativeethos. This company wouldlater become white goods firmFagor. He also upgraded the EscuelaProfesional, a vocationaltra<strong>in</strong><strong>in</strong>g school, and by 1959,credit provider Caja LaboralPopular had been created, alsoon the b<strong>as</strong>is that its staff werepart-owners of the bus<strong>in</strong>ess.As the Mondragon group’scompanies expanded theiractivities abroad, cooperatives<strong>in</strong> other are<strong>as</strong> were set up andan autonomous welfare systemoffer<strong>in</strong>g workers healthcare andjob protection w<strong>as</strong> developed.At the end of 2012, the Mondragongroup w<strong>as</strong> employ<strong>in</strong>g80,000 people <strong>in</strong> f<strong>in</strong>ance,retail, <strong>in</strong>dustry and knowledge.“<strong>The</strong>re are lots of clichés about the<strong>B<strong>as</strong>que</strong>s, but clichés tend to exist fora re<strong>as</strong>on,” says Joseba Engana, CEO ofKendu, a Gipuzkoa-b<strong>as</strong>ed firm whichspecialises <strong>in</strong> visual communication.a cooperative with<strong>in</strong> the Mondragon group.“<strong>The</strong> ma<strong>in</strong> th<strong>in</strong>g is to keep jobs here, and youdo that by re<strong>in</strong>vest<strong>in</strong>g.”Although Fagor, the Mondragon group’s flagshipfirm and one of Europe’s largest consumerappliance companies, w<strong>as</strong> forced <strong>in</strong>to bankruptcy<strong>in</strong> 2013, advocates of the cooperativemodel believe it is here to stay. “We are a verycollectivist society,” says Jon Altuna, vice-rectorof Mondragon University, which is closely <strong>as</strong>sociatedwith the group. “Just look at the g<strong>as</strong>tronomicsocieties we have.” Mondragon aloneh<strong>as</strong> 30 of these d<strong>in</strong><strong>in</strong>g clubs, which regularlybr<strong>in</strong>g together friends, relatives and colleaguesto cook and eat, reflect<strong>in</strong>g the tight-knit natureof Gipuzkoa’s social and bus<strong>in</strong>ess life.This cooperative ethos h<strong>as</strong> also helped companiessecure f<strong>in</strong>anc<strong>in</strong>g when credit h<strong>as</strong> beentight <strong>in</strong> recent years. Firms collectively approachedthe government to <strong>as</strong>k it to guaranteetheir f<strong>in</strong>anc<strong>in</strong>g through so-called SGRs,or reciprocal guarantee companies. “We wereable to solve the problem through cooperation,while reta<strong>in</strong><strong>in</strong>g our <strong>in</strong>dividual corporate<strong>in</strong>dependence,” Esnaola says.“I th<strong>in</strong>k what we can do is representgood th<strong>in</strong>gs like hard work, responsibilityand reliability, th<strong>in</strong>gs which Spa<strong>in</strong>is perhaps not <strong>in</strong>ternationally famousfor.” Jose Luis Perez of manufactur<strong>in</strong>gfirm Orkli says “reliability, technology,<strong>in</strong>novation and customer service” are alltypical of the prov<strong>in</strong>ce and the wider region.“When you have a lot of bus<strong>in</strong>essesact<strong>in</strong>g <strong>in</strong> this way, it conveys an image.”C<strong>as</strong>t<strong>in</strong>g off the Gipuzkoan reserveS<strong>in</strong>ce 2011, bus<strong>in</strong>esses have been free of a verydifferent burden, follow<strong>in</strong>g the announcement byterrorist group Eta of a def<strong>in</strong>itive ce<strong>as</strong>efire. Thisw<strong>as</strong> a particular relief for this prov<strong>in</strong>ce, whichhad been a focus of much of its violence. However,one concern that does rema<strong>in</strong> with<strong>in</strong> the bus<strong>in</strong>esscommunity is that the famous Gipuzkoanreserve h<strong>as</strong> held back the prov<strong>in</strong>ce’s ability to sellitself and its products with<strong>in</strong> the global economy.Orkestra-<strong>B<strong>as</strong>que</strong> Institute of Competitiveness,a centre for the analysis of <strong>B<strong>as</strong>que</strong> <strong>in</strong>dustrialpolicy and strategy that partners with DeustoUniversity, h<strong>as</strong> drawn up a roster of what it calls“hidden champions” – successful yet relativelyunknown companies. Irizar Forge, which manufactureshooks for w<strong>in</strong>ches and cranes, w<strong>as</strong><strong>in</strong>cluded <strong>as</strong> one such c<strong>as</strong>e.“We have been silent for a long time, partly dueto our nature and partly due to our recent historyof terrorism,” says the company’s manag<strong>in</strong>gdirector, Maria L<strong>as</strong>a Irizar, speak<strong>in</strong>g of the bus<strong>in</strong>esssector <strong>as</strong> a whole. “However, I th<strong>in</strong>k that weneed to acknowledge that times have changedand start do<strong>in</strong>g more to ensure that people onthe outside know about all the good th<strong>in</strong>gs thatwe are do<strong>in</strong>g. I th<strong>in</strong>k we need to sell ourselves alittle better and believe <strong>in</strong> ourselves.”New policies and new politics<strong>The</strong> <strong>B<strong>as</strong>que</strong> region h<strong>as</strong> seen a seismic politicalchange <strong>in</strong> recent years with the arrival of Bildu,a new, leftist, nationalist coalition. Unusually,the city h<strong>as</strong> also become <strong>in</strong>volved <strong>in</strong> <strong>in</strong>vestmentpolicies related to the labour market,which would normally be under the controlof regional and central adm<strong>in</strong>istrations. Our bus<strong>in</strong>esses havetaken the laudable decision to <strong>in</strong>novate. Wehave to <strong>in</strong>novate all the time, because we’rea very small territory and if we’re not at thecutt<strong>in</strong>g edge of <strong>in</strong>novation, of research anddevelopment, we’ll be swallowed up; we’llbe wiped off the <strong>in</strong>dustrial map.What is the biggest challenge look<strong>in</strong>g ahead?Unemployment <strong>in</strong> Gipuzkoa. I’d also like tosee a more participative society, the moreso the better. In the first years of transitionafter the death of Franco, the socialeuphoria led people to participate <strong>in</strong>everyth<strong>in</strong>g. But then people get comfortableand they stop participat<strong>in</strong>g and theydelegate responsibility to the politicians,and that’s no good.

Inland, meanwhile, the gloriouslyantiquated hotels and mansions of the city’sold quarter and its neo-Gothic cathedral are arem<strong>in</strong>der of its longstand<strong>in</strong>g status <strong>as</strong> one ofSpa<strong>in</strong>’s most prized resorts.But present-day Donostia, <strong>as</strong> San Seb<strong>as</strong>tianis known by <strong>B<strong>as</strong>que</strong>s, offers much more thanstunn<strong>in</strong>g views and charm<strong>in</strong>g architecture. <strong>The</strong>unmistakeable Eduardo Chillida sculpture,‘<strong>The</strong> Comb of the W<strong>in</strong>d’, which perches on therocks at nearby Ondarreta beach, is a rem<strong>in</strong>derthat culture is at the heart of this city.<strong>The</strong> annual San Seb<strong>as</strong>tian Film Festival, nowover half a century old, h<strong>as</strong> become not just amajor supporter of <strong>B<strong>as</strong>que</strong> and Spanish c<strong>in</strong>ema,but a genu<strong>in</strong>ely <strong>in</strong>ternational event and a keystop on the global festival circuit. F<strong>in</strong>anced by the <strong>B<strong>as</strong>que</strong>regional government, the Gipuzkoan prov<strong>in</strong>cialauthority and San Seb<strong>as</strong>tian city hall, it h<strong>as</strong> thelofty aim of eventually becom<strong>in</strong>g “a platform forcollaborative work between <strong>as</strong>sorted organisationsand the general public.”San Seb<strong>as</strong>tian is enjoy<strong>in</strong>g a steady growth <strong>in</strong>tourism and a two percent rise <strong>in</strong> 2013 saw thecity receive around 500,000 visitors. Set up <strong>in</strong> 20<strong>09</strong> and l<strong>in</strong>ked toMondragon University, it tra<strong>in</strong>s around 500students at a time <strong>in</strong> cul<strong>in</strong>ary excellence. Notonly is it an educational centre, it is also a researchand <strong>in</strong>novation hub and the venue forfood-related events. Meanwhile, its m<strong>as</strong>ter’sdegrees focus on are<strong>as</strong> such <strong>as</strong> restaurantand kitchen management and market<strong>in</strong>g.“Cuis<strong>in</strong>e now h<strong>as</strong> its own Harvard,” w<strong>as</strong> howFrench newspaper Le Monde put it.However, despite the swell<strong>in</strong>g prestige of theregion’s g<strong>as</strong>tronomy, this is no hotbed of localmethods. “We don’t teach <strong>B<strong>as</strong>que</strong> cuis<strong>in</strong>e here– unless you specifically sign up for the threecreditcourse on that subject,” says Aizega.“What students learn here is modern cuis<strong>in</strong>e.Except we teach much more than just cook<strong>in</strong>g.Our goal is not to produce cooks, but toproduce head chefs, restaurant managers andfood <strong>in</strong>dustry leaders. I firmly believe thatthe future of g<strong>as</strong>tronomy lies <strong>in</strong> <strong>in</strong>novation.”Any visitor who witnesses the festivities ofSa<strong>in</strong>t Seb<strong>as</strong>tian, the city’s patron, every 20thJanuary, would be struck by the depth of traditionhere. Itattracts children to the museum,and children are the drivers of<strong>in</strong>novation, because they areunafraid of change.” And it isthis <strong>in</strong>novation which is todayembodied by Frank Gehry’s rippl<strong>in</strong>gtitanium structure on thebank of the river Nervion.It w<strong>as</strong> <strong>in</strong> 1991 that the <strong>B<strong>as</strong>que</strong>authorities, after several yearsof discourse around the region’sredevelopment, put forward theidea for the museum to the SolomonR. Guggenheim Foundation.Juan Ignacio Vidarte, manag<strong>in</strong>gdirector of the GuggenheimMuseum Bilbao, remembers howit all started <strong>in</strong> what w<strong>as</strong> thena city badly <strong>in</strong> need of a break.“Initially there w<strong>as</strong> a lot ofscepticism,” he recalls. “Bilbaow<strong>as</strong> <strong>in</strong> a serious economic crisisbecause traditional <strong>in</strong>dustrieswere <strong>in</strong> decl<strong>in</strong>e. <strong>The</strong>re were noprevious examples of us<strong>in</strong>g cultural<strong>in</strong>fr<strong>as</strong>tructure <strong>as</strong> a driver ofeconomic growth.”But six years later, <strong>in</strong> October1997, the alien landed and, <strong>as</strong>Vidarte po<strong>in</strong>ts out, it provedto the people of Bilbao thatchange did not necessarily haveto be bad. “That approach iswhat helped rebuild people’sself-confidence.”Bilbao’s mayor, Ibon Areso,freely admits that his city owesa lot to the Guggenheim. “It putus, a medium-sized city, on theworld map.” He says that <strong>in</strong> itsfirst year, the museum attracted1.33 million visitors, three timesmore than had been expected.“<strong>The</strong> impact on the <strong>B<strong>as</strong>que</strong>region’s GDP <strong>in</strong> the first year ofthe museum be<strong>in</strong>g open w<strong>as</strong>€<strong>14</strong>4 million. It paid for itself <strong>in</strong>less than a year.”
