C. DRAINAGE, WATER, SEWER SYSTEMSIn order to be more prepared for anticipated growth in Folsom andin the un-incorporated areas surrounding the Village, this sectionwill explore specific municipal services and infrastructure upgrades.There are three main areas that the Village needs to examine: themunicipal water system, the municipal sewer system, and themunicipal drainage system. All of these systems directly impactthe potential for growth and expansion of Folsom. In a rural areaof the parish upgrading and expansion of these systems providescritical revenue opportunities for the Village and can also functionas growth management controls that help to guide development toappropriate areas.Goal: To have sound and stable municipal drainage,water, and sewer systems that have the capacity toprovide high quality service to all residents and businessesin the current Folsom municipal limits while also providingservices to the surrounding growth areas.Water System General Characteristics:System Description:Folsom has ___ miles of water lines, approximately ____ miles ofthe system inside of the village limits and _____ miles inunincorporated St. Tammany Parish. This water system not onlyserves customers inside the Village, but also customers outside ofthe Village limits. In un-incorporated areas of the Parish water issupplied by water wells, but these wells can be costly to dig andmaintain.Currently, the system has more than enough capacity and pressureto support the system improvements listed below.Over the past 10 years a number of new subdivisions have beenconstructed both inside and outside of Folsom. Many newsubdivisions developers target areas that have the capacity toconnect to municipal infrastructure systems. The expansion ofFolsom municipal infrastructure will help to attract new residentialand commercial development to the Village and surrounding areaswhere these services can be utilized. Additionally, maintenanceand expansion of these systems serves the purpose of helping tomaintain the health, safety, and welfare of the community.The sections below address the Folsom water, sewer, and drainagesystems. These recommendations were developed in consultationwith Folsom elected officials, Folsom citizens, Folsom PublicWorks, the Village Inspector, the Village Engineer, Parish officials,infrastructure planning experts.Village of Folsom, LADRAFT Comprehensive Master Plan – 11.7.2010 Draft45
