D. COMMUNITY FACILITY NEEDSIn the planning process many residents consistently expressed thatFolsom has strong community facilities including Magnolia Parkand two wonderful schools. However, some residents mentionedthe lack of a true meeting area in the community (other thanRailroad Avenue during special events) and concerns over thefuture of the senior center in Folsom.Town SquareGoal: Folsom recognizes the importance of havingcommunity facilities that meet the social and recreationalneeds of residents and supports the development of aTown Square that will be a recognizable gathering spacethat will help support the commercial, institutional,social, and recreational needs of residents and visitors toFolsom.The Town Square/Town Center and Main Street was once animportant part of most communities and generally was the centerof commerce and social activity for the community. This concept isbeing rediscovered across the country as an urban design approachthat focuses on: revitalization of historic main streets, creation ofnew Town Square/Town Center developments in urban andsuburban communities, and development, redevelopment, andenhancement of Town Squares in small towns.A Town Square is a development of varying scale and size thatinclude a mix of uses concentrated in one geographic area includingcommercial, residential, institutional, mixed-use, and open spaceand green space. These uses are often combined to simulate andsupport a mix of uses, services, and activities traditionally found indowntown and main street areas. These developments can varyfrom historic designs to very modern urban designs and can includemany different structures or just one building and a large openspace.In Folsom the Town Hall is located on June Street. Next to theTown Hall is a bank and across June Street there is a large area ofundeveloped land. This area is currently identified as CommercialLow Intensity and Commercial Highway. Both of these future landuse categories support the types of development that might befound in a Town Square.In Folsom, a Town Square should focus on several priorities,namely: connecting institutional and public needs and services,providing a green space for public events, and creating adestination for residents and visitors to the area. The benefits ofdeveloping a Town Square include: creating a public amenity thatwill draw residents and visitors to the area, consolidating Villageand institutional services in one location, and creating a venue andgreen space for public and municipal events. Additionally both thelibrary and senior citizen’s center are looking for new spaces. Bothof those projects would fit into the Town Square model.For the Village of Folsom creating a Town Square might involvesome or all of the following steps:Acquisition and site control of desired land;Integrating the current Folsom Town Hall into thedevelopment or creating a new space;Possible inclusion of new library, new senior center, andpossibly new police station;Coordinating with Highway 25 Expansion project to provideaccess to the Town Square from Highway 25;Adequate sidewalk and bike paths to provide access to theTown Square from other areas of Folsom;Village of Folsom, LADRAFT Comprehensive Master Plan – 11.7.2010 Draft50
