3) Enhance Quality Senior Housing Opportunities – Enablethe development of senior housing (includingcongregate, assisted-living and independent housingtypes) in appropriate sections of the Village.Strategy 1: Encourage the development of senior housing in ornear the Village Center to improve mobility and access tofacilities and services.Strategy 2: Update the Comprehensive Zoning Ordinance toallow elderly housing at appropriate densities, and encourage itto be developed in a clustered fashion that preserves openspace and provides an appropriate range of unit sizes for seniorresidents.Strategy 3: Assist senior homeowners with finding resourcesand capacity to secure adequate and appropriate home repair,maintenance, renovation and modifications.Strategy 3: Provide code compliance assistance for housingrehabilitation programs through partnerships with local nonprofitand volunteer organizations.Strategy 4: Support the construction of new or renovatedstructures to allow for senior apartments, or “granny flats,” onsingle-family lots as long as one of the structures is owneroccupied.Strategy 5: Partner with the Council on Aging St. Tammany(COAST) to provide housing and transportation assistance toVillage residents.4) Utilize and Enhance Existing Housing Stock - Conservethe Village’s housing stock and preserve communitycharacter through enforcement of all codes.Strategy 1: The Village shall make enforcement of existingcodes, including housing code violations and general codeviolations (e.g. abandoned vehicles, public nuisance) a priority.Strategy 2: Provide assistance with compliance of Village codesthrough the use of housing rehabilitation programs, whereapplicable, to help upgrade housing for senior citizens, disabledpersons, and other eligible residents.Strategy 3: The Village will encourage the buffering ofincompatible uses through the development of bufferstandards as part of a new Comprehensive Zoning Ordinance.Strategy 4: The Village will enforce safe construction throughstrict adherence to the building code, zoning, subdivisionregulations and flood prevention provisions.5) Encourage green or LEED (Leadership in Energy andEnvironmental Design) buildings and sustainablearchitectural practices.Strategy 1: Encourage residential development that meetsgreen building standards such as LEED and Model Green HomeBuilding guidelines.Strategy 2: Encourage energy efficiency conversion for low- tomoderate-income households through the use of energyefficiency rehabilitation programs.Village of Folsom, LADRAFT Comprehensive Master Plan – 11.7.2010 Draft56
