AtJaipur, Ajmer and Bhilwara centres, the respective index for the month ofApril, 2013 stood at 225, 230 and 231 against 212, 215 and 217 in April,2012, showing increase 13, 15 and 14 points respectivelyover correspondingmonth of last year.C. Collection of Prices through Web PortalAn Online data transmission software has been developed by Rajcomp forfeeding the Prices of Wholesale, Retail, „Building Material & Labour rate‟,„Live Stock products & Fodders‟ on the basics of weekly/ monthly/quarterlyfrom District Statistical Office and various Krishi Upaj/Fruit & vegetableMandies in Web Portal.DES Newsletter April toJune, 2013

2.Agriculture• Estimates of area of principal crops viz. Jowar, Bajra, Maize, Moong,Chaula, Fodder, fruits and Vegetables etc. in the State for Zaid Rabiseason for the year 2012-13 have been prepared on the basis of 95.80percent (9077 out of 9475 selected village) filled schedules were receivedfrom Patwaries. These schedules were scrutinized, coded and tabulationof the data at Directorate level. Under this, estimates are worked out byboth the ratio and unbiased methods of estimation. Prepared estimatesare sent to various departments of State / Central Government.• Under Improvement of crops Statistics scheme, tables A1 to A 20 ofKharif season for the year 2012-13 have been prepared and sent toNational Sample Survey Organization, Faridabad.• Under Improvement of crops Statistics scheme (Schedule 2.0), tables Y1to Y13 based on crop cutting experiments of Kharif crops viz. Jowar,Bajra, Maize, Cotton, Groundnut etc. for the year 2012-13 have beenprepared and sent to National Sample Survey Organization, Faridabad.• Fourth advance estimates of area and production of Rice, Jowar, Bajra,Maize, Groundnut, Castor seed, Pulses, Oilseed, Cotton, Sugarcane,Wheat, Barley, Gram, Rape & Mustard etc. for kharif and Rabi season forthe year 2012-13 received from Revenue Board, Ajmer. After checking,advance estimates have been sent to Ministry of Agriculture, New Delhi.3. National Sample Survey• For State Sample 62-68th round tabulation software has been providedby NSSO DPD Kolkata.• Data Entry & Validation of 62-67th round has been completed.• Pre Data Entry scrutiny work of 68th round is under progress. Out of 520samples,498 samples have been scrutinized.• 365 samples of 69th round is surveyed and received. Out of 365 samples322 samples have been scrutinized.• NSS 70th round survey is under progress. Out of 354 samples 171samples have been surveyed&35 samples havebeen received.4. Right to Information Act, 2005Seven applications under RTI Act, 2005 were received and information intwo matters have been provided.DES Newsletter April toJune, 2013

5. Progress of ISSP and TFCISSPThe Central Statistical Office (CSO), Govt. of India, the nodal agency in theMinistry of Statistics & Programme Implementation (MoS&PI) isimplementing the India Statistical Strengthening Project (ISSP),(a centrally sponsored scheme) for strengthening of Indian Statistical Systemas follow up of the some of the measures suggested by the NationalStatistical Commission for improving the statistical system with primaryfocus on strengthening of State Statistical System.The Govt. of Rajasthan is participating in this strengthening exercise andRajasthan State Strategic Statistical Plan (RSSSP) has been prepared and aMoU signed between GoI and GoR on March 24, 2011.Upto the month ofJune, 2013 under the project an expenditure of Rs.32.27 crore (including24.10 crore of BSO buildings from state funds) has been incurred.This amount has been utilized on construction of DSO office buildings (outof 18, 11 handed over, 6 under progress and court stay on one),construction of 249 BSO buildings (work under progress),renovation worksof EDP cell of DES and Planning department, training hall at DES, review of6 key statistics, and 14 line departments etc. under this project.Background and Progress of 13 th Finance CommissionRecommendationsFor strengthening of Statistical System at State as well as the district level,the thirteenth Finance Commission (TFC) has recommended a grant of Rs. 1crore to each district. The State of Rajasthan has been granted a sum of Rs.33 crore for the period of 2010-15.The detailed expenditure plan according to the guidelines of CSO, MoS&PIand Ministry of Finance (expenditure department) has been approved onJuly 25, 2011 by CSO and the first installment of Rs. 6.60 crore has beenreleased and a sum of Rs. 555.40 lakh has been spent upto June, 2013.There are following five milestones which have been delineated in theguidelines of the thirteenth finance commission:-1. Preparation of Business Register at the District level2. Preparation of Local Bodies Accounts by collecting data on receiptsand payments of these bodies3. Improvement in farm activities4. NSS Data pooling5. Internet connectivity in districts and power backup systemThe releases of subsequent installments are linked to the achievements ofmilestones and utilization of previous installment released. Basic Statistics for Local Level Development (BSLLD)The 73rd and 74th constitutional amendments envisage a majorreform ingovernance, which gives greater responsibilities and powers to thePanchayats and Urban local bodies, and offer opportunity for local planning,effective implementation, and monitoring of various social and economicdevelopment programme. This has necessitated the availability of data andinformation on vital indicators at local level. The National StatisticalCommission recommended for developing a system of regular collection ofDES Newsletter April toJune, 2013

data, on a set of variables to be compiled at local level for micro levelplanning.This Pilot scheme was introduced in Tonk and Sikar Districts of the Stateduring 2008-09 for the three months in which village level data wascollected. MoS&PI has decided to conduct a repeat survey in the above twodistricts for the twelve months for the year 2009-10 by adopting the samepreviously used methodology. In this regard, final report was sent toMoS&PI. The comments of District collectors along with DES has beenforwarded to GoI.Presently third phase of the scheme is being run in which data for the year2010-11 to be collected for the same districts Tonk and Sikar. In the thirdphase of BSLLD, data for these two districts to be collected only once inyear.8. Index of industrial productionIndex of industrial production is use for measuring the industrialdevelopment index of a state .the index indicates relative change over thetime in the volume of production in non agriculture commodities. index ofindustrial production (base year 2004-05) prepared on the basis of monthwise production data received from various selected 779 industrial units forselected 294 items.First quarter Index, year 2013 release for manufacturingand electricity sector.9. Annual Survey of IndustriesTo study various aspects of industrial development in the state Annualsurvey of industries (ASI) is being conducted jointly by the govt. of India(NSSO) and the directorate of economics &statistics Jaipur Rajasthan . Itprovides statistical information to access & evaluate the changes in thegrowth composition & structure of the manufacturing sector, comprising ofactivities related to manufacturing process, repair services, generation,transmission etc, Of electricity, gas , water & cold storage. „A report onAnnual Survey of Industries (ASI),2009-10‟ has been released in thisquarter.10. e-GramProject OverviewThe e-Gram project has been designed as a tool for reality check on thestatus of amenities being provided by Government Departments in ruralareas. developed by NIC to get the village wise data on annual basis in EG-1 andmonthly basis in EG-2. the status of selected amenities directly from thegrass root level. A "Gram Prabhari" has been entrusted the job of filling inthe form, in consultation with the villagers. 11 Departments viz Health,Education, PHED, Woman & Child, Power, Social Justice, Agriculture,Animal Husbandry, PDS, Cooperative and Rural Development & PanchayatiRaj have been covered under the project.The information‟s of prapatra EG- 1and EG-2 are issued in public domain at URL of this departmenti.e.www.egram.rajasthan.gov.insince 01.04.2011.Progress of data entryFor the quarter April to June, 2013 the progress ofdata entries in prapatraEG-1 and EG2 is as under:Annual basis report collected in prapatra EG-1 from 1408 villages out oftotal 44605 villages. i.e. 3.16%. Monthly basis reportcollected in prapatraEG-2 from 18381 (42.65%) villages for themonth of April, from 13341(30.96%) villages for the month ofMay and from 535 (1.24%) villages for themonth ofJune, 2013 out of 43096 inhabitants villages.Celebrations/Events/Workshops• A Two days State Level Training on Sixth Economics Census of Mastertrainer Facilitator was organized during 15-16 April,2013 at IGPRS,Jaipur, Under the Chairmanship of Shri V. K. Arora , Chief EconomicCensus Commissioner & ADG, CSO,New Delhi. In which concernedofficials of DES and all DSO‟s participated.• A one day workshop on Business Register was held on June 12,2013 atDES, Jaipur, to prepare a Register of establishments (registered underseven acts) Pursuing Various economic activities relating to Productionand distribution of goods or Services each and every District, of the state,in which concerned officials of DES and few DSO‟s were participated.• On 20-24 May, 2013 a One Week SPSS Software Training Programme wasorganized at CMS HCM RIPA, Jaipur, in which Officials of DESparticipated.“Statistical Day on 29th June, 2013”In recognition of the notable contributions made by Late Prof. PrasantaChandra Mahalanobis in the fields of economic planning and statisticaldevelopment, the Government of India has designated 29th June every year,as the “Statistics Day” in the category of Special Day to be celebrated at thenational level.DES Newsletter April toJune, 2013

The Directorate Economics and Statistics, Rajasthan has taken an initiativeand celebrated Statistics Day at Balvant Singh Mehta seminar hall in HCMRIPA Jaipur. To celebrate the day, the DES had invited the Statisticalfraternity working in various departments of the State Government, exdirectors of DES, Officers/officials from various line Departments, allofficers/officials of DES (around 300 participants) participated in thefunction.On this occasion Shri Om prakash bairwa, Director, Economics andStatistics welcomed the Chief guest Shri Rakesh Verma Principal Secretary,Planning Department, Sh. Giriraj Singh Kushwaha, Joint Secretary,Planning Department and Ex-Directors by offering buckeye.Shri Bairwa highlighted the work of the Directorate and present a briefreport on progress of ISSP and RSSSP plans. He further highlighted thatunder the guidance and directions of Shri Rakesh Verma, PrincipalSecretary Planning department, the DES has made efforts for strengtheningthe statistical system in the State such as Training to statistics personals,Creation of new posts in various departments, Creation of Block StatisticsOffices, Developing new software for effective analysis of data andprocurement of electronic equipments etc.Speaking on the occasion, Chief Guest Shri Rakesh Verma PrincipalSecretary, Planning Department emphasized the paramount importance ofStatistics in each and every field. He described that Statistics are the eyes ofPlanners and in the absence of accurate statistics the State / Country wouldbe a back bencher. He further highlighted the importance of Statistics andadvised all to work collectively so that our State can go ahead of otherdeveloped States who have proven themselves developed due to their vibrantstatistical system.Sh. Giriraj Singh Kushwaha, Joint Secretary, Planning Department hassaid that statistical information is must for making socio-economicdevelopment plan for rural and urban area. He also stressed the importanceof Statistics and need for quality and timely flow of data from thedepartments.After lunch Sh L.K. Verma Ex Director and Sh. B.S. Jat Deputy Secretary,(Institutional Finance) chaired the technical session in which specialpresentations were made on the topics of Implementation of ISSP andRSSSP in Rajasthan, Role of Statistics in Planning , Public PrivatePartnership, Live stock Statistics and Transport Statistics respectively bySh.
