2.Agriculture• Estimates <strong>of</strong> area <strong>of</strong> principal crops viz. Jowar, Bajra, Maize, Moong,Chaula, Fodder, fruits and Vegetables etc. in the State for Zaid Rabiseason for the year 2012-13 have been prepared on the basis <strong>of</strong> 95.80percent (9077 out <strong>of</strong> 9475 selected village) filled schedules were receivedfrom Patwaries. These schedules were scrutinized, coded and tabulation<strong>of</strong> the data at <strong>Directorate</strong> level. Under this, estimates are worked out byboth the ratio and unbiased methods <strong>of</strong> estimation. Prepared estimatesare sent to various departments <strong>of</strong> State / Central Government.• Under Improvement <strong>of</strong> crops <strong>Statistics</strong> scheme, tables A1 to A 20 <strong>of</strong>Kharif season for the year 2012-13 have been prepared and sent toNational Sample Survey Organization, Faridabad.• Under Improvement <strong>of</strong> crops <strong>Statistics</strong> scheme (Schedule 2.0), tables Y1to Y13 based on crop cutting experiments <strong>of</strong> Kharif crops viz. Jowar,Bajra, Maize, Cotton, Groundnut etc. for the year 2012-13 have beenprepared and sent to National Sample Survey Organization, Faridabad.• Fourth advance estimates <strong>of</strong> area and production <strong>of</strong> Rice, Jowar, Bajra,Maize, Groundnut, Castor seed, Pulses, Oilseed, Cotton, Sugarcane,Wheat, Barley, Gram, Rape & Mustard etc. for kharif and Rabi season forthe year 2012-13 received from Revenue Board, Ajmer. After checking,advance estimates have been sent to Ministry <strong>of</strong> Agriculture, New Delhi.3. National Sample Survey• For State Sample 62-68th round tabulation s<strong>of</strong>tware has been providedby NSSO DPD Kolkata.• Data Entry & Validation <strong>of</strong> 62-67th round has been completed.• Pre Data Entry scrutiny work <strong>of</strong> 68th round is under progress. Out <strong>of</strong> 520samples,498 samples have been scrutinized.• 365 samples <strong>of</strong> 69th round is surveyed and received. Out <strong>of</strong> 365 samples322 samples have been scrutinized.• NSS 70th round survey is under progress. Out <strong>of</strong> 354 samples 171samples have been surveyed&35 samples havebeen received.4. Progress <strong>of</strong> ISSP and TFCISSPThe Central Statistical Office (CSO), Govt. <strong>of</strong> India, the nodal agency in theMinistry <strong>of</strong> <strong>Statistics</strong> & Programme Implementation (MoS&PI) isimplementing the India Statistical Strengthening Project (ISSP),(a centrally sponsored scheme) for strengthening <strong>of</strong> Indian Statistical Systemas follow up <strong>of</strong> the some <strong>of</strong> the measures suggested by the NationalStatistical Commission for improving the statistical system with primaryfocus on strengthening <strong>of</strong> State Statistical System.The Govt. <strong>of</strong> Rajasthan is participating in this strengthening exercise andRajasthan State Strategic Statistical Plan (RSSSP) has been prepared and aMoU signed between GoI and GoR on March 24, 2011.Upto the month <strong>of</strong>June, 2013 under the project an expenditure <strong>of</strong> Rs.32.27 crore (including24.10 crore <strong>of</strong> BSO buildings from state funds) has been incurred.This amount has been utilized on construction <strong>of</strong> DSO <strong>of</strong>fice buildings (out<strong>of</strong> 18, 11 handed over, 6 under progress and court stay on one),construction <strong>of</strong> 249 BSO buildings (work under progress),renovation works<strong>of</strong> EDP cell <strong>of</strong> DES and Planning department, training hall at DES, review <strong>of</strong>6 key statistics, and 14 line departments etc. under this project.Background and Progress <strong>of</strong> 13 th Finance CommissionRecommendationsFor strengthening <strong>of</strong> Statistical System at State as well as the district level,the thirteenth Finance Commission (TFC) has recommended a grant <strong>of</strong> Rs. 1crore to each district. The State <strong>of</strong> Rajasthan has been granted a sum <strong>of</strong> Rs.33 crore for the period <strong>of</strong> 2010-15.The detailed expenditure plan according to the guidelines <strong>of</strong> CSO, MoS&PIand Ministry <strong>of</strong> Finance (expenditure department) has been approved onJuly 25, 2011 by CSO and the first installment <strong>of</strong> Rs. 6.60 crore has beenreleased and a sum <strong>of</strong> Rs. 555.40 lakh has been spent upto June, 2013.There are following five milestones which have been delineated in theguidelines <strong>of</strong> the thirteenth finance commission:-1. Preparation <strong>of</strong> Business Register at the District level2. Preparation <strong>of</strong> Local Bodies Accounts by collecting data on receiptsand payments <strong>of</strong> these bodies3. Improvement in farm activities4. NSS Data pooling5. Internet connectivity in districts and power backup systemThe releases <strong>of</strong> subsequent installments are linked to the achievements <strong>of</strong>milestones and utilization <strong>of</strong> previous installment released. Basic <strong>Statistics</strong> for Local Level Development (BSLLD)The 73rd and 74th constitutional amendments envisage a majorreform ingovernance, which gives greater responsibilities and powers to thePanchayats and Urban local bodies, and <strong>of</strong>fer opportunity for local planning,effective implementation, and monitoring <strong>of</strong> various social and economicdevelopment programme. This has necessitated the availability <strong>of</strong> data andinformation on vital indicators at local level. The National StatisticalCommission recommended for developing a system <strong>of</strong> regular collection <strong>of</strong>DES Newsletter April toJune, 2013
data, on a set <strong>of</strong> variables to be compiled at local level for micro levelplanning.This Pilot scheme was introduced in Tonk and Sikar Districts <strong>of</strong> the Stateduring 2008-09 for the three months in which village level data wascollected. MoS&PI has decided to conduct a repeat survey in the above twodistricts for the twelve months for the year 2009-10 by adopting the samepreviously used methodology. In this regard, final report was sent toMoS&PI. The comments <strong>of</strong> District collectors along with DES has beenforwarded to GoI.Presently third phase <strong>of</strong> the scheme is being run in which data for the year2010-11 to be collected for the same districts Tonk and Sikar. In the thirdphase <strong>of</strong> BSLLD, data for these two districts to be collected only once inyear.8. Index <strong>of</strong> industrial productionIndex <strong>of</strong> industrial production is use for measuring the industrialdevelopment index <strong>of</strong> a state .the index indicates relative change over thetime in the volume <strong>of</strong> production in non agriculture commodities. index <strong>of</strong>industrial production (base year 2004-05) prepared on the basis <strong>of</strong> monthwise production data received from various selected 779 industrial units forselected 294 items.First quarter Index, year 2013 release for manufacturingand electricity sector.9. Annual Survey <strong>of</strong> IndustriesTo study various aspects <strong>of</strong> industrial development in the state Annualsurvey <strong>of</strong> industries (ASI) is being conducted jointly by the govt. <strong>of</strong> India(NSSO) and the directorate <strong>of</strong> economics &statistics Jaipur Rajasthan . Itprovides statistical information to access & evaluate the changes in thegrowth composition & structure <strong>of</strong> the manufacturing sector, comprising <strong>of</strong>activities related to manufacturing process, repair services, generation,transmission etc, Of electricity, gas , water & cold storage. „A report onAnnual Survey <strong>of</strong> Industries (ASI),2009-10‟ has been released in thisquarter.10. e-GramProject OverviewThe e-Gram project has been designed as a tool for reality check on thestatus <strong>of</strong> amenities being provided by Government Departments in ruralareas. In which concerned<strong>of</strong>ficials <strong>of</strong> DES and all DSO‟s participated.• A one day workshop on Business Register was held on June 12,2013 atDES, Jaipur, to prepare a Register <strong>of</strong> establishments (registered underseven acts) Pursuing Various economic activities relating to Productionand distribution <strong>of</strong> goods or Services each and every District, <strong>of</strong> the state,in which concerned <strong>of</strong>ficials <strong>of</strong> DES and few DSO‟s were participated.• On 20-24 May, 2013 a One Week SPSS S<strong>of</strong>tware Training Programme wasorganized at CMS HCM RIPA, Jaipur, in which Officials <strong>of</strong> DESparticipated.“Statistical Day on 29th June, 2013”In recognition <strong>of</strong> the notable contributions made by Late Pr<strong>of</strong>. PrasantaChandra Mahalanobis in the fields <strong>of</strong> economic planning and statisticaldevelopment, the Government <strong>of</strong> India has designated 29th June every year,as the “<strong>Statistics</strong> Day” in the category <strong>of</strong> Special Day to be celebrated at thenational level.DES Newsletter April toJune, 2013
The <strong>Directorate</strong> <strong>Economics</strong> and <strong>Statistics</strong>, Rajasthan has taken an initiativeand celebrated <strong>Statistics</strong> Day at Balvant Singh Mehta seminar hall in HCMRIPA Jaipur. To celebrate the day, the DES had invited the Statisticalfraternity working in various departments <strong>of</strong> the State Government, exdirectors <strong>of</strong> DES, Officers/<strong>of</strong>ficials from various line Departments, all<strong>of</strong>ficers/<strong>of</strong>ficials <strong>of</strong> DES (around 300 participants) participated in thefunction.On this occasion Shri Om prakash bairwa, Director, <strong>Economics</strong> and<strong>Statistics</strong> welcomed the Chief guest Shri Rakesh Verma Principal Secretary,Planning Department, Sh. Giriraj Singh Kushwaha, Joint Secretary,Planning Department and Ex-Directors by <strong>of</strong>fering buckeye.Shri Bairwa highlighted the work <strong>of</strong> the <strong>Directorate</strong> and present a briefreport on progress <strong>of</strong> ISSP and RSSSP plans. He further highlighted thatunder the guidance and directions <strong>of</strong> Shri Rakesh Verma, PrincipalSecretary Planning department, the DES has made efforts for strengtheningthe statistical system in the State such as Training to statistics personals,Creation <strong>of</strong> new posts in various departments, Creation <strong>of</strong> Block <strong>Statistics</strong>Offices, Developing new s<strong>of</strong>tware for effective analysis <strong>of</strong> data andprocurement <strong>of</strong> electronic equipments etc.Speaking on the occasion, Chief Guest Shri Rakesh Verma PrincipalSecretary, Planning Department emphasized the paramount importance <strong>of</strong><strong>Statistics</strong> in each and every field. He described that <strong>Statistics</strong> are the eyes <strong>of</strong>Planners and in the absence <strong>of</strong> accurate statistics the State / Country wouldbe a back bencher. He further highlighted the importance <strong>of</strong> <strong>Statistics</strong> andadvised all to work collectively so that our State can go ahead <strong>of</strong> otherdeveloped States who have proven themselves developed due to their vibrantstatistical system.Sh.
