4. USING THE SERC HOTLINEAny authorized user can initiate the call. The initiator will be the call moderator and should leadthe discussion, including the reason for the call, as soon as all participants are on the line. Thecall initiator will complete the SERC Hotline Call Template *(Attachment 1) and email the reportto reporting_line_sit@list-serc1.org. If the SERC Hotline Test Results Template (Attachment 2)is utilized, the initiator will email it to the persons identified on the template. SERC expectsproper, judicious use of its Hotline. The SERC office will review the purpose and list ofparticipants on each call and will investigate and correct any inappropriate usage. The followinginstructions apply when making a Hotline call:To initiate a Region-wide Hotline call:A. Once you have a dial tone on the Hotline phone dial *1B. After a short delay, the Hotline will prompt you with, “You have reached the SERCHotline, please enter your blast dial key after the beep”.C. Enter “17” This initiates the calls to ALL Hotline participants. Everyone should be on theline in the amount of time it takes to answer the phones.To join a Region-wide call already in progress:A. Once you have a dial tone on the Hotline phone dial *2.B. For a region-wide blast call, enter “17”.C. After the prompt, enter the six digit PIN associated with the blast dial you want to join.• Participant - 603051• Moderator - 440882When you join the call:When a SERC Hotline call is initiated, the Hotline System will dial either the specific User or allHotline participants. As participants answer the call, participants will hear the messageexplaining “This is the SERC Hotline call, please enter “1” to be added to the conference orenter “2” to hang-up.” This message is played for all blast calls, whether region-wide orreliability coordinator area-wide.To mute the line during a Hotline Call, press *4 on the telephone keypad. To un-mute the line,press *4 again. Participants already in the conference will hear an entering tone each time anew participant joins the call.The Call Moderator will take the roll of participants, communicate the reason for the call, andinitiate any follow-on conversation among participants.(NOTE: The first several seconds of the call may be a bit noisy asparticipants are beeped into the call. The Call Moderator shouldperiodically state: “This is a SERC Hotline (Test) Call. Please mute yourphone by using *4 and standby for Roll Call and further information.”Participants should be patient during the first several seconds of the calland stay on the line.)Reliability Coordinator Blast Call IDs:The following IDs should be utilized for Reliability Coordinator blast calls:Hotline Procedure Manual – Rev. 2 Approved by SERC OC 3-15-11 Page 3 of 14

Enter the RC Blast Call ID listed above. This initiates the calls to all Hotline participants.Everyone should be on the line in the amount of time it takes to answer the phones.To join a RC call already in progress:A. Once you have a dial tone on the Hotline phone dial *2.B. Enter the sub-region ID for the blast call you want to access (see above list).C. After the prompt, enter the six digit PIN for with the blast dial you want to join.• Participant - 603051• Moderator - 440882To initiate a Point-to-Point Call:A. Once you have a Hotline dial tone, enter the individual user ID from the table above.This initiates the call to the specific User and should only be used to convey specificoperating information such as listed in the Hotline use criteria section.B. For point-to-point calls there is currently no way for a third party to join the call.NOTE: If you are on a RC blast call or a point-to-point call and a regionwideblast call is initiated you will not receive any notice that a region-wideblast call has been initiated.5. VOLUME CONTROLDuring a Hotline Call each participant can adjust the volume by:A. Listen volume:*6 to increase*5 to decreaseB.
