Allow<strong>in</strong>g capital <strong>in</strong>to the sector, tax sops,subsidies, equity participation, mak<strong>in</strong>g easier processes are some of the ways.In case of modern retail and shopp<strong>in</strong>g centre development, most developers agree that the private sector f<strong>in</strong>ds itselfbe<strong>in</strong>g a stakeholder <strong>in</strong> development even <strong>in</strong> the absence of structured state support.Experts say that <strong>in</strong> the lifecycle of an <strong>in</strong>dustry's growth <strong>in</strong> an economy such as ours, it won't be long before theimportance of modern retail is recognised.PPP is said to exist once the government recognises and identifies an area for commercial development. In case ofshopp<strong>in</strong>g centres, developers claim that there are many examples of this public-private partnership even though it isneither recognised nor structured.“When the government identifies an area for commercial development, it pitches <strong>in</strong>. Theydo so by giv<strong>in</strong>g land, or <strong>in</strong> some places by equity or <strong>in</strong> some cases land becomes equity.This is a partnership between stakeholders with private participation <strong>in</strong> government tocreate contemporary lifestyle,” says Pranab Datta, VC & MD Knight Frank.Pranab Datta, VC & MDKnight Frank.Others give an example of the Sarda Group <strong>in</strong> Nashik which works closely with the localmunicipality to create traffic systems that do not congest the areas where the shopp<strong>in</strong>gcentre comes up. New Delhi's Saket and Metro malls are cases <strong>in</strong> po<strong>in</strong>t.Anurag Mathur, JMD, Cushman & Wakefield says, “PPP will be the next level of cooperation. At the moment there isnot too much be<strong>in</strong>g done. Local government, city council and developers need to th<strong>in</strong>k together and br<strong>in</strong>g plansprocesses and systems. There are small <strong>in</strong>stances which are significant. For example the Delhi Metro has a lot ofaccess to land. They have created the concept of creat<strong>in</strong>g shopp<strong>in</strong>g malls built <strong>in</strong>to the station or adjacent to thestation. Commuters get off and get straight <strong>in</strong>to the shopp<strong>in</strong>g mall. You don't have to create that much park<strong>in</strong>g.Footfalls are easier. These th<strong>in</strong>gs are possible. There is Ansal Plaza, where there is an underpass created for traffic togo directly <strong>in</strong>to the basement. These are very progressive th<strong>in</strong>gs.”Creat<strong>in</strong>g new urban centres is one of the priorities with the government. The new<strong>in</strong>dustrial corridor areas <strong>in</strong> Mumbai and Delhi are examples of creation of urban sprawl.Says Sandeep Runwal, MD Runwal Constructions, “Urban agglomeration is a globalphenomenon and as India amalgamates <strong>in</strong>to the global economy, it will also absorb globalcultures and nuances. Thus, we will see mega cities <strong>in</strong> creatio; Mumbai-Pune corridor orBengaluru-Chennai corridor may become large urban agglomerates. The ris<strong>in</strong>g cost ofpremier land and the need to resettle <strong>in</strong>to newer areas of work for cheaper cost structure will result <strong>in</strong> better qualitytownships be<strong>in</strong>g created. Boisar and Panvel around Mumbai, Gurgaon <strong>in</strong> Delhi are reflections of this new agephenomenon.”Mathur says that the creation of these areas needs to be more planned. “It is about <strong>in</strong>terl<strong>in</strong>ked th<strong>in</strong>gs. There is an<strong>in</strong>herent need for shopp<strong>in</strong>g centres to come <strong>in</strong> as opposed to unorganised retail. There is a controllable way of do<strong>in</strong>gthat. Planners need to take these aspects <strong>in</strong>to account when they are design<strong>in</strong>g or plann<strong>in</strong>g urban centres anddesign<strong>in</strong>g new layouts. It needs to be <strong>in</strong>tegrated well.”Experts agree that the contribution of organised retail <strong>in</strong> development has already begun. “The developer communityis hous<strong>in</strong>g enablers to modern retail. Modern retail is not just a glittery story with fancy mannequ<strong>in</strong>s and sh<strong>in</strong>ystorefronts. It is efficient and will<strong>in</strong>g product management, transportation, logistics and cost effectiveness and allthose th<strong>in</strong>gs which is a large factor <strong>in</strong> controll<strong>in</strong>g prices. Directly, it is not effective. There are many other factors butit helps <strong>in</strong> manag<strong>in</strong>g and controll<strong>in</strong>g the <strong>in</strong>flation.I am sure they are already contribut<strong>in</strong>g very clearly. There are price po<strong>in</strong>ts to consumers which were unheard ofearlier <strong>in</strong> hypermarkets, electronics retail and apparel and so on. As a consumer of unorganised retail it wasimpossible to get those k<strong>in</strong>ds of benefits. Consumers now have access to <strong>in</strong>formation to compare prices, deepdiscounts, lowest value at national and local basis. It goes a long way <strong>in</strong> price control. I know for several consumableitems today consumers go straight to the modern retail cha<strong>in</strong> and they get the best price there.There is a deep rooted and fundamental impact that modern retail is hav<strong>in</strong>g already. At the other level I know thatthere are small retailers, mom and pop shops, they are not buy<strong>in</strong>g from themarket but go<strong>in</strong>g to Metro cash and carry and Bharati. I know that they aredo<strong>in</strong>g that. These are big th<strong>in</strong>gs,” says Mathur.Similarly open<strong>in</strong>g up of foreign direct <strong>in</strong>vestment <strong>in</strong> these sectors will, ofcourse, lead to more capital com<strong>in</strong>g <strong>in</strong>. But, it will also mean valuableknowledge will make its way <strong>in</strong>to India without the more expensive trial anderror route.“We support the open<strong>in</strong>g of FDI <strong>in</strong> multi-brand retail ideally fully up to 100per cent. This would make for a level play<strong>in</strong>g field for both domestic and foreign players alike. However, given thegovernment's desire to have a calibrated approach, we recognize the importance of a phased change of allow<strong>in</strong>g thefirst step of 49 per cent FDI,” says Runwal.While policy needs to balance home-grown <strong>in</strong>terest with fears of takeover by large MNCs, India has great policymakers who can anticipate and create great policies. Mathur says: “It's not just capital but technology and bestpractices. We are progress<strong>in</strong>g towards efficient distribution mechanism. With FDI comes foreign retailers, which wouldbr<strong>in</strong>g <strong>in</strong> efficiency, track record, <strong>in</strong> advanced economies they have done it very well. What has worked <strong>in</strong> Europe willwork <strong>in</strong> the same way here. We won't have to go through the learn<strong>in</strong>g curve. In the real estate sector, if you look atretail and commercial the latter is far more evolved than retail. It is more stabilised than retail. That has happened 15years ago when MNCs and developers came to India. Prior to which you did not have modern concepts of retail <strong>in</strong> thecountry. They did not have life safety and support systems. That is what has created modern commercial real estate.In places such as Gurgaon and Hyderabad commercial real estate is as modern and comparable to anywhere else <strong>in</strong>the world. You have more green build<strong>in</strong>gs than some of the more developed markets. We are an evolv<strong>in</strong>g market.Retail still is lagg<strong>in</strong>g and it should go through that curve. The way shopp<strong>in</strong>g malls were built, they are not be<strong>in</strong>g builtthat way now. As new retailers came <strong>in</strong>, they seek and demand certa<strong>in</strong> th<strong>in</strong>gs. They want circulation of footfalls. Theyknow where the food, apparel, hypermarkets, park<strong>in</strong>g should be <strong>in</strong> comparison and where there should be trolleymovement <strong>in</strong> the area. You can do it by trial and error or you can learn from the way people have done it all over theworld. That is what FDI will br<strong>in</strong>g <strong>in</strong>, not just the capital. This thought has never been more apparent than to the universe they service.Many homemakers list the way a shopp<strong>in</strong>g centre has changed their lifestyle. “I never thought I would be free fromtravell<strong>in</strong>g from one end of Mumbai to another until my local shopp<strong>in</strong>gcentre started stock<strong>in</strong>g from retailers which were the pride of SouthMumbai,” says Simi Saxena, a homemaker based <strong>in</strong> Malad.Saxena is conv<strong>in</strong>ced that the shopp<strong>in</strong>g centre has changed her life.“Earlier on when we used to look for a house we had to keep somany th<strong>in</strong>gs <strong>in</strong> m<strong>in</strong>d. We had to understand where to shop forvegetables, where the bread would be bought and whether childrencan play nearby. Now, with one of Mumbai's best shopp<strong>in</strong>g centres <strong>in</strong>our neighbourhood, there is no need to look for other elements,” shesays.Shopp<strong>in</strong>g centres can rightfully change the face of the area that they belong to. “It has certa<strong>in</strong>ly reduced my out<strong>in</strong>gs,”says Arti Loka, a resident of Mumbai's Mulund suburb. She is surprised that often the city's newest nightclub or F&Boutlet is <strong>in</strong> her neighbourhood.“I th<strong>in</strong>k the profile of the area has gone up. Our house is <strong>in</strong> a desirable location now. People are will<strong>in</strong>g to pay apremium to stay here. It is because big brands and their outlets <strong>in</strong> our neighbourhood make people realise how muchserious money there is,” says Loka.That the area has come up and seems safe is also the work of a shopp<strong>in</strong>g centre, says hospitality executive B<strong>in</strong>duParihar who lives <strong>in</strong> Gurgaon. “There is a very strong feel<strong>in</strong>g of safety <strong>in</strong> Gurgaon for me. And it is purely because theshopp<strong>in</strong>g centres <strong>in</strong> the area make it possible for me to stay with<strong>in</strong> our four walls. I can shop for vegetables, grocery,get a haircut and never feel that I am out of place where women's safety is an issue,” she says.For many moms, this seems to be a plus factor when it comes to send<strong>in</strong>g their teens out. “I never thought that Iwould allow my child to go out and work. I certa<strong>in</strong>ly never thought that her summer job would not give me tension,”says Ramona Shetty, a Bengaluru-based media executive whose teenage daughter puts <strong>in</strong> some hours work<strong>in</strong>g at thelocal shopp<strong>in</strong>g centre. “I th<strong>in</strong>k I did not worry about her because there was always a shopp<strong>in</strong>g centre around whenshe was at a problematic age. I th<strong>in</strong>k shopp<strong>in</strong>g centres allow teenagers to hang out without any adult supervision. Itis the perfect comb<strong>in</strong>ation of feel<strong>in</strong>g free while you are <strong>in</strong> a responsible sett<strong>in</strong>g,” she says.Saxena says that when 'go<strong>in</strong>g-to-a-mall' becomes a valid activity for everyone from breakfast-seekers to mallwalkers, shoppers and those who simply want to pay their bills, the dest<strong>in</strong>ation has arrived.“A sale is not someth<strong>in</strong>g you pursue, it's what happens toyou while you are immersed <strong>in</strong> serv<strong>in</strong>g your customer.”- AnonymousBackNext

We can expect this to cont<strong>in</strong>ue, till wereach a threshold of consumption where the tipp<strong>in</strong>g po<strong>in</strong>t of saturation of volume cost reduction is reached.As the country evolves <strong>in</strong> an <strong>in</strong>flationary economy, park<strong>in</strong>g and convenience will drive consumption. Given theconvenience of the mall format where customers can engage <strong>in</strong> shopp<strong>in</strong>g, leisure, enterta<strong>in</strong>ment, we anticipate thedevelopment of not just Large Format Dest<strong>in</strong>ation <strong>Mall</strong>s (1 million sq. ft. and above), like RCity (1.2 million sq. ft.) which has the largest n<strong>in</strong>e screen multiplex, over 250 brands, thelargest food court, which caters to the entire city or a comb<strong>in</strong>ation of suburbs, but alsosmaller format neighbourhood malls (5 lakh sq. ft. and below). The customer segmentslook<strong>in</strong>g for branded options and the convenience of a mall will then consume FMCG,enterta<strong>in</strong>ment and even lifestyle from these malls. Already we are see<strong>in</strong>g this phenomenonacross cities and suburbs <strong>in</strong> Mumbai – R-<strong>Mall</strong>, Mulund which revolutionised the residentialsegment <strong>in</strong> suburb.The primary need of wholesale is to cater to the small, retail of 100 sq. ft. and less. As larger logistics andhypermarkets evolve and people can expect not just better prices, but also fresher food products, the role ofwholesale <strong>in</strong> the distribution cha<strong>in</strong> will come to nought. So we will see the evolution of a three-step distributionformat – from the manufacturer to the hyper cha<strong>in</strong>s of all products to consumers.Anurag Mathur, JMD, Cushman & Wakefield“At a fundamental level there needs to be a policy level push on organised retail. There hasbeen a debate <strong>in</strong> the country about promot<strong>in</strong>g organised retail at the cost of traditional retailformats. But the growth <strong>in</strong> organised or modern retail is still <strong>in</strong> s<strong>in</strong>gle digit numbers.There is acerta<strong>in</strong> efficiency that needs to be built <strong>in</strong>. There is a cry<strong>in</strong>g need for a mechanism, for modernefficiency <strong>in</strong> retail to come. This does not come at the expense of anyth<strong>in</strong>g else. They can workhand <strong>in</strong> hand.’’The GST is go<strong>in</strong>g to be a major tax reform. Retail will have a major benefit com<strong>in</strong>g to them.The supply cha<strong>in</strong> needs focused improvement. There is recognition at policy level. The sameth<strong>in</strong>g needs to cont<strong>in</strong>ue <strong>in</strong>to modern retail<strong>in</strong>g concepts.
