Community SupportS t a t e w i d eU.S. Environmental Protection Agency continued ...Program: National Clean Diesel CampaignEligibleApplicantsEligible entities under the National Clean Diesel Emission Reduction Program’scompetitive funding opportunities include U.S. regional, State, local or tribalagencies or port authorities with jurisdiction over transportation or air quality,or nonprofit organizations or institutions that: 1) represent or provide pollutionreduction or educational services to persons or organizations that own oroperate diesel fleets; or 2) have, as their principle purpose, the promotion oftransportation or air quality. EPA encourages private fleet owners to partner witheligible entities for the implementation of diesel emission reduction projects.In most cases, a non-profit that is not a 501(c)(3) can apply. Non-profitorganizations, as defined by OMB Circular A-122, means any corporation, trust,association, cooperative, or other organization which is operated primarilyfor scientific, educational, service, charitable, or similar purposes in the publicinterest, is not organized primarily for profit, and uses its net proceeds tomaintain, improve, and/or expand its operations.For this purpose, the term “non-profit organization” includes non-profitinstitutions of higher education and hospitals. Non-profit organizationsdescribed in Section 501(c)(4) of the Internal Revenue Code that engage inlobbying activities as defined in Section 3 of the Lobbying Disclosure Actof 1995 are not eligible to apply. See Section III.A. of the RFP for all detailsregarding eligible entities.RestrictionsAwards cannot be used to meet federal, state, or local emissions reductionsmandates. Retrofit technologies must be EPA or CARB-certified or verified(www.epa.gov/cleandiesel/verification/verif-list.htm). Idle reductiontechnologies must be EPA-verified, and technologies from EPA’s EmergingTechnologies List must be used. Early replacement and repowers with certifiedengine configurations may be partially reimbursed if certain EPA emissionsrequirements are met.Applicant eligibility, project eligibility, and vehicle, equipment andengine eligibility are defined by the competitive grants, and have specificrequirements that are detailed in EPA’s “Questions and Answers: FY 2011Request for Proposals (RFP)” at www.epa.gov/cleandiesel/documents/fy11-faq-20110202.pdf.B–2 B U S I N E S S R E S O U R C E D I R E C T O R Y
