WESTMOUNT INDEPENDENT – <strong>November</strong> <strong>13</strong>, 2012 – 5Mayor presents state-of-union address3% cap put on ‘controllable’spending hikes for 20<strong>13</strong>By Laureen SweeneyMayor reports payreceived by councilmembersAs required by law, Mayor PeterTrent <strong>November</strong> 5 presented the remunerationand expense allowances for<strong>Westmount</strong>’s elected officials from boththe city and a higher level of municipalbody.In this respect, the mayor received$43,934 from the city along with an expenseallowance of $15,310. He also received$10,551 from the agglomerationcouncil, as well as $528 per meeting attendedof its Finance and Administrationcommittee, which he vice chairs,up to a maximum of $10,551. He wasalso paid $10,000 from the MontrealMetropolitan Community.<strong>Westmount</strong> councillors received$14,645 and an expense allowance of$7,322.50.In addition, Councillor Patrick Martin,as vice chair of the Montreal/agglocontracts review committee, receives$528 per meeting to an annual maximumof $10,551, and $264 per presenceas an expense allowance to amaximum of $5,275.While <strong>Westmount</strong> taxpayers probablywon’t know what impact the city’s 20<strong>13</strong>budget will have their pocketbooks untilthe budget meeting December 10, citycouncil has imposed a 3-percent limit onlocal spending pertaining to most so-calledcontrollable items. This is based on inflationplus 1 percent.Mayor Peter Trent announced theguidelines <strong>November</strong> 5 in his annual stateof-theunion address, which reports on thecity’s financial position.“This is a challenge considering thecurrent impact of the actuarial deficit inour employee pension plan,” he said. (Thiswas $16.5 million in forecasts October 31,he later told the <strong>Independent</strong>.)The 20<strong>13</strong> limits exclude the impact ofthe arena/pool project, capital works projectsincluding pay-as-you-go, as well as thecity’s agglomeration share and other uncontrollableexpenses.If Montreal reduces proposed expensesfor island-wide services as tabled in the agglomerationbudget, it’s possible thismight have a positive impact on <strong>Westmount</strong>’sportion, he explained, deviatingfrom a prepared written text.“Council has also approved the appropriationof accumulated surplus to balancethe local budget if required.”2012 forecastThis was also done for the year 2012, hepointed out in expecting this year wouldclose with revenues and expenditures balancingat $94.7 million. The original operatingbudget had been adopted at $91.8million.In 2012, additional pay-as-you-go investmentswere made to extend the secondice rink for the new recreation centre, fordecontamination of the site, to purchasean external refrigerated rink and additionaltransformers to improve the stabilityof Hydro <strong>Westmount</strong>’s network.“As of December 31, 2012, <strong>Westmount</strong>’snet debt should be $36.5 millionincluding the annual capital expendituresfrom 2001 to 2012,” Trent said. If welook at what these numbers actually say,over 80 percent of <strong>Westmount</strong>ers do notcycle regularly, no doubt due mostly to thedemographic profile of residents, and that72 percent of households own at least oneautomobile, for which they pay varioustaxes and fees that go towards buildingand maintaining the roads and sidewalksthat pedestrians and cyclists enjoy.Mr. Lambert proposes eliminating onelane of traffic in each direction on Sherbrookewithout a care of the chaos thiswould cause, solely to benefit the 50 or socyclists who would actually use this pathduring the winter months.Figures show about 25,000 cars per daytravel on Sherbrooke. Iguess that none of the Genivar consultantshad ever tried street parking around theJewish General Hospital or around othermajor hospitals. It is virtually impossibleto find open spots.Granted the super-hospital will haveparking as well as excellent access to variousforms of public transportation. Howevermany visitors, especially familiesvisiting patients in the evening, will be arrivingin cars from a huge catchment area.We don’t know what the MUHC willcharge for parking. Still, the first choice ofmany, if not most, will be to find parkingin the neighbouring streets in NDG andVictoria village. It will be a mess as carscircle around looking for parking. Parkingfor residents will be very difficult if currentregulations are maintained.Denis Biro, Burton Ave.Sweeney on the ballAn article written by Laureen Sweeneyin the October 30 edition of the <strong>Independent</strong>(“<strong>Westmount</strong>, others drawn into resultsof inflated contracts,” p. 1) made forfascinating reading.In it, Councillor Patrick Martin observedthat during the Charbonneau commissionhearings, the public “actuallyheard that one of the first rigged contracts[arranged by Montreal] involved a sewerproject in <strong>Westmount</strong>.” *This reporting recalled an earlier insightfulpiece of reporting by LaureenSweeney published in the issue of December21, 2011 when she described thewinning offer of sole bidder PomerleauInc. to build the arena project (“Pomerleaubids $36.4 million with taxes, a ‘historicmoment’,” p. 1). Sweeney described howfour firms in 2011, “all well-known” – Decarel,Giffels, Magil, and Opron – had “lostout based on the city’s stringent designevaluation.”That evaluating committee, one remembers,consisted of a handful of people,all of whose names are confidential.According to Sweeney, only SNC-Lavalin and Pomerleau made it throughthis selection a year ago, and SNC withdrewits bid on <strong>November</strong> 28, 2011 for“business reasons,” in the words of MayorPeter Trent, leaving Pomerleau as the solesurviving competitor.Sweeney added a paragraph of insiderinformation in the December 21, 2011 article(p. 8): “One well-placed industrysource, who asked not to be named, toldthe <strong>Independent</strong> a week earlier that it was“no secret” that Pomerleau would bid andprobably be the only one. By Isaac OlsonThe following news stories are based oninformation from police reports provided by aStation 12 constable in an interview with thereporter.Sometime between midnight and 12:30am on <strong>November</strong> 7, burglars broke into acommercial building at 376 Victoria Ave.,forced open the door to a business on thefourth floor and stole about $400 in cash.Constable Adalbert Pimentel from Station12 said the janitorial crew took a shortbreak, leaving the building unattended.While gone, the suspect went in throughthe front door though, said Pimentel, it’snot clear if the front door was locked orforced open. The alarm system was noton, he said. The burglar moved swiftly, henoted, cleaning out a cash register’sdrawer.Everything was caught on camera, Pimentelsaid, so the police have a video of asuspect: a white male with a black backpack,blue jacket with a hood, black toque,black shoes and beige pants. The policeare continuing to investigate the crime.“We always recommend that businessesleave their cash drawer empty andopen, and always put the money in a safetydeposit box regardless of the amount,”said Pimentel, noting some merchantseven put the open cash register on displayto avoid getting a window smashed ordoor broken.Police looking for suspect inATM muggingPolice are still looking for a suspect inan August 26 mugging that took place atan automatic teller machine (ATM) locatedin Place Alexis Nihon.What’s unique about this case, said Pimentel,is the investigation has revealedthat the suspect actually committed thesame crime twice in the same day but indifferent parts of Montreal’s West End. Inboth instances, the suspect approached aperson using an ATM, restrained the victimwith his left hand and brandished aknife with his right while demandingmoney in English.However, the armed robbery at the<strong>Westmount</strong>-based ATM was not successfulbecause, rather than complying withthe demands, the victim turned, faced themugger and screamed. The suspect fledthe scene, said Pimentel, hopped into ataxi and rode to Dorval, where he committedthe same crime. There, he made offwith about $500, Pimentel said.“People should try to go to ATMs duringbusiness hours when there is a lotmore people,” said Pimentel. “If you walkup to a row of ATMs and someone is hangingaround but not using one, you shouldwalk away and find another. They gave absolutely no reasonas they are not required to do so. The highest court in theland had let us down….I held a rather funereal press conference. It warmedmy heart to see there Bill McMurchie, the Pointe-Clairerepresentative on the megacity council. McMurchie notonly had the guts to show up, along with two megacitylocal councillors, but he even bravely reiterated his supportfor demerger. Louise Harel, of course, was over themoon about our loss. Her beloved reform would gothrough. The new megamayor Tremblay was elated. Hiskingdom was now intact.So it was Government 3; Political Eunuchs, 0. The legalgame was over.The next thing I knew, a city truck drove up my driveway,unloaded, and set up all my archives in my basement.I cleaned out my desk at city hall, kissed my valiantassistant Marie-José good-bye, pulled my photos off thewall, took the burgundy desk pad embossed “Mayor,” andset up shop in a little room at home. I was given my nowpointlesschain of office to keep as a memento, and I carefullystowed it in the back of a closet. With two years to goin my mandate as mayor, I was summarily dis-elected bythe provincial government. I was now <strong>Westmount</strong>’s selfdescribedMayor-in-exile. – p. 398Conclusion: “Making Good: Rebuilding Montreal’s Localand Regional Government”I returned to find a heightened climate of confrontationin local politics, a climate that contrasted with thedays when a referendum revealed that 98 percent of <strong>Westmount</strong>erswere behind me in fighting the mergers. Whilethe retroactive romanticism called nostalgia clouds theidentification of trends, I can’t help but think that the sortof politician who went into local government thirty yearsago is now scarcer. Few will put up with the indignities ofoffice today. The desire to knock politicians down fromtheir admittedly self-made pedestals was always present,but now deadly effective means to do so are readily availablethanks to social media. Anyone can create a websiteor merchandise rumours and half-baked theories onYouTube. Self-appointed élites try to bring down theelected élites, all the while demanding “transparency,”today’s pressure-group watchword. Complete politicaltransparency is like nudism: it’s easier to agree on what itis than what it achieves. In fact, too much public transparencycreates opacity, not transparency. Besides, whatthese groups want to replace is the politician’s judgmentwith their own.When I came back to <strong>Westmount</strong> City Hall, I lookedquickly around and at first had trouble recognizing it.Four years of merger had subtly infected <strong>Westmount</strong>; forone thing, salaries and benefits had rocketed up duringthe merger period to meet Montreal’s levels. Financially,today’s <strong>Westmount</strong> is not in good shape. … In fact, Montrealboth pocketed our tax money earmarked for pay-asyou-goand stuck us with a debt for the same expenditureson demerging – a bit of larceny that cost <strong>Westmount</strong> $16Vic Hall venue for annual artisans’ salemillion. By Laureen SweeneyCreation of the megacity throughforced mergers 10 years ago continues tocost taxpayers on the island of Montreal$400 million a year more than they paidbefore, Mayor Peter Trent stated <strong>November</strong>12 at a press conference launching hisbook on the fight against forced mergers.But he told reporters crowding into thecouncil chamber that while the cost of corruptionwas being addressed, the megacityamount was not.To solve Montreal’s “continued decline,”he states in this book, the agglomerationcouncil should be replaced bythree boards to provide transit, water andpublic security services, and municipalparties should be abolished.In The Merger Delusion: How SwallowingIts Suburbs Made an Even Bigger Mess ofMontreal, Trent claims the entire metropolitanregion is “suffocated by structures”and financial downloading imposed byQuebec over the years.“The current web of structures is untenable,”he writes.He blames Montreal’s current state onQuebec’s “wilful neglect of its only metropolitanregion,” and its fixation with “theregions.”Remedial solutions include slowingurban sprawl, creating one administrativearea for the Montreal region rather thanthree, allowing urban municipalities tostructure themselves as they see fit, andproviding them with the legislative meansto deal with high employee costs and pensions.He also calls for reducing the size ofMontreal’s city council and thereby eliminatingthe need for an executive committee.These are included in many conclusionsTrent draws from personal experienceson the front line of the fights againstmergers and then for demerger – and howthey played out behind closed doors (seestory and excerpts <strong>November</strong> 6, p. 1 and12).Never-again mergers“My chronicle is part history, part opinionand part memoir” to demonstrate“how governments impose decisions andhow bad ideas take root,” he writes. 12 – WESTMOUNT INDEPENDENT – <strong>November</strong> <strong>13</strong>, 2012611 Belmont Ave.: A John Hand houseHistory bythe houseAndy Dodge, CRAThe semi-detached house at 611 BelmontAve., next to the former Murray Estate,which has now become King GeorgePark, is one of many mid-level <strong>Westmount</strong>houses constructed by John Hand in 1910.They are renowned for their woodwork,leaded windows and fine detail.Belmont Ave., in fact, was originally avery narrow laneway crossing Côte St. AntoineRd., stretching south almost to WesternAve. The land on the north side ofCôte St. Antoine was owned (in 1872) byHenry Lavender, a tailor with a store onNotre Dame St., who had subdivided hisLot 227 for development and took out aloan with Consolidated Bank of Canada.He died soon after and his wife defaultedon the loan in 1871. The Bank of Montrealseized the land in 1888 and sold Lots 227-3 and 227-4, each 50 feet in width by 262feet in depth, to William Matley, a Montrealaccountant.As the Town of Côte St. Antoine beganto plot its development, officials arrangedto move Belmont Ave. farther east to itscurrent position, bisecting each of theoriginal lots and creating tracts on bothsides of the new street, giving the formerlanes to the lots on the west side. In Marchof 1910, Matley sold five resubdivided lotsto Ralph Barclay, probably the manager ofMontreal Wood Mosaic Flooring Co., Ltd.,who lived at the two-year-old MountStephen Apartments, 440 Mount StephenAve. He paid 40 cents per square foot forfive lots with a total area of 28,692 squarefeet, then turned over the entire propertyto John Hand four months later for 45cents per square foot, thus a total$12,911.40.Despite the 50-foot lot divisions, Handarranged with the city to build semi-detachedhouses 25 feet wide, and with a 7-foot driveway for a total of 32 feet frontagefor each house. Thus various houses straddledlot lines, including 611 Belmont. Hesold the brand-new house to LawrenceWilcocks (or Wilcox, according to Lovell’sDirectory) for $9,500. Wilcocks is listed assecretary treasurer of The Canada EnvelopeCompany, and was married to MabelMarie Brewster. He died in 1914, and hiswife and two children moved out but retainedownership, along with his twodaughters, renting it for several years butapparently moving back to the house in1921. In October 1931, they sold to GermaineBoivin de Nevers, wife of Ernest deNevers, for $<strong>13</strong>,500.The de Nevers family lived there untilboth parents died, Germaine passing awayin 1967. Renowned for herlandscapes, the former Dawson Collegedrawing and painting instructor is also amember of the prestigious Royal CanadianAcademy (RCA). I spoke to Bates abouther art and the RCA.Catherine Young Bates at her Sherbrooke St.home, October 27.Artist and teacherHer interest in landscapes has takenBates on extensive travels ranging fromthe Eastern Townships to New Mexico toGeorgian Bay in order to paint grand vistas.Painting “en plein air,” she capturesnot what is before her but an interpretationof the scene’s energy. For Bates, “Artcomes from and through the person.” Images,often painted in bold strokes orcolour, are evocative rather than representative.“Creativity asks you to grow,” she explained,and although Bates describes theprocess as “sometimes frustrating or discouraging,”she is enthralled with art. Arecent recipient of a cochlear implant, sheis experiencing a personal renaissance.And colour has returned to her work.Bates also describes the need to developa vision. “We forget the ability to makesomething new. 24 – WESTMOUNT INDEPENDENT – <strong>November</strong> <strong>13</strong>, 2012Ville de <strong>Westmount</strong>City of <strong>Westmount</strong>COMMENTAIRES DU MAIRE SUR LA SITUATION FINANCIÈRE DE LA VILLE DE WESTMOUNTSÉANCE DU CONSEIL DU 5 NOVEMBRE 2012Chers conseillers, Mesdames et Messieurs, bonsoir,À cette première étape du processus de préparation et d’adoption du budget 20<strong>13</strong>,je dois présenter aux résidents un rapport sur la santé financière de notre ville engénéral.En août dernier, le conseil a établi les lignes directrices suivantes concernant lebudget 20<strong>13</strong>:– Limiter l’augmentation des taxes reliées aux services locaux au taux d’inflation(2%) + 1%, ce qui ne tient pas compte de l’impact des dépenses d’immobilisationset de celles du conseil d’agglomération de Montréal.– Poursuivre les efforts en vue d’augmenter les revenus provenant d’autres sourcesque l’impôt foncier afin d’équilibrer le budget.Les revenus et les dépenses projetés pour l’année 2012 sont de 94,7 millions dedollars, ce qui inclut des affectations de l’excédent accumulé.Dans mon rapport qui est déposé ce soir, mes commentaires porteront notammentsur les questions financières suivantes:➢les résultats de fin d’exercice 2012;➢les prévisions préliminaires des revenus et dépenses de la ville pour 2012;➢l’état de la dette de la ville et les mesures mises en place pour la gérer;➢l’orientation générale du budget 20<strong>13</strong> et des dépenses d’immobilisations pour lapériode de 20<strong>13</strong> à 2015.Résultats de fin d’exercice 2011Le budget total de fonctionnement de l’année 2011 a été de 88,8 millions de dollars.La vérification des états financiers de fin d’exercice a confirmé un revenu total de93,2 millions de dollars pour l’année dernière, dont 945 423 $ provenaient desbénéfices non répartis affectés. Les dépenses de fonctionnement se sont élevées à89,5 millions de dollars et l’excédent de fonctionnement de l’ordre de 3,3 millions dedollars a été affecté au budget et aux travaux d’immobilisations. L’excédentbudgétaire net de fonctionnement en 2011 s’est élevé à 401 654 $.Au cours de l’année 2011, les dépenses d’immobilisations se sont élevées à 9,5 millionsde dollars, parmi lesquelles un montant de 4,5 millions de dollars a été couvertpar notre mode de financement pay-as-you-go (avant les « fusions », l’ensemble denotre programme annuel de travaux d’immobilisations courants était financé selonméthode de financement par répartition). Le solde des projets 2011 a été financé aumoyen de règlements d’emprunt et de subventions qui ont respectivement totalisé2,6 et 2,4 millions de dollars.Les états financiers de la Ville de <strong>Westmount</strong> ont été vérifiés par la firme RaymondChabot Grant Thornton.Prévisions pour 2012Le budget de fonctionnement 2012 de la ville fut établi à 91,8 millions de dollars 1 . Àla lumière des résultats disponibles à ce jour et des revenus et dépenses anticipéspour le reste de l’année, nous prévoyons terminer l’exercice 2012 avec des revenuset des dépenses projetés de 94,7 $ millions, ce qui tient compte d’affectations del’excédent accumulé.Des dépenses supplémentaires couvertes par le mode de financement pay-as-yougo,telles l’agrandissement de la seconde patinoire du centre des loisirs de<strong>Westmount</strong> et l’ajout d’une patinoire extérieure réfrigérée, ont été effectuées. Demême, des transformateurs supplémentaires ont été acquis dans le but d’assurerune plus grande stabilité de l’exploitation du réseau d’Hydro <strong>Westmount</strong>.Dans la mesure où la décontamination du site du centre des loisirs de <strong>Westmount</strong>constitue une exigence de la loi, une réserve pour la décontamination a été inscrite.Ces coûts supplémentaires ont principalement été compensés par des revenusadditionnels et par l’affectation de l’excédent accumulé, et ce, afin d’assurerl’équilibre de ces résultats financiers.Il est toutefois à noter que cet état des résultats pourrait changer d’ici la fin del’année, notamment si des événements imprévisibles d’importance devaient survenirtels d’abondantes chutes de neige abondantes, un important bris d’aqueduc, uneinondation, etc.DetteEn date du 31 décembre 2012, la dette nette de <strong>Westmount</strong> devrait être de 36,5 millionsde dollars, ce qui tient compte des dépenses annuelles d’immobilisationsd’arrondissement au cours de la période s’étendant de 2002 à 2005. Ce montant necomprend toutefois pas l’investissement de 37 $ millions pour le projet du nouveaucentre des loisirs, dont un montant d’environ 20 $ millions provient de subventionsdes gouvernements provincial et fédéral.Budget 20<strong>13</strong>Conformément aux objectifs financiers décrits précédemment dans ce rapport, leconseil entend limiter l’augmentation des taxes municipales reliées aux serviceslocaux au taux de l’inflation (2%) + 1%, ce qui ne tient toutefois pas compte del’impact du nouveau centre des loisirs de <strong>Westmount</strong>, des travaux d’immobilisationset de la quote-part de l’agglomération. Cela constitue un défi si l’on tient compte del’impact du déficit actuariel du régime de retraite de nos employés. Le conseil aégalement approuvé l’affectation d’excédent accumulé afin d’équilibrer le budgetlocal, le cas échéant.Puisqu’environ 85% de nos revenus proviennent de l’impôt foncier, le conseil pourraitcontinuer de tendre vers une augmentation des revenus provenant d’autres sourcestels les tarifs de stationnement et la tarification des activités.Le conseil se réunira prochainement afin de finaliser notre stratégie générale etadopter le budget de fonctionnement et le programme d’immobilisations endécembre.Rémunération des élus municipauxLa Loi sur le traitement des élus municipaux (L.R.Q., chapitre T-11.001) prévoit quele maire d’une municipalité, dont un règlement touchant la rémunération desmembres du conseil est en vigueur, doit inclure dans son rapport annuel sur lasituation financière de la municipalité une mention des rémunérations et desallocations de dépenses que chaque membre du conseil reçoit de la municipalité,d’un organisme mandataire de celle-ci ou d’un organisme supramunicipal.Ainsi, en 2012 le maire recevra les rémunérations suivantes:•une rémunération annuelle de la ville de 43934 $;•une allocation de dépenses de la ville de <strong>13</strong>310 $;•une rémunération annuelle du conseil d’agglomération de Montréal de 10351$;•une rémunération annuelle de la Communauté métropolitaine de Montréal de10000$;•un jeton de présence de 528$ (par présence) à titre de vice-président de laCommission sur les finances et l’administration du conseil de l’agglomérationurbaine de Montréal, et ce, jusqu’à concurrence de la somme annuelle de 10551$.Quant aux conseillers, ils recevront les rémunérations suivantes en 2012:•une rémunération annuelle de la ville de 14645$;•une allocation de dépenses de la ville de 7322,50$.Pour sa part, le conseiller Patrick Martin recevra les rémunérations additionnellessuivantes:•un jeton de présence de 528$ (par présence) à titre de vice-président de laCommission sur l’examen des contrats du conseil de l’agglomération urbaine deMontréal, et ce, jusqu’à concurrence de la somme annuelle de 10 551 $.•un jeton d’allocation de dépenses de 264$ (par présence) à titre de vice-présidentde la Commission sur l’examen des contrats du conseil de l’agglomération urbainede Montréal, et ce, jusqu’à concurrence de la somme annuelle de 5 275 $.Transactions au-delà de 25 000 $Comme l’exige la loi, je dépose la liste des transactions dont le montant totalcumulatif dépassait 25 000 $ entre le 1 er octobre 2011 et le 30 septembre 2012.Le maire,Peter F. WESTMOUNT INDEPENDENT – <strong>November</strong> <strong>13</strong>, 2012 – 25Ville de <strong>Westmount</strong>City of <strong>Westmount</strong>THE MAYOR’S COMMENTS ON THE FINANCIAL POSITION OF THE CITY OF WESTMOUNTCOUNCIL MEETING OF NOVEMBER 5th, 2012Councillors, Ladies and Gentlemen, good evening:As the first formal step in the 20<strong>13</strong> budget preparation and adoption process, I amrequired to report to residents on the general financial health of our City.In August, Council established the following guidelines for the 20<strong>13</strong> budget:– Limit the increase in taxation for local services to inflation (2%) + 1%, excludingthe impact of capital works and Agglomeration Council of Montreal.– Continue efforts to increase revenue from sources other than property taxes tobalance the budget.Including appropriations from accumulated surplus, revenues and expenses areprojected at $94.7 million for 2012.In my report that is being tabled tonight, I will be commenting further on the followingand other financial issues:➢The 2011 year-end results;➢The preliminary forecast of the City’s 2012 revenues and expenditures;➢The state of the City’s debt and the action taken to manage it;➢The overall direction of the 20<strong>13</strong> Budget, along with the capital expendituresplanned for 20<strong>13</strong> through 2014.2011 Year-End ResultsThe City’s 2011 total operating budget was $88.8 million. The year-end financialstatements confirmed that total revenues last year were $93.2 million including$945,423 from appropriated surplus; operational expenditures amounted to $89.5million; $3.3 million in operating surplus was appropriated, for capital works andbudget. This resulted in a net 2011 non-appropriated surplus of $401,654.During 2011, capital expenditures amounted to $9.5 million, of which $4.5 millionwas covered by our ‘pay-as-you-go’ funding (prior to the merger, our entire routineannual capital works program was funded on a pay-as-you-go basis). The balanceof the 2011 projects was funded by loan by-laws in the amount of $2.6 million andgrants of $2.4 million.The City of <strong>Westmount</strong>’s 2011 financial statements were audited by RaymondChabot Grant Thornton.2012 ForecastThe City’s 2012 operating budget was established at $91.8 million 1 . Based on theresults to date and the projected revenues and expenditures for the balance of theyear, we expect to close 2012 with both revenues and expenses projected at $94.7million, including appropriation from accumulated surplus.Additional ‘pay-as-you-go’ investments were made, such as extending the secondice surface at the <strong>Westmount</strong> Recreation Centre and adding an external refrigeratedice rink. Additional transformers were also purchased to ensure better networkstability for the Hydro <strong>Westmount</strong> operations.A decontamination provision had also to be recorded, since decontaminating the<strong>Westmount</strong> Recreation Centre site is a legal requirement.These additional costs were offset mainly through additional revenues andappropriation from accumulated surplus to ensure that financial results be balanced.Please note that the results could change between now and year-end, especially ifwe experience significant unforeseen events such as a higher-than-averagesnowfall, major water-main breaks, flooding, etc.DebtAs of December 31 st , 2012, <strong>Westmount</strong>’s net debt should be $36.5 million, includingthe borough’s annual capital expenditures from 2002 to 2005. This amount doesnot include the $37 million investment for the new Recreation Centre, approx imately$20 million of which will be offset by a grant from the provincial and federalgovernments.20<strong>13</strong> BudgetConsistent with the financial goals outlined earlier in this report, Council wants tolimit the increase in taxation for local services to inflation (2%) + 1%, excludingimpacts for the <strong>Westmount</strong> Recreation Centre, capital works or the agglomerationapportionment. This is a challenge considering the current impact of the actuarialdeficit in our employee pension plan. Council has also approved the appropriationof accumulated surplus to balance the local budget if required.As around 85% of our revenue comes from property taxes, the Council maycontinue to seek increased revenues from other areas such as parking rates andprogramme fees.We will be sitting down shortly as a Council to finalize our overall strategy and adoptour operating and capital budget in December.Remuneration of Elected Municipal RepresentativesThe Act respecting the remuneration of elected municipal officers (R.S.Q., chapterT-11.001) provides that the mayor of a municipality in which a remuneration by-lawis in force shall include in his annual report on the financial position of themunicipality a list showing the remuneration and expense allowance each memberof the council receives from the municipality, a mandatory body of the municipalityor a supra-municipal body.Thus, the Mayor received the following remuneration in 2012:•$43,934 as an annual remuneration from the City;•$15,310 as an expense allowance from the City;•$10,551 as an annual remuneration from the urban agglomeration council ofMontreal;•$10,000 as an annual remuneration from the Communauté métropolitaine deMontréal;•$528 per presence as an attendance allowance from the Commission sur lesfinances et l’administration of the urban agglomeration council of Montreal, up toan annual maximum of $10,551, where he is the Vice-President.As for the councillors, they receive the following remuneration in 2012:•$14,645 as an annual remuneration from the City;•$7,322.50 as an expense allowance from the City.As for Councillor Patrick Martin, he receives the additional following remuneration:•$528 per presence as an attendance allowance from the Commission sur l’examendes contrats of the urban agglomeration council of Montreal, up to an annualmaximum of $10,551, where he is Vice-President;•$264 per presence as an expense allowance from the Commission sur l’examendes contrats of the urban agglomeration council of Montreal, up to an annualmaximum of $5,275.Transactions Exceeding $25,000As required by law, I am filing the list of total cumulative transactions exceeding$25,000 from October 1 st , 2011 to September 30 th , 2012.Peter F. Thiscompares with 84 percent the previoussummer and 83 percent in 2010.Of the 1,000 homes where access wasgained, fully 881 were found to have functioningdetectors as required. “Overallcompliance was very high,” noted CouncillorGary Ikeman, Public Security commissioner,in announcing the results atthe city council meeting <strong>November</strong> 5.All dwellings are required to have atleast one smoke detector per floor, and allare supposed to be kept in good workingorder and containing functional batteriesat all times.
