Resource Efficiency
Resource Efficiency:
the economic challenge
• Germany dependent on imports: rich in minerals, but
poor in most metals and rare earths
• Rising and highly volatile prices
• Materials account for 45% of costs in German
manufacturing sector
More efficient use of raw materials will
 lower costs
Opportunities of
Resource Efficiency
decrease vulnerability to rising and volatile prices
 result in higher competitiveness
 decrease dependency on imports
 secure jobs
German SDS of 2002
• identified a set of 21 indicators
• established quantitative targets
Raw Material Productivity:
 Double by 2020 (against 1994)
2002: National Strategy for
Sustainable Development
Further targets include: land use, energy productivity, renewable
energy, biodiversity, GHG emissions
Bi-annual progress reports to monitor success
Raw material productivity:
Are we on track?
Indicator:
GDP/DMI
Target:
1994-2020
+100%
Status:
1994-2009
+ 46.8 %

Programme on
Resource Efficiency
Companies’ Perspective
Will resource efficiency be a natural part of business
operations?
German entrepreneurs see
… the challenges for RE implementation in
unknown rate of return for RE-investment (61% *)
lack of demand for resource efficient products (58%*)
… but at the same time …
RE as a key driver for innovation (52% **)
** Commerzbank AG, October 2011
Companies’ Perspective
Will resource efficiency be a natural part of business
operations?
Efficiency Agencies add the following challenges:
Small number of qualified RE consultants
 Adherence to established production processes
 Information deficits
 Capacities absorbed by daily business
Calls for right framework conditions and incentives!
Proposed actions:
Example:
Action Field „Production“
• Program to provide tailor-made advice on resource-
efficiency for companies
• Support dissemination of resource-efficient production
and processing methods
• Promote environmental management systems
• Incentives for resource-efficient product design
• Integrate resource efficiency criteria into technical
norms
Resource-efficient
Production
Activities for companies
Building on proven instruments - Efficiency Consultation:
• Efficiency Agency (efa) NRW since1998
• BMWi: German Material Efficiency Agency (demea) since 2005
• BMU: VDI Center for Resource Efficiency (VDI ZRE) since 2009
So far BMWi consultation of approx 3,200 enterpises.
Savings potential of approx. 200.000 € p.a. in SME.
 Task: Scaling Up!
 Currently VDI ZRE:
Qualifying (EE-) consultants on RE issues
... and raising awareness
Activities for companies
Disseminating RE Know-How
... and standards
VDI 4597 Rahmenrichtlinie
Ressourceneffizienz
Activities for companies
VDI ZRE currently contributes to the development of:
VDI 4598 Ressourceneffizienz
in KMU
The development of further guidelines is under
consideration.
Long term goal: all RE-related Guidelines become
part of a VDI handbook on RE.
from VDI ZRE
Resource Efficiency
“Resource efficiency means innovation and
modernisation. This is a prerequisite for
making societies and economies fit for the
future.”
Enterprise Survey 2011: Implemented measures vis-a-vis rising
and fluctuating resource and energy prices:
(Source: Commerzbank AG, 2011)
• Decreasing own energy and resource consumption (60%)
• Seeking advice from external experts (57%)
• Searching for suppliers with more favorable conditions (47%)
• Increasing efficiency in using resources (35%)
• Using recycling (31%)
ProgRess
aims at
 Decoupling growth from resource use
Programme on
Resource Efficiency
Reducing resource use and environmental impacts
by
• Building on best practices and existing measures:
information, coherence, scaling up
• Identifying measures along the entire value chain
• Exploring additional indicators and targets
