3. or, is an individual development project or new redevelopment project that would addmore than 930 m 2 (10,000 ft 2 ) <strong>of</strong> impervious surface area, or involves more than 1.0hectare (2.5 acres) <strong>of</strong> land;4. or, Requires a permit from any one <strong>of</strong> <strong>the</strong> following regulatory agencies:U.S. Army Corps <strong>of</strong> Engineers Section 10 or Section 404 permit;California Department <strong>of</strong> Fish and Game Section 1601 or 1603 Streambed AlterationAgreement;Central Coast Regional Water Quality Control Board Section 401 Water QualityCertification or Wavier;Stormwater permit issued by <strong>the</strong> Central Coast Regional Water Quality ControlBoard.2.3 Submittal RequirementsSubmittal <strong>of</strong> a detailed Hydrologic and Hydraulic Analysis Report is required for all proposeddrainage facilities pursuant to Section 2.2. This requirement is applicable to discretionaryapplications for proposed developments including Residential Subdivisions, Rural Subdivisions,Minor Land Divisions (parcel maps), Commercial, Industrial and Multi-Family Developments todescribe <strong>the</strong> drainage related facilities associated with any <strong>of</strong> <strong>the</strong> above activities. In cases where<strong>the</strong> applicant determines that drainage improvements are minor and would not require a detailedanalysis, <strong>the</strong> applicant can request, in writing, an exemption from this submittal requirement begranted by <strong>the</strong> <strong>City</strong> or County. Applications will be reviewed on a case-by-case basis whenmitigating circumstances can be demonstrated by <strong>the</strong> applicant.Provisions by <strong>the</strong> <strong>City</strong> or County Grading and Erosion Control Ordinances also require submittal<strong>of</strong> a grading and drainage plan when surface drainage is discharged onto any adjoining property.An analysis <strong>of</strong> <strong>the</strong> effect <strong>of</strong> <strong>the</strong> discharge is required to be included with <strong>the</strong> submittal.<strong>Drainage</strong> analysis submittals shall include adequate supporting hydrologic and hydraulicinformation for <strong>the</strong> proposed improvements and supporting documentation includingcomputations and any relevant information, which will assist in <strong>the</strong> review process.<strong>Drainage</strong> analysis submittals to be provided with <strong>the</strong> design plans included in discretionaryapplications for major land divisions shall include a hydrologic and hydraulic analysis report.The following outlines <strong>the</strong> requirements for submittal <strong>of</strong> a Hydrologic and Hydraulic Analysis(<strong>Drainage</strong>) Report.2.3.1 Hydrologic and Hydraulic Analysis ReportThe Hydrologic and Hydraulic Analysis Report should include a complete analysis <strong>of</strong>proposed improvements and supporting documentation including computations and anyrelevant information, which will assist in <strong>the</strong> review process.
