However, as Alberta <strong>to</strong>wns and municipalities expandin populati<strong>on</strong>, so does the need for crucial, life-saving rural health care services.Rainbow Lake is a prime example.Built around Northern Alberta’s bustling oil and gas industry, Rainbow Lake has apopulati<strong>on</strong> <strong>of</strong> just under 1,100 people located west <strong>of</strong> High Level. With the nearesthospital more than an hour away, the <strong>to</strong>wn has <strong>on</strong>e health clinic c<strong>on</strong>sisting <strong>of</strong> fourtreatment rooms and two emergency beds. However, this clinic has somethingmost d<strong>on</strong>’t: skilled, regulated staff paramedics with the technical experience <strong>to</strong>complement the most experienced nurse practiti<strong>on</strong>er or rural physician.“We assess and treat patients as they come in<strong>to</strong> the clinic, <strong>of</strong>fering both clinicaland emergency care,” says l<strong>on</strong>gtime paramedic Rick Cartier. “Our expandingscope <strong>of</strong> practice makes it possible for us <strong>to</strong> provide chr<strong>on</strong>ic diseasemanagement, treatment plans, vaccinati<strong>on</strong>s and even lab services.”20 [ i s s u e 4 1 ]‘‘Increased collaborati<strong>on</strong>between home care andparamedicine servicesmeans more rural patientswith n<strong>on</strong>-urgent care needscan be assessed andtreated at home withouthaving <strong>to</strong> travel l<strong>on</strong>gdistance by ambulance <strong>to</strong>the nearest hospital.”- Carol DuncanCartier says his new role is part<strong>of</strong> a pilot project introduced inSeptember 2010. This pilotproject is aimed at relieving apotential nursing shortage atthe Rainbow Lake health clinic.“When a nurse practiti<strong>on</strong>erneeds time <strong>of</strong>f and there’s no<strong>on</strong>e <strong>to</strong> backfill, the clinic runsthe risk <strong>of</strong> shutting down,” saysthe 20-year paramedicpractiti<strong>on</strong>er. “We’re basicallyfuncti<strong>on</strong>ing at the same levelas a nurse practiti<strong>on</strong>er whileremaining within our regulatedscope <strong>of</strong> practice.”
