<strong>Islamorada</strong>, <strong>Village</strong> <strong>of</strong> <strong>Islands</strong>Monthly Program Report, Period: 2/25/13 to 3/30/13Wastewater Collection & Transmission Project1.0 INTRODUCTIONThe State <strong>of</strong> Florida, as part <strong>of</strong> Chapter 380 <strong>of</strong> 2010 Florida Statutes, identified the Florida Keys as anarea <strong>of</strong> critical concern to land and water management. The associated Administration CommissionRule requires installing a sanitary sewer system to meet advanced wastewater treatment for thecommunity by December 2015. <strong>Islamorada</strong>, <strong>Village</strong> <strong>of</strong> <strong>Islands</strong> (<strong>Village</strong>) procured the services <strong>of</strong> aDesign-Build-Operate (DBO) firm to perform all services required to bring a fully functional wastewatersystem into operation.The Project involves the design, construction and 20 year operation <strong>of</strong> a <strong>Village</strong>-wide wastewatercollection and transmission system using vacuum sewer and low pressure technology. Wastewater flowwill be transmitted to the Key Largo Wastewater Treatment District (KLWTD) wastewater treatmentplant for treatment and disposal. Phases <strong>of</strong> the Work will be delivered via two methods: Contractordesign/build/operate and Contractor build/operate. <strong>Islamorada</strong>, <strong>Village</strong> <strong>of</strong> <strong>Islands</strong> (the <strong>Village</strong>) holdscontracts with:Reynolds Water <strong>Islamorada</strong> (RWI) - Design Build Operate (DBO) ContractorWade Trim and Weiler Engineering- Owner’s Representative Team (ORT).The DBO scope <strong>of</strong> work included is as follows: Interim Operation and Maintenance <strong>of</strong> existing North Plantation Key (NPK) WastewaterTreatment Plant and Collection Systems. Decommissioning <strong>of</strong> existing NPK Wastewater Treatment Plant. Build/Operate NPK Vacuum Sewer Improvements, Middle Plantation Key (MPK) CollectionSystem and Vacuum Pump Station Improvements, and NPK Fontaine Road Collection Systemusing issued plans and specifications. Design/Build/Operate South Plantation Key Collection System and Vacuum Pump Station,Windley Key Collection System, Upper Matecumbe Key Collection System and Vacuum PumpStation, and Lower Matecumbe Key Collection System and Vacuum Pump Station. Design/Build/Operate transmission mains to the KLWTD.The contract Notice to Proceed (NTP) was issued to RWI on September 28, 2012 and has a term <strong>of</strong>1,174 days for the Design-Build elements <strong>of</strong> the contract.The <strong>Village</strong> has engaged in an Owner’s Representative to assist in managing the DBO Project. TheORT provides pr<strong>of</strong>essional engineering services as described in their Work Authorization No. 10,effective May 1, 2012 through December 31, 2015. Further, it is the ORT’s goal to provide acompleted construction Project that satisfies the design intent, complies with all applicable regulatorycodes and permits, and provides for a smooth transition from construction to operation. This is to beaccomplished with only minimal disruption to residents and business owners <strong>of</strong> the <strong>Village</strong> whilemaintaining full wastewater services during the duration <strong>of</strong> the project.3.2 Owner’s Representative Budget AnalysisPart <strong>of</strong> the Fiscal Year 2012-2013 budget appropriation for the ORT’s Work Authorization No. 10 beganon October 1, 2012. Effort contributing to the upward trend included: 1) the effort required to redesignthe Middle Plantation Key Vacuum Pump Station to site the structure on a parcel <strong>of</strong> propertyowned by Monroe County; 2) the effort required to cover the increase in design submittals that werereceived and reviewed during the period; 3) the effort required to cover the field inspection due to theincreased level <strong>of</strong> construction activity during the period. This reporting period also covered a five-weekperiod, longer than the typical four-week reporting periods that have been evident. It is anticipated thateffort covering the next period should trend downward due to the expected completion <strong>of</strong> the MiddlePlantation Key Vacuum Pump Station re-location work in early April 2013 as well as going back to afour-week reporting period.3.3 Owner’s Representative Tasks Performed this PeriodDuring the reporting period, the ORT has performed various tasks under the four primary pr<strong>of</strong>essionalservices categories discussed earlier. A summary <strong>of</strong> the major tasks being worked on or completedduring this reporting period are summarized below.3.3.1 Owner’s Representative ServicesSeveral coordination meetings and discussions have taken place during the period between the ORT,<strong>Village</strong> staff, and DBO Contractor. On February 28, 2013, the monthly Project Status Meeting was heldbetween the ORT, <strong>Village</strong>, and DBO Contractor to review project progress and to discuss and resolvecurrent issues facing the project. Key tasks accomplished during the period under this category include: Monthly Report for period January 28, 2012 through February 24, 2013 was completed anddistributed at the March 28, 2013, <strong>Village</strong> Council Meeting. Prepared for and attended the February 27, 2013 Sewer Connection and AbandonmentWorkshop hosted by the FDEP and <strong>Village</strong> staff for package wastewater plant owners andcommercial property owners. Prepared for and attended the March 5, 2013 South Plantation Key Residents’ meeting toreview the 30% design drawings for the area’s collection system. Prepared for and attended the March 21, 2013 Windley Key Residents’ meeting to review the30% design drawings for the area’s collection system. Chaired a Wastewater Utility Policy review meeting with <strong>Village</strong> staff and the <strong>Village</strong> Attorney toreview the current document and develop action items to complete the Wastewater Utility Policyfor <strong>Village</strong> Council review at a future <strong>Village</strong> Council Meeting.Page | 4 April 2013

Set up and monitored design submittals andreview schedules, prepared design review assignments, and produced consolidated sets <strong>of</strong> commentsfor each design review. Key tasks performed this period include the following: Reviewed the 60% design drawings for the Conveyance Force Main Phase 1.B which willcomplete the work along US-1 in Key Largo. Reviewed the 30% design drawings for the Middle Plantation Key Low Pressure Force Main. Reviewed the 30% design drawings <strong>of</strong> the South Plantation Key vacuum collection system. Reviewed the 30% design drawings <strong>of</strong> the Windley Key Low Pressure Force Main. Received and began review <strong>of</strong> the 60% design drawings for the North Plantation Key Re-PumpStation. Continued the redesign <strong>of</strong> the MPK vacuum pump station to the proposed location on MonroeCounty’s DPW property.3.3.3 Construction Management ServicesWeekly Construction Progress Meetings have occurred with the ORT, <strong>Village</strong>, and DBO Contractor.Work within Middle Plantation Key, North Plantation Key, and Fontaine Drive continues. The ORT hasinspected vacuum line installation in MPK, NPK, Fontaine Drive, and the CFM 1.A work within KeyLargo. Other key tasks performed this period include the following: Received and processed 30 new technical submittals, and reviewed and provided responses to28 technical submittals. Received and processed 5 new Requests <strong>of</strong> Information (RFI), and reviewed and providedresponses to 4 RFIs.There are currently nine FDOT projects the ORT is coordinating between the DBO Contractor andFDOT. Copies <strong>of</strong> thecurrent Technical Submittal Log and RFI Log are attached in Appendices I and II, respectively. Keytasks performed this period include:Developed and populated project changes log to monitor and track potential project changesPerformed review <strong>of</strong> the DBO Contractor’s draft baseline schedule submittal with the scheduleincluded in the DBO Agreement. Reviewed the DBO Contractor’s Pay Application No. 5, requested and obtained requiredpayment documentation, and ultimately recommended payment <strong>of</strong> the pay application to the<strong>Village</strong>.3.4 DBO Contractor ServicesThrough March 30, 2013, RWI has reached various levels <strong>of</strong> completion <strong>of</strong> the many different workitems included in the scope <strong>of</strong> work. Attached in Appendix III is “Reynolds <strong>Islamorada</strong> Status Report”which summarizes the DBO Contractor’s efforts through the current period. Shown on the table belowis a summary <strong>of</strong> the schedule <strong>of</strong> values with the completion percentages through March 30, 2013. TheDBO Contractor has submitted a revised draft project schedule that is currently under review by theORT. <strong>Islamorada</strong>, <strong>Village</strong> <strong>of</strong> <strong>Islands</strong>Monthly Program Report, Period: 2/25/13 to 3/30/13Wastewater Collection & Transmission ProjectThe above table indicates that approximately 15.76% <strong>of</strong> the contract time has elapsed (versus 13.12% lastperiod) and 17.56% <strong>of</strong> the contract work has been completed (versus 15.76% last period), generally indicatingthe project is trending slightly ahead <strong>of</strong> schedule. The difference between the elapse <strong>of</strong> contract time and workcompleted from this period to last period has grown, indicating the progress <strong>of</strong> work is further ahead <strong>of</strong> schedulethis reporting period than it was last reporting period.Comments on the 2nd schedule submittal were returned to RWI and revisions to the schedule arebeing administered. A revised “S”-curve has been developed by RWI <strong>of</strong> the revised schedule which isshown below. This “S”-curve illustrates the predicted drawdown <strong>of</strong> funds that will be required tocomplete the project. This curve will be progressed to reflect the progress <strong>of</strong> the work on a monthlybasis.Project “S” curveEach <strong>of</strong> the Project’s discrete areas <strong>of</strong> work is at various completion stages. The “Progress Maps”included in Appendix IV provide an illustration <strong>of</strong> the completion stage for each <strong>of</strong> the Project’s areasthrough the reporting period.The DBO Contractor has also been fielding resident phone calls and inquiries from some residentsinterested in relocating or extending their sewer service connection to make their overall connectioncosts more efficient, or to place their connections in a place that works more efficiently with theirproperty’s physical characteristics or landscape. Pretrenchingfor vacuum pipe continued along Tequesta and Caloosa Streets. Service lead relocationrequests by homeowners continue to be implemented by RWI.At MPK South, trenching and installation <strong>of</strong> vacuum pipe, most vacuum pits, and service stub-outs havebeen completed along Monroe, Cocoa, Sebring, Ocala, Tampa, Orlando, Key Heights Drive, HighPoint, Rolling Hills, and North Rolling Hills. This opportunity will be afforded to residentsat public meetings prior to the completion <strong>of</strong> the 60% level. RWI has projected dates on their currentschedule submittal as to when these public meetings will be held for each phase <strong>of</strong> the project. RWI isalso scheduling Pre-Construction Meetings for each phase <strong>of</strong> the project so residents are informed priorto the start <strong>of</strong> construction. Continue restoration activities, and place into service the NPK collection system modifications. Complete the installation <strong>of</strong> the US-1 Conveyance Force Main to KLWTD from MM 99.6 to MM100.3 (CFM1.A), and commence with construction <strong>of</strong> the second phase <strong>of</strong> the US-1Conveyance Force Main from MM 99.6 to MM 90.9 (CFM1.B).
