This is the deal the Britishpeople signed up to in the 1970s. We do notwant or need to become a province in aEuropean Superstate but instead want friendlyand mutually beneficial trade and culturalcooperation with our EU neighbours· Improve the British economy by leaving theEU. Europhile propagandists say 60% of ourtrade and three million British jobs depend onour EU membership. This is untrue. Europeancompanies sell us more than we sell them; weare their largest client. So our trade and jobswould continue if we left the EU, and we wouldbenefit by escaping from its crippling overregulation· Regain Britain’s dormant seat at the WorldTrade Organisation. From here, a <strong>UKIP</strong>government will be free to pursue Britain’snational interests. The current situation leavesBritain unable directly to negotiate its owntrade deals because vital national interests aresubsumed in a common EU position thatfrequently reflects the interests of Franceand Germany· Be the <strong>Party</strong> of the Commonwealth. <strong>UKIP</strong> willseek to establish a Commonwealth Free TradeArea (CFTA) with the 53 other Commonwealthcountries. The Commonwealth Business Councilestimates that a CFTA would account formore than 20% of all international trade andinvestment, facilitating annual trade exchangesworth more than $1.8 trillion and direct foreigninvestment worth about $100 billion. Yet theCommonwealth has been shamefully betrayedand neglected by previous governments. Commonwealthnations share a common language,legal and democratic systems, account for athird of the world’s population and a quarter ofits trade, with the average age of a citizen just25 years. India, for example, will soon becomethe second largest world economy and Britainshould not be tied to the dead political weightof the European Union, but retain its ownfriendly trading and cultural links· Actively pursue trade deals with trade blocssuch as the countries in the North AmericanFree Trade Agreement and the Association ofSoutheast Asian Nations. Polls now show a majority of the Britishpeople share this scepticism despite protestsfrom another LibLabCon-sensus. <strong>UKIP</strong> now callsfor an immediate halt to unjustified spendingon renewable sources that has led to massiveenergy price hikes and fuel poverty. <strong>UKIP</strong> will:· Increase nuclear power generation to provideup to 50% of our electricity needs. shown to be unreliable, <strong>UKIP</strong> will pass hybridActs of Parliament to accelerate the planningprocess and allow old reactors to be replaced· Support the efficient extraction of indigenouscoal for use in cleaner, coal-fired electricitygeneration plants· Oppose wind farms in general and requirelarge new wind power schemes to be fundedby the market. Most current schemes haveproved uneconomic, often operating at lessthan a third of capacity - sometimes less thana tenth - thereby producing a derisory amountof power· Ensure any large new wind farms are constructedoffshore. <strong>UKIP</strong> regards onshore windturbines and the accompanying power lines aseyesores in beautiful countryside· Repeal the UK’s Climate Change Act andreturn to a Department of Energy· Immediately repeal disastrous EU Directivessuch as the Large Combustion Plant Directive.The Directive threatens to put the lights out byclosing a quarter of the UK’s domestic coaland energy plants by 2015 without providingany realistic, working alternatives. <strong>UKIP</strong> willpull out of EU Carbon Trading Schemes, theproposed EU Carbon Tax and binding targetson renewable and bio fuels· Stop funding the UN’s International Panelon Climate Change and the UN FrameworkConvention, and fund the Met Office accordingto forecast accuracy· Establish a Royal Commission under a HighCourt Judge that will allow scientists to reacha conclusion about the facts and economicimplications of global warming· Ban schools from using global warmingpropaganda such as Al Gore’s film ‘An InconvenientTruth’· Divert billions of pounds of funding fromwasteful global warming-related spending towardenvironmental improvements of real value· Encourage the reduction of waste andpromote effective methods of recycling· Incentivise and support electric road vehicles,the comprehensive electrification of rail linesand accompanying infrastructure· Reduce environmental bureaucracy to aminimum - consistent with good practice andinternational standards - while ensuringnecessary legislation is effectively enforced· Protect the environment by controlling immigrationand the associated building demand· Invest in more flood and coastal defencesDownload the full Energy & Environment policyfrom the Policies section of www.ukip.org12 Transport<strong>UKIP</strong> believes the British people have a right toa reliable public and private transport systemat an acceptable cost. <strong>UKIP</strong> will invest in atransport network that meets the needs of theBritish people and Britain’s economy. <strong>UKIP</strong> will:· Invest an extra £3 billion p.a. in the UK’stransport infrastructure, using money madeavailable by leaving the EU and saving the£6.4 billion net Britain pays every year in EUmembership contributions· Invest in an enhanced and safer road network,building new bypasses and wideningmajor roads· Offer a ‘Windfall Return’ on fuel duty abovea set world dollar oil price. When this level isreached, government receipts from oil dutieswill be returned to motorists as fuel tax cuts· Be fair to motorists by subjecting parkingcharges and revenue-raising devices, includingspeed cameras, to greater democratic control· Repeal EU-generated road directives thatimpose unnecessary and expensive burdens,such as the new Road Transport Directive· Introduce a ‘Britdisc’ which foreign lorries willhave to pay for using major British roads.Currently, many of these lorries pay nothing forthe wear and tear they cause· Veto EU attempts to force the UK into acceptingEU lorries that are a third longer and athird heavier than currently allowed - up to anunacceptable 60 tonnes· Invest in three new 200mph plus high-speedrail lines including a new line between London“We have aright to areliable publicand privatetransportsystem”ukip.org Straight talking. 11

Localconcerns are too easily overridden by remote,unaccountable and undemocratic planningbodies and by major developers with large legalchequebooks, such as supermarkets. Majorplanning schemes should not be overseen bya remote inspector, Government Minister orquango. Nor should major decisions on newhousing and development be made by EU bureaucratsand their regional agents. <strong>UKIP</strong> will:· Influence housing demand, not justsupply. Only by leaving the EU can Britain regaincontrol of its borders and control immigration.Migrationwatch figures show that 86% ofnew UK housing - or approximately 260 homesa day - is needed for immigrants. By controllingimmigration, large areas of British countrysidewill not need to be destroyed by house building· Incentivise the use of approximately 800,000empty homes· Abolish EU-inspired Regional Spacial Strategiesand regional government bodies such asunelected Regional Development Agencies andAssemblies· Abolish the new Infrastructure PlanningCommission, which will have the power tooverride serious local democratic objections toplanning proposals, including wind farms· Introduce binding local referenda for majorlocal schemes such as the building of new supermarketsor the Chelsea Barracks regeneration.Remote planning appeals will not be ableto override the local vote· Return to county and district plans, and encouragemajor public participation· Introduce management of Green Belt land byelected ‘Green Belt Conservators’, like NationalPark managers, to vigorously conserve the environmentwhile allowing appropriate economicactivity, amenities and housing supply· Scrap hidden development taxes such as Section106 ‘community bribes’ and requirementsfor social housing in bigger developments. Alldevelopment proposals should stand or fall ontheir own merits· Complement the national listing scheme witha formal local listing scheme, at council level,that will protect buildings that are of valuelocally, but not necessarily nationally· Ensure refurbishment of listed buildings, andbuildings in conservation areas, is exempt from<strong>UKIP</strong>’s ‘Local Sales Tax’, which will replace VAT.(See ‘Tax, Budget & Regulation’, above)· Scrap the unnecessary and wastefulEU-inspired Home Information Packs (HIPs)· Encourage local councils to build more socialhousing by designating areas for such housingand allowing bond issues to fund construction· Stop charging business rates on empty premises.This will help prevent wasteful demolitionor deliberate property damage to avoid ratesDownload the full Housing and Planning policyfrom the Policies section of www.ukip.org12 Straight talking.0800 587 6 587


14 The Constitution &How We Are GovernedThe MP expenses scandal has shown that theBritish system of government is in serious disarray.Bureaucracy overrules democracy at everylevel, from Brussels to Whitehall to the townhall. <strong>UKIP</strong> will give meaningful power back tothe British people and not just talk of localism.<strong>UKIP</strong> will:· Introduce ‘Direct Democracy’ whereby 5% ofthe national or local electorate can demand abinding referendum on any issue. At nationallevel, people will have to sign up for the referendumwithin six months, at local level, withinthree months· Introduce an element of proportional representationin national and local elections. <strong>UKIP</strong>favours an electoral system based on AlternativeVote Plus so that constituency MPs haveto earn at least 50% of the vote (as in ScottishParliament and Welsh Assembly elections). Forillustration, 450 MPs might be elected on asingle member constituency basis (with eachconstituency increased to 100,000 voters) and200 MPs on a party list basis. A second ballotapproach may be preferable· Extend direct elections and real democracy byinstituting directly elected County Police Boards,Education Boards and Health Boards, and supportingdirectly elected Mayors· Retain devolved national assemblies butreplace the representatives with WestminsterMPs from the same nation. The 129 ScottishMSPs, 60 Welsh AMs and (in time) 108Northern Irish MLAs would be replaced withtheir Westminster MPs. These MPs would thenspend one week a month on devolvedbusiness and the rest of their time atWestminster. English MPs would meet inWestminster for English-only days as an‘English Parliament’· Introduce a right of recall whereby electorscan challenge an errant MP and force a byelectionin exceptional circumstances, such asabuse of expenses· Abolish Regional Government - including thenine Regional Ministers, Regional DevelopmentAgencies and Assemblies - and return theirpowers to local government. The county willbecome the prime local government unit· Fully support the monarchy, opposedisestablishment of the Church of England,and consider transferring part of the CrownEstate back to the Royal family in return forending their State support· Give Parliament powers such as treatyratification and consent for declaring war· Start by retrieving our democracy fromBrussels, then revitalise the House of Commonsand local government (as above) and, at theend of that process, decide whether we need asecond chamber and how it is to be constitutedDownload the full Constitution policy from thePolicies section of www.ukip.org15 Culture &Restoring Britishness<strong>UKIP</strong> believes in civic nationalism, which isopen and inclusive to anyone who wishes toidentify with Britain, regardless of ethnic or religiousbackground. We reject the “blood andsoil” ethnic nationalism of extremist parties.<strong>UKIP</strong> opposes multiculturalism and politicalcorrectness, and promotes uniculturalism -aiming to create a single British culture embracingall races and religions. <strong>UKIP</strong> will:· Recognise the numerous threats to Britishidentity and culture· Restore British values, scrap quotas andpolitical correctness and return to meritocraticprinciples· Create a ‘British Register’ of important UKcompanies, products and brands and amendthe UK Takeover Code to safeguard theseusing set criteria, parliamentary approvalsand/or conditions where necessary· Safeguard British weights and measures (thepint, the mile, etc) which have been underminedby the EU. <strong>UKIP</strong> will also provide propersupport to the Royal Mail and the Post Officeas a key British institution· Require UK schools to teach Britain’scontribution to the world, including Britishinventions and Britain’s role in fightingslavery and Nazism. · Require all commercial species of fish caught,regardless of size or species, to be landed andrecorded. This will allow the Government todetermine how best to manage the recoveryof UK fishing grounds.
