The St. Francis Shangri-La Place build<strong>in</strong>g uses a damped outrigger system (Refs. 7 and 18)with viscous dampers vertically-placed between <strong>the</strong> outrigger beams connected to <strong>the</strong> corewall, and <strong>the</strong> perimeter columns. The <strong>in</strong>novative concept took off after identify<strong>in</strong>g <strong>the</strong> needto perform a performance-based structural design for <strong>the</strong> tall build<strong>in</strong>g. Use of viscousdampers was selected to meet <strong>the</strong> w<strong>in</strong>d serviceability criteria such as occupant comfort, aswell as reduce <strong>the</strong> seismic design forces. The results of a comparative analysis of <strong>the</strong> w<strong>in</strong>dresponse of <strong>the</strong> build<strong>in</strong>g show that <strong>the</strong> w<strong>in</strong>d overturn<strong>in</strong>g moment predicted by <strong>the</strong> w<strong>in</strong>d tunneltest<strong>in</strong>g is larger than that by <strong>the</strong> current NSCP.5 ESTABLISHMENT OF THE U.P. INSTITUTE OF CIVIL ENGINEERINGThe College of <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> (CoE) of <strong>the</strong> University of <strong>the</strong> Philipp<strong>in</strong>es (UP) with<strong>in</strong> its DilimanCampus has spearheaded <strong>the</strong> establishment of <strong>the</strong> new UP Institute of Civil <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong>(UP-ICE), lead by <strong>the</strong> first author who is now <strong>the</strong> current UP-ICE Director, convert<strong>in</strong>g whatwas only previously a Department of Civil <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> under <strong>the</strong> UP CoE (Ref. 8). TheICE now reta<strong>in</strong>s mostly PhD-level faculty. It has <strong>the</strong> first and only PhD <strong>in</strong> Civil <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong>program <strong>in</strong> <strong>the</strong> country. The UP-ICE has also started <strong>the</strong> construction of its own build<strong>in</strong>gcomplex. The UP-ICE has plans for <strong>the</strong> construction of two w<strong>in</strong>d tunnel test<strong>in</strong>g laboratorieswith<strong>in</strong> its own build<strong>in</strong>g complex.
