Investment in Qualitynew economic and social possibilities were discovered by experimentalproblem-solving action involving government, the socialpartners and others.Part III of the report outlines the Council’s Strategy. The Council restatesthe importance of a consistent policy framework, encompassingmacroeconomic, distributional and structural policies.Given the wide range of urgent structural/supply-side needs, theCouncil identifies the following common elements:●●the need to ensure scope for the necessary investment to takeplace;the need to ensure a high quality or standard of service andvalue-for-money; and● the need to make the organisational and institutional changesnecessary to achieve high-performance and co-ordination of arange of cross-cutting policies and organisations.Within this context, the Council outlines its analysis, conclusionsand recommendations in the following areas: inflation; the publicfinances; taxation and social protection; policies on poverty,unemployment and social exclusion; infrastructure; utilities andspatial development; and enterprise policy. The Council believesthat, if appropriate choices are made across a range of policy areas,Ireland has the capacity to achieve an economically and sociallyinclusive society that has long term sustainability.xx
