However, theBody considered that it would not be practical to link its recommendationsto specific changes in work practices since this wouldrequire it to assess the position in relation to these for each positionthroughout the public service. However, the Body stronglyrecommended “that implementation of its pay award should bemade conditional (apart from the one-quarter of any award to beimplemented from the 1st December 2001 as agreed between theparties) upon agreement on the issues at appropriate localbargaining levels” (p. 65).6.5.3 Future Public Service Pay DeterminationIn negotiating the PPF, the parties involved made significant effortsto address some of the key weaknesses that had characterised thetraditional system of public service pay determination. In particular,the Council welcomes the approach in the PPF to linking some ofthe pay increases to verified progress in modernisation and changein the different sectors of the public service. This was a newinitiative and there was considerable learning by all involved in theprocess. It is desirable that future negotiations on public service payshould seek to build on these initial steps in linking pay to progressachieved. This is not to imply that any change provides a basis forhigher pay. Change in the public service as in the private sector isongoing and in fact can often make work easier.The following are some factors to be considered in the subsequentuse of a PPF-style process linking pay awards and performance inthe public service. First, it is desirable to make progress on thedevelopment of more robust performance indicators. The developmentand implementation of the MIF is important in this respect.Second, in the groups that monitor performance it would bedesirable to have greater external representation in order to givehigher weighting to the delivery of real change as seen from theperspective of the users of the service in question. Third, it isdesirable to have a high level of interaction between the groupsmonitoring progress and the various public service organisations.281
