It is our expectation that each employee will offer his/her serviceswherever and whenever necessary to ensure the success of our endeavors.<strong>Job</strong> Title<strong>Executive</strong> <strong>Director</strong>, Workers’ <strong>Compensation</strong> <strong>Programs</strong>Position Rating Exempt% FTE 100%Effective Date February 2012Purpose of Position:Responsible for the overall management, operations, and performance of the workers’ compensation program forWashington Hospital Services and serves as principal staff and secretary to the boards of the Public Hospital DistrictWorkers’ <strong>Compensation</strong> Trust and Washington Hospitals Workers’ <strong>Compensation</strong> Trust. Develops annual programs andoversees day to day activities of the program and provides supervision to program staff.Essential <strong>Job</strong> functions and Accountabilities% of time Function Goal Outcomes60% Program Managementand OperationEnsure effective, efficientoperations to meet programobjectives and the Vision, Missionand Values of the Boards ofTrustees.Develops policies and procedures forthe program.Promotes the program’s purposes andgoals to members.Maintains an effective industrialinsurance claims and safetyprogram focused on meetingstatutory and regulatoryrequirementsPromotes use of best practices inclaims management and employeesafety.Working with the WSHA financedirector, develops, implements, andmonitors budgets for the Trusts andtrust programs.Operates the program withinapproved budget amounts.Ensures program operation is withinparameters set by Boards of the trustsand WHS and is compliant with themandates for the MembershipAgreement, Trust Agreement, andbylaws of the two trusts.Reports to trust boards on programresults and budget performance.Keeps the Chairs of the Boardsinformed on key issues related tooperations and organization of theprogram.Plans board agendas, meetings andactivities. Develops policy onsignificant workers’ compensation


issues for board approval. Consultswith legal counsel on bylaw andmember agreement updates and otherlegal documentation as required.Responsible for long-range planningand program needs, develops actionplans and budget to support thoseneeds and presents information to thetrust boards.Analyzes major issues and trends inthe industrial insurance industry andevaluates impact on memberhospitals in the administration ofworkers’ compensation programs.Develops proposed policies andaction plans that affect the selfinsurancestatus in member hospitals.Communicates information on trendsand changes in workers’compensation insurancelaw/regulations to staff and members.Represents the workers’compensation trusts andWHS/Washington State HospitalAssociation as appropriate to otherhealth care institutions, governmentagencies, health care providers,responding to inquiries and particularconcerns regards workers’compensation and safety issues.Works with Supervisor of ClaimsServices and claims staff on policies,procedures and overall programactivities including a schedule ofclaim reviews at hospital sites,webcasts, etc. Travel for in-serviceseminars as necessary.Works with Safety Coordinator andstaff on policies, procedures andoverall program activities including aschedule of safety visits at hospitalsites, webcasts, etc. Oversee SafetyCoordinator work on safety contests.Travel for in-service seminars asnecessary.Works with communication staff formember documents such as

ConsultantsSpecific <strong>Job</strong> Skill RequirementsRecent workers compensation experience with laws, regulations, polices, and procedures required.Washington State workers compensation experience preferred.Excellent communication, organization and strategic planning skills.Excellent management skills, motivation and team building and interpersonal relationship skills.Working knowledge of federal and state labor laws and federal and state legislative processes.Management of multifaceted projects in conjunction with day-to-day activities.Ability to meet deadlines.Public speaking skills.Hospitals and health care experience preferred.Association Management preferredStrong customer services skills.Attention to detail.Ability to read, write, speak, and understand EnglishPhysical ability to use office equipment including copiers, fax machines, phones, and computer hardware.Strong working knowledge of personal computer based word processing, and spreadsheet applications(Microsoft Word, Access, and Excel).Educational and Licensing RequirementsA minimum of five years recent experience in workers’ compensation claims management required withWashington state experience preferred.
